hot water is just starting to get warm now. the residents here are very very happy about that. we know at this point that neither pg & e or the city of san jose bear any responsibility for why it took six days but it does appear that it took much longer than expected to cut up a tall eucalyptus tree that fell on this property and to get that ruptured gas line repaired. go into any of the 36 apartments here and there's nothing but cold water coming from the tap. the residents have gone without heat as well for six days. >> you can't take a shower. if you have relatives, you have to go relatives to take a shower. >> reporter: the gas line searching this section of the apartments was ruptured last tuesday when this tall eucalyptus tree, shown here on google earth, fell. the section of the pipe that was damaged was on the property owner's side so pg & e and the city point out it was the landlord's responsibility. >> all the neighborhood they have been coming out here to check it and they asked you going to finish the job as soon as they can, but they're not the

people that do the job. they cannot tell you when they finish, like five or six days. >> i understand the holiday week came by. at the same time, we are suffering out here during the holidays, especially during a coldest part of the year. >> reporter: a man who identified himself as a property manager would not talk to us on camera to explain the delay. san jose's building division says it understands how tenants are suffering but no one called for an inspection until close to closing time on friday. >> the city wasn't notified until friday late in the day about 4:30 p.m. that the incident had taken place. we offered to come out to the site right away but the repair was still under way, so until the repair was complete the city couldn't issue the paperwork necessary for pg & e to turn the gas back on. >> reporter: the work crews continued to work over the weekend, finishing this morning. once the city signed off, a pg & e crew was on site to reconnect the gas meter.

it also went to individual units to light the water tank pilot lights. david louie, abc 7 news. tonight the federal government is stepping up to help victims of last month's devastating rain storms. the u.s. small business administration has opened temporary sdasdisaster loan outreach center. people and businesses impacted by the heavy rain can apply for low interest loans to help rebuild and repair the damage. >> my daughter, myself live downstairs and my father lives upstairs. everything we had is gone. it's devastating. i cry every time i go back there but what doesn't kills us makes us stronger, they say. >> the help center will be open through january 15th. for more information, go to abc7news.com. a driver in the north bay had to be rushed to the hospital today when he drifted into oncoming traffic. it happened about 11:00 this morning on river road near olivette road in santa rosa. you can see the van shredded as

the driver sideswiped a big rig. officers say the van's driver was not wearing a seat belt. he had major injuries. the driver of the big rig had to be cut free from the wreckage but was not seriously hurt. about 20,000 pounds of dirt and rock spilled from the big rig. it is blocking traffic. a crew is cleaning it up right now. libby schaaf is now officially oakland's 50th mayor. the former council member was welcomed by her constituents as well as protesters outside the paramount theater in oakland. abc 7 news reporter lyanne melendez is live with how the mayor plans to turn things around in a city that has faced serious problems. >> reporter: well, right off the bat, the mayor has said she wants to tackle the crime rate here in oakland and that she wants to engage the police department more. that's something we haven't heard in a long time. now, she has said she will spend the first day in office at the police department from 6:00 in the morning until midnight to make sure that every officer in

oakland knows what she's about. she arrived with her family at her inauguration in this car made in oakland by a supporter of the new mayor. >> i think it's a great symbol of oakland, our vitality our creativity, our secret sauce. >> reporter: if ever oakland needed something or someone to improve its tarnished image, many agree it's now and it may be schaaf. a group of protesters showed up outside the inauguration demanding yet again an end to police brutality. >> we are here to invite her to do the right thing. we are here to ask her which side are you on. you can make your actions speak and match your words. >> i embrace protest. protesting is part of oakland's dna but vandalism is not. >> reporter: local businesses have been impacted by the violence and looting caused by a few protesters. her goal is to have a better working relationship with police.

something the former mayor didn't have. >> please raise your right hand. >> reporter: one of the three council members sworn in today believes the city should do more to try to hire more officers. >> we have students coming out of our community college, our high school, and have a direct pipeline to jobs for the city of oakland and to our police department. i think that changes the whole dynamic. >> reporter: during her first 30 days, the mayor says she will also focus on a deal to keep the raiders from leaving oakland and of course, the a's as well. >> i will not put the public's money into the deal but there are a lot of other things that we as a city and the county can do to keep our sports teams, develop an incredible coliseum complex out in the coliseum area. i am very focused on that right now. >> reporter: for now, the raiders appear to stay for at least one year in oakland while a deal is reached. lyanne melendez, abc 7 news. heading to san jose now former san jose mayor chuck reed

