good afternoon, everybody. i'm larry beil. >> i'm ama daetz. we begin overseas this afternoon. five people, including three american rabbis, have been killed in an attack at a jerusalem synagogue. world leaders are condemning the murders and israel's prime minister says response to the killings will be harsh. abc news reporter karen travers has the latest developments. >> reporter: four of the victims of today's horrific attack all laid to rest just hours after their deaths per jewish tradition. all the rabbis, three american citizens. thousands came out to mourn. this man read a eulogy for his father saying you went to pray at the synagogue and you were murdered by terrorists. the attack was stunning.

two palestinian men armed with knives, axes and guns storming a synagogue in jerusalem. >> coming into the synagogue and we heard gun shots from downstairs. >> reporter: a fifth victim, a policeman, died later. at least five others were injured, many from direct axe blows to the head. >> police who arrived at the scene shot and killed the two terrorists. >> reporter: this was the first time in the long-standing israel/palestinian conflict that worshippers inside a synagogue were targeted. it took place in an orthodox jewish neighborhood that has a large population of english-speaking immigrants. palestinian leader mahmoud abbas condemned the attacks. no palestinian group has claimed responsibility but hamas applauded the violence. tensions in jerusalem are at their highest point in years. centered around the mosque on the site that's one of the holiest places to jews and muslims. >> tragically, this is not the first loss of life that we have seen in recent months.

too many israelis have died. too many palestinians have died. >> reporter: the israeli prime minister said today the jerusalem homes of the two attackers would be demolished as punishment. karen travers, abc news, washington. here in the bay area the violence is being condemned. >> the jewish voice for peace works to support israeli and palestinian rights to self-identification. >> it says the violence needs to be seen in a larger context. >> for me personally as a rabbi i make no distinction between mourning the lives of jews that are lost and those of palestinians. all violence against civilians, whether state sponsored or by individual actors, whether israeli or palestinian, needs to be condemned. >> the rabbi says the israelis need to stop building settlements which are contrary to u.s. foreign policy. she says jewish voice for peace is committed to finding non-violent means to end the

conflict. it may be fall but it looks a whole lot like winter across half of the united states. this is in buffalo, new york. three to four inches of lake effect snow per hour has been falling since last night. the forecasters there estimate 70 inches of snow will fall by tomorrow, almost six feet high. it's so bad it's forced the closure of a 132 mile stretch of the state throughway and that has stranded motorists all over the place. state troopers have been delivering all terrain vehicles to deliver blankets and emergency supplies to those stuck in their cars. take a look at this. we have time lapse video showing the band of storm clouds moving across lake erie into buffalo. parts of new york measured the season's first big snowfall as we mentioned in feet rather than inches. the official start of winter is still more than a month away. december 21st. drivers across the midwest and east coasts are being told to slow down and this right here is why. dash cam video captures an suv slamming into a state trooper's

car on a wisconsin highway. the slow motion video gives you an idea of the force of the crash. look closely and you can see the suv's airbags deployed. the trooper was talking to a couple other drivers who slid out of control moments before. fortunately our weather is nothing like that but we are expecting some rain coming our way. >> that's right. spencer christian is on assignment. meteorologist sandhya patel is here with an accuweather update. >> we are expecting some rain in the bay area but let's take a quick look at the national weather. some parts of new york, buffalo, for example, has already picked up over four feet of snow, the heavy lake effect snow continues and so if you have travel plans keep this in mind. we are already seeing some delays due to weather at both of new york's airports. live doppler 7 hd here in the bay area showing you the cloud cover and moisture not too far off the coast, about 85 miles away. we are going to be tracking rain so when you take a look at our computer animation, tonight, just some cloud cover.

