>> announcer: live from the kgo broadcast center, this is abc 7 news. good afternoon, everybody. >> umbrellas, windshield wipers and gushing storm drains, all the sights and sounds of a winter day in the bay area. people in the north bay saw a second day of heavy rainfall. it was really coming down around noon at san francisco's union square. the downpour so intense you could see the raindrops bouncing off of the ground. you can see the dark and heavy clouds just hanging above the bay and the tower there. drew has a look at the storm. >> we're in a temporary lull right now.

another round of rain is moving in for the evening rush. we'll show you the picture across much of the bay area. in the north bay steadier light rain is falling near petaluma and vallejo. oakland right now, scattered showers. if you're headed there for the game tonight, we'll have the rain until 8:00 this evening. we're expecting more rain later on this evening, stretching as far south as san jose. rainfall totals right now, just shy of 1/2 an inch in san francisco. 1/4 in hayward. look at mt. st. humana. what we're expecting throughout the rest of the evening. scattered showers not out of the question. we could see a couple strikes of lightning. another storm we're tracking for the weekend. we'll have the complete story on the third system in just a few minutes. >> thank you, drew. you'll need the umbrella at

precedent of so many presidents from eisenhower on. >> a lot of people in the bay area will be listening closely to what the president has to say tonight. >> abc 7 news reporter david louie is live at a church in san jose where members are about to get together to watch the speech. david? >> reporter: that's right, ama and larry. this particular church, lady of guadalupe is a traditional center of immigration reform activism. they're anxious to see what the president has to say, perhaps uttering words they never thought coming. members of this parish have been waiting a long time for this day. they're gathering to watch president obama give details of his immigration reform order. after years of hiding their status and even protesting in pub reich reform, an estimated 5 million undocumented immigrants will be protected from deportation. plus work permits.

they must reapply in three years. >> this gives everybody, i think, incentive to be more productive, and a contributing member of our society. >> reporter: the age limit will be lifted for students applying for exist iing. more than a quarter million students will be eligible. however, some may still be reluctant to apply. >> one of the possibilities, on immigration's radar screen, will they come after me, what are the possibilities versus that i can work. i don't have to look over my shoulder. for at least three years, my family doesn't have to be worried about being pulled apart. >> reporter: it's believed the president's action may lead to a legal challenge. >> this is a welcoming message for more illegal aliens to come to the united states. >> reporter: silicon valley was hoping the president would make more visas available to allow graduate students completing ph.d.s to stay in the u.s. instead of returning home. but that does not appear to be

a scare in a science class sent three students to the hospital briefly today. hazmat crews were called to stone valley middle school after several students reported not feeling well. they were taking part in a lesson on finger printing. they were all wearing protective gloves and goggles when some said they didn't feel well. emergency crews didn't find any hazardous materials. the students were all back in class this afternoon. we are hearing for the first time from the san francisco zoo after the death of a baby gorilla, today the zoo director defended her organization against safety concerns raised by visitors and animal advocacy groups. the gorilla was crushed in a door nearly two weeks ago. the iteam has been following the story very closely. dan spoke exclusively with the zoo director about potential warning signs that were ignored about the danger posed by those doors. >> this investigation is

the silicon valley area is seeing an increase in gold chain snatch robberies. >> police are issuing a warning to certain women in santa clara and sunnyvale to put a stop to all this. >> chris is live in santa clara with more. chris? >> reporter: we're talking about dozens of cases involved since may of this year. and so far, no arrests have been made in either sunnyvale or santa clara. but police are hoping to change that. they're asking for the community's help. brazen acts in the south bay. a recent wave of crime targeting south asian women. >> i've seen hyper vigilance myself. a lot of us wear a lot of jewelry, especially from back home. >> reporter: in the past six months, law enforcement personnel in sunnyvale and santa

clara have dealt with more than 50 cases of women having their jewelry snatched from around their necks. it's gotten so bad, the two agencies have come together to physician ur out why. >> we're sharing intelligence information, sharing all information we gather from folks on the street. >> reporter: investigators are encouraging the community to report these crimes right away. this is video of a similar incident last year in southern california. >> these suspects blatantly approaching the victims and just brandishing a weapon or pushing them out of the way and grabbing their jewelry and taking off. >> reporter: they're described as black or hispanic men in their early 20s. with little information to go off of, officials are now also working with a hindu translator to spread the word. reaching out to the community, however they can. >> we put together a safety flier that we distributed through businesses, department managers, different department complexes, religious

[ applause ] the awards are given to people who have made major achievements in science, technology and innovation. six of the ten science medals went to scientists from the bay area. they include three uc berkeley faculty member. two bay area innovators were awarded the national medal of technology and innovation. one from the mountainview based fog earth institute and one from the san disk corporation. >> great honors there. abc 7 news is highlighting

a lot of green rainy areas, especially in the north bay. meteorologist drew tuma will have the details in the ac accuweather forecast. cal students pro teting another increase in tuition. they are doing a sit-in at wheeler hall. the board of regents voted yesterday to increase tuition 5% annually for the next five years. lieutenant governor gavin newsom gave response to the increase. he said the people most impacted by this, students and families weren't invited to this conversation. people demand and expect more. coming up at 5:00, we'll look at one lawmaker's aim to keep tuition down. vic lee has details. >> reporter: in the two cases reported to the police, over 100,000 in cash and valuables were taken from members of the community. more than 100 chinatown residents showed up at the square to hear the latest on the

