live from the kgo broadcast center, this is abc 7 news. >> good afternoon, everyone. >> san francisco police are investigating the death of yet another san francisco resident, and activists are saying enough is enough. they'll hold a rally on the steps of city hall tomorrow in a call for action. carolyn tyler joins us live with the latest incident. carolyn? >> reporter: yes, that latest incident happened right down the block there at van ness and lombard.

it involved a bus and a pedestrian. police say the driver is cooperating, but they're not giving us very many details. but they do say that there is a surveillance camera on that bus that should play a key part in their investigation. it's the 18th pedestrian death this year. a 51-year-old san francisco woman satisfied as lori helmer was jogging when she was hit by a golden gate transit bus. it happened this morning as the driver was turning left on to van ness avenue. >> the driver is one of our senior drivers. he's been with the agency for more than 35 years and he has a very good safety record. he's obviously distraught right now. >> reporter: mo couture is also shaken. her office is across the street and she has seen close called. >> it's very confusing with the

lights and the turns of the cars. the cars really whip through here very quickly. a lot of them run the lights here. >> reporter: van ness is considered one of the city's worse. advocacy group walk sf says five people have died along that corridor this year. >> it's an urban environment, but you have this more suburban style freeway-like street. and the crosswalk, to be honest, you have two simple lines marking a crosswalk. that's not up to best practice. >> reporter: walk sf is among those pushing the city's vision zero, a strategy to try to reduce pedestrian deaths to zero in the next ten years. on tuesday, voters passed two propositions that might help. >> now that we have the voters' confirmation, we've got some $300 million to work with to redesign these streets, to educate, to enforce. >> reporter: any changes can't come soon enough. three people are hit by vehicles every day in san francisco. carolyn tyler, abc 7 news.

antioch police are interviewing witnesses after a man was shot to death outside a shopping mall just after 11:00 a.m. the parking lot where the man was gunned down on somersville road. witnesses say the man and his brother walked out of the mall when a blue car drove into the parking lot. somebody inside that car then fired several shots at the 32-year-old victim who died at the scene. no arrests have been made yet. students at all ten uc campuses could face tuition hikes every year for the next five years. the university of california's board of regents announced today that it's considering a plan to cover a $125 million short fall. officials say without more money from the state, students will have to pick up the bill. >> a little bit incredulous to say that this is a promise for higher education if your overall revenues are increasing by 8% and you're only going to increase our revenues by 4%. >> governor brown had promised uc would get four years of general funding increases from the state so long as tuition

levels remained flat. they now say the deal was one-sided. it's asking for the five-year fee hike to increase access for california students, cover pension plans and increase education equality. as ballots are still being counted in san jose, the candidate sitting in the second spot announced he is not throwing in the towel just yet. only 2,500 votes separate councilman sam lacardo from supervisor dave corteze. at a news conference, corteze said the election is still very much up for grabs. >> there's still approximately 70,000 votes just in san jose that need to be counted by the registrar voters and a 1% shift right now in this election changes the outcome. >> afterwards, corteze spoke with several san jose police officers telling them that whether he's mayor or just remains a supervisor, he wants to get them better pay and pensions to stop police from leaving san jose for other

police departments. now that the lengthy campaign is over, the oakland mayor and mayor elect appeared together at city hall. >> they say they will join forces to ease the city's transition into a new administration. abc 7 news reporter laura anthony joins us live now outside of oakland's city hall. laura? >> reporter: hi, larry. we are expecting some new numbers from the alameda county registrar's office at 5:00, but we're not expecting the outcome in the mayor's race to change. perhaps mayor jean kwan said it best this morning. the election is over. it's time to focus on the future. >> this is us working together. >> reporter: one day after she declared victory, libby shaft stood shoulder to shoulder with the outgoing mayor gene kwan to say they will work together to move oakland forward. >> i wanted to make sure that everyone in oakland knew that we plan to work really closely together so that there's a seamless transition. >> i am just humbled and

inspired by your graciousness, your humility, and really look forward to continuing to work with you, not just over the next few months for a smooth transition, but for many, many years to come. >> reporter: kwan said she believes she's handing off a city that is in much better shape than it was when she took office four years ago. >> i think the renaissance of oakland is well on its way. >> reporter: shaft promised to continue some of the initiatives the mayor launched, including building the police force and the ongoing effort to keep oakland's professional sports teams in oakland. >> i'm very appreciative of the work that the mayor has done to save our sports teams, to say that this is part of the oakland spirit that has got to be preserved. >> reporter: the 48-year-old shaft will be inaugurated and take office on january 5th. in oakland, laura anthony, abc 7 news. >> san francisco mayor ed lee ended what suspense there was

about his political future. today during an event, lee announced he will run for re-election in 2015. mayor lee says he wants to follow through on the initiatives he started during his current term. another priority is making the city more affordable. >> the city's incredibly expensive and we're working on all those things that are great equalizers. affordable housing, transportation, a good minimum wage, excessabaccessible parks. >> the big question now is whether a serious contender will challenge mayor lee. a poll indicated state senator mark leno could beat ed lee in a head-to-head match-up for mayor. the ballots are still being counted, yet san francisco has already started tearing up the soccer fields at golden gate park after the apparent victory of measure i. that proposition replaces the grass field with artificial turf. but today protesters blocked construction crews from entering that site. they say the city is being sneaky by not waiting until all the votes are counted.

