milder. look at livermore 61 degrees. 42 down the road in concord. here are the wind gusts in the higher elevations up to 29 miles per hour in mount cam, as well as oakland hill and out to the higher elevations up to 37 miles per hour. the winds should subside throughout the around and then we're are on our way for record warmth again today. chris. >> thank you. in developing news san francisco police have detained a person of interest who may be connected to the suitcase of body parts. here he is being led to a police car on turk street in san francisco's tenderloin strict. sergio quintana has the latest from the hall of justice. >> the man wearing a sheet over his head was walked out of the public housing building. a resident tells us he has seen him several times there recently visiting another resident of the building. he calls him the

leprechaun because he was short and didn't speak much. >> i recognize the person i know he shaved his air. i've seen him on tv. and all of a sudden he brings equipment out. >> in surveillance video from a business near where the suitcase with the torso was found, the man in the picture looked to be dragging the suitcase. right now police tell us he is simply detained. >> a homicide has to figure out whether or not this person is, in fact, involved in the crime aspect. he is a person of interest in this case. however, he has not been charged yet with that crime. >> a second man was many detained but police department release any details on him. police tell us their person of interest is cooperating. police got an anonymous trip someone who directed them to the exact apartment in the public housing in the tenderloin. abc7 news. >> new details this morning about the sexual assault case

involving a former stanford swimmer. turner withdrew from school after the case begins a woman who was drunk and unconscious. we have more on what court documents are revealing. >> two grad students tell police they happened upon what they first saw was consensual sex but police took this witness statement from peter johnson. he noticed the female lying on the ground was not moving and something was weird about the situation. carl frederick tells the same story, telling police it appeared like the female was not moving and something seemed odd. the two man chased, tackles and held 19-year-old brock turner until police arrived. in his statement turner said he had been drinking and that he and the woman were hooking up but they never had sex. police quote him as saying he was having a good time with the victim and stated that she also seemed to enjoy the activity. the woman tells police she was also drinking and has no memory of leaving the party with the

man. police say the victim did not consent to any sexual activity or touching. the victim was completely unresponsive and did not wake up until she was at valley medical center. stanford students we talked to have strong opinions about how the university is dealing with the case. >> this is another case in which the entitlement of being a white male and athlete finally hit an obstacle, and i hope that kind of entitlement doesn't create impunity for mute offenders. >> i don't think the school does a good job with this in the beginning. >> brock turner is scheduled to be in court on monday. katie marzullo, abc7 news. 5:04 is our time. another person has breached securitity scaling a fence. security spotted a 39-year-old man inside the fence.

he took off running and was injured trying to climb the fence back out. officers cited him for trespassing and an airport spokesperson said the layers of security worked because the trespasser was in pain. a 15-year-old run away in the past also jumped the fence and stowed away while the plane headed to hawaii. the family who lost their home wednesday night in a fire are in emergency care this morning. one man was killed in the fire. he was from el salvador and member of a local church. some of his 54 neighbors who survived the fire got help from the salvation army last night. they stay the community center where they get food, colleaguing and a place to sleep for a week. one woman is worried about with a is next and another man said he can't sleep because his dad is in the hospital. >> our main concern now is our

dad. he was one of the last persons to get out of the building. he has third-degree burns in his face and arms. >> the red cross other agencies will meet with the families about future housing options later today. the cause of the fire remains under investigation." the measles outbreak is spreading with more than confirmed case necessary the bay area. yesterday san mateo county confirmed their third case and two marin county siblings have come down with the virus. the first case there since 2001. alameda county has six cases and two in santa clara county. school districts are taking drastic steps for the spread of measles. and if the measles were to break out at any one school, they would direct all unvaccinated kids to stay out of homes for 21 days. there are 92 schools statewide -- or cases statewide and most are linked to a visit to disneyland.

disney is the parent of abc7 news. the first parish recent mind hospitalized at u.c. davis medical condition in good condition. they have symptoms are a viral illness and has a history of traveling to a country where ebola is prevalent. another was admitted to a hospital in sacramento. that parish sent in good condition as well and has been sent home. coast guards record show a pay bridge beacon during bad weather is not working and increasing the risk from an oil spell. caltrans tried to replace the beacon in december. hundreds. boats have passed under the bridge without a working beacon. they don't know why they don't work. one was sent back to the manufacture for warranty repairs. a broken beacon is blamed for the 2013 crash of an oil tanker.

