this was exactly the period of time where this board demanded sacrifice from its employees. >> reporter: in november supervisors voted 4-1 to adjust their own annual pay to be commensurate with other bay area counties. with an annual salary of $97,000 per year, contra costa supervisors ranked last well below marin, san francisco, san mateo, alameda and santa clara counties. the adjustment would increase contra costa's supervisors' salaries to $129,000 per year. $32,000 more than a state assembly member. >> there's no concept of what this job entails. >> reporter: this supervisor believes she and her colleagues deserve the increase. >> the vitriol against the board of supervisors that we don't do anything, we sit there, i actually had somebody write me and said if you work more than 40 hours a week it's only because you are out cutting ribbons. >> we agree you want to agree they should get a raise but

maybe 4%? i don't think any of us would be in this room right now if they gave themselves 4%. >> reporter: the petition asks supervisors to rescind their own increase or the issue could go to a special election. one that could cost the county more than $1 million. laura anthony, abc 7 news. more than 1500 psychologists, therapists and social workers are getting ready to go on strike at kaiser hospital here and across northern california. a week-long strike is schedule to start january 12th. the union says its workers are understaffed and unable to keep pace with patient loads. kaiser says patient care is a priority. the hospital says it's also making contingency plans while continuing to negotiate with its workers. a father of two has become a grim and sad statistic. oakland's first homicide of the year, 23-year-old derek williams, was shot and killed at a gas station on bancroft avenue yesterday afternoon. he lived in sacramento and was visiting family in the city. officers later discovered a 26-year-old man from pittsburg

had also been shot but was able to drive himself to a local hospital. he is in stable condition. a brutal attack in san francisco's united nations plaza is being called a hate crime. police say the victim may have suffered traumatic brain injury. officers have arrested a white man in his 30s. they say the suspect yelled a racial slur at a black man in his 50s, then struck the victim in the head with garden shears and a hammer. the injured man was taken to san francisco general hospital. a bay area man is being held on bail of nearly a quarter million dollars after a wild freeway chase. he is charged with resisting arrest and evading police. alameda county sheriff's deputies chased a white van from hayward to oakland with speeds reaching 100 miles an hour. the driver lost control at 980. deputies say at one point people inside tried to throw drugs out the window but it ended up landing on the windshield of a patrol car. the california highway patrol says its officers are properly trained to deal with

violent protesters. the latest violent incident happened on new year's eve in downtown oakland. protesters gathered to demonstrate against police brutality and some of them threw bottles, bricks and rocks at officers who were trying to keep the peace. officers are trained regularly every year on how to keep their cool when dealing with hostile situations. the training includes role playing with trainers dressed up as protesters. >> it's a difficult situation when rocks and bottles and things, you are getting hit by that, but the idea of that training is to be able to distinguish between that so that we don't violate somebody's first amendment rights. >> highway patrol officers say california has some of the most up-to-date training in the country. people living in california illegally may now apply for state driver's license. a long line outside the consul general of mexico's office in san francisco today, all waiting to get paperwork and information on assembly bill 60, which allows them to apply for a california driver's license. the new law aims to boost safety

on the roads make life easier and allow undocumented immigrants to be eligible for auto insurance. but not everyone thinks this is a good idea. >> i think it legitimizes being here illegally. it sort of condones you can be here illegally and it's okay, you will get a driver's license. >> the dmv expects 1.4 million undocumented immigrants to apply for a california driver's license in the next three years. once they have their licenses, the new drivers will have to satisfy another state law, that is getting auto insurance. abc 7 news reporter david louie has been talking to insurance agents about that. he joins us from san jose. >> reporter: choosing coverage and paying premiums will be confusing and new to many of these new drivers some of them already in their 30s and 40s. some of them also will be eligible for the state's low cost insurance program. insurance agents expect to see a burst of activity later this

month as dmv issues those driver's licenses. the change will help families and expand insurance sales. >> they can get their children to school. they can take them to medical, to see doctors and they can also stay employed. from an energy standpoint what it means is that it gives us a more stable pool of drivers. >> reporter: uninsured motorists have always been an issue but now there will be fewer of them. however, not until they learn about auto insurance and liability. nationwide insurance agent dwight johnson says education and outreach will be important, because the newly licensed drivers may never have purchased insurance before. >> great majority have not. i think one of the things that this will do is give them a platform by which they can become knowledgeable based on california state laws and i think that in turn protects them and protects the community. >> reporter: mario's state farm office in downtown san jose is

ready to do bilingual outreach. >> we have four people that are bilingual in spanish and we are going to be providing those services that we have information in both spanish and english. >> reporter: some new drivers will be eligible for the state's low cost auto insurance program but there are restrictions. to get basic coverage for a premium ranging from $213 to $472 the vehicle must be valued at less than $25,000. the driver must be verified low income and be at least 19 years old. beyond insurance, having legally licensed undocumented drivers may also impact the state's agriculture industry. seasonal workers already are in short supply having a license and car will give them mobility to find full-time jobs in the cities. david louie, abc 7 news. a two-car accident in redwood city this morning put one person in the hospital and left one restaurant with some serious damage. sky 7 hd was over the scene as this car crashed into the restaurant on middlefield road.

