former vice president dick cheney blasting the report as the cia director is speak in an unprecedented press conference this afternoon. abc's jon karl is tracking it all at the white house. jon, this is vintage cheney, as blunt as can be. >> reporter: indeed, this was classic cheney. when he was vice president, he signed off on the interrogation program and he firmly believes it was both justified and it saved lives by preventing attacks. in an interview last night on fox news, he said that the cia personnel that carried it out should be thanked, not blamed. >> we did exactly what needed to be done in order to catch those who were guilty on 9/11 and to prevent a further attack. and we were successful. on both parts. >> this report says it was not successful. >> the report is full of crap, excuse me. the work that was done, i think, absolutely essential and absolutely crucial. i think we were perfectly justified in doing it and i would do it again in a minute.

weather. good morning. good morning, everyone. i'm going to start by taking a look at the maze where it's getting a soaking right now. as you saw on live doppler 7 hd a moment ago, the tip of that really heavy rainfall is right over this particular area. but traffic is still managing to be decent. there's so much to get to right now. we have mass transit affected. system wide, due to weather conditions. so bart will be traveling at reduced speeds because of the rain and the winds. also montgomery streets. that will be closed due to power outages. and i want to let you know that the traffic lights on bush streets and san francisco are out. this is having an effect on the entire bay area. a big problem this morning has been downed trees and power lines, debris in roadways. not so much the accidents. a lot of folks decided to stay home today.
7:46 am
a lot of schools closed down today. so that is what eliminated the traffic that was on our roadways. here's a look at the golden gate bridge. the rain is heavy. and what they did here at the golden gate bridge is some lane changes. as far as how they were going to administer which lanes were going where. the southbound lanes got three available. one northbound lane is available. one lane down the center as a buffer to protect both sides from folks veering into the other lanes. that's for your protection. hopefully it's not causing delays as you're leaving san francisco. we also have high wind advisories for all the bridges. that's why we did those here. richmond and san raffaele. every single bridge has a high wind advisory. if you drive anything high sided, be very careful.
7:47 am
just like drew is showing you. we have a ban making its way to the peninsula and the south bay. the tip of it was affecting the maze. very wet conditions there. now we're seeing a tapering of the rain in the north bay. we had an alert shutting down all lanes of highway 101. all lanes have reopened. however, now that the storm is moving south, we're finding more urban flooding. through san francisco, 101 to 80. right near chavez. we have urban flooding in the east bay as well. if you're driving on the freeway, stay in the center lanes and stay away from the far right and left hand sides. >> we just a short time ago got in additional school closures because of the rainstorms and winds. mersy high school, notre dame high in belmont.
7:48 am
those were late additions. >> the home of tom brady. his alma mater. affected in san mateo this morning. also windsor students do not need to report today. you know where else you should not enter is the ocean this morning. the surf is really huge at the the coast. so let's check in with nick smith, live in pacifica. you've been there all morning getting pounded. buddy. >> reporter: we have indeed, kristen. we enjoyed this because ian gets a chance to. ian is the photographer. he gets the chance to show you pictures like this. pictures like this is what it's all about. we get a chance to see what the winds can actually do. this is the surf hitting the rocks. and that's what i've been calling #angrywaves. one person following me said, hey, did those go over the pier? it was spray that went over the pier. i may have misspoke and said oh
7:49 am
waves went over the pier. we'ves kept hitting like you can see now. and so officials closed the pier so that people can now go down pacifica pier during the high winds like it is now. down to the left, you can see there are people who are taking it all in. they're way down there. this is what we have seen all day kristen and eric, people checking it all out. i heard drew earlier say you know the wind is coming southwest. what he failed to mention is that that wind and rain is doing an upper cut. so you're getting hit in all directions. when you're out here, that wind is doing a thing with the rain. it was windy and first and no rain, and then the rain started and it has not stopped. he was talking about oh, rain, rain, rain.