dog owners want to be careful this morning after at least one dog and maybe more died from swimming in a toxic lake. the condition at lake chabot may have been brought on by the drought. >> it is believes this slime my algae caused the death of this dog. >> the sweetest chocolate lab josey. just a wonderful dear, gentle little soul. >> this is the first year we've had toxic algae bloom. >> signs have been placed around the lake warning people and their pets not to come in contact with the water. it's believed the drought has created ripe conditions for the algae bloom. >> i've been here since '99 and this is the lowest level i've seen it. >> the warm lake level and warm winter temperatures likely created the backish water

drives at work. he admitted to secretly recording some of those videos. he was also involved with fundraisers for kids fighting cancer. he has been placed on paid leave. a marin county doctor is scheduled to appear in court next week after being arraigned yesterday for a road rage shooting, involved a cased that been dismissed by another judge earlier this month. dr. james simon faces charges of assault with a deadly weapon and investigate subsequent discharge of a firearm. last july he shot a retired mortgage broker who followed the doctor into his garage after dr. simon cut off that man while driving on a nearby street. a judge throughout the case saying simon shot in self-defense but the district attorney had a grand jury take another look at the evidence. >> there was not a reasoned judgment used when the gun was fired, and i do believe it has to be addressed >> the grand jury indicted the

hour. and 44 santa rosa. pick your city and it really varies widely this morning. right now we are looking at wind gusts higher evasionings anywhere from 29 miles per hour in the oakland hills, mt. tam and look to the north. 37 miles per hour wind gusts. all of this transporting the dryer, warmer air from the upper elevations down to the surface for some of you. and here's a look at the forecasted wind gusts today. we are starting out 5:00. you will notice we are quite breezy in our north and east bay hills. but throughout the afternoon here we are, 9:00. we will slowly begin to dial some of this back. although still remains pretty breezy from half moon bay to point reyes. even though the temperatures will be in the 70s at our coast, we will feel just a little bit cooler. exploratorium camera right now. locally windy this morning. especially in the higher elevations. record warmth today. plenty of low 70s. looks like we could bring in some rain as early as friday in some areas. i should say thursday. and then more likely on friday.

finally february bringing in rain. here's a look at the driest january since san francisco, and you can see they are stacking up from 2013, 2014 and this year as a significantly dryer and you can see back 1976 and 1920 some dry years, as well. average of 4.5 inches of rain. so we are looking at san jose not doing much better at all. a couple hundredth this month. but other than that we are looking still once again very parched out there. we will try to switch things up and change that, but not for the current weekend. in fact spring like warmth over the weekend with the ridge of high pressure bringing the offshore flow. and as we look from christmas eve through the month of december take a look at how rainy it was. and then how dry it has become. and that will allow for not only, you know, us to bum out about it but look for rain. but it's coming. that's why all the bad news lead to go the good news which is a

ranging from the low 40s in concord to 61 livermore, danville, half moon bay and san francisco. the offshore winds in the higher elevations already blowing allowing fourth the warmer air to be transported across some parts of the bay. but take a look at concord. just 42. we are 45 in mountain view. and some of the upper elevations winds gusting to over 35 miles an hour. so from mt. tam to the oakland hills we are looking at some very gusty winds. we will be breezy in spots and with that we are looking at 12 to 18 degrees warmer this morning for you by the delta with the north wind and also in livermore. but mountain view and san jose, yep, it is chillier out there. so you may need the jacket. but the little fog that we have shouldn't slow you down. it's up 101 on the peninsula. and we are looking for a warm day today. today will be the warmest day of the weekend with temperatures in the low 70s. we will talk about the cooler weather and rain coming up. kris. >> lisa, thank you.

sifting through the rubble of a major freeway collapse in mendocino county to figure out what went wrong. the freeway is being built to by pass the town of willits on highway 101. the project has been controversial from the start and some are now wondering whether it's safe. here's dan ashley. >> crews are working quickly to remove what's left of the 150-foot section of freeway that came crashing down last week. >> it sounded just an explosion. and when i looked up, i could just see it collapsing and then i saw that end come down. >> steve short watched the whole thing from his front yard. >> it just happened so fast and it was so loud. and they are so lucky that somebody wasn't killed. >> more than a dozen workers were on or near the structure when it collapsed. two were trapped in the debris. three workers went to the hospital. >> i didn't think anybody would walk away from that. there's so much iron and cement and wood and big beams, you know

fresh cement. it could just burly somebody but they wrote it down. >> they are now investigating flatiron construction, and the caltran subcontractor doing the work. flatiron has had 8 accidents since 2010. national iron is the same company working on the doyle drive replacement project leading up to the golden gate bridge. this accident is the latest in string of problems on the willits project. as we reported, it's already two years behind with massive cost overruns. environmental issues and the discovery of native american archeological sites. residents are also concerned about recent landslides near the highway. the structure that collapsed was part of a raised viaduct being build over sensitive habitat for endangered steal head trout and salmon. the debris fell into a creek. they worked fast to divert water to prevent local damage but that still has residents worried.

