golden gate bridge closure will continue through monday morning at 4:00 a.m. so the crews can install new median barriers on the golden gate bridge. these are concrete units that will need to be moved by a specialized vehicle that zips over the concrete barriers and shifts them into place. there still will be a few ways to cross the bridge this weekend. pedestrians and bicyclists will still be allowed to cross and golden gate transit buses will still be running as well. reporting live in the presidio, sergio quintana, abc 7 news. >> the closure is affecting business in sausalito and in san francisco's marina district. abc 7 news reporter wayne freedman joins us from sausalito with more. >> reporter: good evening. a long time ago there was an author, charles dickens who wrote "a tale of two cities" who wrote it was the best of fiems it was the worse of times. it's san francisco and sausalito. what do we have in store? best of times, worst of times.

maybe both. today on opposite sides of the bridge, a multitude of fortune tellers. >> i would not miss this. >> reporter: as if anyone can avoid it. ryan dempsey plans to capitalize on it. he sells dog leashes made from old climbing rope right outside what will be an extra busy ferry building this weekend. >> more people, more traffic flow, more dog owners. we'll be down here. >> reporter: assuming they must take a ferry. wouldn't be doing this tomorrow would you? >> i would not. not even close. >> reporter: what is this? are we talking doom? is this the end of the world? >> no. >> reporter: john nizol, ground zero for turning around this weekend at least on foot. residents could conceivably have plenty of company. >> how about i just avoid the area? >> reporter: but you live here. >> yeah, that's true. >> reporter: good luck with that. >> thank you. >> reporter: now to sausalito, across the bay, a destination of hikers who tend to ride in from the city and then take the ferry back.

>> this is newly released video taken by the french national guard at one of two hostage standoffs that happened simultaneously in paris this morning. one at a warehouse near charles degaulle airport carried out by the brothers that carried out the charlie hebdo massacre. the other at a suburban paris kosher supermarket by a suspect responsible for killing a police officer. the standoffs left four hostages and all three hostage takers dead. tonight, late word that a fourth suspect, this 26-year-old woman is being sought by authorities in connection with the week of terror in the french capital. authorities say she is the girlfriend of one of the dead hostage takers. abc news obtained photos of the woman training with the boyfriend back in 2010 using an arrow gun. president obama says tonight the u.s. is standing by ready to help. >> i want the people of france to know that the united states stands with you today stands with you tomorrow. our thoughts and prayers are with the families who have been

directly impacted. >> in the last hour the u.s. state department issued a worldwide travel alert urging american citizens to be more vigilant in the wake of the attacks in paris. in sacramento today governor brown called his $113 billion budget precariously balanced. he will put more money into the state's rainy day savings fund. more money will go to expanding medical and helping k through 12 education but the college systems are complaining he's not giving them enough. he is insisting uc leaders not raise tuition, asking them to do more with less. governor brown's record budget could set up a higher education showdown. abc 7 news reporter lyanne melendez is live with more on what this all means. >> reporter: well, both had asked for more money lots more. the only difference is that the california state university system has not proposed a fee hike. the uc system had if they didn't get what they wanted.

governor brown phoned the uc president janet napolitano last night to tell her about his decision. this morning napolitano said she was disappointed. governor jerry brown rejected the university of california's request for an additional $220 million. instead, he gave uc a $120 million increase. >> we have been increasing it by the way. the $120 million is not chump change. it's real money and some parts of the budget didn't get any increase. >> reporter: the extra money comes from prop 30, approved by voters two years ago. it raises taxes to fund education. but uc president janet napolitano argued it wouldn't be enough to maintain the academic quality of the uc system. already the state is paying far less per student than it did in the '90s. >> there is incredible demand for uc education which really is a testament to the value of the

university, and we -- i say we, meaning the university and california, needs a more educated work force. >> reporter: in november the board of regents approved raising tuition by as much as 5% each year for the next five years if the state rejected their request for more money. napolitano's office said it was too early to say if that would now happen. the legislature may intervene and there may be an even greater surplus in the governor's may revision of the budget. >> this is not a one-way street. we are not going to sacramento with our hands out. we are saying we have done and will continue to do our part. >> used to be you could almost pay your way. and not have any debt. >> i think the university can be a fine university, living within the funds that we have appropriated. >> reporter: this month, governor brown will propose the creation of an advisory committee to find ways to reduce uc's cost structure. lyanne melendez abc 7 news. an alameda judge denied a

