live from the kgo-tv broadcast center this is abc7 news. few tuesday morning. january 20 thank you for joining us. i am eric thomas. >> i am kristen sze. with leyla gulen. >> a lot of folks are saying, is that me or is it impossible to see? >> impossible to see. look at that, quarter-mile in livermore. half mile in oakland and petaluma. three-quarters of a mile in concord. that is just the reporting stations. there is more widespread fog this morning than yesterday morning. like yesterday fog is the word. 60 to ex-wife -- 65 with above-average temperatures. 69 at the coast. a gray going but a nice and sunny ending with temperatures above average. on the road this morning you cannot see the roads. >> you cannot see them but so far not causing any problems. this is walnut creek. a couple of seconds ago it

looked more foggy but you can see the traffic is coming and going and tail lights moving southbound at highway 24 at top speeds. no accidents. we will try and keep it that way across the bay area. mass transit is back to regular schedule. the number of birds found coat not a mysterious goo has jumped up. again. officials may have an idea of what that substance is that has last dozens of birds dead. amy hollyfield is in alameda with that story. they are looking into whether it is a substand that killed thousands of birds in the u.k. a couple of years ago, a synthetic rubber or fuel additive and it is believed it was spilled or jumped in the san francisco bay. they have now found 242 birds on the east bay shores covered in

the goop. they will not know what the substance is until they complete the testing. crews are making good progress in the cleaning process and are happen about the birds they have saved but also, wish they could have done more sooner. >> i wish we were here friday evening or saturday off i was declared not hazardous. it would have made the difference in many lives. there are hundreds of birds. rescue crews have washed more than 50 birds and they are busy trying to stabilize 200 more so they can wash them. the international bird rescue group is handling the effort and they are asking the public not go to the bench or show up at the centers. they rely on trained volunteers to collect and clean the birds. two men were rescued after being stuck in put last night dug king tide.

degrees. california lawmakers approved the exchange for the fall of 2017. it is designed to help the state keep up with the workforce demand for college graduates. the community college four area degrees cannot duplicate programs offered by the uc and cal state system but must be in subjects with unmet workforce needs. >> we do not have as many young people going to college as we did earlier. we now stand to have the first generation of americans that are less educated than parents. >> only 15 colleges can offer bachelor degrees under the pilot roth and the schools will be named today. >> oakland city council will decide if a man gets an extension to propose financing for the coliseum development as the mayor wants the raiders and a's to spit competing plans for re-developing the 120-acre complex.

covering san rafael, south bay, pleasanton and all the bay area, this is abc7 news. new york city mayor is if paris this morning in a show of support following the terrorist attacks early this month. he visited the memorial in front of the deli where loss damages were skilled and will attend evens with french officials and jewish community leaders to commemorate the victims. he can empathize with the

live doppler hd shows quarter-mile in petaluma and livermore and half mile at concord and oakland. this is how it looks at the bay bridge toll plaza at quarter-mile visibility right hire. you can see the fog is on the move. watch out in other areas. it is coming your way. by the afternoon hours we will be sunny at 56 to 64 inland and fog to haze at the coast and your temperature spread is up to 63 and low-to-mid 60's around the bay. we have fog advisory on the bridges. >> we do and one is the san mateo bridge and you can see some of the fog has lifted so we have seen it ebb and flow but right now you can see your car in front of you. as we look at walnut creek what a difference clear conditions as you come down 680 at highway 24 and the drive from pleasant hill will only take you nine minutes. >> leyla gulen thank you. >> if you plan on doing some boating or surfing on the bay,

watch out for the king tides. a pair of fishermen had to be rescued from the stranded boat. matt? it is not uncommon for boats to be stuck in the mud and it has happened a few times the past few weeks but with the king tide you have big problems. the latest rescue took place last night. >> two membership were fish -- men were fishing and they were stuck calling for help at 6:30 and the cell phone fell in the water and was lost. helicopter found the missing boaters in fremont far away from the place they originally said they were. the air boat picked they will up and took them to safety last night. >> i was out relaxing and taking a nice boatright and went to the left and ended up in the mud near the channel marker. if you miss it you hit the mud.

transportation agency board will vote on a proposal to give free muni rides to seniors and people with disabilities coming after they approved giving free muni rides to low and moderate income youth. right now muni sells 24,000 discounted monthly passes to seniors and disabled and says the program will cost $4 million to $8 million a year. a spokesman believes the proposal will pass. the final day of the mlk day week was mark by the closing of the san mateo bridge by students spreading the message of the civil rights leader. we showed the commute at a standstill. a giant palestinian flag was unfurled to highlight dr. martin luther king jr. message against "all oppression," including the palestinian struggle. the symbolism was unnoticed by jessica. it is ridiculous. honestly. if it is a protest...maybe if they are marching for something.

in cincinnati, ohio all night. it killed a construction worker. it injured a tractor trailer driver. workers were demolishing the old overpass and it gave way. several hundred tons of concrete fell on to interstate 75. it is now closed. drivers are told to figure out another way around. the truck driver missed being under the overpass by a few seconds. a shaky start to the morning for folks in the central coast area. and the central valley. they have experienced a 4.4 magnitude earthquake. you can see the site with the star approximately where the earthquake struck this morning and 4.4 earthquake is 17 miles northeast of greenfield and 17 miles northeast of king city if that gives you an idea of where this took place. we have calls into the newsroom. >> we got a call from a woman and this happened 50 miles east of moan tray.
