you look behind me you can see the price for gas at this station is less than $3 a gallon. but with the new regulations you can expect to pay a little more at the pump in the next few days. it seemed like a well-timed gift for the holidays. lower prices made for happy customers. but that gift could soon be taken away. >> you hope it doesn't go too high. because you can't afford to travel. >> reporter: edgar of calistoga may have reason to worry. starting today fuel suppliers, the people between the refineries and gas stations, will come under the state's cap-and-trade program, supplying more carbon fuels or greenhouse gases created when the fuel is burned. the question now, with the cost of the carbon allowances passed on to drivers. >> if that is a straight pass-through from what we can tell, it's likely to translate to more than 10 cents a gallon. >> reporter: officials with the air resources board insists the program will be good in the long

run. >> really what californians will get from this ultimately should be more stable fuel prices, and more choices. >> reporter: but at what cost? some worry about backlash from the oil industry. critics fear that fuel producers may slow down production which could inflate prices at the pump. >> whether we like it or not, i mean we're living within these rules and boundaries. >> reporter: truck driver douglas albrecht said there's no point in overthinking it. >> higher costs across the board, nothing we can do about it. >> reporter: others are hoping for the best. >> if it goes up 10 cents or 20 cents a gallon it's fine. if it goes up $1 a gallon then it becomes prohibitive to travel. >> reporter: chris nguyen abc 7 news. the price of your grocery bags are going up. if you forgot to bring paper or plastic in san mateo county it will now cost you 25 cents instead of 10 cents. earlier this year san jose decided to bypass a similar

move. city officials there thought it would dissuade shoppers from complying. another staple going up in price, eggs. california's law goes into effect today, requiring farmers to house hens in cages with enough space to stretch their wings. tiffany wilson is live with a look how this could impact your grocery bill. tiffany? >> reporter: well, ama, the simple answer is expect it to increase the cost of a dozen eggs. we don't know how much. however, california is the largest consumer of eggs in the country. so this new law has far-reaching consequences. when it comes to prioritizing the chicken or the egg california lawmakers say it has to be the chicken. effective today all eggs sold in california must come from hens that have room to move, and stretch their wings. farmers around the country have had to reduce their livestock or build additional accommodations to avoid conditions like this. that were previously acceptable.

the farmers' additional expenses are showing up on cartons here in the bay area. >> disappointing. but we'll definitely keep buying as many eggs. >> reporter: the valdez family, that's about three dozen eggs a week. and they're not alone. outside the pancake house, the smell of breakfast food has others trading favorite egg recipes. >> i travel with a cast iron pan. i add paprika and hot sauce. >> reporter: if it means the new laws mean the hens are happier, he doesn't mind paying more. carla wants the better price. >> i don't care about the chicken. i do love my eggs. >> reporter: she loves them so much, she's taking leftovers home for later. >> i had bacon and eggs today. >> reporter: the family loading up with grocery for the new year say they've already seen an increase in egg prices. sandra just paid $5.29 for a dozen. her son's brown organic eggs rang in at $5.49.

she likes the law, just doesn't like the consequences. >> the chickens should have more room. >> reporter: eventually she said the increased price could decrease how many eggs they scramble. in san francisco tiffany wilson, abc 7 news. oakland police say they arrested 29 protesters after last night's rally against police brutality turned violent. sky 7 hd was over fourth and broadway. an estimated 130 protesters blocked cars in the street. a firecracker was thrown at one officer. graffiti was painted op buses and a trash can was lobbed against a police car. one was arrested for assault with a deadly weapon. they're looking for a group of vandals who threw rocks, bottles and paint at county cars. they were dressed in all black and were carrying signs like this one, reading more dead cops. police say they were promoting violence and death to police officers. they damaged county cars that were parked in the parking lot.

police questioned three people so far. no arrests. if palo alto police said someone shot at two of their officers. they were responding to gunshots near oakland drive when they said someone shot at them. police say the bullets narrowly missed the officers. eight people in nearby houses were detained. an entire south san francisco neighborhood was told to shelter in place after a man started shoorting at police. 911 calls of shots fired came in for first lane near orange memorial park just after 3:00 a.m. people were in lockdown mode until the suspected gunman was finally caught. abc 7 news reporter lyanne melendez has more. >> reporter: they thought there were more fireworks when they heard the gunshots.

