years is inching closer tonight. here is a live look from our roof camera. the high surf is already lashing the coast. >> while there is no rain yet, city officials are telling people to prepare for high winds and very heavy rain. good evening. i'm dan ashley. >> i'm ama dates. first, the protests in berkeley and in oakland. >> this is video from sky 7hd, and you can see hundreds of protesters marching through the streets. >> yes, just moments ago the crowd surrounded oakland city hall and there were concerns it would interrupt the meeting. right now they are near 17th and castro. >> they are pro tegs the decision not to indict a white police officer in the chokehold death of an african-american men and other cases of alleged police brutality. >> alan wang has been walking with the crowd tonight and he joins us live on the phone. alan? >> ama and dan, in the past few minutes, the protesters marched from oakland city hall to interstate 980. that's where police were waiting heavily armed with

less lethal weapons that shoot rubber bullets and beanbags. i am told the chp commissioner has been out here tonight as police are prepared to arrest a lot of people. the march was peaceful from berkeley until oakland until the protesters made a break and started running to the freeway. they made it to mlk and 40th where several climbed a hill and got on the westbound highway 24th. traffic came to a halt and the protesters performed a die in and set off fireworks. police immediately made arrests. meanwhile, the rest of the crowd cheered while blocking the intersection of mlk and 40th. police threatened teargas and even fired rubber bullets at several protesters who tried to climb back on to the highway. ace mentioned, it started out -- as i mentioned it started peacefully. the plan was to complain to city council about the teargas and rubber bullets used during this weekend's demonstration where police claim they were

attacked with flying objects. the meeting was canceled. instead they were met by councilmember chris worthington who criticized the berkeley police department's tactics. now amtrak suspended service for some eastbound trains running through jack london square in oakland, emeryville and berkeley. the downtown berkeley bart and macarthur station in oakland were also temporarily shutdown. alan wang in oakland, abc7 news. >> thanks very much. with a couple of under h protesters outside city hall, concern began to grow inside at the city council meeting which was in progress. >> the meeting in my opinion needs to be recessed. if you can't agree on a time, a time certain. but our first obligation is public safety and to make sure that you who are in here are safe and can leave her safely. >> eventually the protesters moved on and the council meeting continued.

when protesters shutdown interstate 80 last night there was one passenger more than inconvenienced. a pregnant woman went into labor while trapped in traffic and tonight she spoke to us about or ordeal. how the new mother and baby are doing, that story in 10 minutes. >> and we are keeping an eye on the protests going on on air and on-line. abc news is devoting a full week of programming to report on race and justice in america. watch for coverage on "good morning america," world news tonight and "nightline." they will have a live town hall session. now to the weather and the strong storm set to arrive tomorrow night. here is a live look from our exploratorium camera. we are seeing the early effects like high surf. sandhya is tracking the storm for us. sandhya? >> it is slowing down and intensifying. let me show you on live doppler 7hd. this will mean heavy rdin for the bay area.

as you look some clouds and some fog and here is a look at the wider picture. you can see the powerful storm that is developing. really this moisture trail stretches all the way out toward the hawaiian islands. it is what we call an atmospheric river. as it intensities we are looking at high risk of urban flooding. mud and rock slides and creek flooding and power outages between wednesday night and thursday. wind gusts 50 to 80 miles an hour and up to eight inches of rain. over half a foot of rain in some areas. that's crazy. at 9:00 p.m. tomorrow night, the winds will start to kick up. they really get going in the overnight hours. the rain has slowed down and some moderate to heavy rain starts to move into the north bay around the start of the rush hour. it doesn't quite end there. that's the beginning of what is to come. we have our own weather app you can download from the app store. keep that in mind and make sure you get ready for the

