live from the kgo-tv broadcast center this is abc7 news. >> it is election day and voters are going to the polls with serious issues to consider including a potential tax on so ask and who will run the bay area's largest city? >> four hours into the election day and voter turnout seems low at bay area polling places even with important issues at stake. nick is in the newsroom to explain. >> we have been out all morning. it is still early but with that in mind it is clear without any controversial local issues to generate the buzz voters are expected to cast ballots.

according to san francisco's director of elections calls from voters seeking information suggest a 46.1 percent turnout only 8.2 million of the 17 million registered voters will cast ballots. in san francisco that means only one in every three eligible adults will vote. and vote by mail ballot is still on your coffee table it isn't too late to drop it off and have the vote count. >> you can actually drive up to the city hall we have space on grove street and we can take the ballot and make sure they are sealed and signed. they and drive off and go on with their day. >> of those who vote 60 percent are expected to cast votes by mail ballots in 2012 and half of the voters went to the polls and the other half voted by mail. officials expect all of the vote by mail ballots counted by this

weekend. thanks, knick. every voter in california will vote in the governor's race today. republican neel kashkari is trying to unseat jerry brown. he is running on the theme of restoring the middle choose. governor brown has not focused on the campaign. instead, his arresteds are supporting a rainy day fund. >> there are conflicting poll results on who is ahead in the race if the 17 the congressional district, with a challenge to the seven turn incumbent with a third of the voters undecided. >> the rare for mayor in oakland is a hot one. the candidate who gets the most votes may not necessarily become mayor. officials say the combination of, extremely close race and thousands of uncounted ballots could delay the results so we may not ever have an unofficial winner by tonight.

14 candidates are running against the current mayor quan who has been criticized over handling of the occupy protest and the police force. >> in san jose two men are vying to replace chuck reed as mayor. both agree that public safety is the key issue. they do not agree on what to do about it. matt keller has more on the race. matt? san jose faces many issues including public safety but it is that issue that has caught the attention of voters in what is the most watched political contests in the south bay. >> election day isn't what it used to be. the workers outnumber voters because it is more popular than ever to vote by mail. in santa clara county 583,000 ballots were issued with 29 percent return by election day. san jose mayoral candidate sam liccardo and dave cortese are battling for every vote in a close race. >> i am thrilled we are at the

end of the campaign. we have done a great job talking to voters and i am confident we will prevail if a close race. >> we fought the good race and run the good race and people have a clear choice here and we are hoping that it is decided our way. >> current san jose city council members sam liccardo cropped off the ball the although. and hers opponent, dave cortese has work at the board after he voted at the elementary school. liccardo points to the endorsement of past san jose mayors to showily qualifications for the job and cortese has the support of several farmer san jose police chiefs. this election public safety took center stage with pension reform an issue for the police department. liccardo credits it with saving the city $50 million and cortese feels they need to stop the record breaking news of resignations and retirements that shrunk the department.

story home. the fire department says it may have started in a fire chief and firefighters knocked it down in an hour but not before it put a lot of smoke in the area. no reports of injuries. >> there is a new determination in pleasanton on the nature of an overnight fire that destroyed several homes under construction. amy hollyfield is at the scene. neighbors have theories. >> yes, arson or not, kristen? people thought it was or san because of the political landscape here in pleasanton but we have just learned that firefighters think it was accidental. >> the fire was so big that people could see it from the interstate. they called it if after 2:00 a.m. and reported the general area but firefighters pulled out of the station they realized they didn't need an address. >> as soon as we pulled out we could see large volume of smoke and flames from the kress.

see how sunny it and in san jose and, also, our temperatures, san francisco is 69 but the rest of us at three to six degrees above average and that will put us in the mid-to-upper 60's in the coast and san francisco and low-to-mid 70's for the rest of us, our deepest valleys, mid-to-upper 40's and the rest of us it to upper 50's almost as cool as this morning but without the marine layer clouds because of the area of high pressure and the one over the ocean is our blocking high, the one over land is the one that will bring us the on shore flow tomorrow. look what it does to the temperatures, the average high is 68 and we could get to 69 on thursday and 68 on monday but in between we will be in the low-to-mid 70's. this is going the wrong way. usually the novembers get cooler. we have had extremes of 36 and 84 and normally we get 2.5" of rain but the most we have had is 9.23". in rain in our forecast, though,
