>> it is saturday, january 31st. thanks for joining us. i'm chris nguyen. weather-wise we are in for spring like temperatures today. let's check it out with meteorologist lisa argen. a first look at live doppler hd. >> kris, right now with low 60s. here's a look where the fog is not. it's around the bay area. a tiny bit on 101 but you see the san joaquin valleys and the offshore winds allowing for temperatures to climb. this morning in san francisco it's 62 degrees. 63 half moon bay. 52 in oakland. and we are looking at concord chilly livermore in the 60s. that's all due to the wintry mix. ridge top winds as much as 37 miles an hour in the upper elevations of the north bay and mt. tam. we will look at record warmth today. the winds eventually dialing back about, and by the delta we are looking at 55 right now. some areas ever cooler. mountain view and san jose. you do need the jackets in spots. we will look for the record warmth today. i'll have hose numbers lined up for you today and talk about the

possibility of rain. it's coming back. kris. >> lisa, see you soon. >> thank you. in developing news san francisco police have detained a person of interest who may be connected to the suitcase of body parts. here he is being led to a police car on turk street in san francisco's tenderloin district. sergio quintana has the latest from the hall of justice. >> the man, wearing a sheet over his head, was walked out of the public housing building. a resident tells us he has seen him there several times there recently visiting another resident of the building. he calls him the leprechaun because he was short and didn't speak much. another man who works nearby said he recognized the man as the person of interest. >> i recognize the person. i know he shaved his hair. i've seen him on tv. and all of a us you guys come and bringing this person out. >> in surveillance video from a business near where the suitcase with the torso was found, the

man in the picture looked to be dragging the suitcase. right now police tell us he is simply detained. >> a homicide has to figure out whether or not this person is, in fact, involved in the crime aspect. obviously he is a person of interest in this case. however, he has not been charged yet with that crime. >> a second man was also detained, but the police didn't release any details on him. police tell us their person of interest is cooperating. police tell us they got an anonymous trip someone who directed them to the exact apartment in the public housing in the tenderloin. abc7 news. new details this morning about the sexual assault case involving a former stanford swimmer. brock turner withdrew from school after being accused of the crime against a bomb who was drunk and unconscious. katie marzullo dual law has

more. >> two grad students tell police they happened upon what they first saw was consensual sex but police took this witness statement from peter johnson. he noticed the female lying on the ground was not moving and something was weird about the situation. carl frederick arndt tells the same story, telling police it appeared like the female was not moving and something seemed odd. the two man chased, tackles and held 19-year-old brock turner until police arrived. in his statement turner said he had been drinking and that he and the woman were hooking up, but they never had sex. police quote him as saying he was having a good time with the victim and stated that she also seemed to enjoy the activity. the woman tells police she was also drinking and has no memory of leaving the party with the man. police say the victim did not consent to any sexual activity or touching. victim was completely unresponsive and did not wake up until she was at valley medical center. stanford students we talked to have strong opinions about how the university is dealing with the case. >> this is another case in which

the entitlement that comes with being a white male and athlete finally hit an obstacle, and i hope that kind of entitlement doesn't create impunity for other white offenders. >> i don't think the school does a good job with this in the beginning. >> brock turner is scheduled to be in court on monday. katie marzullo, abc7 news. >> 6:04 is our time. another person has breached security at the mineta airport by scaling the fence. security spotted a 39-year-old man inside the fence. he took off running and was injured trying to climb the fence back out. officers cited him for trespassing. an airport spokesperson said the layers of security worked because the trespasser was detained. last year a 15-year-old run-away also jumped the fence

and stowed away while the plane headed to hawaii. some families who lost their homes wednesday night in a fire are in emergency care this morning. one man was killed in the fire. he was from el salvador and member of a local church. some of his 54 neighbors who survived the fire got help from the salvation army last night. they are staying at the community center where they get food, colleaguing and a place to sleep for a week. one woman is worried about what is next, and another man said he can't sleep because his dad is in the hospital. >> our main concern now is our dad. he was one of the last persons to get out of the building. he has third-degree burns in his face and arms. >> the red cross and other agencies will meet with the families about future housing options later today. the cause of the fire remains under investigation.