storm. i will be back with a slew of watches and warnings and a look at the rainfall totals for your area and the timing in a minute. ama? >> thank you, sandhya. bay area residents are moving quickly to prepare for the big storm that has prompted a warning from the u.s. coast guard. cornell bernard is live in sausalito where boat owners are on uh beret. cornell? >> yes, they are on alert to be prepared for the big storm and here in sausalito, a lot of people are bracing for just that. >> one full turn. >> he has been securing lines all day to keep his inventory of luxury vessels from drifting away. >> we are very worried when we have weather like this coming in. >> the u.s. coast guard is warning boat owners to take precautions ahead of the storm. boats which can't be moved are out of the water. he says he has done all he can

do. >> we have removed the covers, the tops, anything that can be blown away in a big gust of wind to over 40knots is what we are expecting. several images take center stage. reverse 9-1-1 calls like this one are ready to go to homeowners if needed. >> the city of mill valley highly recommends that you prepare now for possible localized flooding. >> the digital sign is alerting mill valley residents to be ready for the storm. sandbags are in place in tiburon . this water pump failed. he hopes it does president -- doesn't happen twice. >> it will be almost like a church. please, don't sail. and remember this scene from sky 7hd happened last week? parts of the 101 near marin city flooded out. they say they have cleaned

storm drains to prevent a repeat performance. in sausalito, cornell bernard, abc7 news. residents in the south bay worried about flooding can get free sandbags including san jose, morgan hill and in palo alto. these are folks in palo alto. people are asking -- or being asked to bring their own shovels to help shovel the sand into the sandbags. thisy are most effective when they use the bags to prevent one foot or less of flooding. efforts are well underway to prevent a potential storm disaster in san francisco. crews removed loose rock from the lombard section of telegraph hill. boulders tumbled down this hill in 2012 threatening an apartment complex. >> and as the rough weather approaches, the operation center is on alert to respond to major storm-related issues. the crews were busy today preparing for the rain. they cleared catch basins

across the city. the mayor is asking people to clear away leaves and debris that may clog storm drains. >> and a reminder to track the weather where you live anytime with our abc7 news weather app. it is free on apple's app store or google play. we have more information on abc7news.com/app. more on the weather in a few moments, but let's move on. prosecutors in san francisco and los angeles filed charges against uber. they say the company does not properly screen potential drivers. uber says they are working with authorities to address these concerns. also today, lift, a competing service agreed to pay a $500,000 fine and change its business practices because of similar allegations. meantime an uber driver will face a misdemeanor manslaughter charge in the death of a 6-year-old girl. they say he killed sophia lou in san francisco last september. they say he was looking down at his home when he hit her which his attorney denies. they filed a civil lawsuit

against uber and the company has not responded to our request for comment on this. we are learning more about a woman who is threat to jump off an over pass in san jose shutdown 680 during monday evening's commute. san jose police say she also seriously injured a deputy by biting his finger while being booked into jail. she faces charges including trespassing and being under the influence of drugs. police say she eventually surrendered after this nine-hour standoff. trapped in traffic with a baby on the way. next on abc7 news, the new mom who bear -- barely made it to the hospital in time. >> and a chain reaction of kindness. this woman backed into a state trooper.

>> a san francisco woman is counting her blessings she was stuck in last night's horrible traffic on i-80 after protesters blocked the freeway for hours. we showed that to you p thatting live. unlike everyone else stuck in traffic, her situation was more than an inconvenience. she was having a baby right then and there. abc7 news reporter lisa amin gulezian is in the newsroom with an incredible story. >> it is. the new mom is tired, but in great spirits. i spoke with her bay phone as she recovers in berkeley. she arrived there just in time. >> this is a picture of an elated adrianna torres holding her new daughter. she was driving home to san francisco from rodeo when traffic came to a stand still. protesters blocked i-80 for

hours. and then something unexpected happened. >> i had a contraction every three minutes and five minutes. i have very pain very strong i said come and help me. >> getting her in this sea of cars would be nearly impossible until a firefighter in an suv heard the call and intervened. >> our battalion chief used the red light and siren to find the patient. >> the assistant chief got to her in 15 minutes. sky 7hd was there as she was transferred to an awaiting ambulance. away from the protesters and the freeway. >> i was nervous because i think oh my god, delivery in the car. >> she stayed until she got to the hospital. she was born just four hours later. high may -- jaime ortiz is her