police say the driver lost control after hitting another car. the car then took a chunk of the corner wall and smashed through the front door. one driver was taken to the hospital but is expected to be okay. the golden gate bridge is about to undergo a historic change next weekend. let's take a live look at the bridge. a movable concrete barrier will divide traffic for the first time to prevent head-on collisions and that's not the only change drivers will experience. abc 7 news reporter tiffany wilson is at the bridge with more. >> reporter: well, all of the drivers that i spoke with are aware of the closure next weekend and they expect that the interior lane will shrink a little bit because of that new concrete barrier but they weren't aware of the other changes coming for marin drivers. traffic willing motorists heading into san francisco can currently zip down at 55 miles per hour. next monday morning, the speed limit drops to 45. >> i think that's kind of good because at the moment, people go

60 over that bridge very easily and nobody bothers them. >> reporter: tom thinks the slower speed will increase safety but others who live in marin and work in the city worry the new speed limit will lengthen their commute. >> whether we like it or not we have to obey the law. but i don't see the reason that they should do that. i don't think it's necessary. >> reporter: another barrier related change might cause some confusion. northbound traffic flow remains the same but as this animation shows, the southbound approach to the golden gate bridge will switch from a left to right merge, to a right to left merge. no one we spoke to knew this was coming. >> it's going to take a little bit of getting used to. to be honest, i didn't know about it. >> i'm aware of what it is now. i finally got in the rhythm of it. so i will change rhythm again, i guess. >> reporter: despite the

inconveniences, mary says it's worth it. >> i have a friend who had a head-on and she's a quad. every time i get on the bridge i get on the farther side by the water because i'm so aware of what has happened to people's lives. it's excruciating. >> reporter: 36 people have died on the span since 1971. 16 of those fatalities from head-on crashes. the bridge district says the new movable concrete barrier will reduce the potential for additional head-on collisions. tiffany wilson, abc 7 news. >> while the golden gate bridge will be closed to drivers next weekend, golden gate transit bus service will still be allowed to cross the bridge and pedestrians and bicyclists will be able to use the sidewalk. there will also be expanded ferry service. you can find additional information about the closure on our website, abc7news.com. riding muni could soon be free of charge for senior citizens and the disabled in san francisco. muni has a program that provides kids with free passes when their families are struggling

a motorist hit and killed a mountain lion on the peninsula this morning. the images may be disturbing. the california highway patrol tweeted this picture of the big cat on the highway. the body was taken to a local humane society. the chp says the drivers did not stop and may not have known he hit anything. the agency also says this type of incident is very uncommon. the burlingame city council will vote on monday whether or not to put a moratorium on new applications to open pop clubs. the council wants the time to tighten up local codes. the current zoning codes generally prohibit medical marijuana dispensaries. there is still confusion in recent court decisions regarding pot clubs. a local group just launched a campaign to stop san francisco's olympic hopes. the city is one of four lobbying to represent the u.s. in its bid

to host the 2024 summer games. more now from abc 7 news reporter lyanne melendez on efforts to stop it. >> we will likely be going to the ballot. >> reporter: former san francisco supervisor chris daily says the newly formed coalition, sf no 2024 olympics, will ask voters to demand that no public money be spent on the olympics if san francisco were to host them. this is the letter sent to the u.s. olympic committee and signed by a few neighborhood groups and organizations opposing san francisco's bid for the 2024 olympics. >> what we're saying to the olympics is if you want to come to san francisco we want to make sure that the taxpayers aren't left on the hook. >> reporter: several studies have been done on how the olympic games in host cities have exceeded their budgets. one in particular shows that every game since 1960 has overrun its initial budget by an average of 179%.

four u.s. cities are bidding for the 2024 olympics, boston, los angeles, washington, d.c. and san francisco. on december 16th all these cities appeared before the u.s. olympic committee. >> i think that today it was very clear that the usoc is looking for a partner that will work together with the local with the big committee to bring the olympic games home to the united states. we think we would be a great choice. >> reporter: the members leading the bid for san francisco have said the existence of new venues in the bay area would reduce the price tag for hosting the games. today, that group declined to comment on daily's editorial and demands. san francisco supervisor john avalos said san francisco has been down this road before, with the america's cup. >> when it came to america's cup we expected there was to be a lot more money raised by the private sector to put on the event and they actually didn't raise as much money as they said

they were. >> reporter: san francisco ended up losing more than $11 million. still, even if the u.s. olympic committee -- >> lyanne melendez reporting. the u.s. olympic committee says it will decide before the end of this month which city it will back to host the 2024 summer games. some drivers for ride share services uber and lift share say they couldn't make any money on new year's eve in san francisco, saying riders were scared away by the potential for surge pricing. lift even raised the cap on its prime time rates for new year's eve. that's a first. but another reason might be oversaturation, just too many drivers competing for the same customers. it also might be that customers flocked to flywheel the redwood city based app for ordering taxi cabs. they say business was up 10% on new year's eve, probably because it was offering a $10 per ride flat rate. a beloved concord man is finally putting away the famous christmas lights that entertained families for years. in fact we took our kids there

