it's saturday, january 31st. good morning. thanks for joining us. we're in for a warm day across much of the bay area. let's check in with lisa for a look at live doppler hd. >> we're not tracking any fog. well to the south of us it's the offshore winds that will bring record warmth today. right now we're looking at temperatures in the 60s. half moon bay, san francisco, 51 in fremont. it's chilly in concord at 44. danville 62. it's cool. it's all due to the upper

elevation winds 2.5 miles in the atmosphere we're looking at 35 to 40-mile-an-hour wind gusts. not all of this is reaching to the surface which makes for a warm afternoon. >> in developing news san francisco police have detained a person of interest who may be connected to a case involving a dismembered body found in a suitcase. this is video of that person of interest being led to a police car in san francisco's tenderloin district. we get the latest from the hall of justice. >> reporter: a man wearing a sheet over his head was walked out of the public housing building. a resident tells us he's seen him there several times visiting another resident of the building. they call him the leprechaun because he was short and didn't speak much. another man told us that he recognized the man as a person of interest released by police

yesterday. >> i've seen him on tv. and a few days ago i seen him and they're bringing this person out. >> the man in the picture looks to be dragging a suitcase. right now police tell us he's simply detained. >> a homicide has to figure out whether or not this person is in fact involved in a crime aspect. obviously he's a person of interest in this case. however, he's not been charged yet with that crime. >> reporter: a second man was also detained but police didn't release any details on him. police tell us their person of interest is cooperating. police tell us they got an unanimous tip from someone that led them to the exact apartment in the public housing building in the tenderloin. >> we have new details about the sexual assault case involving a former stanford swimmer. brock turner withdrew from

school after being accused of the crime against a woman who was drunk and unconscious. abc 7 has more now on what court documents are revealing. >> reporter: two grad students tell police they happened upon what they first thought was consensual sex but police took this witness statement from peter johnson. he noticed the female lying on the ground was not moving and something was weird about the situation. carl frederick arndt tells police that something seemed odd. the two held brock turner until police arrived. in his statement turner said he had been drinking and he and the woman were hooking up but they never had sex. police quote him as saying he was having a good time with the victim and stated that she also seemed to enjoy the activity. the woman tells police she was also drinking and has no memory of leaving the party with a man. police say victim did not consent to any sexual activity

or touching. the victim was completely unresponsive and did not wake up until she was at valley medical center. stanford students we talked with have strong opinions about how the university is dealing with the case. >> if this is another case in which the entitlement of having a white male stanford athlete hit an obstacle and that kind of entitlement doesn't create impunity for future offenders. >> i think this is an anomaly because it went public from the very beginning. >> brock turner is scheduled to be in court on monday. katie marzullo abc 7 news. another person breached security at the airport by scaling a fence. just before midnight on thursday, security spotted a man inside the perimeter of the fence. he was injured when trying to climb the fence back out.

an airport spokesperson said the layer at security worked because the trespasser was detained. last april a 15-year-old runaway hopped the fence and stowed away in a wheel well on a flight. a man was killed in a fire. some of his 54 neighbors who survived the fire got help from the salvation army last night staying at the mission community center where they get food, clothing and place to sleep for a week. one woman is worried about what's next and another man doesn't know if he can sleep because his dad is in the hospital. >> he tried to go to school yesterday but -- >> our main concern is our dad. he was one of the last persons to get out of the building. he has third-degree burns to his

face and arms. >> the red cross and other agencies will meet with the families about future housing options later today. the cause of the fire remains under investigation. the measles outbreak is spreading with more confirmed cases here in the bay area. yesterday san mateo county confirmed its third case and two marin county siblings have come down with the virus, the first cases there since 2001. alameda county has six cases and there are two in santa clara county. school districts are taking drastic steps to prevent the spread of measles. in berkeley if measles would break out at any school, the health department would direct all unvaccinated children to stay home for at least 21 days. there are now 92 cases statewide most linked to a december outbreak at disneyland. disney is the parent company of abc 7 news. two patients with ebola symptoms at hospitals in sacramento have tested negative for the disease.