as we head towards the start of the morning commute, a couple of light showers show up and really, the showers start to pick up in coverage around 9:00 a.m. this is the first in a series of systems. i will be back with a closer look at all three of them coming up. larry, ama? san lorenzo man was in court today accused of murder in the hit and run death of a 14-year-old boy. 34-year-old sonny anderson ducked and hid during his brief appearance. he will be back in court tomorrow morning with a public defender. anderson is also charged with evading a police officer. deputies say he hit and killed ivan cruz during a police pursuit in ashland that is near san leandro late tuesday night. last tuesday night, i should say. anderson faces life in prison if convicted of cruz's murder. san jose police chief made a special appearance at today's city council meeting to discuss a growing problem for the force. the shrinking number of officers. a new report prepared by the department warns the force may soon fall to its lowest level in 30 years.

the biggest problem is retaining and recruiting officers. three to four resign each month. the incoming mayor says the city council is considering possible solutions. >> we've got proposals on the table today to increase pay for bilingual officers, to increase incentives for officers who are retirement eligible, to modify disability language that will ensure that every officer knows that if they are hurt in the line of duty they will have a job. >> despite the shrinking force, city leaders say national data shows san jose has the lowest rate of violent crime of any big city. sky 7 hd live now over van ness avenue in san francisco. traffic is picking up for the evening commute and gridlock could get worse. really, it doesn't look too bad right now but could get worse soon. a plan to make the trip faster for muni buses is moving forward. it's already creating concern over backup and lost parking spaces from many who work and play along the city's best known

avenue. those changes are going to happen pretty much along the whole street from mission all the way to lombard for the bus rapid transit lanes. abc 7 news reporter carolyn tyler joins us live with more. >> reporter: well, the plan got final approval just a short time ago so after nearly seven years of debate, van ness avenue as we know it is in for some big changes. it's the first project of its kind in san francisco and it will transform virtually all of van ness avenue. the bus rapid transit will give the 47 and 49 lines plus transit buses one dedicated lane in both directions right down the middle of the street. that means instead of the current three lanes for cars, there will be two and more than 100 parking spaces will be lost. some businesses along van ness think this will be a disaster. >> there is more cars registered

in san francisco than there are parking spaces already. i think it's just going to be more of a hassle than it is going to be a convenience for anybody. >> reporter: b.r.t. is designed to improve reliability and speed up service for the 16,000 riders who take muni every day. >> these are changes that will allow us to operate transit very much like we do the metro system. >> reporter: at leftovers home consignment on van ness, the owner is pro-b.r.t. >> i'm excited to see that san francisco is stepping up their game with regard to transportation. i think it's needed. >> reporter: once the dedicated bus lanes are in, there will be no more left turns on van ness which means cars making a right will run into the next street, polk. that will add to congestion there. the owner of johnson leathers says that and the loss of parking on van ness won't be good. >> we are a small business. we need parking for customers.

they are already frustrate d wih the lack of parking. >> reporter: the municipal transportation agency gave final approval this afternoon. construction should begin late next year and the buses rolling by 2018. in san francisco, carolyn tyler, abc 7 news. the number of bikes being stolen is up in walnut creek. way up. >> while some of it just goes with the territory, police there think they found a way to try to discourage future theft. abc 7 news reporter lyanne melendez live in walnut creek with the story. >> reporter: bicycle theft is up 63% so far this year. here in walnut creek. now, tonight the city council will vote on a plan that could eventually reduce the number of stolen bicycles. the number of bikes on walnut creek city streets has gone up. more and more people are opting to ride to work. >> just for my own observations, there are more people biking. i think more people getting around that way.

>> reporter: as expected, an increase in ridership means more stolen bikes. police in walnut creek say theft is up 63% so far this year compared to last year. bicycle shops say people are not as cautious as they should be. >> seems like b.a.r.t. is a good spot to get a bike if you want one. but it seems like any time, if you are not really cautious about it, it seems like it's an easy item to get money quickly. >> reporter: brad porter is with bike walnut creek. he has had two bicycles stolen in the past four years. >> i know the serial number of all my bikes but i don't know if that does any good to the police. >> reporter: police would rather that people get a license at city hall. once registered, they are issued a sticker. if recovered, it would be matched with the information they have on file. police say that could deter people from stealing them. >> number one, you will get the bike back to the rightful owner, then you are also going to find out who's responsible for

