live from the kgo-tv broadcast center this is abc7 news. >> today, the big storm brings major flooding to many parts of the bay area. cars are barely able to maneuver through intersections that suddenly have become lakes of standing water. thanks for joining us. hope that person gets out safely. >> the situation certainly critical in marin county. mill valley is taking the unprecedented action of asking residents to stay home unless they absolutely need to go out because so many readies -- roads are flooded and traffic is a

nightmare. you can see the drowned out park-'n-ride park next to 101 a combination of the rain and high tide. this is the water from 101 southbound at the marin city-sausalito exit where officers had to direct traffic. we have coverage from marin county along 101. i'm in san rafael where the wind has started to pick up. the storm has made a huge mess out here in the north bay. there is flooding. traffic jams of the look at the traffic on highway 101: drivers heading southbound are crawling. here is a better view: cars are backed up for miles. there are reports of flooding all the way from novato to marin county. two right lips are traffic are closed in mill valley because of flooding and it is so bad the mill valley police department is advising people to stay home. do not leave unless you have to.

a traffic alert is in affect if you are headed northbound where 101 meets highway one connection map in sausalito on-and-off ramps are closed because of flooding. i could not even see the parking lot. it was underwater completely. some lanes are supposed to be open by noon but drivers need to be extra cautious. it will be a slow commute. there are reports of flooding on neighborhood streets. this is a mix of the heavy rain and high tide. we want to show you another look at area: this is a picture tweeted by the marin office of highway patrol off the northbound off-ramp. what a mess. >> since very early this morning it has been nothing but trouble spots if you are driving.

we will check with leyla gulen. what is going on? as you heard with high tide, that was at 8:36 this morning and now it could be more treacherous. the drive from marin toward san francisco, seven miles per hour is the superpower need. three hours gets you from petaluma to the city. weapon they stay "stay home," heed that advise. along i-80 westbound direction it is heavy bumper-to-bumper traffic. at the bay bridge traffic is not moving. there is another closing and we have video from sky 7. this is the bay bridge. the eastern span headed west before you get to the tunnel. a pothole is there. you can see the concrete crumbling. rebar was also exposed. c.h.p. is on the scene. we are tracking lane closing.

expect a up cough lanes taken away while repairs are made. there is still a major delay on bart because of early equipment problems. two days of heavy rain caused new sinkholes in san francisco. this is in the inner richmond at 6th and lake. the hole is 10' wide big enough to swallow a small car. police say a water main break undermined the soil and exposed a gas main. no one was injured. lake street is closed between 5th and 7th. >> there is another sizable searching hole at hayes forcing muni to re-route buses. >> imagine the drivers of those cars, three cars in all, when floodwater swallowed them this morning. the folks inside were able to climb out without getting hurt. the taxi driver said it rose so quickly it was like a flash

flood. >> residents woke up to a strong surprise this neighborhood with heavy rain causing flooding on delores between 23rd and 29th. you can see the water rising to the wheel wells of several cars. >> in the north bay, blowing down in high waters can help and in petaluma drivers made their way through standing water on ohio at lakeville highway off-ramp until it was so deep c.h.p. shut down two lanes for a few hours. two drivers got stuck in petaluma this morning after heavy rain swamped city streets. you can see the downpour overwhelmed some of the storm drains. you can see rising nearly 1' in some areas with the water. >> meteorologist mike nicco is keeping tabs on all this and joins with more on this storm. mike, you saw how it slowed the

marin county commute to a crawl. >> crazy to see the figures from marin to petaluma. turn around, don't drown, we have said that for years. if you don't foe how deep it is turn around and find an alternate. better to be late than never get there. in the north bay the flood advisory dropped. live doppler hd shows the rain tapering but the weather service, the peninsula, and the marin county coast and san jose the next areas under flood advisories. the winds are gusting 15 to 35 and 40 miles per hour. trees are going to come down and more power out averages will happen. we have a storm through berkeley and emeryville up 80 through hercules and vallejo. another one is moving over the airport headed for the heart of oakland. it will be there in five or ten minutes. there is the low in the cold front. it means showers and isolated

thunder and winds condition. slower winds after lunch, fewer showers tonight, scattered light showers on thursday and showers on friday. >> in the santa cruz mountains, power lines are down, trees have been falling and there are mudslides. it has been a mess. i have been here. >> day. it has stopped and started. everyone who lives here, they said this is what we need, what we are used to, bring it on! >> they are used to it year after year. a lot of rain in this mountain community. >> how do you get used to it, rain blanketing this part santa cruz mountains has been relentsless coming down hard and fast for hours on end creating enough problems to keep the victims of the damage busy. >> the roof fell on a counter.

directing drivers around a boulder the size of a car. residents say all is well in santa cruz county because we needed this wet stuff and more of it. >> very good for california and throughout the whom state. i am happy. >> pg&e says at the peak there were 33 outages affecting 510 customers predominantly in the scots valley area. there were public trance it problems this morning, in san francisco the van ness muni station is back open after floodwaters from the street slowed down movement an the station. the station was closed until 7:00. >> bart is back to full service after a report of smoke on the track at embarcadero prompting bart to shut down causing major delays through the transbay tube and beyond. it is not clear what caused the smoke or if it was related to

pine and leavenworth. >> he grabbed a customer's cup of coffee and threw it at her and harassed them. i chased him out of the store with a bad. >> he ran down the street into an apartment building where he tried to problem an off-duty liver. the officer got in a trouble with the man. >> the officer was bit, it is really vigorous fight and there is a lot of blood inside the area and the suspect impose for the officer's hollister weapon and now it is a life-and-death struggle and the weapon discharged. one time. >> suspect was shot but continued to fight with the officer. back up police finally got him into custody. the officer is okay. >> he is a 15-year veteran. he trains all the other officers in hand-to-hand arrests and control techniques. >> coffee shop customers are okay. >> pretty shocking.

diverting the mill valley drivers to this road because the others were too flooded. look at this. up to, well, a third to halfway up the tire. you can see how bad it was in mill valley and this is the safest road to travel. coastal flooding in marin and the not bay until 4:00 this afternoon for streets and streams and parking lots and corners like we saw if san francisco. that is until 1:00 o'clock. that goes from sfo around the south bay and all the way up to the north end of contra costa county and out into the san ramon valley. watch out. we will have a lot of bonding on the roads. our heaviest rains are moving through the area, through oakland, moving into san mateo and palo alto. if you thought of heading to palo alto today this is as heavy as it is going to be. it will taper this afternoon but it will be breezy if you are

driving across the bridges, we are going to run perpendicular, the winds, and it will be a tough one holding on at 35 to 40 miles per hour. waves of lighter showers on thursday and friday and the weekend is trending dry. this is how it look over the embarcadero. urban flooding is the highest threat. we still have a chance of thunderstorms and rock slides but great flooding and wind damage are moderate until the low will finally pull around tonight, that is when those will drop. until then we have moderate rain out of the thunderstorms and small hail is possible through the evening hours. look what happens to our coverage, it tapers by 5:00, we get on the other side of the cold front and overnight the less rain we get the more fog we will have to contend with and at noon, hardly anything and tomorrow afternoon, look how quiet it is, we have more fog on friday morning and a secondary wave of low pressure and brings a healthy dose of wet weather for friday evening but it will gone by saturday morning so we