the first patient remains hospitalized at uc davis medical center in good condition. the patient had symptoms of a viral illness and had a history of traveling to a country where ebola has been prevalent. the second patient was admitted thursday night to a hospital also in sacramento. that patient is in good condition as well and has been sent home. coast guard records show a bay bridge beacon that helped guide ships during bad weather is not working increasing the risk of an oil spill. our media partner reports caltrans tried to replace a beacon in december but three replacements have failed to work. that means hundreds of boats have passed under the bridge without a working beacon. caltrans doesn't know why the beacons don't work. one has been sent back to the manufacturer for warranty repairs. a broken beacon is blamed for a 2013 crash. dog owners are warned to be careful this morning after one dog and maybe more died from swimming in a toxic lake.

the conditions may have been brought on by the drought. abc 7 alan wong has the story. >> reporter: it's believed the algae caused the death of this dog. >> the sweetest chocolate lab. josie. a wonderful, dear gentle soul. >> in the 80-year history of the park, it's the first year of toxic algae bloom. >> reporter: people and pets are warned not to come in contact with the water. it's believed the drought created ripe conditions for this algae bloom. >> i've been living in castro valley since '99. this is the lowest level i've seen it. >> reporter: the low lake level and warm winter temperatures likely created the water conditions. the symptoms in dogs that consumed this toxic algae are vomiting diarrhea and seizures

that lead to death. human deaths are not common but it can make people very sick. >> we do ask if you are fishing to make sure you clean your fish thoroughly and throw away the fish guts. >> reporter: pets were never allowed in the lake because it's a backup water supply but now pet owners have good reason to keep them out. 8:09 is our time. the weekend has arrived and with it warm temperatures. >> already we're looking at mid 60s on the coast. it's 61 right now in san francisco. 60 at the airport. going for a high today of 70. today will be the warmest day of the weekend and then the seven-day outlook includes some rain. we'll talk about it and line up the numbers for the record warmth, offshore flow all happening today coming up. >> lisa thank you. also ahead a northern california fire captain is facing child porn charges. the disturbing amount of files federal agents say they discovered. >> 911 operator.

welcome back everyone. a live look outside at the golden gate bridge. traffic moving through on this saturday morning. the sun is out and it's not going anywhere. lisa will break down the forecast in just a little bit. 8:13 is our time. a northern california fire captain is in jail accused of having thousands of files of child porn. he worked for south lake tahoe fire. federal agents found more than 5,000 pornographic images and videos on one of his flash drives at work. investigators say he admitted to secretly recording some of the videos. he was also involved with fundraisers for children fighting cancer. he has been placed on paid leave. a marin county doctor is scheduled to appear in court next week after being arraigned yesterday for a road rage shooting. it involves a case that was dismissed by another judge earlier this month. dr. james simon faces charges of assault with a deadly weapon and

negligent discharge of a firearm. last july simon shot a retired mortgage broker who followed the doctor into his garage after dr. simon cutoff that man while driving on a nearby street. a judge threw out the case saying simon shot in self-defense but the district attorney had the grand jury take another look at the evidence. >> there was not a reason judgment used when that gun was fired. i do believe that has to be addressed. >> the grand jury indicted dr. simon a few days ago. a jury will now decide if the shooting was self-defense. >> i'm confident that i can look a jury of 12 citizens in the eye and ask them to return a not guilty verdict and they will. >> dr. simon is out on bail and will return to court on wednesday to enter a plea. former rap mogul marion suge knight was arrested for running over his friend with his truck.