build affordable housing. the city needs an estimated 30,000 units to keep up with demand there. abc 7 news reporter david louie shows how a proposed fee could help. >> reporter: a typical two bedroom apartment is renting for about $2500. that requires an income of about $31 an hour but the average hourly wage, about half that. that poses a problem for a wide range of workers and even some professionals. >> we have a crisis with teachers and nurses who are working very hard who have nowhere to live in our city. so it has a lot of different dimensions. we will need a lot of tools. >> reporter: that's why nonprofit groups and housing advocates are rallying outside city hall. inside the council is considering a new fee for rental housing builders to generate funds for affordable living units. units like this one, home to anthony king. >> i think if there was more affordable housing stock, you would see like a dramatic decrease in the homeless population. >> reporter: a year ago, king

was homeless after losing his job as a quality control engineer. affordable housing units can rent for one fourth to one half the market rate. san jose's proposed fee is $17 per square foot on rental units built starting in mid 2016. that's expected to generate $24 million a year, replacing money from the now defunct redevelopment agency. $17 is lower than other cities with similar programs that charge builders from $23 to $25 per square foot. council member rose herrera worries this could raise rents. >> there are some projects within our city that would be negatively impacted because they're not large enough to amortize the cost. >> reporter: some say it will ease overcrowding. >> there is a lot of doubling up and couch surfing, not just individuals but families as well. that's below the surface, that isn't immediately obvious but it is contributing to our homelessness issue, it's contributing to our housing crunch. >> reporter: while developers

area cities but this is expected to be the largest. in august, four separate marches converged into one massive rally in downtown oakland. hundreds took to the streets to stand in solidarity with protesters in ferguson, missouri. for the most part, the large gathering was peaceful. >> we will have extra police mobilized and on call. >> reporter: the mayor believes that when the grand jury decision comes down, the police force will be able to keep the protests peaceful, unlike what happened during the occupy demonstrations. >> our police force will be more effective in demonstrations and we are really determined to both let people speak as well as to keep the peace in our city. >> reporter: organizers for the big solidarity demonstration say they will speak loud and clear here at the plaza.

business owners some basic safety tips. park cars in a secure location, remove and secure all dumpsters if they are in a place protesters might have access to them and check security cameras ahead of time. make sure to save recordings for evidence. in san francisco this afternoon, native americans are demanding the federal government stop cal trans from damaging indian archeological sites at a controversial freeway project. cal trans is building a bypass on highway 101 around the town of willis in mendocino county. the tribe and environmental groups marched outside the army corps of engineers office. they are angry cal trans already damaged one indian site during freeway construction and want protection for other sites cal trans has discovered. the tribe is demanding government to government talks with the army corps which issued a permit for the project. >> they keep on covering sites, and so many now, up to 30, that it's a huge ancestral district.

>> the army corps claims it doesn't have authority to enter into consultations with the tribe. cal trans met once with the coyote valley tribe and had ongoing talks with another tribe but there is no agreement on how to move forward. the keystone xl pipeline project is dead at least for right now. the u.s. senate voted 59-41 late this afternoon in favor of building the pipeline but that's one vote short of the filibuster-proof 60 votes needed for passage. that vote is a defeat for the bill's author, louisiana democrat mary landrieu, who hoped to muscle that legislation through in advance of her run-off election fight back home. if built, the pipeline would carry petroleum from the oil sands of canada all the way to the gulf coast. republicans are already vowing to bring up the legislation in the next session when they have complete control of congress but that 60 vote threshold may still be a challenge to reach and the president has minuhinted at a v should it pass. president obama says west africa is nowhere out of the woods on fighting ebola and the

united states and its allies must be vigilant. >> although we should feel optimistic about our capacity to solve the ebola crisis, we cannot be complacent simply because the news attention on it has waned. >> the president made the comments during a meeting of his ebola response team saying the disease remains a world threat as long as the outbreak continues. he called on congress to approve his request for $6 billion in emergency spending to confront ebola in west africa and to secure the u.s. against any possible spread. lawmakers are asked to act before they conclude their work for the year. the nfl players union says it will appeal today's suspension of minnesota vikings running back adrian peterson. the league announced that peterson will be barred from playing for the rest of this season without pay for violating the nfl's personal conduct policy and an arbitrator upheld the league's position late this afternoon. peterson will not be considered for reinstatement until next april.

