live from the kgo-tv broadcast center this is abc7 news. the first of a series of storms hitting the bay area and meteorologist mike nicco and live doppler hd are tracking where the rain is talling. new this morning, two cars cash fire in a quiet bay area neighborhood. what police are revealing about the investigation underway. uc students are promising to show up as regents consider a possible tuition hike. details on how much more they would have to pay and who is coming out against the hike. thanks for joining us on this wet wednesday. mike has been watching live doppler hd. where is the rain now? good question. the best radar returns are moving across the north bay from the coast to 80 and east of that headed to fairfield. around the bay, scattered light showers and some showers from the santa cruz mountains are starting to make it through the south bay so waves of showers is the best way to describe it

today, some lit, mostly light, some moderate, and this will last through early afternoon hours and everyone is going to be wet at some point today. we have two more systems coming and one will affect the weekend. we will talk about that in the seven-day forecast. >> you would think it would do a number on our roads but not so bad as we look at the san rafael camera with the drive southbound along 101 moving along but we have a brand new crash southbound at lincoln avenue blocking two lanes. we have delays in the northbound and southbound direction. the friend is an indication where the rain is affecting the commute. headed northbound you will apply the brakes. pack your patient. we will check with you in a few minutes. the damage was left behind in castro district after two cars caught fire overnight. police are revealing whether they suspect arson.

amy hollyfield is on the scene. witnesses say it looked like arson, one car was burning in two different spots. there were two cars set on fire at the same time around 2:00 this morning in the castro district between 18th and 19th. someone working at the 7-eleven saw the fires and ran to help. >> wanted to make sure everyone was clear and the car wasn't going to explode because there are other cars and properties around. don't want them to be damaged. if i could have put out the fire i would have. >> no one was hurt in the fire. police have not made any arrests and they think the motive could have been arson. the burned cars have been towed away and there is still a car

uc davis. they will vote whether to pass a fee hike raising tuition by 5 percent each year for five years if state funding remains at expected level. if the annual funding is below 4 percent students could see a higher tuition increase. there are signs the regents are hearing student outrage. uc president janet napolitano said she would back off a proposed tuition hike if funding is increased by $100 million. caught in the middle? students who say hikes in any form any amount would be a burden. >> we prioritized pay for administration more than faculty and teachers. >> i know our voices will be heard. >> governor brown is expected to be at the meeting and he vetoed a bill passed that would add another $50 million saying tax revenues were not strong enough to support spending.
