his new single, "people loving people." the crowd went wild. >> it was such a great night. >> a lot more on that coming up. we have a lot to get to this morning, beginning with the major storm set to pound the east coast just in time for thanksgiving, setting up a travel nightmare. >> it's as if we ordered it just on time. not really. look at this. the most important travel day of the year, wednesday, looking wet to snow to wet again all in the north. different pockets that are not going to cooperate with all the travel going on. and the east, probably one of the worst. that nor'easter trying to develop. it looks like most of the i-95 corridor, south of d.c., going to stay rain. in the afternoon and evening, it transitions to a wintry mix. and then snow on the northern side of it. that's why we see a winter weather advisory this morning, from parts of worchester, massachusetts, to parts of north eastern pennsylvania, all in blue there. you can see some snow, six-plus inches in some places. then over the weekend and overnight, the southeast tortured by severe storms.

all the warmth feeding on up. look at some of the warm spots. washington, d.c., today, could be record warmth. buffalo, new york, the last place that needs that. rob marciano, extreme team member extraordinaire has been there all weekend. how are the folks doing there, rob? >> reporter: these poor people they're a little weather weary at this point. over 7 feet of snow, digging out. roofs slapsing every you, now bigging out. buffalo creek, turning into a raging river. taking chunks of snow, and causing dangerously erratic water levels. residents along with this river ready to evacuate at a moment's notice. there are over 700 national guard troops here. ready to go with 20 high axle vehicles ready to rescue these people if need be. red cross has additional shelters on standby. temperatures in the 60s. the snow will continue to melt. and these rivers will continue to rise.

on top of that. the same system that pumped up heat, will have big winds. high wind warnings. the trees already weakened from the heavy snow could be coming down. robin? >> all right, rob, keeping a lookout on that. the nor'easter is sure to cause problems for thanksgiving travelers all over the country. tens of millions of us will be in the air and on the roads over the long holiday weekend. david kerley is at reagan national airport with the latest. good morning, david. >> reporter: hey, robin. a couple of days of work, and then you head out for the holiday, right? think again. that bad weather could touch you even if you're enjoying sunshine right now. this morning, more than 46 million americans are preparing to travel for thanksgiving. that potential storm along the east coast threatening to make it quite a slog. tens of millions affected directly by the weather. okay. i know what you're thinking los angeles, and san francisco, no problem. it's an east coast storm. think again. >> it doesn't matter if the city that you're in has the weather issue. all it takes is one city in the northeast.

>> reporter: atlanta expected to be the busiest airport, followed by l.a.x., chicago, dallas, jfk, denver, and san francisco. and those flying may want to pack a bit of patience because there will be about the same number of flights in the air as last year, but this year, those planes will be packed with even more passengers. >> 11 alpha control. >> reporter: the airlines planned for this week. sunday, the busiest day of the year. wednesday isn't far behind. so busy, the military clears some air routes, additional air space, so your plane can get to where you're going. if you still want to fly, thanksgiving day is probably the best choice. you may want to come back the next day, friday. if you try to come back on sunday, you'll pay double. and george, it will be a very slow day. >> no question. thank you, david. now to amy with the other top stories. george, good morning, we begin with breaking news from washington. word just coming in that defense

secretary chuck hagel is resigning. hagel a former republican senator led the pentagon since early last year. president obama expected to announce that resignation today. abc's chief white house correspondent jonathan karl is following that. was this unexpected? >> reporter: it was. and senior officials were denying last week that hagel was going anywhere. in fact i spoke to one of hagel's top advisers who told me last week hagel would be staying through the end of the obama administration. that said, there is precedent for this. when george bush, republicans took a beating in the final mid-term election, don rumsfeld, his defense secretary was fired. we don't know exactly the terms of hagel's departure but it's not unpress tented to see a departure like this after the election we just saw. >> this hasn't been a smooth two

years for secretary hagel? >> reporter: no, it hasn't. you remember his confirmation hearings were particularly brutal. he started out on the wrong foot. he did a lot of work in terms of dealing with budget cuts at the pentagon. he was never a central player with the president in terms on crafting things such as the battle with isis. >> when can we expect an announcement of a possible replacement and have there been names floating around? >> reporter: the white house said a replacement will be soon and hagel will serve until a replacement is found. no names, but one name, michelle flornoy. could be the first woman to lead the pentagon. >> will this be a shift in the direction for the defense plan for the united states? what does the president want it accomplish? >> reporter: i don't think i would expect a major shift. because hagel, although he was