7:50 am
i think i want to pay him a visit. and it has -- >> you know, it doesn't seem to like the end of your report. it keeps knocking you out at the very end. we apologize for that problem. you can see what's going on. >> though we do love his report. is you can track the storm by down loading the abc 7 news weather app. we have more information at abc7 news.com. i got one this morning about the bart montgomery station with no power. the weather app will come in and help you on a day like this. >> so the winds are making driving tough on all the east/west bridges in the bay area. if you thought you were getting out of trouble because you took the golden gate, think again. alyssa harrington is live near
7:51 am
the golden gate bridge. >> good morning, eric. but today we had it all to ourselves, practically. no surprise there. we are soaked from head to toe. and i would say about 20 minutes ago. that's when it was the absolute worst here. the wind was very, very powerful. to be safe, even though this is a north/southbound bridge, and the winds are pooufing the other drivers are facing strong headwinds, and the bridge officials decided at 5:00 a.m. to close one of the lanes. it's a center lane. it's being used as a safety buffer so drivers can have wiggle room in case the wind blows them around to prevent any accidents or any sort of trouble on the bridge this morning. so what we do v three southbound
7:52 am
lanes. two northbound lanes. traffic is moving very smoothly now. but things could change. remember, there is a storm this, as you know. and so always drive slow, leave plenty of room between you and other drivers in this type of weather. and they're advising truck drivers to stay away from the san rafael bridge and use 101 or 37 instead. alyssa harrington, abc 7 news. zblf the picture has changed since we last saw you. the fog has developed thicker and thicker over there. >> reporter: it really has. we're seeing the fog, the rain and a lot of wind this morning. >> alyssa harrington, thank you so much. >> a whole lot to contend with there. >> we have all the weather you want this morning. rain, wind, fog.
7:53 am
let's check in with drew for the latest. >> i'm up here in the accuweather center tracking all the advisories that we have. this is a flash flood warning until 10:00 a.m. the reason it's this area, they've seen the heaviest and steadiest rain all morning long. now numerous reports from people saying i'm getting water on the roadways. it's tough to get through certain areas, and that's causing issues. often smaller streams and creeks are overflowing the banks into outlying areas. and the national weather service also is keeping an eye on this area in particularly just in case of some mud slides. because this is the area that has seen the heaviest of the rain this morning. so be alert if you live in sonoma or marin county. the only exception is the south bay, right now, because you have yet to see the steadiest of the
7:54 am
rain. but around san francisco, into the east bay and oakland on the peninsula, half-moon bay. and this means fair game. we're going to keep an eye on that as the morning progresses. the next thing we're going to talk about, the flash flood watch until tomorrow. roadways could get dangerous for flash flooding. rapid rising in creeks and streams and also in poor drainage areas. so moisture is certainly an issue, but not the only issue this morning. combine the water, and we have winds. we are seeing winds rather gusty until 10:00 this evening. low urban areas gust to 50 miles per hour. higher elevations along some ridge stop tops, could get as high as 80 miles per hour and
7:55 am
combine the strong winds and saturated ground, could have downed trees and downed power lines later on today. now look at current wave heights. 13 feet in san francisco. 18 feet in bodega bay. and there's a surf advisory in the morning. we could see breakers that exceed 20 feet in height. dangerous rip currents that could cause a beach erosion along our coastal community. now the storm does have a cold component to it. the higher elevation in the sierra under a blizzard warning from now until tomorrow morning at 4:00 a.m., meaning extremely dangerous whiteout conditions will likely develop. we'll have anywhere from 6 to 13 inches of snowfall above 6,000 feet with gusts 50 to 80 miles per hour. and that's why they're calling for whiteout conditions. that also means with lower snow levels, passes may be closed for
7:56 am
several hours. so we're seeing a certain form of rain or snow later on today. but for right now, be on alert that a flash flood warning is in effect. meaning, there has been areas where we have seen flooding on roadways. of course, we'll keep you updated from the accuweather forecast. mike, back to you. >> drew, thank you very much. good morning again, everybody. i want to go over this one more time in case you just joined us. flash flood warning for sonoma and marin county. as we're seeing flooding right now in many areas. this goes through 10:45. let me show you the storm reports. and you can see we have winds and trees coming down. we have flooding. let's take a look at some of those. doing this on the fly. so let's see what we're having in san jose. wind damage, a tree blocking a
7:57 am
road. so let's go up and take a look at that one and see what kind of damage we have going on there. we're looking at wind gusts. up to 62 miles per hour. we have a tree down in daily city. that's what this particular one is for. that tree came down at 2:00 this morning. so it's blocking an offramp. i'm not sure which offramp. probably 280. maybe leyla knows. i'll ask her in a second. we have wind gust damage. let's head up further to the north. and you can -- let me pull this up. chp reports three lanes of eastbound i-80 blocked. leyla has probably told us that since it happened at 3:20. it gives you an idea of the stuff we're starting to see.