he pleaded no contest two weeks ago to misdemeanor reckless assault for injuries to his 4-year-old son that he was disciplining. he has been on paid leave since maryla mid-september. the suspension will cost him more than $4 million in salary. the 49ers will host the washington redskins at levi's stadium this weekend and it is already sparking protests. on sunday, american indian groups will stage a demonstration like this one earlier this month in d.c. they want the washington team's owner, daniel snyder, to get rid of the redskins mascot name, saying it's offensive because it represents the killing of native americans and turning in their skin for rewards. >> to continue using the word besides its origin is to continue the cowboy and indian war they have perpetuated. it does great harm. >> native americans will also go before the santa clara city council this evening. they want the council to adopt a resolution condemning the redskins name, much like the california state legislature did this past summer. coming up on abc 7 news at

snow. >> not everybody is so upset about this winter storm. get this little guy. that's a giant panda that lives at the toronto zoo. >> turns out he's a big fan of the snow, spending much of the day playing around in it. he kept sliding down the hill a and ate several handfuls of snow. >> i'm hoping pablo sandoval is not having that much fun in boston. i hope that panda doesn't like the snow. >> doing great. keep going. only 400 more strokes to go. >> this is a power wheelchair turned into a snow plow. 11-year-old reese was more than happy to help his brother shovel snow from the driveway. he has been confined to a wheelchair since suffering a brain injury in 2008. in fact, this is reese's first snowfall since getting the first set of wheels. he's out there helping out. the snowstorm that's hammered upstate new york had more than one person finding this when they opened their front door.

tomorrow morning during the commute, we will start to see spotty showers. right now, look at these national temperatures. in the teens, minneapolis, chicago, detroit, cleveland. pretty cold in new york, 28 degrees. 30 in d.c. expecting the lake effect snows to continue as we head into wednesday. temperatures will be at or below freezing across much of this region. showers moving in out west and as we take a look at state-wide temperatures, notice they will be on the cooler side northern and central california, looking at scattered showers with some high elevation snow in the sierra nevada. here in the bay area, make sure you have your umbrellas. tomorrow is going to be cooler so a coat or jacket. temperatures will be in the 50s and 60s across the region. coming up at 5:00 p.m., i will let you know what wednesday, thursday and saturday have in common. join me for the accuweather seven day forecast. >> saturday is the big game, cal versus stanford. the forecast will be very important there. thanks, sandhya.

crews in chicago are pulling the wreckage of a small cargo plane out of a home on the city's south side. the twin engine areocommander slammed into the house shortly after takeoff. the pilot was killed. amazingly, the elderly couple that lives there escaped unharmed. >> a little confused as you might think. thank god they were in the back bedroom. they got out safe. >> they didn't hear anything. they didn't even really know what happened. they just kind of woke up, couldn't see anything so they didn't know what happened. >> imagine the shock. investigators say the pilot, 47-year-old eric howless, had

reported engine problems and requested permission to turn around and land. sources say the tower had cleared him to land but then watched him go down as he was maneuvering and trying to get back safely. federal regulators are calling on an airbag maker to begin a recall of faulty airbags. currently the recall is done regionally in states with high humidity. >> 7 on your side's michael finney has this story. >> this is like shrapnel flying at you. we have been expecting this all the way along. federal regulators want a more sweeping recall following a new report of an accident in north carolina. the driver there was injured by shrapnel when his airbag exploded. right now, north carolina is not part of the recall. eight million cars have been recalled for faulty airbags that can explode and send metal bits flying through the car. still, you may find there are used cars with a potentially dangerous airbag so will dealers tell you about it?