many times. there are a lot of lights to take down at this home on olive drive. 50,000 of them. the man behind it all became known as mr. christmas over the years. bruce mertz says he isn't going to be around forever, his health is failing, so he said this christmas was his last with all of these lights. >> it's been a good run, really. i really can't do it anymore. i can't get up and climb ladders and that kind of stuff. >> he had a heart attack in august and has back trouble. he says he plans to sell off as many of his lights as he can. what a great gift he gave to everyone. >> certainly did. the pentagon is searching for a young jedi to replace its very own yoda. 92-year-old defense analyst andrew marshall is retiring as director of the secret think tank he founded in the 1970s to help forecast potential crises and defense trends. the department of defense called marshall its yoda because of his sage like wisdom that helped keep the u.s. military on the

forefront. yoda, you recall helped teach luke skywalker about the force. it is unclear whether marshall will offer on the job training before he leaves. directors of the steve jobs biopic is looking for a few actors. the film is set in 1984 and 1988, portraying some of the times leading up to the launch of the apple products. directors need women willing to have curvy or wavy hair propped up with a lot of aquanet and who will grow sideburns and facial hair. filming is in san francisco and cupertino later this month. the pay minimum wage. actors need to be between 18 and 40. tomorrow night is the best night to see the meteor shower. that's when the display is supposed to reach its peak. that could be as many as 80 meteors an hour. the best viewing hours are from midnight until dawn but will the weather stay clear so we can see it? that's the question.

we got a break with the fireworks. >> let's check in with meteorologist drew tuma who joins us for the accuweather forecast. >> we are talking about clear skies tonight with patchy fog early tomorrow morning. if you want to check out the meteor shower, it will be tough with a nearly full moon keeping skies bright. nonetheless, look east after midnight, you may see a few streaks across the sky. live doppler 7 hd will show you we have no issues in terms of precipitation. we will take you outside on this friday evening. a live look from the emeryville camera showing the sun has set. beautiful colors in the evening sky. a bit of haze on the horizon. the forecast calls for once again, below freezing temperatures, especially in the inland locations. combine that with areas of fog developing overnight and we are still tracking mainly dry conditions into much of next week. right now, 51 in san francisco. 48 in hayward. 49 in oakland. a cool 45 in los gatos. napa coming in with a temperature of 44 degrees. if you are headed on the town this evening bundle up. use the layers.

temperatures will quickly fall into the 40s and 30s by 9:00. by 11:00 p.m. some spots getting near the freezing mark. it will be another chilly night with another freeze warning in effect overnight for the interior north bay and east bay and the santa cruz mountains for overnight lows in the mid 20s to low 30s. around the bay, we have the frost advisory going into effect at midnight lasting through 9:00 tomorrow morning for temperatures dropping into the low and mid 30s. around the bay and in the santa clara valley. satellite and radar as we widen out the view show you much of the western half of the united states is rather quiet weather-wise thanks to high pressure still firmly in control. a strong ridge developing into next week, keeping all of the storms well to the north and into canada. it's also creating a stagnant weather pattern. that means we have another spare the air in effect for saturday. air quality in the north bay, the coast and central bay will be on the poor side.

so once again, no wood burning through saturday night. as we take a look at overnight lows, we will fall into the 30s in a lot of spots. 31 in concord. the overnight low 36 in fremont, 31 in santa rosa. 30 overnight low in napa. 43 we will fall to in san francisco. we will drop to 34 in san jose under plenty of stars. highs for tomorrow very similar to what we had today. plenty of sunshine after the chilly start. we will get to 55 in santa rosa. 54 in san francisco. 57 in san jose. and oakland getting to a high of 56 degrees. the accuweather seven day forecast has the spare the air in effect tomorrow with the patchy fog in the morning. otherwise, sunshine by the afternoon. on sunday, we have filtered sunshine, a bit of high cloud cover to round out the weekend. as we get into early next week, we will see fog and haze for monday but temperatures starting to get back into the 60s. so milder air along the bay tuesday and into wednesday, temperatures actually above normal under mostly sunny skies, and then thursday and friday, that's or next chance for rain and right now it's not looking very heavy.

a huge car pile-up on interstate 93 in ashland, new hampshire, drivers say a sudden burst of snow blinded them. one car got pinned underneath a tractor trailer and caught fire. state police say 35 vehicles were involved in two separate pile-ups on the same interstate. a lot of people were hurt but fortunately, no one killed. actress donna douglas has died. many remember her signature role at ellie may clampett on the beverly hillbillies. she starred in the twilight zone, the adventures of ozzie and harriet, adam 12 and route