6:06. the measles outbreak is spreading with more than confirmed cases in the bay area. yesterday san mateo county confirmed their third case when two marin county siblings have come down with the virus. the first case there since 2001. alameda county has six cases and two in santa clara county. school districts are taking drastic steps for the spread of measles. in berkeley, if measles would break out at any school, the health department would direct all unvaccinated children to stay home for 2 is days. there are now 92 cases statewide. and most are linked to a visit to disneyland. disney is the parent of abc7 news. >> two people have tested negative for ebola. 9 first one remains hospitalized at uc medical center in good things. he has a history of traveling to a country where ebola has been

prevalent. second patient was admitted thursday night to a caser permanente hospital also in sacramento. that patient is also in good condition as well and has been sent home. coast guards record show a pay bridge beacon during bad weather is not working, and increasing the risk from an oil spell. our media partner "the mercury news" reports caltrans tried to replace the beacon in december. but three have failed to work. that means hundreds of boats have passed under the bridge without a working beacon. one was sent back to the manufacture for warranty repairs. a broken beacon is blamed for the 2013 crash of an oil tanker. >> dog owners are warned to be extra careful this morning after at least one dog and maybe more died from swimming in a toxic lake. the conditions at lake chabot may have been brought on by the drought.

exploratorium camera as we wake up on this saturday morning. a slight breeze outside. a check of the accuweather forecast in just a little bit. 6:13 is our time. >> a northern california fire captain is in jail accused of having thousands of files of child porn. mark, the man, worked for south lake tahoe fire. federal agents found more than 5,000 pornographic videos and images on one of his flash drives at work. investigators say he admitted to secretly recording some of those videos. he was also involved with fundraisers for kids fighting cancer. he has been placed on paid leave. a marin county doctor is scheduled to appear in court next week after being arraigned yesterday for a road rage shooting. it involved a cased that been dismissed by another judge earlier this month.

dr. james simon faces charges of assault with a deadly weapon and investigating a discharge of a firearm. last july he shot a retired mortgage broker who followed the doctor into his garage after dr. simon cut off that man while driving on a nearby street. a judge throughout the case saying simon shot in self-defense but the district attorney had a grand jury take another look at the evidence. >> there was not a reasoned judgment used when the gun was fired, and i do believe it has to be addressed >> the grand jury indicted the doctor a few days ago. a jury will now decide if the shooting was self-defense. a jury of twelve citizens in the >> i am confident i can look a jury of twelve citizens in the eye and ask them to return a not guilty verdict and they will. >> dr. simon is out on bail and will return to court on wednesday to enter a plea. >> a former racher was arrested last night for running over his friend with a truck. he turned himself into police early yesterday morning. he was arrested two hours later after being arrested by detectives. he's accuse the of ramming two

men with his red pickup after an argument at a fast-food restaurant on thursday. one man was killed. witnesses told the police knight ran the man over twice. his lawyer said knight was being attacked and trying to escape. >> when you are being grabbed and beaten and you are at the steering wheel, it's not so easy as you are driving a vehicle as you are driving to escape. i believe the true individuals who are responsible here or the people who initiated the fight. >> police say the man killed was knight's friend 55-year-old terry carter. knight's attorney said he had no idea he ran over anyone. happening today, the super bowl committee will conduct their official hand-off for super bowl l. here's a live look at the university of phoenix stadium. that's where super bowl xlix will be played tomorrow. today the chairmans of both the of the host committees will be in glendale for the official

