represent our city and our region. >> reporter: san francisco giants president larry bair was the one who took the phone call. >> he started by saying this was their toughest decision they've made in their careers. and it was a long and difficult meeting. >> reporter: the u.s. olympic committee board of directors made their decision from denver. the four finalists, san francisco, los angeles, boston and washington, d.c. iconic san francisco's regional bid had a private offer a plan including a temporary track and field stadium for opening and closing ceremonies here in this barren field in brisbane. venues like the new levi stadium, at&t park and the sports venues at uc berkeley and stanford as well. just to up the ante, they tweaked the proposal yesterday on the eve of the decision. partnering with oakland on a proposal to build a new stadium for the olympic ceremonies.

there were also vocal krit, of san francisco's bid to host the olympics as there were when gavin newsom made an unsuccessful pitch to bring them here in 2016. this time, they point to america's cup, which was supposed to bring lots of money to the city. it ended up costing san francisco millions of dollars. >> what's it going to cost the public to put the events on? we're told it's not going to cost any city money to do that. and i don't believe that. >> reporter: it's not a done deal yet. boston will have fierce competition from an international field that could include berlin rome and paris. vic lee, abc 7 news. we are learning more about why senator barbara boxer will not run for another term in 2016. >> i want to go home. california is so special to me. and i want to spend more time working out of california. i think it's only fair to the people who are thinking about this. that's one of the reasons i am announcing this early to give everyone a shot, everyone a

chance. >> boxer spoke about her decision in a telephone interview with reporters this afternoon. she broke the news to her eldest grandson on youtube. she made up her mind over the holidays. nancy pelosi is a close friend and came close to tears when talking about boxer. >> it's a real loss i think. but god bless her for her decision. and i wish her and stuart and their family well. >> boxer said she is not retiring. she wants to work with other politicians on the issues she has championed. well the field of potential democratic candidates for boxer's slot is large. the most obvious prospects include gavin newsom, state attorney general pamela harris, state treasurer chung, and former los angeles mayor antonio via

villaragosa. california has not had an open seat in a generation, and for the senate since 1992 when boxer was elected to her first term. no surprise there was a lot of excitement about who will fill that open seat. for more on what's next, let's turn to carolyn tyler in the newsroom. a unique opportunity carolyn. >> that's right, dan. there is a lot of pent-up demand. since barbara boxer's decision was expected, you can bet there are contenders waiting in the wings. barbara boxer's decision not to seek reelection marks a seismic shift for california politics. and set off a free-for-all. it means a younger generation finally gets a shot. >> open seats statewide elections are, you know not common in california. certainly the u.s. senate seat that hasn't been open since 1992. there are folks who have been waiting, patiently waiting for the opportunity to run for that seat. >> reporter: names in the guessing game on the democratic side, lieutenant governor gavin newsom pamela harris john

professor said keep in mind potential candidates could be eyeing other opportunities instead. >> the question is how the dominos fall. what happens to the governor's seat and who's interested in running for what. >> reporter: the only sure thing is boxer's retirement. in san francisco carolyn tyler abc 7 news. a san francisco supervisor who clashed with the fire chief last year is now the new board's president. london was elected by an 8-3 vote this afternoon. he's only been a supervisor for two years. she attracted attention early in her tenure for blunt statements that made her delete her twitter account. last year breed upset the mayor by calling on the fire chief to resign because of ambulance response time. a tragic discovery at the beach at abbott's lagoon. what looks like a pygmy sperm whale has washed up on the beach. it does appear to be injured.

it was first spotted about 2:30 this afternoon. at least six people including a park ranger have surrounded the small whale trying to figure out what to do now. we're told a rescue team is on the way to that scene. a 13-year-old boy is hospitalized after he was stabbed in concord. police say the boy and his friend were walking around 10:00 last night when they were approached by a few people who asked the boys if they were in a gang. when the boys said no, one of the suspects shot at him several times. the other then stabbed him several times. this happened near grant street and noel drive. police are still looking for the suspects. the san leandro police department could soon have heavy hardware out on the streets. this armored vehicle is creating some controversy. laura anthony is live in san leandro tonight to explain why. >> reporter: hi, dan. the vehicle in question is right behind me. and to give you an idea of the divide between police and the

opponents here in san leandro, they can't really agree on what it is. now, the police are saying this is a medevac vehicle able to withstand a rifle round, but equipped like an ambulance on the inside. it's on loan right now from the manufacturer and will be on display tonight for the public. some of them highly skeptical how it would be used by this police force and alameda county including the city of fremont. >> it's an ambulance with armor protection around it. it would be used to integrate fire and ems and police personnel. into a critical incident instead of bringing a regular ambulance. >> do you believe them that's all it would be used for is rescue? >> no. we don't have the need for that much rescue to spend that kind of money. it's basically, when you have a hammer, a lot of things can start looking like a nail. >> reporter: the cost of the vehicle is $275,000. about $200,000 of that san