they thought the order to shelter in place was a prank call. but then they saw the police and knew it was a real thing. >> they were separate one, and then a couple of them and like boom, boom boom. i just thought it was fireworks. when i found out it was a shooting i was like, that's pretty scary. >> reporter: she describes the gunfire that woke her up in the early morning hours of new year's day. neighbors heard someone firing shots in the air on first lane near orange avenue in south san francisco. that's when they began calling police. >> we called it in. the cops drove by. and they kept driving by. we heard more shots. they called again. they drove by again around 2:30. the cops just waited until they found something. >> reporter: according to the police report, two officers searching on foot were then fired upon by this man 23-year-old dejesus gomez hiding from them. officers fired back. the suspect then ran. a small army of officers

responded, including the s.w.a.t. team's rep, used to use improvised explosive devices. neighbors were called and told to stay in their homes. >> some of us didn't get that. but we didn't go out of the house because it wasn't smart to do so. >> reporter: about 10:30 this morning, police arrested gomez hiding. he will be charged with attempted murder of two offersers. police spent most of the day interviewing the neighbors. the incident came as a surprise to a woman who lived in the alley for many years. >> i said, what happened to us? my alley over here they're always so nice calm. now i see things that never happened before. >> reporter: the weapon has not been located. in south san francisco, lyanne melendez, abc 7 news. it marks the sixth anniversary of one of the most

controversial bay area shooting. today hundreds of people gathered to remember his life at a vigil. the killer former b.a.r.t. officer messerly was convicted and spent time in jail for manslaughter. they said it's hard on the family. >> black and brown men are killed at unprecedented rate across the united states. so it's really a heart-aching feeling to have to experience and relive on a consistent basis. >> grant's family appreciates the message behind the recent protests in oakland and elsewhere, but also believes a long-term solution should come from dialogue rather than demonstrations. california was hit with a bunch of earthquakes today, including one in the north bay. a 3.2 quake struck at 1:18 this afternoon, centered five miles

breaking news. multiple sources including "usa today" and cnn are reporting former governor of new york mario cuomo has died. he toyed with a presidential run. he passed away just hours after his son current governor andrew cuomo was sworn into office today. he was 82 years old. a 71-year-old man driving from san ramon to southern california is missing after apparently getting lost. gerald fitzsimmons suffered from early stages of dementia. he left at 8:00 yesterday morning. last night he called his brother for directions from palm desert. the cell phone died. fitzsimmons has not been seen or heard from since then. an air and ground search has yielded nothing. he was driving a 2015 black

dodge minivan 7 hbw 715 license plate. fewer people are getting hit and killed while crossing the street in san francisco. in 2014, 18 people were hit and killed by cars. the year before that there with 21 pedestrian fatalities. city agencies are working together on street safety improfit projects. they set a goal for zero walking fatalities by the year 2024. over in the east bay, outgoing oakland mayor jean quaun said crime is down in her city for the second year. she said it is the lowest amount in the city since 2000. home burglaries and auto thefts are also down. starting tomorrow, undocumented immigrants here and across the state can reclaim a long lost privilege the right to stand at the dmv. >> i want it done once.

>> friday's the first day immigrants can apply for a license in more than 20 years. diego has been working for 12 years without a driver's license, but now this father of three is trying to acquire the new license for undocumented immigrants. >> excited not to be a fright when you see a cop by you or behind you, thinking about what's going to happen. how am i going to feed my family. it's more important to feed my family than pay a ticket. >> they added saturday hours at field offices to handle what is expected to be a crush of applications. they have to be booked in advance online. >> we did a study a few years ago and found unlicensed drivers were three times as likely to get in a fatal accident as drivers who have a valid driver's license. we're hoping with the new law that the roads will become safer. >> right now roughly 4 million vehicles in california have no

insurance at all. the state is making it easier and cheaper for newly licensed immigrants to get coverage. licensed applicants can take the written test in spanish if they want. as for the driving part of the exam immigrant drivers must prove they cannot only read, but understand all the signs on the road in english. california now joins nine other states to grant undocumented immigrants access to licenses. san francisco's first baby of 2015 was born right at midnight at california pacific medical center in san francisco. little fiona weighed 8 pounds and she's 21 inches long. hospital staff say mom and baby are both doing well after the early-morning delivery. >> not by a watch or clock. we actually looked at all the different wampstches and clocks in the room, and they were all a few minutes apart.