7:58 am
so probably something mentioned earlier. ichls if we're redundant. i want to give you an idea of the damage we're seeing. also flooding damage in napa. let me click on this one. water closing a lot of the lanes on napa. the storm report didn't say or the police officer that sent this in didn't say specifically what road is impassable right now. one other thing i want to show you is woe just had a heavy shower. one and a half inches of rain per hour if it was sitting in the same spot. it stayeded over san francisco for 10 to 15 minutes.
7:59 am
doing that on the fly, maybe a third of an inch m maybe a little bit more. let me zoom out and show you the other areases that have not seen the heaviest of the wet weather t. places like inland east bay. the southbay you can see lining up. that's marching towards your fabd. that will go across the san mateo bridge. from hayward down to san jose. it will go from walnut creek down to ramon valley. so the heaviest in oakland, san francisco and half-moon bay.
8:00 am
so be prepared for trees to come down. turn around, don't drown. if you cannot see the road, it's too deep. everybody is going to understand if you're a little late today. >> mike, thank you very much. it's now 8:00 a.m. on this expanded edition of the abc 7 morning news. we're going to bring you the latest information. >> and speaking of a little bit late, there are delays right now system wide on bart. we're getting tweets from people saying they're stuck on trains not moving all due to the weather situation. >> let's check in with a spokesman for bart and find pout what's going on this morning. jim, good morning to you. first we heard power outage in montgomery street station. what's the latest on that? >> well, that's correct. there's a power outage due to a pg&e power supply issue. the station is closed.
8:01 am
it means the trains are not stopping there and passengers are not able to enter. >> any estimate on how long that might take? >> the power outage occurred at 7:30. the crew started on their way there from a short distance. >> in addition to that we're seeing a lot of reports of delayed trains. can you talk about the weather systems like this. >> what we have done at about 5:30 was gone to a rain profile. in which trains that are departing stations sbert at a lower rate. and this is due to potential slipping of the wheels. we have about 27 of the 67 trains that are more than fooi
8:02 am
minutes delayed. >> so what advice would you have for folks leaving home right now? >> the best advise is to build in plenty of time for your trip to bart so that when you get to the station you're not running into the station and potentially flipping and also that you have lee way in terms of when your train gets to your destination. >> out of curiosity because we're seeing on the freeways there are fewer cars than a typical day. i wonder if your gate checkers can see if there's fewer riders today. perhaps folks deciding to stay home. >> jim alison with bart. thank you very much for the information. right now the trains are zipping through without stopping. keep that in your travel plan this is morning if you use bart. zblf the montgomery state station is not alone in power.
8:03 am
we have new reports of power outages in. many people saying they went dark. >> and san jose pg&e is working on that. and right now a look at the commute situation across the bay area. >> i am so excited to share this with you. this is a camera mounted on top of one of the vans. you can see how it's very wet oen the roadways. watch this. i'm going to pan. and you can see traffic. there's not a lot of traffic today. a lot of folks decided to stay home tae. it looks like some of the rain has tapered. but what you haven't seen was
8:04 am
further to the north. youfr drive out of noef toe into ma rin. there was a huge puddle of water taking away two lanes of freeway on the right hand side. you can see very few cars in the distance. this panoramic view allows you to see what road conditions are like. as we come up to puddles or debris, we'll show you this. but i'm going to pan around one more time. also the cars coming southbound towards us. it looks like traffic is managinging to run smoothly through the north bay on this very rainy day. so we do have cars going a little bit faster than our van here. make sure to slow down your
8:05 am
speeds. you never know where the pooling will be. as i was mention mentioning further north, that's where we saw the major puddle of water. you are advised to stay in the center lanes. you never know when you're going to run into those. a great view from the van here. panoramic 360 as we travel southbound on 101 toward the golden gate bridge. over to you. >> leyla, that is so cool. thank you very much for the info. >> we just got new information on power outages. we told you about the pop-up reports in san francisco. and meteorologist mike nicco is just ran over with new information. they have 70,000 people without power in san francisco alone. >> yeah, i saw a tweet their
8:06 am
broadcast offices in the south market area were briefly noinged off the air. so this is widespread. yeah, moving to the east. the heart of the storm has been pounding the north bay. abc 7 news reporter amy hollyfield has been there. it looks like it's still raining. >> reporter: this is actually a light rain compared to what we have seen in the overnight hours. it is relentless. if you're headed out, you want to grab all the rain gear you have, including the umbrella and get ready. we're seeing puddles, but no blocked intersections here. ft trees all look okay. we're not dealing with winds in santa rosa, just rain.