>> so at the biggest moment, having someone address that head on is probably an admirable goal. >> those who work the hotline say an alcohol-fueled super bowl is always a dangerous day. perhaps the ad will help empower survivors. carolyn tyler, abc7 news. >> hero firefighters swept in to save a dog's life yesterday. yellow lab was swept away in the los angeles river after a sudden thunderstorm. a firefighter tethered to a helicopters dipped into the water and snagged the drowning dog. crews brought the dog back to shore where they made sure he was breathing. he didn't have any tags so the firefighters renamed him lucky. that dog is lucky, indeed. time now 6:18. a check of the weather. what can we look forward to for the super bowl weekend? >> unfortunately we are looking at more record warmth today. today we have rain and more sun. and live doppler 7hd shows the

only area of fog is well to the south and east in the san joaquin valley. along the central coast salinas, monterey. and we are looking clear with very breezy winds in the upper elevations. the winds aiding in the warmup. in fact san francisco, one. spots where it is quite mild. much milder here than at the airport. 62 degrees. it's 54 in oakland. san carlos waking you have to 46. it's 43 san jose. so cooler numbers, as much as 3 to seven degrees cooler from mountain view to san jose. and then on the coast it's quite mild. 59 half moon bay. and we dropped a couple degrees in livermore. but still quite a difference from concord to livermore. 42 to 51. it's 53 with a north winds by the delta and chilly numbers from santa rosa, napa and petaluma with the 40s there. really no fog to speak of. the offshore winds keeping the fog out of the bay. but they are quite gusty. anywhere from 16 miles per hour

gusts on top of los gatos to 30 miles around mt. tam. east bay 20 miles per hour gusts and hawkeye is close to 40 miles per hour wind gusts amounts we go through the afternoon we are looking at the winds continuing to stay up, in the upper elevations. but at the surface breeze city from the delta and along the coast. half moon bay will see winds anywhere from 10 to 15 miles an hour. elsewhere, with the lack of wind, that's where it is going to feel warm in livermore with a high of about 70 today. here's the breeze city look for mt. tam where we talk about that wind gusts. locally windy this morning with record warmth and rain arriving. a chance of it on thursday. then more likely on friday. boy, do we need it. so we are looking at a ridge of high pressure double-barrel ridge allowing for not only the dry conditions, but the spring-like warmth, the records. a couple of impulses will ride over the ridge, allowing temperatures to come up, come down in the next few days. here's a look at san jose with a high of 69 today. the average is 60.

we will drop a few degrees tomorrow. then we will go up then we will go down and we are look tech rain to come in not until the end of the week. so it will still be well-above average all week long. today, though, look for 70 in santa clara and los gatos on the peninsula. 69 mountain view. san francisco should top out around 70 today. daly city upper 60s. plenty of sunshine for you. the warmer numbers from santa rosa to napa, 74. 76 cloverdale. near east bay perhaps a record again in oakland at 672, 70 fremont. out over the hills a little breezy. upper 60s from antioch to brentwood. how about 72 in the san ramon valley. the on shore flow returns tomorrow and that's why we will be cooler and then partly cloudy skies with the temperatures still above average right through the middle of the week. then finally it looks like we will cloud it up cool it back and bring in some rain by next thursday and friday.

half past the hour on this saturday morning. glad to have you with us. i'm chris nguyen. >> for those just joining us, lisa argen has been tracking record-breaking temperatures in the hd weather center. let's send it over to her for a look at the weather. >> hi chris. you see it's 52 in san francisco. that's due to an offshore flow. half moon bay 59. notice elsewhere we are still in the 40s. eye still chilly in the north bay valleys. even around mountain view if san jose it's 7 degrees cooler than yesterday. widely-varying temperatures and it's all due to the wind gusts. whether or not the northerly winds are transporting the northern air down to the surface for the cooler air is draining into your neighborhood. it's one or the other this morning. you can see in los gatos the winds out of the north. up to 16 miles an hour. and more winds out of the north and northeast with hawkeye up to 37 miles an hour. here we go the 24 hour temperatures change. itit is a big difference in some