he was arrested two hours after being questioned by detectives. knight is accused of ramming two men with his red pickup after an argument at an l.a. fast food restaurant on thursday. one man was killed. witnesses told police knight ran the man over twice. his lawyer says knight was being attacked and trying to escape. >> when you're being grabbed and beaten and you're at the steering wheel, it's not so easy driving a vehicle that you're trying to escape. i believe that the true individuals who are responsible here are the people who initiated the fight. >> police say the man killed was knight's friend, 55-year-old terry carter. night knight's attorney said he had no idea he ran over anyone. happening today the super bowl committee will conduct its official handdown for super bowl l. here's a live look from glendale arizona.

today chairmens will be in glendale for the official handoff ceremony which gets under way this afternoon. super bowl l will be held at levi stadium in santa clara. the super bowl is known as much for its commercials as much as the game. one will stand out. it's a game about domestic violence. we visited a south bay shelter which posted that ad on its website. >> reporter: ruby's place in hayward expects the crisis hotline will be constantly ringing on sunday following the super bowl ad created by a group called nomore.org. >> half pepperoni half mushroom. >> a woman calls 911 appearing to order a pizza and. >> reporter: the nfl has been

tarnished by its domestic abuse cases. the league is donating a 30-second spot which "the wall street journal" says is worth $4.5 million. ruby's place in hayward which has helped domestic abuse survivors for four decades has the ad on its website. >> it being so clever in showing a victim that there's more than one way to seek help will give people courage. courage and hopefully hope that a phone call can make a difference. >> reporter: on sunday the 70 plus tvs at ricky's sports bar in san leandro will be tuned to the super bowl. >> i think it gets the point across. i don't know if i can have any arguments with it. it makes you definitely think about those situations.

>> a customer says he's not sure how the commercial will be received by fans on super bowl sunday. he believes it's appropriate given what's gone on with the nfl. >> at their biggest moment having someone address that head-on is probably an admirable goal. >> those who work the hotlines say alcohol fueled super bowl is always a dangerous day. perhaps the ad will help empower survivors. carolyn tyler abc 7 news. two pilots andin a helium filled balloon have landed safely after a journey across the pacific ocean. the two touched down this morning off about abaja, california. the trip shattered two long standing records for ballooning. the pair managed to stay in the air for more than 138 hours beating the record set in 1978.

great to see the weather held up for their trip. >> wow. today we saw the offshore winds so above where we live about 2.5 miles above we're looking at gusty winds and that has allowed for a mild start for some. here's a look at live doppler 7 hd. you can see the radar sweep to the north. we'll be looking at this activity in terms of rain coming our way thursday and friday. it hasn't rained since christmas eve. we're talking 38 days now and counting. it isn't a spare the air day but offshore flow with near record warmth and camera shaking, you can see things are changing in the atmosphere. we're looking at temperatures now 62 downtown. 57 in oakland. it's 50 in san carlos and san jose. look at half moon bay. offshore winds allowing for other temperatures to be warmer

than usual certainly by the delta with north wind at 22 and most of these winds above but at the delta we're looking at gusty surface winds. that will be the case throughout the day today. livermore is running much warmer than concord this morning. it's 47 in santa rosa. here's a look at the upper elevation winds from 18-mile-an-hour wind gusts out of the north to up to 37 miles an hour wind gusts in oakland hills. so bike riders climbers hikers, you will notice the winds if you are going higher in the atmosphere. the assent of 2,000 feet you'll feel the winds and throughout the day it will be breezy around fairfield. offshore winds is dry. relative humidity just 22% this morning in san francisco. we'll look for another sunny day today. no fog. the locally windy conditions aiding in our warmup and perhaps a few records and it looks like rain heading our way on

thursday. it will be widespread into friday. the system pulling out of southern california is allowing for the winds here in the bay area. as the rain moves out we've got a strong high and the difference between the pressure gradient of the two is creating the winds. springlike warmth throughout your morning, throughout your afternoon and a look ahead for oakland shows that temperatures today in the low 70s will be warmer than tomorrow and it looks like we dip on tuesday before we warm ahead of the system that comes our way that should bring rain and more february-like weather by next week. 69 in san jose. peninsula numbers upper 60s san mateo. 69 in mountain view. san francisco, 70 today. ten degrees warmer on the coast. 73 petaluma. 76 cloverdale. san leandro, 70. fremont, upper 60s with breezy winds by the delta.

