. good afternoon. i'm larry beil. >> i'm ama daetz. france is in mourning after a deadly terror atrack. people poured into the streets to stage peaceful protests against the violence. this is the demonstration in marseilles. this after masked gunmen stormed the offices of a satirical newspaper.qñ "charlie hebdo" is the name of the paper at the center of the attack. >> 12 people are now confirmed dead including two police officers. french president francois

hollande has declared tomorrow a national day of mourning. authorities have identified three attackers, including two brothers. abc's karen travers picks up our coverage from washington. >> reporter: thousands of a strong showing of solidarity after today's horrific terror attack at the offices of french magazine "charlie líux÷hebdo." the attack left at least a dozen dead, including staffers and police officers. witnesses say they could hear the gunmen shouting god is great in arabic. >> shoot your way into a building target individuals and leave, what would stop them from doing it in any other location including the united states? >> reporter: charlie hebdo has been threatened several times in recent years for its caricatures and controversial cartoons. in 2011 its offices were bombed an apparent retaliation for a cover featuring a spoof of

theçmed. reaction poured in from artists all over the world, showing their support for the french magazine and free speech. president obama called the attack cowardly and evil. he spoke to the frenchbmuusñ president today and offered the full support of the u.s.kj karen travers, abc news, washington. >> news of the attack brought shock andqe the french american international school in san francisco. students in a senior history class discussed the incident with their teacher who showed the class some of the satirical cartoons from the newspaper pointing out it has been a fixture for years, known for pointing out corruption and m/t(u x politicians as well as extremists. >> it's not the cartoons that are underground or not very known. they are probably among the most prominent cartoonists in france. yes very very shocking. >> in this class we looked at a few covers. we saw that it's extremely controversial. not the kind of thing you would find in even the united states.

but they definitely deserve the freedoms that they have. i think that's important for a strong democracy. >> at first, the teacher thought the news today was a hoax. the newspaper has long been the subject of threats and even attacks since it started publishing in 1960. it was even banned for a brief time google is paying tribute to the victims in france. this is the home page for google france. notice the black ribbon in the middle of the screen. >> stay with us with abc 7 news for continuing coverage of that terror attack in france. coming up on abc 7 news at 5:00, much more local reaction from reporter carolyn tyler and "world news tonight with david muir" will have a complete wrapup at 5:30. it is now legal for california restaurants to put foie gras back on their menus. a federal court judge ruled the state's law banning the delicacy went too far and encroached upon the domain of the federal government. california banned foie gras in 2012 after animal rights

activists successfully campaigned for a ban claiming the process to make it was inhumane. it is made by force feeding birds for the purpose of enlarging their livers. a school scare today in the north bay after a 10-year-old girl disappeared from an elementary school campus in santa rosa. >> authorities quickly found the girl but now there are questions about how and why this happened. abc 7 news reporter vic lee is live in santa rosa with the latest. >> reporter: you're right, there is still a question over motive but the good news is the story started out bad but ended well. this is the school in santa rosa and victoria valdez is a fifth grader waáu#here. this morning she walked out of the school by herself and disappeared for two and a half hours. it was shortly after 8:00 this morning when 10-year-old

victoria valdez asked her teacher if she could go to the bathroom. she did not return. her teacher alerted school administrators. a search of the school yielded nothing. at 8:30 they notified santa rosa police. more than a dozen officers with the help of the sheriff's helicopter searched for the missing 10-year-old. they fanned out to nearby neighborhoods and businesses and the homes of relatives, to make sure a family member did not abduct her. nothing panned out until they activated their reverse 911 system. >> we can call residents and businesses in the neighborhood to alert them of the missing juvenile and we also used our social media sites to alert the public that monitors our social media sites or subscribes to it about the missing juvenile. >> reporter: that's when they found victoria about four miles away from the school walking alone. several residents had called police about possible sightings. at least one got it right. >> sent an officer out and located the juvenile. she is healthy and there is no foul play suspected.