8:07 am
fire crews are hearing of downed trees throughout the county and in the rural areas. here in downtown, a lot of steady rain for hours. it's been coming down for a long time. but no major problems to report. abc 7 news. >> amy, thank you. at some point that ground will become saturated and may see flooding. mike is checking that for you. >> we are keeping an eye on flights this morning. joining us by phone is a spokesman to talk about the number of cancellation this is morning. good morning, doug. >> good morning. >> so what's the situation there regarding delays and cancellations right now? >> so what we're seeing thus far is a continuation of a cancellation activity that really began yesterday. airlines are really pulling down their flight schedules because of the weather today. we're up to a total of 225 flight cancellations.
8:08 am
it's an even split of departures and arifles. most of those short haul flights. very few delays thus far. five delayed arrivals thus far. we expect that number to grow as the day progresses. our best advice for passengers, check with your airline to verify the status of your flight. >> any ground delays? >> not at the moment. taxi traffic is moving okay. but we're still at an earlier phase of the morning operations. >> let me ask you about something else that could have an impact to travelers. we are understanding that there may be a food service workers strike going on outside. is that going to affect the ability to get food? >> did we lose you? >> we'll try to reestablish contact and get an answer to that question. he said he didn't expect it to cause a problem. we didn't hear why. >> do we have somebody else on
8:09 am
the phone with us now? delaware thanks for joining us. >> absolutely. good morning. is that a question? >> we switched lines, and now i understand we have the highway patrol on with us, yes? >> yes, we do. >> so highway patrol officers have been extremely busy this morning. if you could tell us what's going on and what sort of calls they're answering? >> well, a lot of what we have is flooding in the roadways and debris, trees down throughout the bay area. >> as far as going from one call to another, what sort of stress are chp officers under this morning? >> for right now the most important thing is just making sure people are safe.
8:10 am
collisions and removing debris on roadways are the most important. we have a creek flooding. people should be aware of that. as well as rock in san francisco on 10th street onramp, we have a tree down. those are the things that we'll be seeing throughout the bay area. we're working with our partners to get those cleaned up as quick as possible. have people on their way. >> can you give driving advice to people with regard to hydro planing and how to apply their brakes properly. if you're in a situation where you are hydro planing, and that's definitely a possibility with the high winds as well as the tremendous amount of rain we're getting, you're going to want to ride it out.
8:11 am
so don't tap those brakes. if you feel like you're being lifted off, you have to continue in that direction. once you're out of the wetness. so if you can appl your brakes a couple of times. that will help dry them if there was any condensation to the brakes. >> and before you get behind the wheel, that's importance issues to keep in mind. wipers, right? >> absolutely. there's also products that dissipate the rain as it hits your windshield. i applied that last night. in this tremendous amount of downpour, it's just visual obscurement when we get this much rain at one time. >> all right. and the bay area, so when it happens, we have to relearn how to hand m those conditions. thank you so much. >> commuters who rely on ferries
8:12 am
may be in trouble today. we caught up with commuters as they got off the vallejo ferry in san francisco. >> to describe it, i guess it was like a roller coaster on the water. i hate roller coasters, but i loved the ride. >> it was tossing pretty good. they said they'll change it later in the day after it gets too bad. >> the ferry may not be in service much longer. then monitoring every departure and may have t shut shut them down. >> a major san francisco attraction, they're not going to run today period. officials say buses will run in their place. >> some major power outages.
8:13 am
in the south bay, more than 3,000 customers are in the dark, especially in the san jose area. more than 2,000 customers without power in the east bay. 70,000 people. in san francisco alone. >> there's parking out there as well. >> absolutely. and the rain is gathering. and it's filtering down to smaller and smaller coves and causing ponding and debris flows. so parts of napa and marin county in flood warning. san mateo county flu 9:30. you can see from foster city, right up towards 280 and ski line boulevard, we're looking at the heaviest rain.