did not waste any time getting a new job. he is joining hopkins and carley, a silicon valley law firm. a news release says he will join the real estate group. former san jose city attorney john gallo works for the firm as well. it's been around for nearly half a century. reed served two terms as san hoe says's mayor. jerry brown made history today, starting his fourth term as california governor. governor brown is the only governor in state history to be elected four teams. he will also be the last unless voters undo term limits now imbedded in california's constitution. governor brown focus is challenging the state on setting even higher environmental goals. >> it is exactly the sort of challenge at which california excels. this is exciting. it's bold. it's absolutely necessary if we are to have any chance of stopping potentially catastrophic changes to our climate system.

>> brown proposed the state increased renewable electricity sources from one third to 50% over the next 15 years. he is also asking california to cut vehicle petroleum use by 50% and double the efficiency of existing buildings. tonight, richmond police are asking for help finding a 16-year-old girl possibly being held against her will. belinda jean carson hasn't been seen since leaving her home last thursday, new year's day. investigators have information indicating that this teenager may, may have been with a man who is refusing to allow her to go home. carson has no history of being a runaway. anyone with information on carson's whereabouts is asked to call richmond police immediately, please. we are learning that the shooting death of a man by san francisco police was an apparent suicide by cop as they call it. the man had a pellet gun and was shot in the parking lot of the mission police station. abc 7 news reporter vic lee is live at the hall of justice with what he's learned on this story.

>> reporter: well, abc 7 news has learned that investigators here at the hall have the evidence that leads to the fact that the man committed suicide by cop, also known as blue suicide, because they do have the notes that he wrote saying that he was in a bad place. it is a sad letter, dan. i have read it and it says essentially to police that they are not to blame themselves that they did nothing wrong in shooting him, that he forced them to do that. the 32-year-old man died from his wounds at san francisco general hospital. he was shot multiple times by two police sergeants in the parking lot of mission station. it now appears it was blue suicide. the man left behind notes to his father, close friends and one addressed to police officers. the notes indicate he had financial troubles and failed relationships. it happened at around 5:20 last night. police noticed he was hanging around the station's restricted

parking lot which is off-limits to the public. three sergeants exited their patrol car asking him to leave. the police chief explained what happened after that. >> went to approach him to tell him again hey you can't be here, and he went to his waistband, where there was the butt of a gun and drew the weapon. two sergeants fired. the suspect was hit three times. >> reporter: police discovered later that he was carrying an air-soft gun. those who live and work around the police station were surprised and shocked when they heard what happened last night. >> there's so many crazy people in san francisco that probably need more help than they are getting. >> i was really shocked to see that in an area like this something like that would happen. >> reporter: there will be a town hall meeting tomorrow in the mission to address questions regarding the shooting. police chief will attend. vic lee, abc 7 news. just ahead, four days and counting. coming up the 25-year project

safeway has agreed to pay nearly $10 million to settle an environmental protection lawsuit filed in oakland. it accuses the grocery chain of failing to properly dispose of hazardous waste at more than 500 stores over seven years. prosecutors say the violations came to their attention when they conducted inspections of safeway's trash between 2012 and

'13. get ready the golden gate bridge will be closed for 52 hours starting this saturday morning at one minute after midnight. crews will be putting a movable median barrier on the bridge to prevent head-on collisions. more from abc 7 news reporter wayne freedman. >> reporter: by this time next week, the golden gate bridge engineer joseph strauss might be turning over in his grave or applauding. >> i think engineer strauss would be pleased to see us continue to make advancements in safety on the bridge. >> reporter: because unless you live on the moon or came here on vacation from -- >> toronto. >> reporter: there's a good chance you already know of next weekend's three-day closure to install a movable median barrier dividing northbound and southbound traffic on the bridge. manager kerry wick is so pleased, he sounds almost like a salesman. >> the bridge district has been working on this for decades. >> reporter: the bridge district has not kept records of how many head-on collisions there have been here since it opened in 1933 but it does know there have been 16 of them since 1970 with

five deaths since 1990. what we'll have by this time next week, a safer bridge with slightly less cleaner lines. >> i think it's one of those things where it's progress from a safety perspective but aesthetically a loss. >> reporter: as for moving the barriers around, these trucks will do the job. those barriers are a modern marvel made of high density concrete steel and hooked together with technology designed to give on impact. they are very similar to those on doyle drive but only one foot wide. that was the trick. it took the district 24 years of planning and testing to approve and build to concept at a cost of $30 million. according to the bridge engineer, patience has paid off. >> i'm tried to avoid frustrations and consulatekonsconcentrate on solutions. >> reporter: take a good look. the bridge as you see it is about to become a thing of the

