>> live from the kgo tv broadcast center, this is abc7 news >> good morning. the third storm this week brings much-needed rain to the bay area. it's going on right now but the accuweather forecast says your weekend won't be a complete washout. good morning and thanks for joining us. i'm chris. we are on storm watch this morning for you. a quick check on the weather with meteorologist lisa argen. hey, lisa. >> hi, chris. in fact, your entire day won't be a washout because this is a morning event. take a look, the activity in the north bay where a tenth and .2 has come down in santa rosa. we are looking at most of the activity here but it continues to sink south throughout the bay area. right now across southern marin from mill valley to san after.

also over in oakland and down in the peninsula a couple light showers, and to the santa cruz mountains. we will look at the heaviest amounts in the north bay, perhaps about a tenth inch there. mild 50s to upper 50s this morning. we have plenty of fog and breezy winds in the east bay. anywhere from 15 to 20 miles an hour. 4-mile napa, a mile and a quarter half moon bay and the rest of date it hacks like this. as we go through the morning hours you will notice about 8:00, 9:00 things are continuing to press south along the peninsula, the east bay, and we will talk about the rest of the day, the rest of the weekend and a warm thanksgiving on the way. chris. >> all right, thanks so much, lisa. breaking overnight, all lanes are now open on 880 in hayward. the chp closed southbound lanes

at hennepin road and northbound at ripple road at 1:00 this morning because of police activities. almeda county sheriffs were in pursuit of a suspect and asked the chp to assist. an hour later everything was reopened. no word on the suspect. develop news, oakland police are investigating a crash that left two people dead. it happened last night on the corner of 27th street and north gate avenue. along interstate 980. a car went up on the sidewalk and hit and killed two people. the driver stayed on the scene and is cooperating with police. this morning the window washer who managed to survive an 11-story fall on to a car in san francisco remains in the hospital. the man was washing windows before montgomery and california streets when he fell yesterday morning. abc7 news reporter alyssa harrington has a witness account you will see only on abc7. >> he was ride his motor strike

he will on the way to a doctor's appointment when -- >> the light turned green and the car rolled in front of me and all of a sudden a guy falls from the roof of the building. >> a window washes fell 11 stories from the top of a building in the san francisco district where montgomery meets california. man landed on his back on a moving car crashing just feet in front of him. >> it was so powerful it was like a bomb went off. his car lifted up on its wheels, the whole top of the car is totally dented in. >> the car broke the man's fall and he ended up in the middle of the street, still wearing his harness. willie held his hand and waited for an ambulance. he amazingly escaped unscathed. >> you know, i didn't get hurt and i'm happy that he is okay, hopefully he can make it. >> the victim was rushed to

san francisco general hospital. his daughter tells me he's in critical condition. he worked for surgery window cleaning, a family-run business based out of concord. on their website it says they are committed to the safety of their clients and employees. osha is investigating. the company was cited for safety violations back in 2008. in san francisco, alyssa harrington, abc7 news. also this morning, st. louis is surrounding suburbs and much of the nation are still waiting for a decision to come down from a grand jury investigating the shooting death of an unarmed teenager in ferguson. new video into the abc7 newsroom overnight shows supporters of michael brown holding a mostly peaceful demonstration last night. however, we learned three were arrested, two were in anonymous type miss. marcie gonzalez is in missouri and tells us this has everyone apprehensive.

>> ramping up and getting ready. ferguson, missouri bracing for a grand jury decision on whether or not the officer who shot and killed michael brown will face charges. it could come any day and many fear it could reignite the problems that plagued this community this summer. >> the city is really in a panic at this point in anticipation of this decision. >> protests have already started. three people were arrested. some worry the protests could get much worse. the fbi is calling in 100 more agents. the national guard is here. and st. louis county police have stocked up, buying 650 teargas grenades, 6,000 pepper balls and 1600 bean bags filled with chemicals that sting the eyes and nose. mayor is saying they are simply being cautious.

>> we need to be prepared for whatever happens, and we will be. >> president obama urged peace. >> this is a country that allows everybody to express their views, but using that for an excuse for violence is contrary to the rules of law, contrary to who we are. >> a decision could be announced as soon as this weekend. schools in ferguson will be closed as a precaution next week. clayton, missouri. back in the bay area, the city of oakland said it's ready to deal with a big solidarity demonstration expected to take place at frank agal. a decision as soon as the city makes their decision in the brown case. this is video of previous protests. they said they understand some people may be ageerd by whatever decision is made but are encouraging protesters not to be violent. the mayor jean quan said