eaten. a new record. the contest wasn't without drama. nick foley competed but was disqualified for hiding wings in a fanny pack. after winning, he told the crowd "i have the sweats but i feel a lot better because i know i don't have to eat anymore chicken wings." a central valley bakery is feeling a bit deflated over who's in the super bowl but they're having fun. old time pastries began selling deflated football cookies and cakes this week in light of the patriots deflategate scandal. the bakery's owner says customers are getting a kick out of the lighter cooker. >> everyone laughs when they see the sign that we have out front. okay. i'll take a couple of those. >> the bakery is also making seahawks cookies and other football themed goodies. the owner says while they are selling a lot now it's nothing compared to when they made san francisco 49ers treats. coming up next, officials on the north coast are raising new concerns about the environmental

record setting day in terms of temperatures. let's send it over to meteorologist for a look at the temperatures. >> san francisco in the low 60s. the golden gate bridge it's just beautiful out there. 64 on the coast right now. 51 morganhill. it's due to the offshore winds warming up some neighborhoods. not everywhere though. we have 40s in the north bay and right here it looks gorgeous. we are looking at upper 60s on the peninsula but the coast, how about 70 today half moon bay. 72 in oakland. more mild temperatures around the bay. today will be the warmest day of the weekend. we'll talk about the cooldown tomorrow and a return to more february-like weather coming up. >> lisa thank you. president obama is casting his 2016 budget as an investment in middle class economics. in his weekly address, the president underlined the theme introduced in his state of the union address earlier this month. he argues the policies he's

questioning whether it's safe. >> reporter: crews are working quickly to remove what's left of a 150-foot section of freeway that came crashing down last week. >> just an explosion. when i looked up i could just see it collapse and then i saw that end come down. >> steve short watched the whole thing from his front yard. >> it just happened so fast. it was so loud. and they are so lucky that somebody wasn't killed. >> reporter: more than a dozen workers were on or near the structure when it collapsed. two were trapped in the debris. three workers went to the hospital. >> i didn't think anybody would walk away from that. there's so much iron and cement and wood and fresh cement that just buries somebody in it. they rode it down. >> cal osha is looking at flat iron construction, the subcontractor doing the work. federal safety records shows flat iron has had eight

accidents since 2010. flat iron is the same company working on the doyle drive replacement project leading up to the golden gate bridge. this accident is the latest in a string of problems on the project as we reported it's already two years behind with massive cost overruns environmental issues and discover of native american sites. the structure that collapsed was part of a raised viaduct being built. debris fell directly into a protected creek. state wildlife officials worked fast with a contractor to divert water to prevent further damage but it has locals worried. >> i don't know what's going wrong but there's been an awful lot going wrong. >> a city councilwoman is worried about the structural integrity of the entire project. >> it doesn't reassure me very much that the engineering for

the whole viaduct would be in question. >> she believes the collapse is further evidence the bypass should be scaled down. >> the price tag goes up and up. >> caltrans told us that flat iron's insurance will cover the cost of the collapse. the price tag for the project is $275 million for six miles of freeway. >> that was dan ashley reporting. work on other parts of the project is continuing. it may be as long as six months before cal osha releases the results of its investigation. happening today san francisco mayor ed lee and other local leaders will come together to clean up the city. it's all part of the public works community clean team now in its 15th year. city officials and volunteers will spread out across the tenderloin and south market neighborhoods to remove graffiti and pick up trash. the initiative gets under way at 9:00 at the united nations plaza. lands end has incredible views of the golden gate and pacific. it's part of the golden gate

