>> good morning, everyone. i'm carolyn tyler. thanks for joining us on this sunday, december 21st. let's start with a quick look at the weather with our meteorologist lisa argen. >> hi, carolyn. good morning. hi, everyone. we are starting off with plenty of fog, mist and drizzle. but the radar is situated above the low level moiso we aren't picking it up here. but it's been in santa rosa, oakland and hayward. this morning still very, very foggy. we will hold on to the low clouds and the higher clouds right on through the late

morning hours we also have a coastal flood advisory as the king tides arrive today. it will be higher than normal tides. this is a view from downtown. we had some sun earlier. we will get into partly cloudy skies today with mild temperatures already in the upper 50s. look for mid-60s today. and today begins a pattern change. i'll explain coming up. >> lisa, thank you. the latest on the killings of two new york city police officers. killings come at a tense time when there's a bitter tension between police and protesters who are protesting what they say is police brutality. we have the latest. >> overnight police orioles'g officials calling it the site ever an ambush. an execution of two of its officers. >> they were, quite simply, assassinated. targeted for their uniform. >> according to the nypd, the two officers, wenjin liu and

rafael ramos were on their lunch brick when a man walked up, gun in hand and opened fire. striking both officers in the head at point-blank range. s.w.a.t. teams patrolled and surge to go the team, facing a fleeing man to a nearby subway situation still armed with his semiautomatic handgun. this video capturing moments passengers dropped to the ground in fear. police moved in and officials said the man shoots himself in the head. he rushed into an ambulance to the same brooklyn hospital as the two officers he shot, where all three men were pronounced dead. the attack ending a nine-hour interstate shooting spree that began outside of baltimore 200 miles away around 5:45 saturday morning. the man allegedly shot and wound

his ex-girlfriend in her apartment, and escaping before police arrived. about 2:10 pings from his phone led police to discover he has made it all the way to brooklyn, new york. the department said it called new york police to warn them of threats he made online. that warning never made it to the two officers, shot execution style just over 30 minutes later. >> and that, parents of officer liu, the woman he recently married, we met the wife of officer ramos, we met his 13-year-old son who couldn't comprehend what happened to his father. >> the new york mayor, some say, have blood on his hands. and this from new york former governor tweeting these barbaric acts are predictable outcome of

the rhetoric. abc news, brooklyn, new york. >> and developing news out of florida where authorities are investigating after a police officer was shot and killed. if happened around 3:00 a.m. eastern time in the area of cobin springs located northwest of tampa. a suspect has been taken into custody. no word yet on what led to that shooting. several law enforcement agencies all over the country, including the san francisco police department, are wearing black bands on their badges this morning to mourn the two officers killed yesterday in new york. >> developing news out of concord. a man is recovering after being shot outside a bart station. it happened on grant street in

the area with cabs pick up bart passengers. police say a man and his friends were waiting for a taxi when a car pulled up alongside them. someone inside that car shot the man in the leg after they exchanged words. the vehicle is described as a black or dark colored four-door sedan. new details this morning. police in martinez are looking for a gunman that killed a young woman friday night. police say 18-year-old judith bean was shot to death. a second victim, a 25-year-old sherman parker, was wounded. he is expected to recover. according to our media partner, "the mercury news" his fatal shooting happened on the fifth anniversary of his older brother's murder. he was tortured and killed by a group of people and the body dumped on the rural road. bean's father said he does not believe his daughter's murder is connected. berkeley police are investigating the suspicious death of a 20-year-old man found outside his home near the cal campus early yesterday morning. officers were called to piedmont

avenue and dwight way. he's been identified as apoorve agarwal. he's believed to be a student at u.s. berkeley. police say he may have been drinking. an autopsy is scheduled. this is the second death near campus in a month. another 20-year-old man was found dead after a large party at a fraternity in november. the man was an aerospace engineering student at u.c. davis. the man was celebrating his birthday and visiting friends in berkeley. in oakland firefighters are investigating a house fire. it began just before 8:00 last night at a home on 89th avenue. no one was inside at the time and there were no injuries. >> outrage in napa this morning after a letter, a questionnaire, sent to tenants at a self-storage facility. as we first reported last month, the tenants have not been allowed into those units because of earthquake damage.