>> reporter: the officer at the scene verified it was victoria and that she walked out of the campus on her own. the officer drove her back to school. she was reunited grandmother and other family members.8 her motive for suddenly leaving is still unclear but a police dispatcher said over the radio that the girl told investigators quote, kids were mean to her. assistant school superintendent jason lee says bullying is not a big issue here in the district. >> we do the best we can and we really are proactive in this district to make sure we are working with parents and families to make our school safe. >> reporter: police tell us they are providing social advocate toss help the girl through whatever concern she may have. vic lee, abc 7 news. san francisco police have arrested a los angeles woman they believe set fire monday night to the pacific heights home made famous by the movie "mrs. doubtfire." authorities took"ñ25-year-old y-ñ welch into custody.

the homeowner told police welch was a disgruntled patient. the fire caused minimal damage to the house. welch has been booked on attempted murder and arson charges. new details about a shooting at a b.a.r. a man in critical condition. b.a.r.t. police hope surveillance video will help them identify at least one of the two men who shot and robbed a man in san leandro. it happened in the parking lot just after 10:00 last night. the victim is in the hospital. the two men who attacked the victim took off in a newer white sedan. also in the east bay today east bay m.u.d. postponing a planned drought rate increase because the month of december was=zumiuz wet. >> however, a neighboring water agency is poised to raise rates now. abc 7 news reporter laura anthony is live in concord with the story. >> reporter: well the board of directors at the contra costa water district will vote on increasing rates tonight. it's something they do consider every january but certainly the drought is a factor.

remember this? it wasn't all that long ago that we here in the bay area pushed those drought worries aside long enough to take in some rain. but some reality is back and though east bay m.u.d. decided to postpone a 14% drought rate increase to pay for additional water supply it appears the reprieve may only be temporary. >> last month's storms did help a little bit. we postponed a decision to bring in additional water for now. it's possible that in a couple more weeks we'll have to bring in that water. >> reporter: meantime, east bay m.u.d. is asking its 1.3 million customers to increase their voluntary conservation to 15%. right now, they have cut back by about 13%. farther east contra costa water district customers are well ahead of conservation goals, having cut back more than 20%. but they will likely see their bills go up by 3% about $2 per

month for the average customer. >> we have seen some good storms here locally, which is great. however, we do have a large hole up inum8 the sierras we need to see more snow pack coming in to fill the reservoirs that feed into the delta. >> reporter: most major reservoirs are well below average and the snow pack in the sierra is just 50% of what it should be for this time of year. laura anthony, abc 7 news. some record heat hit the bay area today felt downright balmy at times. >> it did. but there's another spare the air alert as well. spencer christian is here with our accuweather update. >> as temperatures are rising air quality is still declining and that's not good news. here's live doppler 7 hd. we have mainly sunny skies with a few thin high clouds and some haze around right now. let's talk about high temperatures so far. we have new record highs for this date in gilroy and oakland, 72 and 71 degrees respectively and richmond at 67 degrees has tied its record high for this

it was a wild scene today on alnuu.i t at least 20 people ended up with minor injuries when a charter bus and two big rigs collided on state route 60 in hacienda heights. debris was scattered all across the freeway and traffic was backed up for miles. the trucks had major damage while only the front end of the bus was smashed. new accusations against bill cosby today. three more women have come forward to claim the comedian drugged and sexually assaulted them. during a news conference in los angeles today linda kirkpatrick says she was assaulted in las vegas in 1981 when she was 25. two other victims offered similar stories. all three women are represented by attorney0allred. >> three women who are here with me today have decided that they will not be intimidated by cosby's money fame and power.

>> for more than 30 yearsx$+i i have been sickened by what he did to me that he had taken advantage of me sexually and that i -- that he had the nerve to suggest i had asked for it. >> this is video of cosby arriving today in canada, where he returns to the stage >ytonight, the first time since november, when more allegations against the 77-year-old came to light. 15 women have now come forward with claims cosby assaulted them decades ago. protests are planned at tonight's show. entertainment site show biz 101 reports phylisha rashad says the claims against cosby are quote orchestrated. the former cosby show co-star reportedly says she has never seen the behavior alleged by cosby's accusers. she also reportedly said quote, forget these women. what you're seeing is the destruction of a: someone is determined to keep bill cosby off tv and it's worked. end quote. 13 former united airlines flight attendants are fighting to get their jobs back after being fired over an incident