new trial for a man convicted of killing a classmate in 1984 and sentenced him to 26 years to life in prison. a jury convicted the 46-year-old, steven carlson, in october of killing tina failes. she was 14 years old when she was killed. the case remained unsolved for 27 years but a dna test in 2011 showed blood found near the crime scene belonged to carlson. carlson claims he is innocent. a transgender woman pleaded not guilty this afternoon to starting fires at the so-called mrs. doubtfire house in san francisco. a judge did not allow us to get video of the 25-year-old. prosecutors say welch set fires at the front door and garage of that home in pacific heights. the plastic surgeon who lives there specializes in gender reassignment procedures. he told police welch may be a disgruntled former patient. welch also faces attempted murder charges. she is being held on $1 million bail.

so how bad is it? let's go to abc 7 news reporter laura anthony live from treasure island. >> reporter: i'm giving you a hint here. it's pretty from afar, isn't it? but if you are stuck on this stretch of the bay bridge we found out today you're not alone. it's the flipside of a thriving economy. traffic congestion. the bay area has some of the worst in the country. it's the first new study in five years and now a new stretch of roadway has the dubious distinction of being the area's number one most congested. in 2009 it was the westbound morning commute to the bay bridge toll plaza. now the number one spot is actually held by the afternoon eastbound commute from san francisco out to the bay bridge. that's the bay bridge during the evening commute out of san francisco. it's number one because that's where drivers spend the most time going 35 miles per hour or

less. >> when traffic is moving at 35 miles an hour or less through that corridor for seven hours in the afternoon from about 1:30 to 8:30 in the afternoon. >> reporter: besides the bay bridge, the rest of the top ten list released by the metropolitan transportation commission touches nearly every part of the bay area. the morning commute on 880 southbound toward the silicon valley. westbound 580 over the altamont pass. northbound 101 in san mateo county. >> many of the routes lead into the region's two biggest employment centers which are san francisco and the silicon valley. >> reporter: the mtc is also studying ways to ease the congestion. at the end of this month the commission will launch a website called vital signs where users can plug in a particular area or stretch of roadway and learn more about just how congested their commute really is. this is just how congested it is right now. a live picture from the skyway.

you can see traffic not moving. i talked to a tourist out here who told me he thought it was because the golden gate bridge was closed. i said it wasn't closed yet. that's how it always is. live on treasure island, laura anthony, abc 7 news. >> thanks very much. a new health clinic opened in one richmond school that will do more than just offer medical services to students. this morning, contra costa county officials cut the ribbon for the new health center at john f. kennedy high school. once the clinic opens next month, students will be able to get physicals, immunizations, eye and dental exams. the clinic will also be open to community members who are 18 years of age and younger. >> they are able to have their siblings and other family members come and be seen here and we will also facilitate a pediatric clinic. >> the clinic replaces a mobile health van that visited the school twice a week. more than 300 young people are expected to get medical help there every single month. >> wonderful idea. a 95-year-old world war ii

veteran who became a viral video star has died. that's the video of joe bell wearing his uniform cheering on runners as they passed his house during a run in san jose last march. you can see runner after runner stopped and thanked bell for his service. since then he has been interviewed repeatedly abc 7 news and good morning america talked to him last year. the san jose giants even created a special trading card for him honoring veterans. bell died yesterday at his home in san jose. his family says his wonderful heart just gave out. >> there's a hero. now to the daredevil duo on their way to finishing the hardest rock climb anywhere in the world. tommy caldwell and kevin jorgenson have been climbing el capitan in yosemite since two days after christmas. caldwell finished the most difficult section but his partner has been struggling. late word tonight on their progress. abc 7 news reporter tiffany wilson is live at planet granite tonight.