"good morning america" went under cover to find out. >> zero recalls. >> zero recalls? >> no recalls at all. >> you can tell me that there's no recall on this car? >> there is no recall. >> not for the airbags. >> not for the airbags. >> actually, those cars did have recalled airbags. however, there is no federal law requiring dealers to check. this dealer did say he will start doing so from now on. you can also check recalls for yourself. you must do this by going to safercar.gov. there is yet another car recall for yet another ignition problem this time. although this one is not linked to any injuries or deaths, thank goodness. the ford motor company is recalling 65,000 fusion cars because the key can be removed from the ignition even if the car is still in gear. that means the car could roll away unattended and of course, the ignition doesn't meet federal anti-theft standards. the recall affects certain 2014 and 2015 fusions.

ford says it's a software problem and dealers can and will fix it for free. finally an interesting way to keep track of your luggage. a suitcase that can't get lost. the so-called blue smart is a carry-on bag that lets users track, lock and even weigh it using an app on their smartphone. the smart case works with microsensors and gps that will fit in an overhead bin and can even charge your smart devices. pretty cool. it retails for about $250. san francisco's notorious for parking tickets. there is one ticket you might not have to pay. see what the deal is with tickets like the one i'm holding in my hand right here. that one right there. that's in my special report tonight at 11:00. don't miss this. you will be talking about it all day tomorrow. >> thank you, michael. the hayward church that had its artificial churturf stolen

facebook in menlo park showing their support for the bus drivers who shuttle employees to and from the tech company every day. teamsters union members and their supporters collected nearly 5,000 signatures on an online petition demanding facebook respect the rights of its bus drivers to organize a union without interference. as they tried to drop off a giant printed version of the petition, they were interfered with. >> we have a petition we just want to turn in. >> want to turn in? if you can hold on right here let me go talk to facebook. i will need you to go back to the public property back there first. >> reporter: the teamsters say this started when the bus drivers came to them asking for help. one of the biggest complaints was working split shifts. they claim drivers often wait six hours in between picking up and dropping off facebook employees without being paid. >> they should be able to make a decent wage, get paid for the time they spend working and have adequate health care and working conditions which is not too much to ask from the richest companies in the world.

abc 7 news reporter laura anthony joins us from hayward with more. >> reporter: this hearing lasted just a few moments. sonny anderson spoke just a few words. by the way he walked into the courtroom, it that's this time he realizes that if sent back to prison, he may never come out. 34-year-old sonny anderson ducked and hid his face from view as he walked into a hayward courtroom, charged with the hit and run murder of 14-year-old ivan cruz. >> you have the right to be represented by a lawyer. >> reporter: anderson stood against a wall and did not speak except to tell the judge he would like a public defender. the convicted felon has been in court many times before. a rap sheet that goes back to 1999, when anderson was charged with slashing and killing animals at the kennedy park petting zoo. keith faber was the caretaker at kennedy then and is well aware of the charges against anderson now. >> it didn't surprise me. this person has been not

reprimanded or really severely punished for the things that he's done and that's what happens. they escalate and escalate. >> reporter: besides animal cruelty, anderson has prior convictions for car theft, theft from an elder, receiving stolen property and burglary. in 2009, anderson was convicted for several felonies related to the burglary and beating of a 74-year-old woman. >> certainly you have a guy that's a recidivist. he's committed cruelty to animals. he has done elder abuse where he commits a burglary or robbery on an elderly person, then beats her. but for that, he did go to state prison. to me, that begs the question why wasn't he given mental help? >> reporter: he was on felony probation when investigators say he hit and killed ivan while the boy rode his scooter in a crosswalk. >> the defendant is facing a possible term of life in prison. >> reporter: the judge ordered anderson held without bail. he is expected back in court wednesday morning.