that occurred at san francisco international airport last july. just released court documentsvju revealed the crew members refused to board a flight to hong kong after noticing the words "bye-bye" written in oily residue on the plane's tail. there were also two faces one smiling, the other described by crew members as devilish. united canceled that flight and then fired the crew members for insubordination when they refused to board that plane. the workers complained, claiming they should be protected as whistleblowers. san francisco based uber is apologizing to a same sex couple claiming they were discriminated against by an uber driver in london. the two say they were told to get out of the car because they were kissing and cuddling. they were thrown out by the uber driver before they ever made it to their destination on new year's day. they claim the driver became uncomfortable when the couple began showing intimacy in the car. an uber spokesperson is calling thisfhuu÷

dr. larry fann says the man is about 40, six feet tall with dark hair. he knew exactly what he wanted done and said he would pay with cash. the cost of his services totaled more than $5,000. but when his procedures were done the man appeared distracted on his cell phone, then just took off. a san diego landlord is under arrest suspected of trying to burn down the apartment his tenant was living in. police used a battering ram to break into the landlord's home following a two-hour standoff. the incident began early this morning when a woman renting a guest house behind the man's home claimed he tried to set her patio on fire by putting a duraflame log under some drapes. police say this wasn't the first run-in between the two. officers came to the house last month when the landlord allegedly hit the woman's car with a pipe during a fight. president obama is on the road this afternoon. he has left the white house, now in the middle of a three state swing across the u.s. first stop this afternoon in detroit. abc's ted rowlands reports. >> hello michigan.

>> reporter: kicking off a three day road trip at a ford plant in michigan, president obama is laying out his vision for the final two years of his presidency. >> i have only got two years left in office. i didn't want to wait for the state of the union to talk about all the things that make this country great. and how we can make it better. i thought i would get started this week. >> reporter: with republicans now in control of both the house and senate the president is expected to have his veto pen ready for use. one of the first pieces of legislation expected to arrive on his desk will be a green light for the controversial keystone pipeline which stretches from alberta canada to the gulf of mexico. >> if this bill passes this congress, the president wouldn't sign it. >> reporter: it's expected that over the next two years republicans will pass several pieces of legislation that will either trigger more presidential vetoes or compromise from the white house. >> they feel like the kind of bills they are likely to veto are things that the american people would be as likely to reject as president obama but there's no doubt he's going to have to use the veto pen a lot

that's no fun. >> i've had that happen. that is the frustration facing travelers this week at one of the nation's busiest airports. reporting from denver international airport. >> it's been 24 hours now. >> reporter: delays at united baggage carousels lasting hours. united is pointing the finger at a new contractor hired last month to handle bags for roughly 250 daily regional flights serving dozens of cities. baggage handling problems are plaguing and even delaying some flights. patty and rob price traveled cross country with a toddler and a baby. two hours after landing, one of their car seats still missing. >> they don't have it in the system? so we're just, our fingers are crossed. >> the kids are losing it. >> reporter: some united employees aren't happy either. >> i'm trying to do a job here. >> reporter: we showed up to talk to passengers, some employees simply left. leaving already frustrated customers waiting even longer. >> i waited for luggage before

but not this long. >> reporter: these people are frustrated and need someone to listen to them. why are you trying to muzzle them? >> we are trying to help the customer. >> reporter: united admits problems with the contractor are challenging and says delays are unacceptable. that contractor simplicity ground, blames the trouble on the holiday travel crush and severe weather. thanks to new technology, airlines are actually doing a better job handling luggage. trouble down 12% over the last decade. the price family is finally on their way now but still without their car seat. united gave them a loaner. for some passengers the wait to get a bag even longer than the flight to get here. but united and that baggage contractor say now that the holiday travel rush is ending things should be getting back to normal soon. abc news, denver. >> rough showing up and not getting your bags. >> it's no fun. that is a huge airport and a major hub. when there's problems there, there are problems all throughout the system. let's check in with spencer

the state of colorado is launching a new public education campaign this week to make sure that people know the dos and don'ts about the legal recreational marijuana they're allowed to buy.

