♪ ♪ it's a marshmallow world in the winter. ♪ ♪ live from the kgo-tv broadcast center this is abc7 news. we want a proposal for the michael brown law, the proposal every police officer in every american city have a video body camera. >> a devastated family is calling for change while law enforcement republicans for another night of protests after chaos in the st. louis suburb. tensions erupted from ferguson to the bay area after a right police officer was not indicted by a grand jury in the fatal shooting of an unarmed black teen. today, the family of the man who was killed, 18-year-old

michael brown, are extremely disappointed with the decision on 28-year-old police officer darren wilson. here is the latest. with daylight an uneasy calm settled over ferguson as the dam was surveyed from the violent protests. there was looting. storm windows were smashed. this is the inside of a walgreens drugstore. law enforcement hurled tear gas and smoke bums to disperse the crowds. a dozen buildings were set on fire. folks say most were total losses. >> i don't think we were underprevioused but unless we bring 10,000 police officers in here we could not prevent folks that are in intent on destroying a community. >> the prosecutor released more than 1,000 pages of grand jury evidence to bring transparency to the secret process. that includes wilson's account

to clean. >> the manager of the metro pcx walked to find a huge mess, empty shelves and cash drawer with no money discarded on the floor. >> i why cell phones, accessories in here. all gone. they took everything and they burned it down the street. >> he watched as vandalled threw the merchandise into bonfires burning on roadway overnight. the store was not the only one vandalized. the windows at starbucks were smashed and the inside was lotted. so was the smart and final two blocks away. people took dog food, snacks, bottles of liquor. a witness said one man's cart was so full of merchandise it was too heavy to push. >> why care if you are bad or went to tear something up, go to the jim. >> oakland residents surveyed the damage many felt very frustrated with the protesters.

did not actually see shooting or only saw part of shooting or only repeating what they heard open street. some other witnesses adjusted their statements to fit the facts. >> the grand jury also poured over taped radio calls the day of shooting. >> this is going to be a problem. officer wilson has remained in st. louis area but we have learn he got married in october to a fellow officer. it is not clear if he will return to his job at the ferguson police department or resign. abc is preparing a full report, a special report on this case, the ferguson incident and we are following the protests over the ferguson decision closely on-line and on the air. coverage 20s now twitter@abc7newsbayarea. a new contract deal has been announced between the san francisco teachers union and the

unified school district avoiding a possible strike. officials say education reporter that the deal includes 12 percent race over three years. teachers will get 30 minutes of prep time a day to help those who need extra time. the idea focuses on retaining teacher aides by giving them more money. this comes five months after the teachers contract expired in july. >> in the middle of winter temperatures are warming up all over the bay area today but it brings bad air quality. >> this is a look from the east bay hills camera and you can see the haze over the bay. we will bring in meteorologist mike nicco with more on the "spare the air" alert. thank you covering wood burning, not ozone. this ban means no indoor or outdoor wood burning until at least midnight but i am guessing there will be another "spare the air" alert tomorrow because we will have the same weather set up. right new we are not following

fog we are following haze. you can see the high pressure on the atmosphere with the sing air and the air is blowing from our inland neighborhoods and that is why we have the possibility of the poor of the air quality in the north bay. right now, vallejo and redwood city and san jose all have the poor of the air quality. two bay area lawmakers are ready to take action to keep the golden gate bridge free to pedestrians and bicyclists. two assembly members plan to announce legislation tomorrow to prevent the bridge district from implementing any fee to cross the span. they agreed to study a fee to help close the $33 million deficit. this just in, san francisco giants third base coach has announced he has resigned. he explained it has been a wonderful but gradualing ride

the first 100 in line got two items of clotting free as part of a holiday promotion, a top and a bottom. a woman came from modesto taking home $249 jacket and a $99 dress, for free. this couple took time out from their honeymoon to get a coat and pants. all they needed was did show up in their underwear. >> levi stadium turned into a field of...jeans for goodwill working 16 hours to put together 19,000 pairs of jeans. the jeans were collected in two week drive. the purpose of the project was to demonstrate the impact of recycling youth clothes rather than sending it to the landfill. the doughnutted jeans will benefit nonprofit local job training program. >> charity with creativity. >> do you love the weather? if you like it warm, mike, you

may like today. >> warm and another observation is the breezy. one area this can have poor air quality in the in the bay, in san rafael, we are looking southbound along 101 toward the golden gate bridge you can see how hazy it is with the pollution hanging in the air and around walnut creek and pleasant hill we are seeing the haze handing in the air as the east bay valley could have the thicker mutation in the afternoon. notice the wind is blowing off sure in the lower elevation. it is breezy at 10 to 20 american in the higher elevation. if you are thinking of going if a hike it will be a breezy hike headed northbound or up in elevation. 56 in santa rosa and 59 in petaluma and concord and mid-to-upper 50's in fairfield and san jose and everyone else in the low-to-mid 60. in san jose, one of areas that will be near a record high but you will not set one today at

four or five degrees short and a better chance of records tomorrow in another "spare the air" day with cooler air on friday with the showing and saturday, sunday, and monday breezy and wet. check out the pollution, as we look at mount tamalpais to show you seven to ten degrees above average, most of us in the low-to-mid 60's and we are in the upper 60's to low 70s. the only cooler place is along the coast at mid-to-upper 60's and morgan hill could hit the mid-70s. tonight is chilly, 40's inland, and low-to-mid 40's or upper 40's and low 50's at the coast. two areas of high pressure pushing the jet stream to the north and we have potential if poor air quality and near record temperatures. the first storm knocks the high pressure down and the second brings in the heavest of the rain so you can see overnight into saturday morning rain will

spread northbound and southbound across our neighborhood. it will be heaviest on saturday with a low on sunday and the second storm brings heavier rain monday interest tuesday morning. by tuesday afternoon the storm system is gone. look how much potential rain is with this system: 1-3" from the south bay to the north bay. guess how were we are in a deficit? 1-4" if this rain year which began july 1. we can get back on track and we are hearing december could be wetter than average. temperatures are back to average on friday and then mid-to-upper 50's with the heaviest rain on monday. today and tomorrow warm and sunny as it will be the next week. >> thanks, mike. >> an exciting day for "dancing with the stars" fans. someone will walk arm after an amazing show last night.
