here and only here. ♪ come and get it. >> live from the kgo broadcast center, this is abc7 news. >> good morning, i'm carolyn tyler. thanks for joining us on this sunday, november 2nd. let's start with a quick look at the when with our meteorologist lisa argen. >> hi, carolyn. much different picture this morning. nice and quiet out there with the clear sky sfo this morning, no delays. temperatures here in the 50s. but elsewhere plenty of 40s. so it is a cooler start pretty much nor everyone. 45 in san jose. it's 48 in morgan hill.

and today many of these numbers in the south bay, santa clara valley will be as much as 5 degrees cooler than average. high pressure sits off the coast and we will look for plenty of sunshine today. temperatures in a narrow range. i'll let you know how warm it's going to get today and for the week ahead coming up in a few minutes. carolyn. >> lisa, thank you. developing news. police are investigating after four people died when their boat capsized near bodega bay. a fifth person was pulled to safety. three victims have been identified. jesse langley was from bodega bay, and samuel garcia, 86, from bodega bay, and 60-year-old david costa from ripon. the fourth victim, a woman, has not yet been identified. this is video of the lone survivor who was rescued after the boat capsized around 10:00 yesterday morning. abc7 news reporter sergio quintana has the latest from

bodega bay. >> witnesses say the coast guard and other rescue workers quickly recovered four people from the dangerous waters. ed one said she could see ed paramedics trying to revive them. >> the guy was pumping. the paramedic was just hauling on somebody. it was soaves really, i couldn't believe it. >> three men and one woman pulled from the water did not survive. a fifth person identified as philip sanchez was pulled from the rocks by helicopter. that's him being walked into the coast guard station by the rescue workers. he suffered minor cuts and bruises and was rushed to a santa rosa hospital. the 32-foot long boat they were in smashed into the rocks. it was a complete loss. >> it broke up on the rocks over there. it pretty much got smashed to pieces by the waves. we haven't seen any recoverable pieces of it. >> philip sanchez has returned home from the hospital. we talked to some of his friends who tell us he's known the other four people in the group for

years. sanchez did not talk with his. ed -- with us. his friends asked us to leave after he got home. according to the sonoma county sheriff's department, none of people in the boat were wearing life jackets. the coast guard is asking boaters to be careful the rest of the weekend. a wind advisory remains in effect in the area. >> something as aim pell as a bad sparkplug or anything else, when you break down in winds like this, you drift so quickly you will find yourself on rocks in no time. it's very dangerous. >> the crash is still under investigation. >> abc7 news. es this morning police in san francisco say they have located the driver in a fatal collision developing a pedestrian. the accident happened around 9:30 last night near third and cargo street. the victim is a man in his 20s

or 30s. police say he was on a skateboard. investigators believe it is possible the driver was unaware he hit anyone. talking to the driver and witnesses to determine exactly what happened. a u.c. berkeley student is dead after falling at oracle arena. zachary bradley was a pre-med student in his second year at cal. abc7 news reporter lilian kim has the story from berkeley. >> by all accounts, 20-year-old zachary bradley was a talented, well-rounded individual. his family said he was fluent in spanish, played several instruments, and inspired to be a doctor. on halloween he took a tragic fall. bradley and his friends attended this concert at oracle arena in oakland. they said bradley died after falling more than 20 feet. he was climbing down an elevated and restricted area behind the stage. his fraternity brothers are grieving. no one wanted to go on camera but they say they will miss bradley. they said they loved his spontaneity and sense of adventure.

lilian kim, abc7 news. people at walnut creek are helping neighbors displaced by an explosion that destroyed part of a townhouse complex. it happened friday. it was on sunnyvale avenue. two men who lived in the unit suffered severe burns and are still in critical condition at u.c. davis burn center. police say that hundreds of volatile butane canisters being used to turn marijuana into hash oil caused the blast. the explosion blew out windows in buildings across the street. the entire complex is uninhabitable. >> some of the neighbors approached me and said that they were willing to help. >> a third victim showed up at a hospital later that day. police say all three face felony charges. the attorney for the former california highway patrol officer charged with stealing nude photos from a woman's cell phone said his client is sorry. 35-year-old sean harrington resigned from the force.

he faces two felony charges in connection with stealing pictures from a woman he arrested on suspicion of drunk driving. his attorney said in a statement that his client apologizes to the women and to colleagues in law enforcement. memorial services will be held this week for two sheriff's deputies killed in the line of duty last month. michael davis of sacramento county, and deputy daniel oliver were killed after a man went on a shooting rampage during a crime spree. oliver's memorial service is tomorrow at 11:00 at adventure christian church in roseville. davis' memorial will be held the next day at the same location at ed 10:00 a.m. marquez and his wife, 389-year-old janelle monroy, face more than a dozen felony charges, including murder.