the director says measure i is way ahead and the permits were already approved long ago. the cdc's latest map tracking the flu nationwide shows sporadic flu activity in california, which makes this the perfect time to get a flu shot. abc 7 news reporter chris nguyen is live in san pablo, where one hospital is making it easy for people to stay protected. chris? >> reporter: we're live at a drive through clinic at doctors medical center and there's just one way in, one way out. if you take a look behind me, you can see volunteers and medical staff right now, they're providing the service that they're standing by this afternoon. as we take a look at some video, a steady flow of vehicles. earlier today people wanting to take advantage. some arrived before the clinic even began to beat the crowds. and these drive-through clinics are nothing new, but with the recent ebola outbreak, many have been concerned about catching the disease, trying to differentiate between the flu and ebola. unlike the flu, the ebola virus

eventually intensifies in a way that can devastate all systems of the body. today's event has really been an opportunity for local medical professionals to set the record straight. >> the most important factor to be worried about ebola is the patient either coming from the endemic area, or contact with a patient with ebola. >> reporter: drivers are being asked if they've been to any of the west african countries. for people who don't want to get a flu shot inside their vehicle, they are welcome to walk up to the main entrance to receive the service. as we return live here to doctors medical center, the free event goes until about 5:30 this evening and they've been told that although this hospital primarily serves residents in west contra costa county, they

rainfall. so a slight improvement there, and overall, the state is dropped to 55%, so 3% better in the exceptional drought category, but certainly we need more rain on the way. a live look from our east bay hills camera. this paints the picture very well for our weather today and over the weekend. total sunshine, but a return of some clouds, especially along the coast tonight. tomorrow we'll be a few degrees cooler, especially along the coast. the warmer air will certainly make a return over the weekend. here's the story we're tracking. we have an area of low pressure moving into the pacific northwest, bringing rain showers to washington and oregon. unfortunately, this front is falling apart. when it makes its way into the bay area, it's not going to have any moisture associated with it. just losing its punch. a few high clouds. and then it's waiting to move in for the weekend. another ridge of high pressure. we see a ridge this time of the year. you can certainly expect warmer than normal temperatures, dry conditions, and plenty of

live from the kgo tv broadcast center, this is abc 7 news. >> in today's headlines, a jogger was killed this morning after she was hit by a golden gate transit bus. it happened on van ness avenue and lombard street just after 6:00 a.m. police say the bus was turning left from lombard on to van ness when it hit 51-year-old lori helmer. tuition at university of california campuses could be going up dramatically. a new plan would increase fees by as much as 5% each year for the next five years. the board of regents says it needs to cover a $125 million

short fall. leanne melendez tweeted asking what about the regent's promise to the governor to keep tuitions flat? she'll have some answers for us coming up at 5:00. court cases in san francisco are already being affected by proposition 47. the proposition reduces certain felonies to misdemeanors. vick lee is live in the newsroom with the latest. >> reporter: not only san francisco, but every county in the state is trying to figure out just how prop 47 will affect their communities, and they have to do it soon. new laws usually go into effect january 1st, or even july 1st, but this one took effect yesterday. the day after voters passed it. >> under prop 47, you had some people who at 11:59 were charged with a felony and by 12:01 found themselves only charged with a misdemeanor. >> this public defender said san

francisco probably had the first felony case in the state that was reduced to a misdemeanor under prop 47. that was 9:00 yesterday when the court doors opened here at the hall of justice. >> an individual was charged with a felony crime. the judge found that it was a prop 47 crime, which is possession of drugs, and immediately reduced it. >> reporter: and another one today, a juvenile caught with methamphetamines. >> he was charged with possession of drugs as a felony. and the case was on the calendar today and became a misdemeanor. >> reporter: he figures there could be hundreds of san francisco cases affected by prop 47, the ballot measure which reduces penalties for drug possession in other nonviolent crimes. the jail in san mateo county, on the other hand, will be letting out far more prisoners. authorities there are grappling with a more dramatic number under the new law. >> we file about 3,000 felony cases a year in san mateo county. >> reporter: steve wagstaff.