8:14 am
you're getting a quick burst of a third to half an inch in 15 minutes to a half hour. these are moving across the san mate bridge and to the east bay. heading down through oakland. and that's going to be that way for another five minutes. now add in the winds that are gusting around 15 to 25 miles per hour. 28 in oakland. as the cold front is passing you to the east. here they are. hour by hour. still have 50-mile-per-hour gusts. potentially oakland, half-moon bay. san jose, livermore. by 10:00, the faster of the winds were over. still looking at 35 to 45 miles per hour gusts. the stoil will be saturated. that's when we could see trees come down in the areas.
8:15 am
by 11:00 the front is moving through. i hate to say die down, but they'll calm down. we'll still have 14 to 30 miles per hour winds. remember, under own of these you could get localized gusty winds. it's better than it was 30 seconds ago where i could barely see the maze because the rain was falling so heavily. but just now coming out of the santa cruz mountains is heavier rain. so it's just a matter of moments. so steady. moderate to heavy rain today. showers and thunder tonight. so here's the cold front. when they got together, that was going to create the strongest storm in six years. that's what we're dealing with right now.
8:16 am
nud and rock slides. we're having a up the of reports power outages, we're already dealing with those. good news for river flooding. we went from moderate risk down to low risk. here we are at 9:00 through fairfield. and down towards palo alto. then it moves to the south baby 10:00. by noon it's out of here. look what happens behind it. here's your showers with heavier rains and gusty winds and potential thunder. the atmosphere will be unstable mind this storm. by 5:00, light to heavy rain with the showers that come through. they will dissipate overnight as the trough slides on down to the south. but we're still in a moist and
8:17 am
unstable air mass. a little sunshine tomorrow and look how they pop up once again. notice they're not quite as widespread. ft by tomorrow evening, your plans should be fine. by saturday, fog in the morning. mostly cloudy sunday and another batch of wet weather monday and tuesday. obviously not a repeat of what we're going through today. so guys, the hardest part of the storm is move through the bay. thank you very much, mike. and in addition, we have flooding out there. montgomery station closed because of an electrical flooding. and if i could show you pa picture not too far away. that one of my tweets on twitter. it is a picture of flooding.
8:18 am
this is south san francisco on airport and grand avenue. a lot of restaurants. there's a 76 gas station. indeed. and also an example of what mike has been telling us not to do. a if you can't see the roadway, you shouldn't drive through. >> a lot of parts that can rust underneath there. and you run the risk of damaging that as well. >> it's lom call we're getting reports about the standing water and looking at this picture from south san francisco, mike is daying the peninsula area, the storm is really pushing in. dumping heavier rains right now. all the way down to the peninsula. >> yeah, bart's jim alison told us there were delays but five to ten-minute variety.
8:19 am
now because of standing water. we'll have to stee if the delays have changed a bit. obviously, the cable car service is not running. so let's get the latest from y leyla gulen. >> i want to talk about mass transit. let's reiterate what you said earlier. we have station closures due to power outages because of flooding. and we have major delays system wide because of the rain. so we started off on a great note. now that the rain has made its way to san francisco and east bay, that's where we see the delays really have an impact on the mass transit. we also have san francisco area that is canceled all morning service. you will not be table to use the san francisco bay ferry to get to and from the east bay or to the north bay as well. let's take a look now. i've been watching cars make it
8:20 am
in the far left hand lanes. it was splashing a huge wave to the other side of the freeway. avoid if you can the far right and left hand lanes. that's where the ponding occurs. that's where the flooding occurs. so you want to stay right in the middle of the road. slow down your speeds. you never know. if you can't see the the roadway in front of you, may may run right into a big p puddle. and right now it looks like photographic is fairly light. in you can see through the droplets, it looks clear now. and you can see traffic is light as we make it from the east bay to san francisco. we have a couple of lanes block off for the southbound traffic. it really jams up the further
8:21 am
south you get. as we slide over to 101 at oyster point, heavy flooding there as well. we saw most of the flooding earlier in the north bay. now as the rain is making its way towards san francisco, the peninsula and south bay, now we're starting to see that trickle-down effect if you will of the significant flooding affecting our freeway. so be very careful there. some more flooding here. a car got stuck in the one of the lanes. the northbound in. so as you're making your drive in, be careful there.