now what many are calling a slap in the face. abc7 news reporter lisa amin gulezian has the details. >> i consider this to be extortion. you know, it's like ransom for our stuff. >> tempers flared at this impromptu meeting in napa last night as they sounded off about the letter from management. they were told, that means that to get stored property out of the building or tenants will have to help foot the bill. >> pretty shocked they are going to try to make us pay for this. >> what they suggested isn't cheap. it amounts to twelve times a person's monthly rent. >> does anyone agree that our main goal is to try to get our stuff out? >> building 900 was red tagged after the earthquake this august. tenants have no idea what condition their possessions are in since they haven't had access.

storage owners insist the building needs to be demolished but a specialized crew can help tenants go in and recover what they can safely. >> the fact their building did not stand up is their problem. we need to have access to our belongings. >> bad planning on their part shouldn't constitute an emergency on ours. >> most can't afford to pay anywhere from $700 to $2,000 for access, which is outlined in this questionnaire. the mayor has agreed to check if the city's earthquake relief fund can help pay for this. >> we can spend a lot of time arguing over who should pay for this. i would rather have our focus be on how are we going to get the stuff out of there. >> in napa. lisa amin gulezian, abc7 news. >> at a mobile home park in redwood city, flooded evacuees are back home but reminders of the damage are still all around them. sandbags and water pumps line the rv motor home park on east

bay shore road. this is the result of all the recent storms. there is still lots of sandy water that needs to be pumped out. sandbags are there to prevent flooding in the next storm. many of the people who live there are wearing new clothing today. volunteers with a foundation stopped by yesterday to drop off clothing foundation. they saw the news reports at all the flooding at the mobile home park and wanted to help replace some of the items people lost. the bay area is racing for some of this year's highest tides this week. the high water is already causing flooding in mill valley. the high tides, also known as king tides, are expected in just a matter of minutes and expected to continue through tuesday. experts say the preview of what the bay area want expect as global warning causes sea levels to rise. king tides are also expected in mid-january and mid-february. so i guess, lisa, people just have to be on the lookout. >> yes, definitely. and be on the lookout with the

quarantine. according to "the independent journal,"david perkins was placed on a 21 day quarantine by marin health officials. they say it's just precautionary. they have no reason to believe he has ebola. he left on november 4th to treat ebola patients with the humanitarian medical aid organization "heart-to-heart." >> lava flowing in a rural hawaii town is continuing to flow down and it is expected to reach a shopping center in about eight days. officials say that the lava has advanced about 180 yards since yesterday as it makes its way to marketplace. most merchants have closed or are preparing to close. the marketplace is a major retail hub for the area. the five mile lava flow from the kilauea volcano began june 27th. now to the wild weekend for last minute christmas shoppers. yesterday was super saturday, which analysts call one of the biggest days in the holiday

have new toys based to generous bay area donors. for the 30th year glide family services of san francisco gave away donated toys. the giftsst only ones some of these gifts are going to receive this holiday. 10,000 toys were given out yesterday morning. glide is still accepting donations. they must be new and unwrapped. a bay donation program is short of toys for teenagers. hundreds of volunteers were hard at work in san jose yesterday getting toys ready for kids. sacred heart community service ingredients for holiday meals to 3200 families. but the toy program is short by more than 4,000 needed to get to those families when they return for the gifts this week. >> the hardest category for us to fill is for teen children, so 13 to 17.

