frustrations run high in napa. hello. they napa earthquake still causing problems more than two months later, the issue, broken pipes, 190 since the earthquake. sir jaquinn tan na -- quintana is in napa. >> i'm told this crew has actually made good progress today. you can see them right now wrapping up for the day, about ready to leave here this evening, but i'm told that this particular line may re-open by monday. however, once their all done here, they have to move on to another line that needs repair a few miles away. as crews continue repairs to this water main under brown valley road. signs warn neighbors that serviceable be affected until friday. >> have you noticed the water pressure. >> absolutely. >> how much. >> quite a bit.

>> sever blocks from the repairs, they watered their front yard plants. this is noticeably less powerful, and inside they showed us what they describe as a mush lower flower kitchen sink than they're used to, but today it's better than it has been recently. >> the other night we thought somebody else had the water on somewhere because it was so low. >> this side has been under repair for a week, but friday, second water main sprung a leak miles away near highway 12 and highway 29. that where an earlier leak had just been repaired. the spokesperson says the water issues are related to the earthquake. residents are used to dealing with water interruptions since then. >> they turn off our water for a couple hours until they fix it. >> joseph lives near downtown napa, hit hard by the quake. he says his neighborhood water main broke two days ago. city crews responded fast.

they already fixed the problem. this water main is proving to be a little more difficult. signs set up throughout the neighborhood now have extended dates for the repair to be finished. >> supposed to take until friday, and then i saw and gentleman a man changing the dates. >> residents are being asked to cut back on the water use, especially at peak morning and evening hours in napa, sergio quintana, abc7 news. >> open enrollment started today for covered california and state health officials hope more people will sign up under the affordable care act. the city of millbrae hosted a signup fair. covered california provides insurance for people who can't obtain it through their employers. >> there's plenty of people that haven't taken advantage of this new health insurance opportunity. it transforms people's lives, and the more people we can sign up, the stronger and healthier our community will be.

>> open enrollment starts today and lasts until february 15, 2015. >> state officials hope to enroll 1.7 million people this year, a little more than one million people enrolled at this time a year ago. >> new video out today of the officer involved in the shooting death of an 18-year-old african-american map in ferguson, missouri, tensions are mounding as the grand jury comes closer to a decision whether to indict the officer. here's the new video and audio. >> the first glimpses we have had of officer darren wilson on august 9th in the hours after he fatally shot michael brown, an unarmed black teenager wilson says attacked him. the video obtain by the "st. louis post-dispatch" shows wilson walking from the blog station unassisted, going to the hospital. the paper says in the company of another officer and a police union lawyer.

ferguson police also released audio of wilson's radio traffic just before the shooting. the police calls indicate a time lapse of less than ten minutes from when wilson, unit 21, offered to help look for a robbery suspect. >> to when michael brown, who fit the suspect description, lay dead in the street. >> several more unit over here. >> what happened in this fatal interval has gripped a grand jury for months. they're expected to decide soon whether to charge over wilson with a -- officer wilson with a crime. this hang over the jurors' head. the threat of more such mob violence that followed brown's death. >> this is not representative of missouri and cannot be repeated. >> a brown family attorney this week pleaded for calm. >> this will be a defining moment in the history of the state of missouri. >> even so, local businesses are boarding up. and there's a run on guns.

morning. we caught up with fishermen loading traps on to their boats at pier 45. first catches are expected back on the docks around 6:00 tonight. wholesalers set the price at $3 a pound. recreational crab season started november 1st and sports fisherman are reporting a lot of big crabs this year. at&t has ended a controversial program that allowed it to track the online activity of smartphone users. the company used so-called super cookies, adding a hidden tracking number into all the web traffic on a cell phone. the code marks each web site a subscriber visits, creating a data mining opportunity for the company and advertisers. the practice became public late last month. at&t has ended the practice. verizon wireless says it still uses this type of tracking. there's no elfed that sprint and t-mobile use super cookies. >> ahead, good night but hopefully not goodbye.

a surgeon has arrived in nebraska to undergo treatment after contracting ebola while working in sierra leone. the doctor is in critical condition and is now in the same biocontainment unit where three epeople recovered. the nebraska medical center believes he might be sicker than the other ebola patients brought to the u.s. at first he tested negative for ebola after showing symptoms he