leandro police hope to finance with a grant. the rest would be paid for money that they're calling from asset forfeiture funds. the bigger hurdle here is likely going to be the community. and opposition. which as you heard there, there's plenty of. police are hoping to change the minds tonight at a meeting after some folks get a look at this vehicle. they're going to go inside the senior center here in san leandro and hear a presentation by police. i'm told they will have several examples of how a vehicle like this was used in southern california. in san leandro, laura anthony, abc 7 news. a san jose police officer's antagonizing tweet threatening death to protesters were troubling. but not criminal. that's according to a decision announced today by prosecutors. the santa clara county district attorney said the tweets sent by officer phillip white last month did not threaten specific individuals, therefore, it wasn't a crime. the d.a. did call white out for the messages saying quote the

officer's tweets were inappropriate and unprofessional. white has been suspended from the force. san francisco officials are warning residents to watch out for some state utility workers who have already gotten into a home to steal things. police say three men knocked on the door of an elderly resident and asked to check on a water problem. while inside they stole valuables. this morning officials reminded residents that utility workers only go to homes when a resident requests it through an appointment. >> if we have any work that's in the street or emergency work that needs to occur in the street that may affect homes workers may leave notices on doors. but they will never ask to enter a facility. >> these are some things to look for if a utility worker comes to your door. they always have a badge. they wear official safety vests and only drive vehicles with official seals. >> things to keep in mind. france is on edge, understandably. the dragnet intensifies for the

the two brothers suspected in the french magazine massacre have been in the u.s. terrorism data base and no-fly list for years. police went door to door in northern france looking for the suspects today, after two men resembling them robbed a gas station. the suspects, brothers cherif and said kouachi went into the newspaper office. >> we will fight. keeping our values. >> tonight paris dimmed the lights on the eiffel tower to honor those killed. thousands gathered at the cathedral of notre dame and all around france, shouting this message we are not afraid.

google is donating nearly $300,000 to public next week's edition of the newspaper. publishers of other french magazines are chipping in the same amount. staff members plan to print 1 million copies of the magazine. the normal circulation is 60,000. president obama will propose an ambitious plan tomorrow to make community college free for american students. they'll make that announcement during a stop in tennessee. the president teased the plan in a video taken aboard air force one and uploaded it on facebook this afternoon. it would cover two years of free schooling for students who maintain good grades. eligible students could save up to $3600 a year in tuition. >> it's not just for kids. we also have to make sure that everybody has the opportunity to constantly train themselves for better jobs, better wages, better benefits. >> the president is on a three-state tour this week to preview his state of the union address. an oakland mom has a heck of a story to tell.

her son when he grows up. chris nguyen tells us about the second opinion that changed everything. >> reporter: lucille packard's children's hospital 1-month-old angel gomez is surrounded by his friends in the intensive care nursery. this may have never happened had it not been for his mom. >> things go through your head thinking the worst, hoping for the best. >> reporter: at 21 weeks a routine ultrasound detected a large mass in angel's chest. with it came a recommendation from torres' doctor to terminate the pregnancy. >> she said that kids like this didn't make it through to teenage years, or if he probably wouldn't even make it to birth. and my life would be at risk. >> it was so large -- >> reporter: torres didn't want to believe it. she sought a second opinion which led her to a maternal fetal medicine specialist who believed her baby could be

unfortunately. let's take a look at an update from the climate prediction center. here's what we're looking at. ekquatorial waters are starting to cool. 50% to 60% of a weak el nino. little impact on california drought. remember, just because an el nino develops doesn't necessarily equate to heavy rain here in the bay area. a lot depends on the strength of the el nino as well. you can see the cloud cover and haze. 62 in san francisco. oakland is missing, sorry about that. emoryville camera, a lovely view of the clouds. a little bit of sun peeking through. the sun officially went down at 5:08. 56 in santa rosa. 59 in livermore. here is really what we don't want to see. poor air quality from our east bay hills camera. we're going to pan it around. the high clouds and the pollution adding to that haze.

hazy skies are going to continue into the weekend with poor air quality lingering. there is a slight chance of sprinkles on sunday. i know it's not a lot, but it's a start. the air quality will remain poor for your friday. the eighth consecutive spare the air alert has been issued. this is the 14th of the season. poor air quality for saturday as well. sunday and monday slight improvement. still looking at moderate air quality across the bay area. things are changing up a bit. weak disturbances heading in our direction. the high cloud cover from not just the south, but coming in from the west as well. it looks like the main storm track is going to stay to the north for the time being, and then we may actually notice some changes. tomorrow morning cloud cover will be pretty heavy. high level cloudiness. tomorrow afternoon it brightens up a bit. sunnier for the afternoon hours. we'll still unfortunately see that haze. sunday morning clouds will be on the increase.