are expected to open by the end of today. boreal has seen as least a foot of fresh snow over the last five days. squaw, alpine and kirkwood have seen at least two feet. hey, get out there and do your thing, lisa argen. >> you know, the overnight lows have been really mild. so the snow make not so great and unfortunately we are beginning to turn a corner with our weather so dry conditions for the sierra nevada. but we are looking at a radar that doesn't seem like there is a lot going on. but you know what? beneath the radar beam we've had mist and drizzle from light rain and plenty of fog out there. today the shortest lent of sunlight and it will be 9:32 as the solstice arrives after 3 after this afternoon. and we are going to get milder and sunnier within the next couple of days. the pattern will be changing. right now fog is a problem from the east bay valleys.

oakland half-mile visibility and half moon bay a mile there. two mile visibility and 3 miles at the airport. delays at sfo. due to the rain we had earlier this morning it's helped the visibility. sunshine around mountain view. central coast is all clear so we are looking at a few peaks of sun and limited parts of the area, up by the delta as well. exploratoryium camry begins to lighten up. we should see overnight lows in the 30s in the north bay this time of year. take a look at mt. tam. it looks awfully dreary. it will take toward the second half of the afternoon for some areas to see the clouds lift. and the sun filter through. but it's already sunny in parts in the bay. and by the afternoon we will call it partly cloudy. we also have some high tides to talk about in sausalito, mill valley, as we look for it right now to be high tide actually

around ocean beach. golden gate bridge camera you can see partly cloudy skies and the visibility has improved here. mist and drizzle with fog this morning. winter arriving after 3:00. and it will be dry and quiet to start the season. an unusually warm overnight lows this morning will help us boost into the 60s with a little sunshine this afternoon. coastal flood advisory beginning today for localized flooding along the shoreline here and inside the bay due to the king tides today, tomorrow and into tuesday. be advised of that. but we are also looking at changes for the bigger picture. as you can see, the bigger in of high pressure beginning to build. it will fish into the eastern pacific and that will allow for fair case capping a lid on the atmosphere and aleutian for stable air. foggy mornings and partly cloudy averages. it will follow suit for tuesday and into wednesday. we will get a little bit of a weak system moving our way to

its investigation. abc news reporter news has the latest. >> this morning the group behind the sony hack apparently taunting the fbi. the hollywood reporter said an online post claiming to be from the guardians of peace includes a link to this page with a so-called christmas gift message. written in broken english, as the other leaks have been, it says in part, the result of investigation by fbi is so excellent that you might have seen what we were doing with your own eyes. we congratulate you success. fbi is the best in the world." the message also links to this youtube video entitled "you are an idiot." it shows aman taj of happy faces and dancing. it's unsure if it's directly linked to the cyber attack group. hollywood reporter could not verify the authenticity of the e-mail. butsen a message that abc news

three alleged spice recently freed by the u.s. got a stand ovation at the meeting. in miami flag-waving protesters took to the street yesterday protesting president obama's plan to normalize relations with the castro government. about 200 people showed up, mostly older cuban americans. backlash from some republicans this morning over the president's plan to move toward normalized relations with cuba. florida senator marco rubio spoke with george stephanopoulos this morning on "this week." rubio and several other potential republican candidates have criticized the president's decision to open an embassy in havana and ease economic and travel restrictions on cuba. >> it's not that i simply want to continue what we've been doing. i wouldn't object to a change but it has to be a policy that achiefs freedom for the cuban people. i know that this policy and changes the president has taken will not lead to freedom.

a new watchdog committee has been set up to keep an eye out for suspicious price spikes in the new year. consumers union say some oil companies claim there's a hidden gas tax that's going take effect in the new year. but there is no such tax. what is taking effect is california's clean energy plan, which gives which gives reincentives to lower emissions on the fuels they sell. if they exceed their limit, they could pay a fine. consumers union wants to make sure all companies don't raise gas price toss cover those fines. >> if the tax is left individual on january 1st, we want somebody in state government to look at why it happened, how it happened because we believe the state's clean energy programs aren't why it's going to happen. if it is it happen we think it will be from the companies. >> they plan to meet if february after the clean energy plan takes effect to see how or if it