students have nothing to fear from police. and protesters said they will end their occupation of wheeler hall soon. dozens have been eating and sleeping in the lobby since tuesday night. they say they won't leave until they show more transparency in their budget. they continue to continue their take over during the thanksgiving holiday break. >> they can certainly disnice it. the city of wheeler isn't directly interfering with their daily lives but i think it is a growing movement. >> student protesters have also taken over a four-story building at uc santa cruz. the university of california has not made any attempt to remove the students by force. president obama remains in the western united states this morning. he's waking up in las vegas, one day affair force one touched down so he could sign a new executive order on immigration. and this morning we are learning

more details about the man who heckled the commander in chief during his speech at a local school. from our abc sister station reports. >> with a student population that's more than half hispanic, this high school served as an ideal backdrop for the president's announcement that he would be moving forward with widespread immigration reform without the support of congress. >> so action that i have the legal authority to take that will help make our immigration system more fair and more just, and this morning i began to take some of those actions. >> under the president's order, illegal immigrants who have lived in the country for more than five years with children who are born in america will know longer have to fear deportation, as long as they pass criminal background checks and pay some fees. it was news that prompted an outburse from the crowd. >> i've heard you, young man. i've heard you. i understand. i've heard you.

♪ come and get it. >> knew this morning, for at least one night bill cosby put all the allegations of sexual abuse behind him and did what he does best, make people laugh. this cell phone video shows cosby receiving a standing ovation as he came out for the show last night in melbourne, florida. there were a few protesters outside the venue expressing their thoughts of the numerous

kirkwood decided to hold off on opening this weekend, heavenly and northstar both opened. boreal and mount rose will open in a month. squaw valley plans to turn on the lifts next wednesday. in southlake tahoe, laura anthony, abc7 news. >> some kids playing hooky to take in the snow, lisa. >> yeah, it's been done. why not? the rain event today isn't going to last all day. we are waking up to it and mainly the north bay but we've seen rain in san francisco. look at light showers around brisbane is down through milbrae. see live doppler 7hd right any showing the activity. the front well to the north. you know, we could see anywhere upwards of an inch right here in the highest elevations of the north bay. and lesser amounts as the front sags throughout the bay area throughout the day. we will take you on a radar tour, beginning up in santa rosa. they have picked up .2-inch. and wet through gushville and

along the coast. over two inches of rain with the first two storms here. the third one they are doing just fine from point reyes, and it's been wet in san francisco, the peninsula. parts of the peninsula will get the rain shade or rain shadow effect so by the time it gets up over the hills and slides to the east, there's really not much of it. so san jose, you will being lucky if you pick up about a tenth throughout this system. over in the east bay, vallejo and the delta has been a little on the soggy side, but all in all, the higher elevations pickingping the moisture in the east bay. here's the exploratorium camera. a cool-looking shot for you. temperatures mild from the low 50s in morgan hill, the cool spot. but mostly in the mid-and upper 50s to near 60 degrees. emeryville, a little soggy out there, some mist and drizzle. 57 petaluma, as well as conquer,

and 61 santa rosa and livermore. here's a look from the roof camera. we sea the wet streets in the city. the rain spreading south throughout the morning hour and the activity picks up through about 9:00 here. then we will see things really dry out and the sunshine comes out this afternoon. so really the second half of the day should be nice. temperatures in the 60s. boy, we are lacking at a big warmup come sunday into monday as high pressure builds on in. we get an offshore flow and temperatures, we could even see maybe 80 in parts of san benito county, monterey, into the middle of next week. here's the front still to the north of us. it brings the rain with us. the north will be in the north bay again. and after this we really do dry out. looks like right on through thanksgiving. here's the way it's going play out the rest of the morning hours. so the next hour you will still see some of the higher amounts up in the north bay, but it does sink south and east.

but by 9:00 the return is mainly in the south bay, the peninsula, and santa cruz mountain. we 1:00 we are looking at sunshine. rainfall totallings right on through late today, you will see anywhere from a half-inch to in inch the north bay. quarter inch to..500 central bay and the santa cruz mountain up to a half-inch of rain. we will look at a sunny second half of the day with mid-60s oakland, 65 in san jose. the accuweather seven-day forecast, the rain ends by about 1:00. we will see temperatures tomorrow fairly similar. a lot more sunshine. by monday i'm going to gump the temperatures up to low 70s monday. tuesday and wednesday we will probably see mid-and upper 70s. by thanksgiving we are still dry, maybe some rain into next weekend. abc7 news has another great weather resource for you to follow. that's following live doppler 7hd on twitter for the latest bay area weather conditions, rain or shine, and get video forecasts, spare the air alers,

the platform to celebrate the completion of the nearly half billion dollars project. it was 30 years in the making with funding troubles and community push back along the way. >> there were some, what you would legitimately say were legitimate naysayers about the cost of this project. and, yes, now that it's open, and now that people will use it, you will not hear that faying. >> it will cost three dollars more than a ride on the bus, but people who showed up aren't complaining. >> i think it's more convenient to hop on the train rather than waiting for the bus and trying to get my luggage up on to a bus. >> the trains will arrive at the platforms every five, ten or 20 minutes, depending on the time of day. in oakland, lilian kim, abc7 news. we are now hearing from the stockton 14-year-old that's at the center of the video going viral across the country. as we first showed you yesterday, the video shows a stockton p. e. teacher trying to