meteorologist drew tuma outside with the accuweather forecast. tomorrow is a spare the air day right, drew? >> it is indeed. quiet conditions overnight. but tomorrow the air quality not going to be so great across the bay area. we'll show you on this first day of 2015 beautiful morning. cool, but no rain. we're coming up dry. live look from the golden gate bridge camera. it is a clear evening on the way. but a breezy one. the flags on the right-hand of your screen waving a bit with the wind coming out of the north keeping us below normal. the forecast features call for another cold overnight period. frost advisories and freeze warnings are up once again. we're tracking a milder pattern beginning the second half of the weekend and still dry conditions persist into next week. downtown san francisco got to a high of 54 degrees, three degrees below the normal high this time of the year. started off a chilly start, lows 41. we should be in the mid-40s.

the sun setting moments ago at 5:02 p.m. we've fallen down to 51 in san francisco. 49 right now in fremont. currently 48 in san jose. napa right now 44 degrees. san carlos currently 52 degrees. overnight tonight, clear skies, and light winds. temperatures plummet. freeze warnings in effect starting at midnight for all areas shaded in purple. for temperatures, once again, falling into the mid-20s to low 30s. that means vegetation in trouble with the freezing temperatures. around the bay a frost advisory in effect. not as chilly but still cold overnight with early morning lows falling into the mid-30s around the water and santa clara valley. quiet pattern thanks to the high pressure firmly in control. all those storms you see going well north of the bay area creating a dry pattern into next week. that means we do have declining air quality to talk about for your friday. so spare the air is in effect

specifically looking at the north bay where we're forecasting poor air quality. all around the bay area it will be unhealthy for sensitive groups. that also means no wood burning in effect for your friday. so, overnight lows chilly in the north bay, 20 in santa rosa 20 in napa. the freezing mark in san jose. 42 the overnight low in san francisco. 39 in oakland. under plenty of stars. tomorrow another cold assault. 55 in downtown san francisco. 56 in san jose. 54 for vallejo. 57 the high tomorrow for santa rosa. the forecast calls for that spare the air tomorrow. afternoon sunshine. on saturday, another cool start. but not as cold as we have been the past couple of mornings. tons of sunshine on the way. on sunday we have the uptick in temperatures. a few high clouds out there. 60s around the bay. and then early to middle part of next week, guys temperatures go above normal, headed into the

stroke of midnight thousands of people welcomed in 2015 on the bay for a full 15 minutes. fireworks exploded that could be seen for miles. another new year tradition, annual rose bowl parade in pasadena, and the bay area well represented on three floats. >> that's right. stephanie chang rode on the kaiser permanente float. another float had representatives from a community garden in oakland.

they're competing to get a $40,000 grant for miracle-gro. >> a display they say will open the need for organ donations. >> reporter: the blare of brass bands trumpeted down colorado boulevard, heralding the start of the 126th rose parade. it was a frosty start for many. especially those who camped out overnight. >> i have two long-sleeved shirts. i have a sweatshirt. and i have my letterman jacket and two pair of leggings and a pair of sweats and two pairs of socks and uggs. >> are you warm enough? >> no. >> reporter: the morning sun warmed things up. so did the spirit of the crowd. florida and oregon state fans lined the way. >> are you kidding me? no doubt in my mind, absolutely none. >> florida state!

>> reporter: the stars of this parade are the floats brilliantly decorated in flowers and seeds and leaves. animated with gears and hinges. and everybody has a favorite. >> of course, all the floats are beautiful in their own way. but for these fans along the parade route, there was a favorite, the dole float. >> the volcano is the coolest thing we've seen all day. this is pretty cool with the peacocks and different indians. >> the dole float was really cool. when you've got fire come on. >> reporter: equestrian teams shined on colorado boulevard. >> last year we filled up about half a garbage pail. we did quite a bit. a big job. >> do you get paid by the garbage? >> i wish we did. we'd make a lot of money. >> reporter: keeping it clean for the thousands of parade watchers, a small part of the massive effort to pull off one of the most spectacular and watched parades in the world. in pasadena, john gregory for abc 7 news.

now to the rose bowl game which is being played as we speak. it's turned into a blowout. oregon's marcus mariota won the heisman award this season. jameis winston won it last year. florida state was up early but oregon would take the lead with an early touchdown. and they are pulling away right here, right now 59-20. it's all quack attack in pasadena. oregon will play in the first-ever national champion monday january 12th against the winner of the sugar bowl. you can watch it on espn and the watch espn app. coming up on abc 7 news at 5:00, we've all done it once or twice, pulled up to the pump not sure which side the gas tank is located on. what the british woman did