abc7 news reporter jonathan bloom has the story. at cole hardware the christmas lights are flying off the shelves. >> we sell out of a lot of the basic lights almost on a daily basis. >> and then there are the super deluxe ones. ones. >> would it be surprise to go know n.a.s.a. can see these from space? >> they can? >> yeah. >> no way. >> way. >> what you are seeing here is christmas lights from space. it was just you want street from the mass coney center n.a.s.a. presented these findings. images taken from a satellite that orbits the earth from north pole to south. this is a big, honking satellite. we are talking a minivan size. on this is a camera that can see through clouds. every night at the same time it circles the globe and takes pictures. >> this is a huge effort. took three years of data. >> all boiled down to this. while in the middle east you can see which cities observe ramadan by who keeps the lights on late, the united states glows brighter at christmastime no matter where you are.

>> what we are seeing is christmas really is -- it's not just a religious holiday, it's also a civil holiday. >> n.a.s.a. looked at cities all over the u.s. but they found something different in the bay area. while you typically see big lighting lights in big suburban homes, here you see them right here in the city. >> i think we will put them in the window. in the window? >> yeah. we have a big bay window. >> the city's unique architecture lends itself to christmas lights. on this difference map, all the green were spots brighter in december than the rest of the year. in l.a. the green is thickest in the suburbs. >> but speaking of green -- >> the led lights are more energy officials. >> n.a.s.a.'s next satellite could tell the difference between the l.e.d. lights and traditional lights. the whole at some point to see how events like christmas show how we use energy or conserve it. >> so we can also detect greening of our nation. in san francisco, jonathan bloom, abc7 news. >> i just find that fascinating. >> yeah, and the menorah too.

lighting the candles for hanukkah. >> and we are looking for the change in the weather for everything coming up this week. as we check out live doppler 7hd. you might expect to see some precip. we had it earlier. but i have widened the view. you can see the big area offshore. that's a dome of high pressure and that is going to be taking over our weather. the sun sets at 4:54 and the length of the day in terms of sunlight is the shortest. 9 hours and 32 minutes. winter solstice arrives this afternoon and the huge area of high pressure will be shoving the jet stream to the north and that gives you an indication of what's to come. more of this, too, because the high pressure, we have a sable atmosphere. it will cap a lid on the atmosphere and push being the particulates down to the surface. we have the fair skies in the afternoon and the fog in the morning, the half-mile visibility. for oakland three quarters after mileafter for half moon bay. and we've had warm air overnight

with temperatures in the 50s to near 60s. the visibility has been improving the past hour. but in emeryville it's still retail space gray. we are looking at overcast conditions and temperatures in the upper 50s." so we will look for the winds to switch around to a northerly component tomorrow. that will continue to help dry things out. right now it's 58 in san jose with gray skies. 55 in morgue kill. in the city 57. some sunshine, though, down toward palo alto, mountain view. right now look at mt. tam. not only the fog, it's misty and drizzly. going to take toward the second half of the afternoon for mill valley and sausalito. 61 in concord. the valley has been gray, but more mild conditions and brighter skies are on the way. 56 in santa rosa. right now it's cloudy at the golden gate bridge. you can see the visibility not too much of a problem here. here's your forecast then. mist and drizzle with fog that will lift, and by the time we

usher in winter, it will be mild. numbers in the mid-60s with partly cloudy skies and as we start to see this, maybe we can get a little more rain in here before the end of the year. the warning in effect for the king tides today, tomorrow and into tuesday. it's been issued from the national weather service. right around the bay shore we could see some flooding problems. so be advised of that. another vantage point, the water vapor imagery shows how much moisture is over the golden state, but that will begin to dry out and go to the east as high pressure builds in and we get a wind shift. hour by hour you will notice that we're getting into a partly cloudy sky t may take a little while and temperatures will be mild tonight. starting out partly cloudy and then the fog reforms again. looking at numbers from the low 60s along the north coast with some rain, 74 in palm springs
