to 60 years of age. 5 5'7" to 5'8" wearing a pinstriped baseball hat, blue and orange jacket. >> reporter: police found the suitcase near 11th and mission. inside, the headless torso then they found a leg in a garbage container. yesterday police canvassed the area looking through garbage bins looking for other body parts, they found none. but they found video footage. abc 7 news has obtained another video. this one which shows that same person lugging a suitcase on howard street about two weekblocks from where it was dumped. the man walks past businesses dragging the suitcase. he has the same baseball cap and

clothing. look at the video again. he's pulling the suitcase past the restaurant door past its windows. the man stops momentarily at the far end of the restaurant perhaps wondering where to go next. a source with knowledge of the police probe tells us another security camera recorded him wandering around howard and 8th streets for more than an hour that day. also with a suitcase in tow. investigators believe this man is a transient making it difficult to find him. vic lee, abc 7 news. it an emotional day for residents burned out of their homes in that massive san francisco fire in the mission. they thought they would be allowed back into the building for the first time since the massive fire on wednesday night. leann melendez is lye at ive at the scene to explain why this hasn't happened. >> reporter: a structural engineer has to make sure the building is safe, and inside

there are too many airborne particles that may be harmful, so human services has to conduct a number of thorough tests. we're learning more about the man who died wednesday night. maurice yo died after cardiac arrest. he was from el salvador. he was the only person to die in wednesday night's fire. today displaced residents gathered in front of the building. many still in disbelief. >> it's hard. that was my home for the last 12 years. now i'm not -- i don't have a home. >> due to some safety concerns of the second floor, at this time there will be no access to the second floor. >> reporter: those words disappointed many residents who hoped to get inside the damaged building to collect some personal belongings. the department of building inspection says it would be irresponsible to allow any of the 54 residents back inside even for a few minutes. >> a building this old, i believe it dates from 1907 it may contain lead it may contain

asbestos. >> reporter: here's a 1926 picture of the building on 22nd and mission. residents have been offered temporary shelter at the salvation army. but many are staying with family members, by law they will have the option of returning when the building is fully repaired, which may take up to two years. >> they have right of first refusal. that means when they fix the building, they get the first -- they have to be offered those availabilities first. >> reporter: the only ones allowed in the building were business owners on the lower level who were given only a few minutes to collect stuff. this time many came with shopping carts to load up what they could. many also met with several agencies who were offering advice and contact information. >> we also have a business develop treatment offering assistance to make sure we can find any dislocated businesses new locations. >> reporter: the commission economic development agency says

tomorrow. today she was tying ribbons around trees as a tribute to his african roots. he was riding in a car with three other men when they were shot at. all of them died. >> this is not just san francisco. it's not just about my son. it's about all these other children that have died and they have not solved the cases. >> nine people have been killed in san francisco in january alone. that puts the city on pace to more than double last year's murder total. a candlelight vigil begins shortly for a san jose woman killed by two suspected street racers. the event comes after family and friends attended her funeral zs today. she was killed on monday when two drivers racing down the road lost control went up on the sidewalk and slammed into her. her death has led to changes on the busy road that neighbors say

always attracts speeders. police put up a temporary trailer yesterday that shows drivers their speed, a permanent sign has been ordered. >> a marin county judge sets bail at $160,000 for a doctor facing new charges for a road rage shooting last judge. a judge dismissed the case against dr. simon, but this week a grand jury indict the dr. simon on assault with a deadly weapon. he shot a mortgage broker who followed him into his garage after being cut off on a local street. suge knight is facing $2 million bail after facing murder charges this morning. he is accused of intentionally running over two men with his truck in a restaurant parking lot. one died. the other suffered serious injuries. this took place after knight got into an argument with the men at a film shoot and was asked to

leave. any were working on a promotional video for a movie "straight out of compton." the former stanford swimmer accused of sexually assaulting a woman on campus is denying the allegations. 18-year-old brock turner says he did not rape the woman but does admit to sexually fondling her. turner told authorities the woman came on to him at a fraternity party where they both consumed large amounts of alcohol. the woman admits drinking heavily and says she has no memory of the incident. two bicyclists were able to scare turner off the woman and held him until police arrived. thesn[ measles outbreak connected to disneyland has affecteded two marin county children. there are a dozen confirmed cases in the bay area. the two in marin county plus six in alameda county, two in san mateo county and two in santa clara county.

ten cases are linked to disneyland. laura anthony is live in san rafael with how the schools there are trying to stop more infections. >> reporter: hi dan. the health department in marin county is in regular contact with the family of these two children. we're told they picked up the measles outside of the county. there is a link to disneyland and they did not go to schools with it. so the risk to others is low. >> i think there's a heightened concern right now out in our community. >> reporter: the concern comes from the fact that marin county has two confirmed kays seded cases of measles they are school age children siblings. but the county is not requiring unvaccinated students to stay home from school for 21 days. to address that concern this statement was released. the children had been exposed outside of marin as part of the

disneyland outbreak they were not in contact with any children at their school. county education officials are urging parents who have not vaccinated their kids to do it now. marin county has a high rate of kindergartners, about 6.5% who are not immunized. >> our messages has been if it's medically safe we would urge families to do that. >> reporter: tracy skid had her children vaccinated for measles but not everything that the school requires. >> we live in marin county, it's a thoughtful group of people and i think parents choosing not to vaccinate, it's for a reason. >> reporter: the state department of public health reports in cases they could document about 80% of those cowho came down with measles were not vaccinated 20% received one dose and still got

a warning for dog owners tonight after a dog died after swimming in a toxic san leandro lake this week. lake shabo has been experiencing a bloom of blue/green algae since late fall. not all algae blooms are toxic but this one is. officials put up signs several months ago. >> in the 80-year history of the park history, this is the first year we had toxic algae blooms, probably because of the drought. the park service put up signs warning people to stay out of the water. toxic algae can be fatal for dogs. >> in fact the lake is closed to all swimmers and dogs must be kept on a leash. officials say the unleashed dog should not have been swimming there in the first place. as our dry january moves into february the south bay

water district is preparing to ask consumers to double their conservation efforts. the reason has less to do with the above-ground reservoirs than stored water in the ground. david louie looks at the ongoing drought. >> reporter: in a normal year, recharge ponds collects runoff. the ongoing drought has lowered ground water levels about 30 feet over the past 13 months a bone-dry january is not helping. >> based on the modeling our ground water reserves would drop to the chris cal stage at the end of 2015. if that happens, our staff would recommend a 20% to 40% reduction reduction. >> reporter: there's a direct correlation between conversation and how much ground water supply is needed. >> if you reduce the demand we're not pumping as much out especially when we have a finite supply of surface water from