>> we're estimating that approximately 1/3, about a thousand of those will no longer be felonies. they can only be prosecuted as misdemeanors. >> reporter: why so much higher than san francisco, or for that matter, other bigger urban communities? those cities have more violent and serious felonies. cases that can't be downgraded by prop 47. suburban cities like san mateo have more minor felonies, which do qualify. >> we have a lot of drugs. we have a lot of theft. we have a lot of forgeries and credit card violations and things of that nature. >> reporter: the state analyst office predicts that from now on each year some 40,000 offenders will now be convicted of misdemeanors instead of felonies. a young nurse who was abducted right off the streets of philadelphia is back home with her family today, and we're now learning new details about how a car dealer helped investigators find her. abc news reporter lana zack has

more from philadelphia. >> reporter: this frightening ordeal has come to an end after authorities honed in on their subject caught on camera. >> that's the first time i've actually seen a kidnapping on video. >> reporter: authorities traced the suspect's every move using surveillance video from before and after the attack, crediting the first man to call police with making all the difference. >> dwayne fletcher. he witnessed it. he watched. he called the police twice. this man is a hero. >> reporter: among the critical clues, a car dealer who recognized delvin barnes and the car he sold him. the same car police say that held her captive. identifying the car on a traffic light camera, authorities used gps to locate barnes and moved in. today more troubling news. barnes, the son of a pastor, is wanted for abduction, rape, and attempted murder of a 16-year-old girl in virginia. she says he showed her photos of other women he claimed to have abducted. this afternoon, a judge in maryland signed extradition papers back to virginia. and now for the first time,

we're hearing about the moment she and her family were reunited. >> just told her i've been looking for you. and she started crying. her mom hugged her and her father embraced her. and touching moment, touching moment. >> reporter: her grandmother says she is now resting, and i had the opportunity to speak with commanding officer james kelly right here outside of their family home. he says they are doing as well as can be expected. though she will need more time to heal. lana zack, abc news, philadelphia. the drummer for rock band ac/dc is out on bail after being charged with trying to hire a hit man to take out two men. phil rudd appeared in a new zealand courtroom today. the 60-year-old was also charged with possession of meth and marijuana found in a raid on his home. the identities of his would-be victims have not been released. rudd could face up to ten years in jail. ac/dc is due to release their first album in five years next month. the band says rudd's arrest won't affect the release or its upcoming tour.

a shooting suspect is in custody in australia following a really bizarre encounter with a tv news camera man. the suspect waved down cameraman peter steer, who was heading to the shooting scene. steer kept rolling as the man broke down, confessed to shooting a woman, and then said he wanted to surrender. steer kept the man calm and he called police. >> no, he looks okay. >> 30 minutes passed, and with police still nowhere in sight, the suspect then changed his mind. he got into the news car, smiled as steer pointed his gun at him and then drove off. the story does not end there. minutes later, the suspect crashed the news car into a gas station. as you can see right there. police finally arrived. they drew their guns. the man ignored their demands to surrend surrender.

you see him running away. a few minutes passed and the man finally gave up. a special tribute at the white house today for an act of heroism that took place 151 years ago. today president obama presented the medal of honor to a descendant of mario cushing. he stood his ground at gettysburg, helping to turn the tide during that legendary civil war battle. >> typically, this medal must be awarded within a few years of the action. but sometimes even the most extraordinary stories can get lost in the passage of time. this medal is a reminder that it is never too late to do the right thing. >> the medal of honor is the nation's highest military award. it took an act of congress and years of lobbying by his defendants to get the wisconsin native the recognition they thought he deserved. abc 7 news is proud of our 23-year partnership with bay area food banks.

>> matt kellar has their stories from the heroes awards in san jose. >> reporter: this morning, they did some best honoring some local heroes at the tech museum in san jose. >> they're the ones that take that step. they're not afraid. they'll be the ones to go out and do what's needed and make our community a safer place to be. we need more people like that. >> reporter: janell is a hero. she was driving her vta bus in downtown san jose and found an unconscious woman at the stop. janell called 911, started cpr, and didn't stop until paramedics arrived. >> a fireman came up and put his hand in the window and shook my hand and said, janell, we just want you to know that you did an outstanding job, and we also want you to know that we do have a pulse. >> how did that make you feel? >> it was overwhelming. i literally started crying. >> reporter: one of today's heroes is high-tech.

leanne melendez joins us with details. >> reporter: governor jerry brown has certainly not said a word about this. others in sacramento have. many upset with uc. now, back in september, i interviewed uc president janet napolitano, she was already talking about a possible tuition hike. governor jerry brown promised the university would get four years of increases as long as the levels remained flat. but today the chief financial officer said that was a one-sided deal. >> we have to look at state funding. >> reporter: the state has increased funding 5% over each of the last two years and was ready to increase it by 4% a

year over the next two years. >> that's not even enough to maintain the university, let alone do the things we want to do, like enroll more california students and reinvest in academic quality. >> reporter: if the regents agree to the hike, tuition would go up about $612 a year. over five years, tuition for a california resident would look like this. from the current $12,192 to more than $15,000. >> my family would suffer a lot of increasing costs. i don't know if we can afford it. >> i would probably have to take out loans to come to school here. >> reporter: uc says 55% of students would not be affected by the increase since 100% of their tuition and fees are covered by financial aid. lieutenant governor gavin newsom sits on the board of regents. he reminded uc that four chancellors recently got significant pay raises. in a statement, newsom said the university of california cannot bestow pay raises on its top