gas and electricity this new year. >> the company raising rates this week. >> 7 on your side's michael finney is here to tell us what we can expect. they are already pretty high. >> great way to start the new year, knowing you have to pay more. expect your average pg & e bill to go up by about $7 a month. the state p.u.c. gave pg & e permission last year to raise rates. they go up this thursday. the money will pay for upgrades to old gas lines and improve the smart grid to reduce blackouts. pg & e also will expand its call center. the average bill will go up by 5.9%, the biggest rate increase since 2006. burglars have found a new way to break into your house when you weren't there, using gps tracking. here's what they do. the burglars put a gps device on a car to track its location. when the owner drives off the burglar breaks into the victim's house. you can't protect yourself by scanning your car with a detector that can locate a hidden gps. however, those devices are

pretty pricey. they cost upwards of $250. if you spent a lot of money on a lavish wedding, you may have a great day but what will the rest of the marriage be like? a new study says the more a couple spends on a wedding, the shorter their marriage will be. researchers polled 3,000 people, those who spent over $20,000 on their wedding were nearly four times more likely to divorce than those who spend less. couples spending under $1,000 had the longest marriages. experts say the simple wedding means the couple is more focused on each other than the big party. i say they simply can't afford a high-priced divorce attorney. >> i want this to last a long time. >> remember that for kelley. >> michael, thank you. you know it's been pretty cold here in the bay area but nothing like what it is in the rest of the nation, nothing like what the rest of the nation is dealing with.

let's go to abc 7 news meteorologist sandhya patel. why so many spare the air days? >> well, we have had areas of high pressure with sinking air and as the air sinks it traps the pollutants right down near the surface, especially when you don't have the strong winds to mix out the air. right now, light winds pretty much keeping our skies hazy behind me. right now, let's take a look at a live picture. i will show you the haze in the atmosphere providing a little color as the sun has set from the east bay hills camera. we also have the high clouds around. spare the air alert up again tomorrow as dan mentioned. poor air quality inland east bay and santa clara valley and moderate air quality elsewhere. so no wood burning through tuesday. when you take a look at live doppler 7 hd, you will see those high clouds passing through, no rain on the horizon, at least not immediately. from the kgo roof camera you can see the haze there as well. temperatures right now 59 in san francisco, 53 oakland. currently in the upper 50s, san jose, half moon bay. nice view from the exploratorium

camera. looking towards coit tower, where you are going to continue to see some of the clouds. mid 50s, santa rosa, novato but getting chilly in napa, fairfield, low 50s. livermore, 54 degrees. from the emeryville camera we look across the bay there. forecast, sunny and warmer the next two days record highs are possible. we are looking at a chance of sprinkles by the end of the week. here's the pacific satellite picture and there's the high pressure, that strong ridge that is providing us with a little bit of a warmup today but also that stagnant air and that's going to continue as we head towards tomorrow as long as the high pressure continues there. we are looking at patchy fog tomorrow morning out towards the delta. the fog will be around. we will see record highs possible around the santa clara valley and monterey bay. that where's we are expecting the warmest air. today, places like santa cruz watsonville got up into the low 70s. that's going to be likely again tomorrow. that's where we will see the records. by wednesday, we may be talking about records in the bay area as well.

overnight temperatures, mid 30s to upper 40s. high clouds and patchy fog. coldest locations, santa rosa fairfield, 36 degrees. 38 in livermore. 37 in napa. 40s right around the bay and the coast. as we head towards tuesday we are expecting gilroy to hit 72 degrees. the previous record is 70 so if it does reach 72, it would break its previous record. a mild day or warm one, depending on your definition. morgan hill 70 degrees. 74 in santa cruz. that's warm winter weather. 67 on the peninsula and redwood city and palo alto, half moon bay as well. make sure you have your sun screen. downtown san francisco, 64 degrees along with the sunset district. in the north bay, low to mid 60s. 66, santa rosa, 62 napa, san rafael. towards the east bay, looking at mid 60s. oakland, castro valley 68 in fremont. nothing but sunshine and low 60s around fairfield pittsburg. mid 60s in livermore. accuweather seven-day forecast,
