filtered sunshine that will drop the temperatures a little during the afternoon. headed out right now we are mainly in the 40's and 50's with in fog. we have a bit of a backup at the bay bridge toll plaza and the traffic is in the far last hand lane and it is stacking up, possibly getting the change but the rest of fast track is moving along fine. toward the east we span of the bay bridge, rounding around, treasure island is moving fine and we had construction still in the works in the eastbound direction and if you are traveling between san francisco and treasure island a couple of lanes are taken away. in san jose, we have a look at 101 coming up to the backup on highway 87 approaching 101 and the vehicles are in the center divider causing a slow down. i will let you know when it is cleared. happening today, university of california officials will answer questions about plans to

end the four year freeze on tuition hikes. worst case scenario fee increases for each year of the next five years. why now, nick? >> they have to make up for a budget shortfall. when the students get up and moving they will have a lot to say because uc president napolitano seas it is necessary to raise the fees at the ten campuses to make up for the budget shortfall. look at this video, president napolitano is expected to present the proposal to 9 university's governing board. in september they discussed $125 million shortfall and the hike is necessary to fulfill a goal she set when she became uc president last year of making tuition predictable part of the university budget for families and campuses can foe what to expect. the average cost of the