national recreation area and sits along the western edge of san francisco. it also has sites that aren't so scenic. nbc 7 news bureau sent us an e-mail showing us trash all along its trails. yesterday abc 7 news went out for a look. >> reporter: lands end is one of san francisco's most popular spots to hike or just sightsee. it sits north of the cliff house on national parkland overlooking the san francisco bay and golden gate bridge. among these spectacular views and nature trails one hiker found something else. >> i've seen turntables. chairs. coolers. suitcases. >> reporter: mound of trash, beer cans and liquor bottles. >> first reaction is disgust and anger. >> reporter: alexander wants the site cleaned up. >> open land in san francisco is limited. it's one of the things that makes the city so wonderful to

be in. at this point we need to keep those lands as clean as possible. we need to respect them more. >> reporter: this mess is the responsibility of the golden gate national recreation area. spokesman howard levette says from time to time they do have issues with homeless camping there. >> when we become aware of those camps, of course we send maintenance crews in to clean them up and do what we can to discourage people from camping in the park which is illegal. >> reporter: maintenance crews are on site every day and volunteer groups come out to help. >> it's impossible to cover every inch of the park all the time. >> reporter: a grassroots cleanup effort was suggested but homeless camps require special treatment and equipment. he says it's a priority to protect all their parks and if you see something like this, the best thing to do is call them and report it. happening today, there will be an open house and barbecue to celebrate the reopening of a

here's a live look outside from our sfo camera. no major delays at the airport this morning. you can see some planes at the gate. some moving along right now getting ready to takeoff to their destinations. when can we expect some rain? lisa returns with that answer in just a little bit. pretty soon it will cost you more to enter yosemite national park. the park service announced higher fees. the fee goes from $20 to $25 in march and starting next year in 2016, it will go up to $30 during the summer months. they've also agreed to phase in higher fees for motorcycles that will go up to $20 next year.

bloom explains the city wants to make that process safer. >> reporter: ride a bike up and down polk street and you might come away with stories to tell. >> two weeks ago i was hit on my bike. i was hit four times by a car in one month. >> i had to have my ear sewn back together. my jaw was broken in three places. >> reporter: cyclists told those stories to mta putting a face on a sobering stat inging statistic. engineers have worked up a plan to make polk street safer. green lanes like the one that's already at the end of polk street would keep bikes separate from cars. they would even have their own traffic lights. >> we know we can make a difference with the safety improvements we're proposing. >> we're concerned that people from outside of the neighborhood are going to make drastic changes that affect the neighborhood negatively. >> a coalition called save polk street worries adding bike lanes will take away too much of something else. >> street parking is hard to

come by in our neighborhood. it's already at a critical level. >> reporter: the current plan would take away 110 parking spaces. that's 30% of the spots on a street where garages already fill up and tickets fall like confetti. >> more tow away and more fine zones would make it even worse. it makes it almost impossible to live in the neighborhood. >> reporter: the hearing became a lively debate and it was packed. >> people need to sit down. >> reporter: mta tried to work out a compromise allowing parking in some bike lanes. if you try to please everyone, you might please no one at all. >> i don't support this plan. i don't think it goes far enough to protect the most vulnerable users of the road. >> it leaves the mta board with a tough task ahead of them. decide if the compromise on the table is good enough or if engineers need to go back to the drawing board. they could vote next month. jonathan bloom nbc 7 news. beautiful conditions across the bay area this morning.

san diego for the puppy bowl. if you are looking for a game with some bite, you found it here. it was the third year the resort hosted the puppy bowl. the dogs successfully picked the seahawks to win super bowl last year. as for this year it was a repeat with pup predicting a final score of 27-17 seahawks. with it being super bowl weekend, a lot of people will head out tomorrow taking it all in and going to bars and watching the game. >> right. today will be the warmer day of the weekend. maybe that works out well. take a look at this. what an interesting look back on our rainy december. so we started out with just a plethora of rain and last day of rain was christmas eve and then the dry spell came and of course it lasted all month long. 38 consecutive days of dry weather. we'll break that by the end of next week. temperatures today with record warmth 72. 70 in the city. 70 at the coast.