for the first time in four years the national average for a gallon of gas is below three dollars. even in the bay area. a gallon of regular of gas in san jose cost drivers $2.82. prices plummeted 34 cents in the last month, bringing the average cost for a gallon of regular to $2.99. we haven't seen that price since december 22, 2010. in san francisco the average is $3.47. $3.45 in oakland and $3.29 in san jose. ski resorts in the sierra received a healthy dusting of snow from this weekend's storm. this is video from heavenly mountain resort in tahoe. they received three inches of fresh powder. a similar scene at northstar in truckee. they received two inches of snow

from the storm. 6 inches fell at squaw valley, and ten inches of fresh powder fell on alpine meadows upper mountain. coming up later this morning, the storm moving across the rest of the country this weekend. >> happening now, the sidewalks on the golden gate bridge are closed in preparation for today's u.s. half-marathon. here is a live look from the golden gate bridge camera. 5,000 runners are expected to take part in today's half-marathon that gets underway very shortly at 6:30. a shuttle will be available at both ends of the bridge to take pedestrians and cyclists across the sidewalk during the sidewalk closer, which is going to last until about 9:30 this morning. >> good weather for the runners and everyone else today? >> yeah, in the 40s. but bay weather keeping us a little warmer here. san francisco 54 degrees. predawn light with the sun coming up at 6:36. sets at 5:10. we do begin a warming trend in the days ahead. i'll let you know when and how

the future of private space travel is in doubt after friday's mid-air explosion of a prototype rocket. it happened during a test flight of a spacecraft that was meant to start carrying passengers next year. 39-year-old pilot michael tyner alsbury was killed. the other pilot, also from tech, parachuted to safety and is undergoing surgery. they promise to be back in the sky. chuck sievertson has more. >> we have a test pilot to find out exactly what went wrong. >> these photographs capture the final catastrophic moments of virgin galactic's spaceshiptwo. the aircraft meant to fly tourists into space exploded in

mid-air friday on a test flight over the mojave desert. >> there was a puff that shouldn't have been there, and at that point i knew something was very, very wrong. >> dreams of flight in pieces in the sand. one pilot was killed, a second severely injured was airlifted to a hospital. the disaster brought sir richard branson, the billionaire founder of virgin galactic, to the crash scene. >> we feel sorry. we will now comprehend the effects of the crash. >> we intend to find out what caused the crash and prevent it from happening again. >> the prototype was the first to use a few fuel that has never before been tested in flight. this is how the spacecraft is supposed to work. the mothership carries it to 50,000 feet, releases it, and it fires it's own rocket carrying paying passengers to the edge of space. 700 have put down deposits, including big hollywood names. branson said they can get refunds, but they will continue to aim sky high.

consumer report shoppers got about 10% off every time they asked. i'm michael finney, 7 on your side. >> the city of san jose is changing the rules for outdoor water usage to coincide with daylight savings time. beginning today it will be allowed in the morning at 10:00 a.m. and hand watering is allowed after 3:00 p.m. however, the sprinklers remain restricted to after 8:00 p.m. city officials say watering plants during the cooler hours means less water evaporates and the plants have more time to absorb the moisture. they emphasize, though, as we know, it's still important to conserve, and even when it rains. the state is dealing with an ongoing drought. lisa, you have been saying no rain in the forecast? >> no. in fact a warming trend. not quite today, though. temperatures will be below average and starting out cool. live doppler 7hd this morning very, very quiet.

we are in the weak of the trough that's pushed off to the east. with the clear skies temperatures are cool. 6:36 the official sunrise. sets at 5:10. we will be looking at numbers about 5 degrees cooler than we should be. up in the north bay and the east bay valleys, maybe a 70-degree reading. here's a look. nice shot for you this morning. you can see the good visibility out there. 45 in oakland. much, much cooler in oakland this morning. san francisco remains warm. half moon bay as well. 48 san carlos and view from mt. tam, nice and clear. a little wind allowing for temperatures to stay in the low 40s. otherwise we probably would see some upper 40s. 45 in concord this morning. livermore a chili 43 degrees. everyone is much cooler except by the delta and along the coast. 12 degrees cooler at oakland and 8 degrees cooler in mountain view. we should get some fog developing overnight tonight.

plenty of sunshine on the way as high pressure begins to build. and those really are the highlights starting out with clear skies, sunshine today. it follows day-to-day. wednesday should be the warmest day. and then a system driving down from the north will bring just a couple degrees of cooling for thursday and friday, bringing temperatures just about back to where they should be. so here's a look at our radar and satellite composite. the entire state looking clear and a little bit cooler. in fact, very cool in the mountains. even southern california on the cool side. so it will be sunny again today and throughout the afternoon. we saw the sunshine yesterday kept us in the mid-60s and today not much changed temperature-wise. 70less. only 45 in lake tahoe. starting out in the 20s and 30s there. a couple of inches around the south lake. looked like kirkwood got more snow and yosemite saw 8, 9,

