the shoulder of southbound 101 at 2:00 this morning and slammed into two trees before going up in flames. >> at in this time we have no witnesses i'm aware of that left this vehicle or any other vehicle, that they were cut off. >> alcohol has not been ruled out as a factor in the crash. the far right lane of southbound 101 at northbound 680 remained closed until 7:30 this morning. cell phone video captured this fire moments after it broke out at a construction site in san francisco. viewer arrived on scene before firefighters did. this was before 2:00 this afternoon. the fire burn at least two port-a-potties on the entrance to the bay bridge. developing news in japan. where leaderrers have ordered height 'ed security precautions after isis released a video allegedly showing the killing of a second japanese hostage.

kenji goto was a free lance reporter whose work focused on war victims. his murder has shocked japan, which until now had not become directly embroiled in the fight against the militants. goto traveled to syria in october to win the release of a hostage. his mother spoke about her son earlier today. >> translator: i have nothing now but tears sweeping to my eyes. i keenly wish we will carry on kenji's -- to save he lives of childrens from the war on poverty. >> threats prompted order for tighter security at airports and japanese embassy and schools overseas. years of manning and construction led to today's big move for more than 100 patients and their families at ucf medical center. it involved transferring patients from a campus across town to brand new hospital in mission bay. other patients came from mt. zion medical center. the new hospital will anchor the mission bay neighborhood.
