a south bay city on a mission. neighbors want to stop an oil company's plan to ship potentially dangerous cargo on a path through the bay area. we begin with developing news on the plan to allow oil trains to run through downsan jose. phillips 66 would build a terminal at the refindry that would send trains with up to 80 cars of crude oil to southern california and the bay area. san jose took another step to

propose the plan today. cornell bernard is live with details. reporter: we're talking millions of gallons of crude oil moving through the bay area week limit city of san jose opposes the idea and held a public forum to educate residents. trains move through san jose 24/7. some dear people, others move freight. but a proposal by phillips 66 could allow heavy crude oil to be transported by rail from canada to a refindfully san lewis obispo, right how to -- right through the bay area. >> really scary. the loud noise, pollution, the fear of itself crashed. >> a disaster waiting to happen. >> valerie love is with a group which held a public forum to educate residents before the dangers or so-called oil trains. >> talking about tar sands oil

heavy crudes from canada. so this is one of the most toxic, the most carbon intensive, the dirtiess fuels on the planet. >> there have been accidents. a train carrying crude oil derailed near quebec, canada in 2013, kills dozens. >> primary it's the safety. if these are not old -- if they're old cars, they may have leaks. >> in a statement phillips 66 says we have one of the most modern crude rail fleets in the industry which exceed regulatory standards. phillips says it must increase oil production in california and detouring trains around the bay area is not possible. a city councilman opposes the idea which he says won't help to keep gas prices low in the bay area. >> it's not benefiting us not lowering gas prices for californians or americans and yet we have to suffer the

consequences. >> folks send a petition urging the county planning commission to deny the oil train project. in san jose cornell bernard, abc7 news. >> the city of san jose is not alone in its opposition of the project. last year berkeley ski council passed a resolution to join anticipated lawsuits to stop the proposal from moving forward. martinez city leaders also spoke out against the plan. >> caltrans says man trespassing on the tracks was hit and killed bay train in palo alto today. it happened at 12:45 this afternoon. no one on the train was hurt. caltrain says the tracks were closed for several hours while the investigation was underway but have since re-opened. the mayor of san rafael will close a public park to prevent homeless people from gathering there. the mayor gary phillips will close boyd park for 30 days starting tomorrow. he says he wants to break the cycle of the homeless coming to the park to drink, do drugs and

litter. phillips wants to have some family friendly events there. some of the homeless said they'll be back as soon as the park re-opens. u.s. officials say they're working to help free a japanese hostage whose cell mate was reportedly executed by isis terrorists. a. reporter: protesters in tokyo criticized the japanese prime minister sunday for his handling of the crisis involving two japanese men taken hostage by isis. the extremist slam just state group in syria, after the terror group posted a picture of one of the hostage kenji goto, forced to hold a photo of what appears to be his beheaded cell mate, 42-year-old adventurer who was taken hostage last year. japanese prime minister shinzo aberdeen acknowledging on national television that the video is likely authentic saying he is speechless thinking of the pain his family

say a body found in the bay is his. 26-year-old dan ha disappeared on halloween. the coroner says a body found near alcatraz in november has been positively identified as ha but a cause of death was not released. he was last seen leaving his apartment at fourth and brennan on october 31st. his family and friends launched a large scale search throughout the city. his family wants to thank the community for its support and says they are relieved to finally be able to put their son to rest. a warning from uc berkeley police of a spike in car thefts on campus. nine cars have been burglarized alone. police say in almost every case valuables were visible and the car's windows had been smashed police at individual people to avoid parking next to occupied vehicles. >> monday, some drivers in san jose will be facing a detour for the next nine months due to b.a.r.t. construction. the intersection will be

completely closed to vehicles and pedestrians. bus line 77 will be rerouted. crews will be constructing a trench for the b.a.r.t. extension to run below the intersection. the bta reached the halfway point of construction on one of the large nest the county's history. the project ex-ahead of schedule. new details on a massive power outage tuesday in the east bay. a pg&e spokesperson says the cause was equipment failure during testing at a substation in el cerrito. the power went out to some 38,000 customers in berkeley, el cerrito and albany and the outage briefly closed the berkeley b.a.r.t. station. some people were trapped inside elevators for up to an hour. >> angelina jolie makes a plea to world leaders. also ahead. under attack. terrifying images as driver in ukraine just misses driving right into the line of fire. what ukraine's president is

taking a live look to seen the cruz the high surf advisory expired this afternoon. we mentioned cooler temperatures heading our way. let's get the latest from abc7 news meteorologist drew tuma with live doppler 7hd. >> as those temperatures cool off over the next couple of days part of the reason they're cooling off is an approaching sim from the south that will likely bring us showers on tuesday. taking a look live outside this emeryville camera, a gorgeous sunset. yesterday, beautiful one. this evening, the sun goes down at 5:25 p.m. so the forecast does call for in foggy spots in the morning. i think it's going to be confined to the inland east bay. so still a little mile on monday. clouds will slowly arrive late in the day on monday evening, then the rain showers are possible come tuesday. so turn temperatures right now, bit of a sea breeze kicked in. 62, san francisco just dropped to 60 in oakland currently 62

in san jose fairfield, 56. so the fog forecast over the next 12 hours or so, we notice some limited fog moving into the inland east bay. watch how quickly it's going evaporate. not wide vetch patchy fog just confined to certain spots. as we look at the radar satellite picture a cold front bringing showers into canada. high pressure bringing us sunshine but around los angeles there are high clouds filter in because of an area of low pressure off the baja coast that is forming some moisture and will likely ride up the west coast over the next couple of days and going to scrape by the bay area. take a look. some light showers tuesday morning, and really just scattered in nature. the closer view will show you tuesday morning, 4:00, light showers entering the south bay around san jose. scatteredded in nature, into san francisco, parts of the north bay and east bay, and then by tuesday afternoon, it's really out of here.

so not a significant event but what is significant, we haven't seen measurable rainfall since christmas eve. so this is some welcome change we have in the forecast. you see anywhere generally less than a tenth of an inch of rain across the region one of the soaking spots, relatively speaking could by livermore and san jose, a bit more than a tenth of an inch on tuesday. we'll keep you updated on the system. overnight lows 30s in the north bay, 48-san francisco 44 oakland. dropping to 39 in san jose. highs for monday 71, half moon bay, 66, san francisco, 68 oakland. 71, san jose. 64 in antioch. here's the accuweather seven-day forecast, monday, high louds move in tuesday, showers are possible. wednesday, the clouds linger but the moisture unfortunately doesn't. as you get to thursday and friday, more sunshine on the way and all indications, saturday and sunday, we head back into the 70s. so we'll have an update on he rain at 6:00.