blessing scams. and to get grocery bags and brochures with warnings and phone numbers to call. police in the district attorney's office held a similar event a couple of years ago. when elderly chinese women were being swindled of cash and jewelry. >> we had about 47 reported cases. we had over $1 million in property stolen here in san francisco. >> reporter: a gang of four chinese nationals were responsible for many of those thefts. with their arrests, the fraudulent schemes seemed to stop. but now new cases have surfaced. $180,000 have been stolen so far. police chief greg sur said the scams are cyclical. >> every couple years these groups come over from china, and they try to make hay with this blessing thing. folks that are superstitious play into it. >> reporter: the latest case, this suspect was arrested as she was about to board a flight out of new york to china. san francisco police had circulated her photo at airports

around the country. at least two of her accomplices are still at large. many of the women we spoke with here are already on guard. they've seen the san francisco police video, a reenactment showing how the blessing scam works. thieves convince victims she's possessed by evil spirits but can cure her by giving them her valuables. they switch bags behind her back. the victim goes home and finds her valuables gone. in all, 2,500 bags were distributed in different parts of chinatown today. authorities hope this message works. vic lee, abc 7 news. people in upstate new york are bracing for another blast of lake-effect snow to sweep across that region today. the storm's death toll has risen to 10. the second round of snow could bring eight feet of snow on the ground in the area. eight feet total, not just eight

feet today. the governor is begging people to stay off the roads. crews are trying to dig stranded cars out. power out currently to more than 4,000 homes. people living in mobile homes are warning that the weight of snow is causing their roofs to cave in. some homeowners are climbing on to those roofs to shofrl off the snow. that's a danger in and of its f itself. the game between the bills and jets will not be played in buffalo. they're in the process of relocating that game. yesterday team officials said the stadium is currently under 220,000 tons of snow. and they've offered to pay fans $10 an hour plus game tickets to shovel it. >> whoa! >> as if a snowstorm isn't bad enough, thunder also struck the region overnight. one person was recording the snowfall from the car when he encountered a sudden thunder strike. a gunman went on a rampage at tallahassee campus last

night. he's identified as myron may, a 31-year-old lawyer who graduated from the school. police say may believed he was being targeted by the government and was, quote, in a state of crisis. videos belonging to may were uncovered by authorities overnight. he wounded three people in the campus library before officers shot and killed him. one student who was in the library narrowly escaped. he has his textbooks to thank. >> the books that i had checked out. had a bullet hole in them. i know god's looking out for me. and there's really no other explanation for it. >> fsu student jason said the bullet pierced two of the books. it was stopped by the third for his theology class. two of the wounded remain in the hospital. one person has been released. >> how fortunate is he. consumer news now. the pressure is mounting for a top official for the japanese air bag maker went before a

senate committee. >> michael finney joins us now with more. >> this was interesting. kind of the big showdown everyone was waiting for. the vice president told automakers he does not believe a major recall of the company product is necessary. also testifying today, a victim seriously injured by one of the air bags. >> i will never be the same. >> memories on capitol hill this morning from a woman seriously injured when the air bag in her honda exploded, embedding shrapnel in her face. >> i ask the committee to do everything in their power to make sure every vehicle with a defective air bag is made safe. >> a top check tiexecutive answering questions about the deadly air bags. >> we are deeply sorry about each of the reported instances in which an air bag has not performed as designed. and our air bags are helping to save lives and prevent injuries

an amazing discovery in the channel islands. look at this bad boy. a fisherman found a massive 12-pound lobster. >> it looks like he was attacking him. >> he's been made into a pet of sorts. they decided not to eat it, because he was so unique. marine biologists said he's 70 years old, and protective of other smaller lobsters, and very fertile, apparently. the lobster has been moved to a marine sanctuary in the channel islands where he'll be able to make new generations of other lobsters. from big to little, who doesn't love a good massage. oh, look at that.

issue. >> yeah. >> the entertainment world is mourning the sudden passing of critically acclaimed director and comedian mike nichols. he was part of the abc family. he was married to former world news anchor diane sawyer. he directed landmark films for five decades, including the bird cage, the graduate and working girl. nichols was an oscar, emmy, grammy and nine-time tony winner. he's only one of a dozen people to win all those awards. >> you're one of our era's essential artists. you're one of our essential people. >> he is the most encouraging person that i have ever met. >> nichols is survived by sawyer, his three children and four grandchildren. a small private service will be held this week. mike nichols was 83 years old. the latest on bill cosby, and allegations of sexual assault. his comeback collapsing.

that question with you. >> reporter: this as a famous face joins that growing list of accusers. former super bowl model janice dickinson saying cosby sex yugly assaulted her in 1982. but it was said it was an outrageous lie. another claimed he drugged and assaulted her. she said 13 others with similar stories offered to testify. the case settled out of court with no admission of wrongdoing. abc news, los angeles. san francisco's police department is getting a $200,000 grant to improve pedestrian safety. so far this year, 17 people have been killed on san francisco streets. last year 21 pedestrians died. the grant comes from the state office of traffic safety. the money will be used to increase enforcement at high traffic intersections. >> know that when you're

an east bay church got an unexpected blessing today after a story we first brought you last week on abc p 7 news. >> thieves made off with thousands of pounds of artificial turf. but kind folks from the community stepped up to make it right. >> ready? >> yep. >> reporter: at the bay hills community church they're rolling out the green carpet. a covering of artificial turf. over what had looked like this. in the middle of the night thieves had stolen the turf that was painstakingly put down by volunteers as part of a church effort to save water. after we ran the story last friday, there was an outpouring of support. >> this is great. it's a blessing for us. >> reporter: five companies came forward, each offering to replace all of the turf for free. >> we were overwhelmed with the fact so many people were interested in doing this. >> reporter: in the end, they went with clark's you safe