there in the middle of it all as defense secretary, he was really not a central player in crafting any of the major national security issues. you know, aside from looking at the restructuring of the pentagon and dealing with the down sizing of the military, he was not a key player on those big issues like the battle against isis. >> all right. jonathan karl, thanks so much. and in other news the fatal police shooting of a 12-year-old cleveland boy is prompting calls for change. it began when someone called to report a person with a gun, scaring people at a park. the caller said the gun was probably fake, but that information was apparently never relayed to officers. police opened fire when they say tamir rice reached for what turned out to be a b.b. gun. they say the orange tip that shows the gun is a toy had been removed. one lawmaker wants to require toy guns to be brightly colored to distinguish them from the real thing. police say there is surveillance video of the shooting. but it has not yet been

released. the officers are on administrative leave. in northern california, the driver of this tour bus that crashed and flipped off the highway may have dozed off behind the wheel. one passenger was killed. dozens others injured. they say the same driver was involved in another accident just hours earlier, when he clipped the side of a denny's restaurant. charges have not been filed. breaking overnight, one person in custody after a security scare at a texas army post. ft. sam houston was in lockdown for several hours after a report of a suspicious vehicle that drove through a checkpoint. crews searched the vehicle but found no explosives. authorities are not reporting details about the person under arrest. also breaking overnight, this is all that's left of an apartment building that came crashing down on chicago's south side. crews rescued two women from the rubble. neighbors heard an explosion. investigators are looking into whether or not a gas leak is to blame. and finally a bizarre scene in

decision from the grand jury here. >> using any event as an excuse for violence, is contrary to rule of law and career to who we are. >> reporter: while nine white jurors and three black debate this racially charged case, the national guard and worried demonstrators from across the country are expected to meet in the streets. >> any time you have a mass m grouping of people of color like myself, and you have law enforcement, it usually doesn't turn out too good. >> reporter: stores here look closed because business owners boarded up windows in fear. >> we look abandoned here. pretty much imprisoned. yeah, it's sad. >> reporter: fbi agents are on the ground. they arrested two men over the weekend accused of buying explosives to use against the police. officer darren wilson could be charged with murder, manslaughter or nothing at all for the august shooting death of michael brown. if cleared, a police union rep says he should be able to return to work. >> my hope would be if one day

he decides he wants to get or stay in law enforcement, that he's able to do that. especially if he's cleared. that means he didn't do anything wrong according to the grand jury. >> reporter: families are here worried about potential unrest, spilling into the thanksgiving holiday. at least one school district has already canceled classes today and tomorrow. george? okay, steve, thanks very much. now to the scandal rocking the university of virginia. students protesting over the weekend after a report alleging a shocking sexual assault at a frat party and claims the university did nothing about it. all fraternities and sororities have been suspended. abc's linzie david is here with the details. good morning, george. >> reporter: the victim says the attack happened in 2012, the very same year university of virginia was crowned by "playboy" as the nation's number one party school. but this morning, uva has a very different reputation.

this morning, fraternities at the university of virginia suspended after allegations that sexual assaults on campus have been swept under the rug for years. the accusations, detailed in an explosive "rolling stone" magazine article sparking protests at uva over the weekend. the expose recounting in disturbing detail a first-year student's account where she say she was gang-raped at a frat party in 2012. >> one of her goals was to try to spread awareness. >> reporter: the now junior who goes by jackie in the article says she felt obligated to stay silent. and was even told by a roommate to, remember where your loyalty lies. in a statement, the national leadership of the fraternity said we do not con tone violence under any circumstances and uva president theresa sullivan now calling for change, speaking with charlottesville affiliate. wvirt tv. >> we're going to get to the bottom of whatever this is. we're going to make this a better place. >> reporter: but it's not just uva. the school is 1 of nearly 100

schools under federal investigation or compliance review for their handling of sexual misconduct. attorney wendy murphy mass filed lawsuits against nine school, including uva. >> i have seen uva behave badly for a long time. and this is the first time they've faced such significant public scandal. it's long overdue. >> reporter: but this morning, some say uva's reaction is too little, too late. liz seccuro, a uva grad, was raped in 1984 in that same frat house, and accuses the school of doing nothing in an effort to protect its reputation. >> for 30 years, to have no progress made is inexplicable and heartbreaking. >> reporter: the university says it's asked police to open an investigation into jackie's claims. according to "rolling stone," in the last academic year, 38 students reported sexual assaults to university officials. of those 38, only 4 resulted in sexual misconduct board meetings. this was interesting. one person tweeted uva's