8:22 am
like i said. pretty moderate at this hour. >> thanks a lot. it's 8:22 in the expanded version of abc 7 this morning news because of the weather outside. keeping you informeded about the weather. the traffic information and all those things that affect your day. >> including transit. we have on the phone paul rhodes with muni. i know you had to cancel cable car today. what else is affected as far as the bus line and other services? >> we have had to reroute around the downtown market street area because of the power outage. we were able to reroute those but keep moving.
8:23 am
we had the montgomery station go out of service. so we're bypassing that station in the subway. and those are really big impacts at this point. >> share that station with bart, of course. montgomery station. >> have any problems with the muni light rail line. any flooding problems or standing water problems there? >> well, the only issue was the montgomery station. we're bypassing that station. we're asking you to get on before or after or the bus lines around that area, downtown market area. >> what have you heard from your drivers. as far as the flooding on the roadways, just the city streets and how that's affecting them. traffic has been congested because there are some some flooding areas. ridership has been sliglighter
8:24 am
because probably people are staying home. moving a little slower from the bad weather. >> that's what we're hoping for. e tlim nate fatality and injuries. we're making sure everyone is as safe as possible. >> paul, what advice would you give people as they're at home getting ready to leave to go to work? >> well, if you're about to leave, make sure yoer leaving with enough time and patience to get there. it will take a little longer because of slower moving traffic and people walking slower and being more aware of sur rounings. we want more people to be aware, be slower and safe as possible. >> stay there for a second. we just got a report in that the
8:25 am
embarcadero is closed at the area you're looking at from at&t park to pier 39. that includes the ferry building. that includes the exploretoreum. >> if the street is closed, it will affect service. i haven't gotten a report on it yet. but the the street is closed, that will affect the f-line. but we'll send that information out immediately. >>away, paul, go ahead and check on that and see what you can tell us about what's going on in that area. in the meantime, we'll check traffic elsewhere. >> we see there's still cars o tennessee embarkembark -- >> i'm looking at every angle.
8:26 am
360-degree view right now. our van is parked right from the golden gate bridge to this side. that is a view as you start to you have a few droplets coming down in the north bay. as i continue to turn it towards the north, here's the parking lot. you can see the traffic is going nicely as you come in over towards the golden gate bridge. you saw what the view was like on the other side of the bridge. what they have done is reduced lanes in the northbound direction to give a buffer zone in the middle. so as i pan it over to that entrance of the golden gate, as we head towards the first tower, you'll find three lanes open in the southbound direction. just one lane in the northbound direction. because we've had high wind advisories on all the bay bridges. it's been very gusty. some of the biggest problems
8:27 am
aside from the gusting has been debris in the lanes. that is causing problems in terms of a couple of accidents and lane blockages and slower traffic. still quite light. for the rest of us who have to come to work, drive carefully. let's see how the weather will affect us later on. >> wet all afternoon. thank you very much. sorry, didn't mean to cut you off. i wanted to get right to this flash flood warning just issued from contra costa alameda. you can see from danville, san mateo, hayward, down towards fremont, all the way down palo alto. mountain view. sun sun sunnyvale and further south.
8:28 am
this is until 11:15. that means we are experiencing flooding and possible debris flows from storms moving through. we have san mateo under a flood warning until 9:30. look at that wall of heavy rain. right into castro valley. hayward right across the san mateo bridge into the western side of the brinl just south of redwood city and heading right into the mountains. and that's why we're going to have continued flooding through that hour. still getting moderate to heavy rain with the cold front passing.
8:29 am
the cold front is moving easterly to southeasterly. but in the mid and upper levels, look at the winds coming from the the southwest. you don't need a cold front to lift this wet, moist air. you have what's called lifting. you have the mountains that do it for you, and that's why you're going to continue to see light, moderate, and heavy rain from time to time because the mountains naturally lift this moisture and create more heavy rain for you. that's why your flooding is going to go on a little bit longer and possibly why we saw the russian river may crest above flood stage tomorrow morning while the napa river should stay below flood stage. so right along the heavier band, that's the cold front. behind that we still have rain all throughout the morning into the afternoon hours. it will start to become more showery in nature towards the evening commute and a little bit more in the way of thunderstorms. just because the cold front goes
8:30 am