10 inches. south bay look for 67 in san jose, 58 cupertino. peninsula numbers ranging from the mid-60s milbrae, palo alto. san francisco should be a nice afternoon at 66 today. in the north bay, cool in the coast. and perhaps 70 by 3:00 in napa. over in the east bay it should be a nice day today with 58 in oakland. hayward 69. even upper 60s berkeley. numbers in a very narrow range even in the inland valleys. not much difference with 68 san ramon and livermore 68 degrees. a perfect day for football. low 60s 1:00 and 67 at 4:30. a warming trend gets underway tomorrow and election day looks nice and dry and sunny. the warmest day will be wednesday. then slightly cooler thursday and friday. even the coast will shave off a few degrees. abc7 news has another great weather resource for you to

minutes. carolyn. >> thank you, lisa. >> a former u.s. marine who spent months in a mexican jail is now back in the united states. he is not ready to talk about it yet, but he has quite a story to tell. and it all started with the wrong turn. here's abc news reporter with the details. >> a beaming andrew is back home. a free man once again. on friday the retired marine sergeant set foot on american soil for the first time in seven months. he landed in florida early saturday. accompanied by his mother. >> he kept saying living in the moment. i think he was reconnecting with family. >> it was the end of an ordeal that began march 31st when he said he accidentally strayed into mexico from a california freeway. his car front loaded with weapons and hundreds of rounds of ammunition. he told a 911 operator he couldn't turn around. >> i crossed the border by accident and i have guns in my truck and they are trying to -- they are trying to take my guns.

>> you are in mexico? >> yeah. there's nothing i can help you with then, sir. i do apologize. >> the wrong turn cost him 214 days behind bars on weapons charges. the 26-year-old veteran of two tours in afghanistan was diagnosed with posttraumatic stress disorder. that was the basis for an extensive lobbying campaign to win his release. former talk show host williams -- montel williams, was among his advocates. >> this is in a lot of ways retraumatized him and this is almost like what is called prison ptsd. >> friday he was ordered free because of his mental state. for now, says a family spokesman, he just wants some private time with his family. richard davies, abc news, new york. >> now to the fight against ebola in america. the new york city infected with the virus has improved. they say he's no longer in serious condition.

dr. craig spencer became infected while treating patients in new guinea. that led governors in new york and new jersey to declare mandatory quarantines to travelers exposed to the virus in west affeldt ka. and an ebola survivor, the nurse, has reunited with her dog. he was placed in quarantine fearing he too may develop the virus. >> it's another miracle. i have my best friend at my side again. >> she was declared ebola free and discharged from the hospital in maryland last month. there is winter-like weather across the country. right now there's snow in the sierra and winter storm warnings in the northeast. abc news reporter michelle franson has the latest. >> the band of snow sweeping

through parts of the continent caught many off-guard. >> it was freezing and our car windows were covered in ice. >> snow on halloween. like in georgia, it's never been that early. >> it came out for halloween, i guess. a nice surprise for a white november 1st. >> in the carolinas, the snow fell on leafy trees, weighing them down and causing branches in snap and fall on powerlines. many had no electricity. turned roads into a different kind of halloween trick. >> dangerous driving. a lot of us here don't know how to drive in it. >> high winds in utah, up to 80 miles an hour, caused this truck to tip over on i-80. that stopped traffic for hours. out west rain and snow pummeled california bringing out smiles. the precipitation will help ease extreme drought condition. >> we love the water, the snow,

and we just don't love it this early. >> there's more snow on the way. an extra bonus for ski resorts. >> maybe ten inches of snow tonight and some really cold. >> a jump start to the ski season in the serras weeks before thanksgiving. abc news, new york. >> on tuesday americans will head to the polls to vote in the midterm elections. and we have a special edition this week. george stephanopoulos covers the countdown to election day 2014. with the chairs of the republican and democratic national committees. you can catch "this week" right here on abc7 at 8:00 this morning. this weekend several bay area counties are giving voters a chance to cast their ballots early. san francisco voters can head to the department of election office at city hall for early voting. election employees are also collecting absentee ballots subside all week long. voters in alameda county can

head to the voters office in oakland today from nine to three. early voting is also available at the santa clara county registrar of voters office. one of the questions you will be asked on the ballot on tuesday is are we sending too many nonviolent criminals to prison? here's the fourth installment of a series of reports produced called "be political on california propositions." ♪ be political now >> prop 47, criminal sentencing. do you know what a felony is? >> why are you asking? is it because i'm green? >> a felony is a serious crime. less serious crimes are called misdemeanors. this will reduce some crimes from a felony to a misdemeanor. crimes like petty theft and certain drug convictions. already convicted felons would have the chance to be resentenced and to be released

