you all, we begin with the blistering senate report on the torture of terrorism suspects by the cia. >> it lays out a systemic program of brutal interrogation methods during the bush administration. >> susan saulny has the details. >> reporter: good morning. experts say the new information is very likely to be used by terrorists as propaganda. humiliating abuse now in stark detail. the senate intelligence committee so-called torture report, an indictment of the secret interrogation techniques used by the cia after the nechb attacks. they beat, shackled and nearly drowned al qaeda operatives. one chained to a wall for 17 days. another left to die of hypothermia in a cold cell. and now on high alert for the serious repercussions. >> the interrogations of cia

detainees were brutal. far worse than the cia represented them to policy-makers and others. >> reporter: among the senate conclusions, many of the gruesome tactics did not save lives or stop terror plots. a finding that the cia says is flat out wrong. in a fiery defense, three former directors of the cia said it was marred by errors. an attack on the agency that did the most to protect america after the 9/11 attacks. >> this particular release in my judgment serves no purpose what so every other than to endanger americans. >> reporter: president obama spoke to fusion. >> what's not controversial is the fact that we did some things that violated who we are as a people. >> reporter: the president added that he wanted the report released to show that america can learn froms it mistakes.

and west coast. >> the west coast bracing for the strongest storm in five years. while another powerful nor'easter rakes across the northeast. some 36 million americans are in the storm zone as the northeast faces another day of severe weather. with gusty winds and mix of snow and rain from virginia into upstate new york. in alantown, pennsylvania, an icy bridge is blamed for this 17-car pileup. there were only minor injuries in the chain reaction crash. a foot or more is likely by the end of today in new hampshire. deja vu for seabright, new jersey, hit by hurricane sandy. inundated neighborhoods, with residents warned to move belongings to higher floors. and the west coast, the worst storm in years. expecting over a foot of rain by thursday. and sandbagging across the san

francisco bay area. clearing out debris basins where up to 8 inches of rain is expected. residents of the drought-ravaged state have mixed feelings. >> if it gets in the garage, if does. we need the rain. >> we need the rain. i'm glad it's coming. of course we don't want our house to flood. >> california expected 2 to 3 feet of mountain snow with wind gusts near 100 miles per hour. it's raising the threats of mudslide and debris flow in wildfire-ravaged areas. >> accuweather's jim dickey is tracking it. good morning. >> good morning. dealing with the nor'easter, hasn't moved much. swirling off the coast of new jersey. keeping rain and a mix of ice and snow and some snow in place across the region. where we so that mixing in plain rain, that'll keep accumulations down. but interior new england, upstate new york, a foot or more by the time it's said and done.

and rain in california, all the way south into l.a. by friday. flooding and mudslides. back to you. turning now to another night of unrest in california over the grand jury decision in missouri and new york. hundreds poured into the streets of berkeley and oakland overnight. police fired rubber bullets at protesters shutting down a highway in berkeley. it forced amtrak to stop service, and a city council meeting was postponed because protesters threatened to disrupt it. and oscar pistorius could be facing a new trial. a judge ruled that prosecutors can appeal the manslaughter conviction for the death of his girlfriend. he's serving five years. that could be changed to house arrest after ten months. after a new court trial, a court of appeals must rule on several issues. and democratic lawmakers

have agreed on a spending bill. some conservative members had said they were going to halt it over the executive action on immigration, but decided to hold off until next year. and commissioner roger goodell is going to have a tough new code of conduct. it's similar to the new york city police department. a player would go on paid leave when charged or undergoing an investigation. the player's union has come out against the policy. the young british royals have flown back to london. william and kate's final event was a black tie fundraiser for their alma mater held at the new york metropolitan museum of art. and there was that gown, you see. and those earrings, they were a gift. >> were they worth $2 million?
