>> i think they knew. >> give them a pass. much more on that. >> prince william. right now, though, get to the heavy storms. heavy rain falling in the east while the west is bracing for drenching rain and flooding. tens of millions in the path right now. and ginger tracking it all. good morning. >> good morning. right here. on the coast just outside our window. heavy rains, and you can see on the radar, all along the coast, coastal new jersey into connecticut. becoming more dangerous in the pink color and white, of course. the sleet, freezing rain potential and the ice. that's why we see flood watches at the coast, northeastern maryland up to maine. includes boston, rhode island, but then you go inland, and that's where we find winter storm warnings. that's where the heaviest snow will fall in the next two days. this is a slightly slow mover. you see the rain at the coast here, and tomorrow morning, i stopped it, we move in the snow and mix it in even close to new york city. but check it out, behind, overall, i think it's just going to be really raw, windy, and cold.

quickly, i wanted to look at how much snow is going to fall. inland, 4 to 8 inches, central new york, up in parts of vermont and new hampshire, 8 plus. and then quick, quick, quick, i want to look at the west coast. this is a big deal. i think this is a bigger deal than the east by far. next four days going to be messy from northwest to southeast. 70-mile-an-hour winds. rain over a foot in some places. i'll be talking much more about this coming up. >> a lot more to get. okay, thanks, ginger, very much. and turn now to the top secret torture report set for release this morning. it will detail the cia's harsh interrogation techniques after 9/11. fearing a backlash, american military bases and embassies are on high alert around the world right now. martha raddatz has new information about this report. >> reporter: yes, good morning, george. it is the very graphic descriptions of the so-called enhanced interrogations that will stand out in this report. and one section in particular that a person familiar with it says goes beyond even waterboarding.

that interrogation method that simulates drowning. this section, they say, will describe methods that are sexually demeaning. but at the heart of the release today is the conclusion from majority democrats on the senate intelligence committee that the interrogations did not make the country safer. and that the cia misled the bush administration about the program, george. >> as, you know, martha, a number of former cia directors set to rebut the report. and we have seen former vice president dick cheney come out. >> reporter: as to the allegations that the program was some sort of rogue operation, vice president cheney told "the new york times" i think that's all a bunch of hooey. the program was authorized. and to charges that president bush was misled by the cia, he says that is a crock. but u.s. officials remain very concerned about the reaction to this report around the world. >> yeah, this is a highly charged issue. all right, martha, thank you

very much. we're going to turn to president obama. he's not expected to speak about the report today. but he appeared in a pair of revealing interviews last night. jon karl has that. >> reporter: these were two very different interviews. in one, the president soberly reflected on race relations. in the other, he played barack obama, comedian. >> you didn't start this. >> reporter: on b.e.t., president obama talked about meeting with some of the young people leading the protests in ferguson, and how he can personally relate to their frustrations. >> my mind went back to what it was like for me when i was 17, 18, 20. part of the reason i got into politics was to figure out, how can i bridge some of those gaps? >> reporter: and for his daughters and future children, he offered hope. >> i want my grandsons to be treated like anybody else's grandsons. but i don't want them to be subjected to the kind of

immigrant community center. and all week long here on abc, we'll focus on race and justice in america. tomorrow, a town hall on facebook at 1:30 eastern. bringing together a panel of experts to take your questions on the fallout from the grand jury decisions in new york and ferguson. turning now to the latest on the royal visit. prince william and princess kate likely enjoying the comforts of new york's luxurious carlyle hotel after a jam-packed day on monday. today, a stop at the 9/11 memorial museum. last night it was lighter, meeting pop royalty and holding court with a king. abc's amy robach is here now with all the details. aim? >> reporter: hey, lara. william and kate were out on a date, sort of. and getting a real taste of american life at the nets game in brook lynne. seeing lebron james and the cavs. with beyonce and jay z, taking in all the action. and as predicted, the kiss cam found them. it was a day of firsts for william and kate visiting new york city for the first time.

commercial flight. the subtle to d.c. there's prince william. called the people's prince. they're just like us. >> did he put his bag up by himself? >> he was first class. if he was back there in coach, i would be like, really. wonder if he ate the peanuts? >> the challenge is on. >> coach next time. switch gears to a deadly small plain crash outside washington. investigators trying to figure what caused the private jet to go down, killing three people on board, three in a home. one possibility is a bird strike. abc's jim avila has the story. >> reporter: this morning, investigators analyzing the private jet's black box, trying to determine what caused it to crash into this quiet maryland neighborhood, killing six. >> we got a phenom crash at the end of the runway. call emergency services. >> reporter: take a look. emergency crews racing to the scene before a second explosion. >> the flame is just getting higher and higher. it's just not getting out. >> reporter: authorities say the private jet gashed a hole in the roof of one house before crashing into the side of another.

then, on impact, a wing containing fuel broke off, slicing into a third home and catching fire. trapped inside, 36-year-old marie gemmel and her two young sons, one 3, and one just an infant. all found on the second floor huddled together. >> this is a tragic loss for the montgomery county community. >> reporter: three people on the plane also died instantly. among them, dr. michael rosenberg, the ceo of a clinical research organization in north carolina. you can hear the pilot radio plans to land moments before the crash. >> 100 echo quebec is now three out, straight in, 1-4. >> reporter: witnesses on the ground say the plane was bumping around the sky before impact. >> left, right, up, down. >> this is a powerful business jet. when it can't maintain flight, the thing you look at is engine power. what could have knocked that out? >> reporter: pilots in the area reported seeing a swarm of birds very close to the runways. >> we have an unusual amount of

birds out here. >> reporter: a possible cause for the crash. >> that is one of the many things we will look at. everything is on the table at this point. >> reporter: ntsb investigators say it's too early to say that birds were the culprit. but we know how dangerous they can be, remembering the landing in the hudson by captain sully sullenberger. george? >> jim, thanks. no matter the cause, what a sad, sad story. >> very tragic. turn now to the massive fire that destroyed an apartment building in los angeles and shut down traffic on two freeways. firefighters now trying to determine if it was set intentionally. brandi hitt is in l.a. with the very latest. good morning, brandi. >> reporter: good morning, lara. this morning, we have learned 20 federal agents and specialists will soon be joining this fire investigation. flames burning so hot this morning, we have seen firefighters still putting out hot spots, 24 hours later.