it includes radio spots like this one which tells buyers what you get here can't go there. it's illegal to take marijuana out of state. take a look at this one which reads public space is not the place. it's illegal to use marijuana in public. the campaign also reminds buyers it's illegal to share pot with people younger than age 21. 7 on your side's michael finney is here answering questions sent to him by facebook twitter and e-mail. first one steve g. e-mails we live in the country and the only source of heat at our house is a wood-burning stove. can we burn on spare the air days? >> you can. you have to get an excuse is what it comes down to from the bay area air resource the board. they will give it to you if you can prove the only heat you have is from burning wood then you are allowed to do it. contact them. it goes pretty smoothly. liam asks recently i was with some friends and we drove across the golden gate bridge in a rental car.

where will the bill be sent? >> you will end up paying it. look this is how it works when you cross the golden gate bridge go on toll rods in southern california or any other place. when you went a car you will be asked you want to opt in or not opt into the program. if you opt into the program they will charge you about five bucks a day which is a lot of money for these types of -- they add on but it goes directly on your bill. if you do not opt in and you go across the bridge without paying you have two more options. the first one is they will send a bill to hertz or avis and they bill you and add on a bunch of charges because they had to deal with it. or after crossing the bridge within two days you have to pay it. so you go online go to the golden gate bridge and they have a section where you can log on and pay what you did not pay when you went through. >> sounds like a lot of bad options. >> they are all horrible options.

>> no easy way to cross that bridge. dean g. e-mailed we received notices from our water company in contra costa county and their insurance contractor about water line insurance. is this required? >> no. it's not required at all. it's kind of expensive insurance unless you use it. then you will think it's the best money you ever spent. all it covers is from their pipe to the connection at your house. that's what the insurance covers. so if that pipe should break they fix it, you don't pay for it because you have the insurance. you do not have to buy that insurance. if you don't want it, call up contra costa water and they will knock it off. >> thanks michael. millions are clicking online to see the new action movie trailer putting san francisco front and center. >> bill gates wants to turn waste into water. here's what is trending today. >> grant from the bill and melinda gates foundation is helping turn waste into water. aerospace engineers in

washington state have spent the last three years building a machine called an omniprocessor that turns feces into fresh water. the company says it takes about five minutes to turn a cup of human waste into a cup of drinking water. not only that, but the dried solids produced also generate electricity to power the plant. the machine is now headed to west africa. second chances don't come around all that often. i suggest you take a really close look at it. >> we are getting a glimpse of the next highly anticipated installation of the marvel comic series the theatrical trailer for ant-man was released last night. michael douglas looked ominous there. more than 3 million people have clicked online to watch the trailer on youtube. the film stars paul rudd among others. filming took place in august in the tenderloin. marvel is owned by our parent company disney. even the pope gets starstruck, apparently.

melendez was on hand for the visit and joins us live from oakland. >> reporter: well you know i know them as the magicians of the basketball court. they are fabulous. they are in town and they will be performing in oakland and san jose. but today, they did something pretty amazing and something that i'm sure they will probably not do again and something they are not used to. they are of course the giants to many of these kids. two of them slick willie shaw and buckets blakes were strapped into wheelchairs to play of course basketball. it was a mixture of students and adults with disabilities and kids without disabilities. this all took place at edna brewer middle school in oakland. it was a total surprise to the students here. now the center for independent living invited the globetrolltter toss play a game or two. their visit had two purposes. one, to paint a different picture of the disabled and to encourage those who are to take up a sport like basketball.

the globetrotters who are used to running, jumping and doing all sorts of tricks well, let's say they found it challenging to move around the court. >> my first time actually doing something like this. i know it's pretty difficult because we are able to run and jump. to be confined to a wheelchair we are seeing it from a different view. i have seen it done before. i absolutely take my hat off to those guys. >> reporter: the globetrotters will visit other schools in oakland and san jose but i have a feeling they won't forget today's match. they will perform for the general public in oakland at the oracle arena and the s.a.p. center in san jose but again, this was a magical moment for them and we will show you that tonight at 6:00. lyanne melendez, abc 7 news. >> what a great day for all those kids. >> it's a learning experience