drag the 14-year-old into a swimming pool. this morning that teacher is now taking charges and reporter tim daily from our sister station kxtv has more. >> it made me feel so uncomfortable. >> in is the high school freshman seen on the video that's exploded on the internet. sandra garcia agreed to swim laps in that p. e. class but when she didn't want to get her hair wet she got out of the pool and sat in the bleachers. before another student started shooting that struggle, sandra said the teacher, denny peterson, went to her and grabbed her. >> he brought me down and i was on the stairs thinking he would stop but he grabbed me by my ankles and started to pull me down. i was hollering, stop, leave me alone, can't be touching me. >> it happened in august. cops were called and peterson was put on paid leave for a month, but then brought back and assigned to another stockton school. that's why sandra and her mom

are so angry and talking. they can't believe peterson was back on a campus. >> i find out he's working at an elementary now where girls are more vulnerable, they are younger, and he's working? >> it was this week we learned peterson takes the misdemeanor charge of corporal injury to a child, but stockton unified wasn't aware of that until news 10 told the district. now peterson is back on paid leave. the garcias say these are sandras bruises after the struggle by the pool. their attorney is preparing a claim against the district, which will likely lead to a lawsuit. and we've attempt today reach the teacher for his side of the story, but we haven't heard back. >> what should that teacher have done that day? >> had self-control, and he didn't. >> tim daily for abc7 news. the bay area's largest city could soon be responding to a

rental of -- a supply of rental properties. >> it would allow hosts to rent out their homes for up to 180 days a year. any regulation where the host would also be present would not be subject to the rule. but visitors would have to pay a 10% tax on any stays below 30 days. >> it will provide a level playing field between hotels and air b and b and that is fair. >> they said it's key for san jose to put rules in place but stress the importance of getting it right. >> i just want to make sure we have the appropriate outreach and we are hearing all the concerns of the community because it's a pretty important step. >> for now, he said interest in air b and b is quite high and he's hoping the ordinance doesn't chase people away. >> almost every day someone is "to stay here. actually i'm turning down more than i'm willing to accept based on my schedule. it's pretty impressive, actually, the demand for it.

richmond and berkeley, not a lot happening. maybe drizzle there. but mid-valley and here you are wet. 680 and 880, some light mist and drizzle here in height are elevations. the mills picking up the moisture. we will get into the rain shadow effect where the moisture gets lifted over the hills and dumped along the santa cruz mountain and then the rain. not much expected in -- the rain fades. so maybe a tenth to about .2-inch here but upwards of an in inch the hills of the north bay. then picks up over two inches in kentfield since the first two storms. here's a look at the exploratorium camera. certainly wet out there san francisco, 59 on the peninsula, 56 in san jose. good morning half moon bay, fog are now at 57 trees. and emeryville certainly drip by. light mist and drizzle and light wayne. 57 petaluma, concord 57 and livermore on the mild side, 61. santa rosa in the low 60s.

from the roof camera it looks quiet but definitely slick. so if you are headed out for a morning jog or bike ride, you could put it off toward the afternoon because after the system sinks south, it's out of here and we are looking at sunshine throughout the day today. and not only that, high pressure builds in quickly. temperatures responds, and we are looking at a very warm prethanksgiving week. it looks like we will stay drive through thanksgiving and then perhaps the next chance of rain comes in after the holiday weekend. here's the front. eye not as strong as what we've seen. it continues to sink south t does have the moisture with it. not the dynamics essentially to spread rain across the bay, but the lift that we talk about, ringing out the moisture from the coastal hills, the santa cruz mountains, and here is the general time frame then. 6:00 notice the entire bay area look at light to moderate rain. then by 8:00, 9:00, it continues to sink south. it's dry in the north bay. and by 1:00 we are looking at

partly sunny conditions. as we go through the day today, and we wind it town, we are looking at .500 to maybe a half-inch the santa cruz mountains and perhaps an in inch the north bay. mid-60s today. low 60s coastside. we will look for a sunny big game today. no worries, the rain will be out of here with low 60s over at cal. the accuweather seven-day forecast calls for temperatures to warm quickly behind the system. monday, tuesday and wednesday, look at that. mid-70s, then we are cooler with clouds. hopefully more rain arrives next weekend. so it's nice to dry out when we have a busy travel couple days. >> at least today hold off on the jog until later this morning? >> yeah. you will probably be happy you do. >> thanks. turning to sports, the 117th big game is hours away. stanford will try to beat cal are for the fifth straight time to retain the axe.