husband. he said what happened was very, very dangerous for a lot of people. blocking the freeway created havoc. he said he will feel better when his daughter is safely at home tomorrow. lisa amin gulezian, abc7 news. a flight from sfo made an emergency landing with an extra passenger after a woman gave birth during the flight. shortly after takeoff, the mother flagged down a flight attendant and told her, i just had a baby. a doctor and nurse on board rushed to help her. they used scissors from a make up kit to cut the umbilical cord. passengers kept their cool and started cheering when they saw the mother was okay. >> it was all very calm. it was amazing. >> the woman calmly turned around and said she just gave birth. we were like -- >> paramedics met the woman and her family at l.a.x. and escorted them to a nearby hospital. listen to this, a crash to a state trooper's car in utah triggered a train reaction of kindness.

87-year-old helen smith was pulled over while racing from nevada to ogden, utah to see her son who is critically ill. on the side of the road she accidentally backed into the trooper's patrol car. he realized it was not safe for her so he set up a trooper train from county to county. every 100 miles a new trooper picked her up and brought her one step closer to her son. >> four patrol cars and four good looking patrol boys brought me. >> to have them there waiting to hold her happened -- hand as we walked into the hospital was very, vary warding. >> good looking patrol boys. her son is still in critical condition, but the family is thankful she is there to be with him. >> hope he is okay. how sweet. four good looking patrol boys, she said. that's sweet. let's talk about the storm that is bearing down and will bring a lot of rain and wind. >> that's right. sandhya patel has the timing on it and what is coming.

>> we are looking at an intense storm that has very poor timing. it will hit discouring -- doctoring the heart of the rush hour. as we look at live doppler 7hd we have the clouds up above and fog down below. this is what we are watching as we look at the water vapor imagery and seeing a large amount of moisture. we are also watching what is known as an atmospheric river. it is a large transport of water vapor in a horizontal fashion. the ar's often bring us a good deal of rain. 30 to 40% of the west coast rain often falls during a few of the events or atmospheric events. watch out. you can see the visibility is poor even in places outside of that area. petaluma three quarters of a mile and over two miles in concord and napa. the temperatures are in the 50s at this hour.

as you look at the slew of watches and warnings, first high surf advisory is up right now. it runs until 10:00 a.m. on friday. we are already seeing the waves building. the breakers may exceed 20 feet. we are looking at dangerous rip currents and beach erosions. stay away from the waves. don't climb rocks. it is something they really want to pass along to viewers. wednesday 10:00 p.m. to thursday 10:00 p.m. and gusts to 50 and higher elevations up to 80 miles an hour. you can count on downed trees and power lines. gail warnings for the coast and the bay. these winds might just wake you up. look at the timing. 50 mile an hour wind gusts hitting . reyes. 5:00 a.m. thursday we are seeing wind gusts in half moon bay. still continuing. 46 half moon bay and 6:00 a.m. 24 is what is really striking 60 miles an hour.

around 8:00 a.m. on thursday you may encounter some delays at our local airports. keep that in mind. the winds ease up by early thursday afternoon. the rain will come in and it will come in hard. flash flood watch wednesday evening to thursday night. flash flooding is possible and it is the small streams and creeks going up rapidly. the ponding could make for rough driving conditions. rain totals when you take a look by 7:00 a.m. on friday, and this is one storm, four to six inches in the santa cruz mountains and 5-8 in the north bay mountains. most of the 2-4 inches coming in between thursday and friday. wednesday night at 7:00 p.m. you are fine. 5:00 a.m., cold front is moving into the north bay thursday and that's when the heaviest rain hits. 7:00 a.m. it is starting to move southward. 10:00 a.m. it is across the heart of the bay area. thunderstorms may actually erupt during this time period. at noontime it is still pretty