>> reporter: well, some fantastic news about kevin's progress. we just learned from a tweet that he has completed the 15 pitch and that pitch has been giving him problems for a long time. we are asking them to show you what typical holds would look like as a beginning climber, then put this nickel up against the wall. this is what they are grasping on to along the wall. a fraction of a fingertip the barest point of a toe grasping at barely visible indentations. many required the wall required equipment to scale. december 27 tommy and kevin set off to conquer with only their hands and feet. >> when they succeed it will certainly be the hardest free climb that's been done. >> reporter: the wall earns its name from the southern exposure. its reputation comes from the smooth granite that stretches more than half a mile into the sky. >> it kind of gives me fits. easy to get frustrated because

you will feel totally fine, then your foot will unexpectedly pop off. >> reporter: the climb contains 32 pitches or sections. caldwell has cleared the most difficult 20. jorgenson's support team just sent a tweet saying he cleared pitch 15. that's a huge hurdle, considered the crux of the climb. for the santa rosa native, the rest of this climb hinges on his fingertips. >> he literally cut his fingertips open from these holds. that's a frustrating position to be in. >> reporter: climbers around the world are watching their progress. does it inspire you to go outside of your comfort zone? >> oh, yeah, absolutely. that's why m here. i'm coming here on my lunch break from work. i just want to get better and climb harder. >> reporter: elliott carlson spends three weekends a month climbing in yosemite. he says even if kevin doesn't make the summit, this climb should be viewed as a success. >> it was not known if this was going to be even possible six years ago when tommy was first looking at this piece of rock.

>> reporter: now tommy's near the top and that's certainly enough to inspire climbers at gyms around the country. tiffany wilson, abc 7 news. >> i think i would rather do the indoor version. >> it's a lot easier. tomorrow is the ninth, ninth straight spare the air day. >> meteorologist sandhya patel outside. almost a record, right? >> yeah. you know i'm hoping that a storm blows through here or some strong winds to clear things out here in the bay area so we can breathe a little easier. unfortunately, i don't have good news for you. still hazy skies as we look and live doppler 7 hd will show you what's showing up. we do have some high level cloudiness moving through the bay area and we have seen some light returns off the southern california coast. nothing has reached land there. in the sierra light returns as well, snow. a sign that some changes are ahead. kgo roof camera showing you some of those clouds and you will notice the trees aren't really swaying much so that's really an indication of the stagnant air

continuing. low 60s san francisco oakland, san jose morgan hill right now. half moon bay, 55 degrees. from the mount tam cam, you can see those clouds that are around. no rain from those clouds. 61 in santa rosa, novato. mid 50s in napa. livermore, 63 degrees. gorgeous view from the east bay hills camera. not so gorgeous air quality. another spare the air alert has been called for your saturday. poor air quality in the north bay and santa clara valley, moderate elsewhere. as we head towards sunday, we will see a little bit of improvement in the air quality. but really not much change going into early next week. from the emeryville camera you can see the afterglow of the sunset there. hazy skies again tomorrow. chance of sprinkles sunday morning. mild pattern next week but we may be talking about rain next weekend. here's the pacific satellite picture. you see that trough approaching? it's going to head towards southern california. but some moisture will wrap around it early sunday sprinkles are possible as we see the counterclockwise rotation around

that low going into sunday. immediate forecast, if you're heading out tonight to grab some dinner or check out a movie, you might want to grab a light sweater or jacket. tonight we will see fog around and the clouds around. hazy sunshine, spare the air day again for your tuesday afternoon. it's going to be dry for tuesday. but sunday morning, excuse me, for saturday. sunday morning, things start to change. we may see a couple of sprinkles around. i wouldn't change your plans on behalf of those sprinkles. maybe a little drizzle that's about it. long range forecast still looking at best chance of rain next weekend. that would put us saturday and sunday next weekend. you may be pulling the umbrellas out before you know it. that's the hope. temperatures tomorrow morning, low 40s to low 50s. a lot like today. that's because of the cloud cover. if you're taking the dog out for a walk it won't be very cold. tomorrow afternoon, hazy skies, 59 in san francisco half moon bay. 60 in santa rosa san rafael. out towards antioch fairfield, 61 in oakland palo alto, san jose, livermore, 62 degrees.