from jail, as long as the court feels they don't pose a serious public safety risk. criminals who have committed violent crimes would not be affected by this prop. they stay where they are no matter what. a few years ago the u.s. supreme court said california's prisons are way overcrowd and supporters believe that this prop will also help free up space in prisons. if passed, money saved from keeping some of the nonviolent criminals out of jail will be redirected to k-12 education, victim services, and victim health and rehabilitation centers. but some believe releasing them earlier than expected is a bad idea because they might still pose a risk to the public and commit more crimes and just end up back in jail after hurting more people. voting yes means you support reducing penalties and sentencing for nonviolent crimes from felonies to misdemeanors. voting no means you do not support reducing nonviolent crimes from felonies to misdemeanors. ♪

and not much at all except along the central coast where they picked up in some spots over an inch of rain. live shot from emeryville. pretty looking this morning with the calm waters of the bay. 45 there. 48 san carlos and 47 in morgan hill. half moon bay dropped a couple degrees. the view from mt. tam and the sun coming up with 37 in napa. low 40s petaluma, 45 in concord. so no fog to speak of. it will take a while to get to our afternoon highs today. we are starting out much cooler in oakland. >> 12 degrees cooler. 8 degrees cooler than we were yesterday in mountain voodoo to the calm winds and the clear sky. we will look at another shot with the purple hues here from our sutro tower camera. temperatures will be shy of the average anywhere from a degree or two cooler to 5 degrees cooler but autumn warmth is on the way with high pressure building in each and every day. and the warmest day looks to be about wednesday coastside and in

our inland valleys. we will cool it back a little bit for the end of the week. unfortunately we aren't looking at any more incoming weather systems that will bring us any more additional rains. it's all about high pressure sitting off the coast. and all of california is clear. sitting in the wake of that cool trough. numbers a little cooler than we should be but the winds will be light out of the northwest throughout the day today and that will provide the afternoon sunshine, which should be pretty good come 2:00, 3:00 in the afternoon, warming us up to near 70 in sacramento, 65 fresno, a couple inches. kirkwood got more on the south side. 45 for a high today in south lake, and 70 in los angeles. upper 60s today in san jose, as well as santa clara. 68 this los gatos. sunnyvale 67. a little rain there yesterday. redwood city upper 60s. and low 60s in pacifica.

in and around san francisco, not too far off of your normal high of 67, mid-60s today. up in the north bay notice the green here representing the cooler air, 59 bodega bay. 50 stinson. about 10 degrees warmer in sonoma, 70 degrees. 68 san leandro, now warning and fremont. not much change as you head inland. the caldecott tunnel. upper 60sed to from pittsburgh and livermore. santa clara, a gorgeous day with low 60s 1:00, and upper 60s 4:3030 in the light breeze. a slow warming trend for tomorrow and election day with low 70s around the bay. wednesday we warm up. still mild on thursday and slightly cooler friday and saturday. certainly those overnight lows will keep it cool with the clear sky. a little fog back in the picture tonight. >> all right. and tuesday no excuse not to get out? >> no. nice day.

>> thank you, lisa. among all of the ways to get around san francisco from cable cars, car sharing, you can add one more new way that's actually a very old way. abc7 news reporter jonathan bloom shows you the taxi you can soon take that never gets stuck in traffic. >> nearly a century ago rush hour looked something like this. >> this is quite a hustle and bustle. >> now a days it looks like this. >> greyhound and bumper to bumper. heavy delays there. traffic pretty much stopped at the toll. >> you see back in the day, this didn't exist. there was only one way across the bay. >> in 1928 over 46 million people made this crossing. >> all that traffic was out on the water and there was something else besides ferries, something called a water taxi. >> they were like a normal taxi. call with as much heads-up as you can. we prefer at least a day's

heads-up. >> taylor lewis is bringing the water taxi back. his company quietly launched a year ago. the word has gotten out and the people have spoken. this boat carries up to six people. >> you will need a bigger boat. >> one to seat 40 people, to be exact. this is the second boat in their fleet. >> the folks in the port of san francisco said the bay has untapped resources. more services like this can help take thousands of cars off the street. >> i would like to see something wharf into coming a commuting vehicle. >> until now it's still shuttling people into the city from the north and east bay, often outside of regular ferry hours. dock being where only a small boat can fit. there's never a backup, never a red light. >> it's about a ten-minute ride from this location. >> at 35 bucks a person, it costs more than a regular taxi, but it also has a nicer view and nicer if your employer is paying for it, something that folks hope will happen running to the south bay. >> the google boat instead of google bus?