defense secretary chuck hagel. resigning under some pressure from the president. first broached the subject about two weeks ago. this is the first major shakeup in the obama administration since the mid term election losses and the president facing new challenges in afghanistan and the growing threat with isis. right now more than half the country disapproves of how the president is handling international affairs. john, the president felt he needed to make a change. >> no question about that, george. the white house is not saying hagel was fired. but look at the situation here. he was clearly not at the table making the big decisions on national security in this white house. in fact, just last month he wrote a memo to national security advisor susan rice expressing great concern at policy towards syria and that memo leaked it was reported

and they asked about the national security, the future of our military and then one soldier, a sergeant from ohio asked him what was the most pertinent question of the day which was what was your favorite college football team? to which chuck replied born and raised in nebraska. i don't have a choice. i am a strong cornhuskers fan. there was a time when an enlisted soldier might have been reluctant to ask that question of the secretary of defense but chuck hagel has been no ordinary secretary of defense. the first enlisted combat veteran to serve in that position. he understands our men and women like few others because he stood where they stood. he's been in the dirt and been in the mud. and that's established a special bond. he sees himself in them. and they see themselves in him.

and their safety, lives have always been at the center of chuck's service. when i asked chuck to serve as secretary of defense we were entering a significant period of transition. the drawdown in afghanistan, the need to prepare our forces for future missions, and tough fiscal choices to keep our military strong and ready over nearly two years, chuck has been an kplemp rare defense secretary as we modernize our strategy and budget to meet long term threats while still responding to immediate challenges like isil and ebola. thanks to chuck our military is on a firmer footing, engaged in these missions and looking ahead to the future. last month chuck came to me to discuss the final quarter of my presidency and determined that having guided the department through this transition, it was

an appropriate time for him to complete his service. let me just say that chuck is and has been a great friend of mine, i have known him, admired him and trusted him for nearly a decade since i was a green behind the ears freshman senator and we were both on the senate foreign relations committee. there's one thing i know about chuck is that he does not make this or any decision lightly. this decision does not come easily to him but i consider myself extraordinarily lucky to have had him by my side for two years and i aim grateful that chuck is agreed to say on until i nominate a successor and that is confirm bid the senate which means he's continue to guide our troops at this challenging time. i'll have more opportunity to pay tribute to his line of service in the days ahead. chuck hagel has devoted himself to our national security and our men and women in uniform across

more than six decades. he volunteered for vietnam and still carries the scars and shrapnel from the battles he fought. at the va he fought to give our veterans the benefits they had earned. as head of the uso he made sure america always honors our troops. as a senator he helped lead the fight for the post 9/11 gi bill which is helping so many veterans and their families release their dreams of a college education. as secretary chuck has helped transition our military and bolt stored america's leadership around the world. afghan forces took the lead for security in afghanistan. our forces have drawn down, our combat mission ends there next month and we'll partner with afghans to preserve the gains we have made. the nato alliance is as strong

as ever and we insured or allies in central and eastern europe. we have modernized our alliances in the asia pacific. recently agreed to improve communications between the u.s. and chinese militaries. chuck has been critical to all these accomplishments. meanwhile, chuck's ensured that our military is ready for new mixes. today our men and women are taking the fight against isil in iraq and syria and chuck helped build the international coalition to ensure the world is meeting this threat together. today our forces are helping support the effort against ebola in west africa. chuck likes to say america's military is the greatest force for good in the world. finally, in a very difficult budgetary environment, chuck has never lost sight of key priorities. the readiness of our force and

good morning, i'm kristen sze. meteorologist mike nicco, things are getting warmer. >> yeah, they definitely are thanks to an offshore breeze that really dried the air out, made it cool this morning, 30s and 40s. 60s everywhere this afternoon, even a 71 in fairfield. we'll have a few high clouds and sunshine. tonight we'll have 40s most areas, a few 50s around san francisco, oakland, san mateo. warmer tomorrow and wednesday, possible spare the air days. rain and much cooler this weekend. look how clear sunny at the golden gate bridge. traffic looking just a little heavier coming into san francisco, so you're not going to be too terribly delayed there but we do have this one accident in san jose that just cleared northbound 280 at 880.