internet and new markets. >> president obama will submit his new budget next week. investigators are still sifting through the rubble of a major freeway collapse in mendocino county to figure out what went wrong. the freeway is being built to by pass the town of willits on highway 101. the caltrans project controversial from the start and some are now wondering whether it's safe. here's dan ashley. >> reporter: crews are working quickly to remove what's left of the 150-foot section of freeway that came crashing down last week. >> it sounded just an explosion. and when i looked up, i could just see it collapsing and then i saw that end come down. >> reporter: steve short watched the whole thing from his front yard. >> it just happened so fast and it was so loud. and they are so lucky that somebody wasn't killed. >> more than a dozen workers were on or near the structure when it collapsed.

two were trapped in the debris. three workers went to the hospital. >> i didn't think anybody would walk away from that. there's so much iron and cement and wood and big beams, you know, fresh cement. has been it could just bury somebody but they rode it down >> cal osha is now investigating flatiron construction, and the caltran subcontractor doing the work. flatiron has had 8 accidents since 2010. flatiron is the same company working on the doyle drive replacement project leading up to the golden gate bridge. this accident is the latest in string of problems on the willits project. as we reported, it's already two years behind with massive cost overruns. environmental issues and the discovery of native american archeological sites. residents are also concerned about recent landslides near the highway. the structure that collapsed was part of a raised viaduct being build over sensitive habitat for

endangered steelhead trout and salmon. the debris fell into a creek. they worked fast to divert water to prevent local damage but that still has residents worried. >> i don't know what is going wrong, but there is been an awful lot going wrong. >> city councilwoman madge strong is worried about the structural integrity of the speier project. >> it doesn't reassure me very much the engineering for the whole viaduct could be in question. >> strong believes the collapse is further evidence the bypass should be scaled down. >> the price tag just goes up and up and up. >> caltrans told us flatiron's insurance will likely cover most of the cost of the collapse. the price tag so far is $275 million for six miles of freeway. >> work on other parts of the project is continuing. it may be as long as six months before cal osha releases the results of its investigation.

happening today, mayor ed lee and other local leaders will come together to clean up the city. it's part of the clean team, now in their 15th year. they will plant trees, sweep up litter and remove graffiti. cleaning and greening initiative gets underway at 9:00 at the united nations plaza. >> land's end sits along the western edge of san francisco. it is very scenic but it also has sites that aren't so scene sceneic. we have an e-mail showing trash all along its trails. yesterday alyssa harrington, abc7 news reporter, went out for a look for herself. >> land's end is one of san francisco's most popular spots to hike or site to see. it sits north on national parkland overlooking san francisco bay and golden gate bridge. but among these spectacular

views and nature trails, one hiker found something else. >> i've seen turntables, i've seen chairs, coolers, suitcases. >> mounds of trash. beer cans and bottles, dirty clothing and what appears to be a homeless encampment. >> your first reaction is disgust and anger. >> alexander robinson, who has lived in the area more than 20 years, wants the site cleaned up and restored to what it used to be. >> open land in san francisco is very limited, and i think it's one of the thing that makes the city so wonderful to be in. and at this point we need to keep those lands as clean as possible and we need to respect them more. >> this mess is the responsibility of the golden gate national recreation area. a spokesman said from time to time they do have issues with homeless camping there. >> when we become aware of those camps, of course, we send maintenance and crews in to clean them up. and we do what we can to discourage people from camping in the park which, of course, is illegal. >> maintenance crews are on site every day and volunteer groups also come out to help. >> it's impossible to cover all of the park all the time.