from fighting this inferno, to now sifting through the rubble, this morning fire investigators are trying to determine whether this wall of fire engulfing an entire block of downtown los angeles -- >> heavy fire. multiple floors. >> reporter: -- is the work of an arsonist. >> it's all just about the level of involvement that concerns us. >> downtown l.a. on fire. i can feel the heat. >> reporter: red hot flames ripping through this apartment building under construction in just minutes early monday morning, right across the street from a fire station. 250 firefighters, a quarter of those on duty at the time, battling heat so intense it melted this freeway sign. and shattered windows in a nearby high-rise. melting computers to desktops. arson investigators hoping that k-9 teams, like the one seen here, can sniff out whether foul play was involved. what are your arson dogs looking for? >> they're trained to walk through a building, when they smell an accelerant, they sit

to down on that spot. it's called getting a hit. >> reporter: they are impressive. it could take a week for the investigation, possibly longer. when you look at the intensity of the video, they're just happy no one was seriously hurt, lara. >> incredible pictures. thank you so much, brandi. and amy has the other top stories. good morning. we begin with a massive protest growing overnight in northern california. more than 1,000 people shutting down a busy interstate, even stopping a train. more than 150 people were arrested. and on the east coast, crowds staging a so-called die-in. abc's reena ninan shows us the protests from coast to coast. >> reporter: overnight, hundreds of people marching on to interstate 80 in berkeley, california. stopping drivers, backing up traffic for miles. as police in the city with a long history of protests try to clear the crowd, demonstrators repeatedly pushed their way back on to the highway. one woman going into labor while stuck in the traffic jam.

an ambulance manages to get through to rush her to the hospital. another group of protesters laying down on railroad tracks, bringing an amtrak train to a halt. it was a night of disruptions, but nothing like the violence berkeley has seen on previous nights. meanwhile, on the east coast, protesters growing outside the new york basketball arena where the british royals were attending an nba game. >> i totally support it, but blocking an entrance isn't going to help. >> reporter: dozens of protesters staging a so-called die-in, highlighting eric garner's death, and the decision not to indict the police officers involved. and lebron james, showing solidarity, wearing a t-shirt saying i can't breathe, garner's last words. the royals may never have seen the hundreds of protesters outside. will and kate entered through a freight elevator in the back. amy? >> all right, reena, thanks for that. and now a breaking story in new york, an attack in a prominent synagogue.

police say a man armed with a knife stabbed an israeli student this morning. officers fatally shot the suspect after this dramatic standoff. police say the suspect refused to drop the knife and charged the officers. no word on a motive for the attack. the student is expected to survive his injuries. a brazen jewelry heist out in the west. thieves made off with a half a million dollars worth of diamonds and gems in 90 seconds. it happened at a highway rest stop in minnesota. jewelry dealers were returning from a chicago trade show when they took a break. police say that is when the thieves, who had been following them for hundreds of miles, jumped out, smashed their windows, and took off with the goods. a major development stemming from bernie madoff's $17 billion ponzi scheme, daniel bonaventure his director of operations, has been sentenced to ten years behind bars. he was also ordered to turn over a staggering $155 billion.

four other madoff employees face sentencing today. police pursued armed robbery suspects in this car. the driver loses control, crashing off the road, the car bursting into flames. the three people inside were treated at the hospital before being arrested. and finally a driver who performed a little magic to make a possible speeding ticket disappear. this man was pulled over in upstate new york. he told police he was a magician. driving home from a show. and then steve proved it with his unique trick. he solved a rubik's cube in 20 seconds, scrambled it, threw it up in the air, caught it completely solved again. >> what? >> what? >> wow. >> he was going 42 in a 30. but the police let him go with just a warning. pretty impressive. i have a trick too, on the rare occasion i'm pulled over for speeding, i'm sorry, i was speeding. and it works. i don't even have to solve a rubik's cube in 20 seconds. >> i say i'll just pay it now.

the fraternities and sororities, someone is coming forward to tell the story about the woman in the controversy. the former suite mate of jackie is coming forward with her side of the story. telling the uva paper, the cavalier daily, i believe she went through a traumatizing sexual assault. she came to uva bright, happy and bubbly. that changed in 2012. she stopped going to class and wasn't able to talk about the sexual assault until much later. the university of virginia still reeling from the november rolling stone article, that reported that jackie, a uva freshman, was gang raped at a fraternity. but her account has been called into question after inconsistencies in her story surfaced. since then, fraternity and sorority leaders are pressuring the university to reinstate their organizations.

good morning, i'm kristen sze. the fog is kind of hanging around but the rain is moving in. meteorologist mike nicco has our forecast. mike. >> we'll start and take a look at live doppler 7 hd. still very thick along the coast, out into the east coast and up into the north bay. over the next two hours that will start lifting. let's talk about the rainfall. it's going to cause flooding thursday when it comes through. 1 to 3 inches, most of us 4 to 6, up to 8 in the north bay mountains. accuweather seven-day forecast, fast winds coming also. as we look at the san mateo bridge, you can see very heavy traffic there. about 20 minutes will get you across. there's an accident right at the toll plaza.