>> i don't know what is going wrong but there is been an awful lot going wrong. >> city councilwoman madge strong is worried about the entire project. >> it doesn't reassure me very much the engineering for the whole viaduct could be in question. >> strong believes the collapse is further evidence the bypass should be scaled down. >> the price tag just goes up and up and up. >> caltrans told us flatiron's insurance will likely cover most of the cost of the collapse. the price taking so far is $275 million for six miles of freeway. >> and that was dan ashley reporting. work on other parts of the project is continuing. it may be as long as six months before cal osha releases the results of its investigation. happening today, ed lee and other local leaders will come together to clean up the city. it's part of the clean team, now in their 15th year. city officials and cooler

weekend rotating volunteers -- today's greening and cleaning initiative gets underway at 9:00 at the united nations laza. the golden gate national recreational area sits along the western edge of san francisco but it has sites that aren't so scenic. we have an e-mail showing trash all along its trails. yesterday alyssa harrington, abc7 news reporter, went out for a look for herself. >> land's end is one. san francisco's most popular spots to hike or site see. it sits north on national parkland overlooking san francisco bay and golden gate bridge. but among these spectacular views and nature trails one hiker found something else. >> i've seen turn tables, i've seen chairs, coolers suitcases. >> mounds of trash. beer cans and bottles dirty

clothing and what appears to be a homeless encampment. >> your first reaction is disgust and anger. >> alexander robinson, who has lived in the area more than 20 years, wants the site cleaned up and restored to what it used to be. >> open land in san francisco is very limited and i think it's one of the thing that makes the city so wonderful to be in. and at this point we need to keep those lands as clean as possible and we need to respect them more. >> this mess is the responsibility of the golden gate national recreation area. a spokesman said from time to time they do have issues with homeless camping there. >> when we become aware of those camps, of course, we send maintenance and crews in to clean them up. and we do what we can to discourage people from camping in the park which, of course, is illegal. >> maintenance crews are on site every day and cooler weekend tier groups come out to help. >> it's impossible to cover all of the park all the time. >> he suggested a cleanup effort but he said homeless camps

require special cleanup and equipment. he said it's a priority to protect all they've parks and if you see something like this it's best to call it and report it. abc7 news alyssa harrington >> happening today an open house and barbecue to celebrate the reopening of a clayton fire stationed that been shut down due to budget problems. the fire station 11 reopened after being closed for three years. the station was reviving with the help of a federal grant. open house and barbecue gets underway at 11:00 on the station at center street. larkspur ferry riders will have a new trip to san francisco beginning monday, according to our media partner "the marin independent journal." the golden gate ferry will at an 8:40 ferry run in the morning to handle a growing number of commuters. about 6,000 riders travel between san francisco and larkspur on certain days of the week and some ferries sell out.

? approaching 35:41 on your saturday morning. pretty soon it will cost you more to enter yosemite national park. the park service has announced higher fees. the seven-day vehicle entry fee goes from $20 to 25 in march and starting next year 2016, it will go up to $30 during the summer months. they have also agreed to phase in higher fees for motorcycles. it will go up to $20 next year. reserve campsites will go up about 20% and an annual pass will go from 40 to $60. the ongoing drought could force the south bay's water district to and consumetories double their conservation efforts. in a normal year ponds collect rainfall and run off and the water seeps through the soil and is stored underground. but the drought and lack of rainfall has lowered ground water levels 30 feet over the past 13 months. officials are worried what may happen if the rain doesn't come soon. >> based on the modeling, our ground water reserves would drop into what we are calling the

>> polk street in san francisco is about to get a makeover but the kind of makeover is up for debate. beyond being a haven for shops, bars and restaurants polk is one of the only ways to get across the city by bicycle. as abc7 news reporter jonathan bloom explains, the city wants to make the paths a whole lot safer. >> ride a bike up and down polk street and you might come away with some stories to tell. >> two weeks ago i was hit on my bike. i was hit four times by a car in one month. >> my jaw was broken in three places. >> at a public hearing cyclists told those stories in the mta putting a face on a sobering statistic. >> polk street is one of the 6% of city streets that account for 60% of the collisions. >> there's a plan to make it

but throughout the delta today it's quite breezy. 63 half moon bay, 62 san francisco. look at oakland at 50. 45 san jose and morgan hill is at 45. so certainly some cool areas this morning. but we are looking at a dramatic warmup for others. 44 in santa rosa. 46 napa. petaluma with 423. there you go. and concord and even the delta is mild at 55. 61 in livermore. so the wind gusts upwards of 37 miles an hour here around hawkeye. and the upper elevations of our east bay hills, 29 miles per hour wind gusts. in los gatos will 13 miles an hour out of the north. a big area of high pressure allowing for the north and northeast winds today to allow for, once gone 60s and 70s. we go through the rest of the morning hours, most of the wind is in the morning. even throughout the afternoon the delta, point reyes we will see some breeze city winds, as well as half moon bay. but the rest of the bay should see the winds continuing to dial

back, transporting the warmer air to the surface. and we will look for temperatures today to be warmer for the weekend. in fact, tomorrow a little bit cooler. so the record warmth today, the winds, and then we are looking at some rain as early as thursday, and more likely on friday all around the bay. so he's all about, once again, high pressure is just not going anywhere. it continues to build in. but a couple of weak impulses will ride over the ridge, allowing for some cooling midweek. then i'm going stop this here. by thursday and into friday, looks like rain is on the way. but beyond that, yeah, lax like the rest of early next week we will look for dry conditions. we will take what we can get. a little is on the way but as for today low 50s in lake tahoe. look for 60 yosemite, 67 in monterey. we do have a little fog early on. 70 in los angeles and locally temperatures ranging from the upper 60 san mateo, palo alto and records perhaps over in