to make the paths a whole lot safer. >> ride a bike up and down polk street and you might come away with some stories to tell. >> two weeks ago i was hit on my bike. >> i was hit four times by a car in one month. >> i had to have my ear sewn back together. >> my jaw was broken in three places. >> at a public hearing cyclists told those stories to the mta, putting a face on a sobering statistic. >> polk street is one of the 6% of city streets that account for 60% of the collisions. >> it's why engineers have worked up a plan to make polk street safer on bike and foot. >> there's a plan to make it safer on bike and on foot. >> this will be green. >> green lanes, like the one that's already at the end of polk street, would keep bikes separate from cars and they would have their own traffic lights. >> we know we can make improvements with the safety improvements we are proposing. >> but not everyone agrees. >> we are concerned people from outside of the neighborhood will make drastic decisions that will affect the neighborhood negatively. >> a coalition called "save polk street" worried adding bike lanes will take away too much of something else. >> the street parking is very hard to come by in our neighborhood. it's already at a critical

level. >> the current plan would take away 110 parking spaces. that's 30% of the spots on a street where garages already fill up and tickets fall like confetti. >> more tow-away and more fine zones would make it even worse. it makes it almost impossible to live in the neighborhood. >> the hearing became a lively debate and it was packed. >> people need to sit down. we have deputy sheriffs. >> the mta has tried to work out a compromise, foregoing some lanes in favor of share-the-road markers in some spots. if you try to please everyone, you may not please anyone. >> i don't support it because i don't think it goes far enough to broke the most vulnerable users of the road. >> it leaves the mta with a tough task ahead of them. decide in the compromise on the table is good enough for if engineers need to be back to the drawing board. they could vote as soon as next month. in san francisco, jonathan bloom, abc7 news. >> time approaching 6:47.

44 santa rosa. napa 48. good morning petaluma, 45 for you. delta has a north wind. boosting that morning temperature to 53. livermore 51. you were in the 60s. but it is cooler for our friends in concord at 42 degrees. so the wind gusts anywhere from 15 16 miles an hour to 37 miles per hour gusts up by hawkeye. these are upper elevation winds at about 2 1/2 miles. we will look for the winds to stay up throughout the rest of the morning and part of the afternoon. so right here down at the surface it should be comfortable but if you are doing bike ride organize hiking, it will definitely feel the winds out there. 9:00 we are still looking at the delta and some coastal areas upper elevations to be quite breezy. and through the afternoon things settle down a bit. and then we are looking for a total switch with an on shore push tomorrow that will bring us back to some fog around the bay. mt. tam, look at that. looks like glass out there.

so it looks calm now, but the winds are up and we will look for the record warmth. a chance of rain comes our way thursday. looks to be widespread by friday. hopefully everyone getting their heads wet. double barrel high pressure again. the entire state. we had rain in southern california. but now that has ended and we are looking at partly cloudy skies there where the rest of the bay will enjoy warmth today. we have to enjoy it right, when we have it? because we have some rain on the way. this is taking us to friday. and thank goodness it looks like we will look for the rain across the bay into next weekend. so that will be some good news. how much at this point? kind. hard to tell. highs 60 in yosemite, 70 los angeles and sacramento. 67 in monterey. so some of the cooler numbers but not cool. pretty nice. pal amounts 69. 72 santa cruz. 70 in the city. 72 in oakland. accuweather seven-day forecast a slight dip tomorrow. the winds shift around to an unsure component.

home at oracle arena against the suns after lose their second game in a row last night in utah. here's abc7 sports director larry beil with this morning's sports report. >> good morning, everybody. the warriors have not had too many games like this. they shot poorly, they got hammered on the boards, and they were basically behind from the jump in utah. curry really the only player who showed up big time. hayward steps into the passing lane, steals, coast-to-coast jam. hayward led with 26 points. the warriors have missed 20 consecutive threes going back to the bulls game. steph changes that with a jumper from there. he had 32 points. next time down the court, stop and pop. the jazz lead cut to five. this is how it went all night. the blocker on speights. and missing the lay-up but gets it back and then throws it town. -- down. jazz up 15. they get as close as 6 late but with authority.
