ideo captured moments of a fire broke out in san francisco. it appears the fire started in or around the port-a-potty. the man who shot the video happened to be walking along the street when he says the fire broke out. >> called 9-1-1. i was worried about people in the building or someone in a port-a-potty -- there's multiple port-a-potties there so went from one to four, and then the side of the building caught fire. >> nobody was hurt. san francisco police and fire department arson investigators looking to see if someone set the fire on purpose. today, hundreds of people marchedly to an east bay park in remembrance of a man who was killed last fall. david rensell was shot to death while hiking. cornell bernard is live in oakland with the story. >> it's been more than to two months since he was killed at the park he loved to hike every

day. today friends, familiar supply neighbors came to remember the man and make a plea for help in finding his killer. >> he is smiling down on us right now knowing his grandson was just baptized this morning. >> he says his dad david loved being to new grandfather. he also loved to hike the huckleberry preserve in the oakland hills. >> we're excited to go see what he saw, in his last moments. >> hundreds of people walked this narrow trail today, the same path taken by david rens lell last november. friends and family pausing to leave flowers and notes at the spot where david was robbed and shot at close range by two men. >> we're their stand together and to see what he saw some in doing so, hopefully some good can come from what occurred. >> david work for the bell and melinda gates foundation and taught english and journalism for years in danville. >> we brought this for the

>> reporter: a 25,000 decide reward is being offered for information in the case. in oakland, abc7 news. >> starting tomorrow there will be new rules for people would want to rent out their homes to tourists. the new law targets air b & b and other vacation rentals in san francisco -- rental services. sergio quinn tan nice live to tell us whats the new rules mean. >> reporter: for this people who are san francisco residents and also air b & b hosts they have to physically come to city hall tomorrow to get all their paperwork in order so they can continue being air b&b hosts there are a few basic requirements. first, it's for city residents only you have to live in your san francisco home at least 275 days out of the year. only a primary residence can be listed. that's so that people who own multiple properties will not keep those properties off of the needed housing rental market so

they can cash in on the lucrative short-term mental mark. a host has to get a $60 permit. if you're a renter you must get permission from your landlord and the city's 14% hotel tax must be collected, though that's already been collected by platforms like air b & b. some companies in the city help host manage their property. one company has been working with their clients to get compliance with the new law when it takes effect tomorrow. >> pay a small fee and sign something saying you will be in compliance with local laws and then we can't do that on their behalf. >> reporter: now, pillow is a company that helps renters who may not be available to be a host on sight, but still want to rent out their property while they're away on assignment or on vacation. they say the new law helps clear up the rules for property owners and hosts but not all startups in the so-called sharing economy are very happy.this new law.

there is an austin texas, based company called home away that filed a lawsuit against the city saying the law favors the air b & b model. the lawsuit was tossed out by a federal judge last month. reporting live, sergio quintana abc7 news. >> thank you. ed a midnight, all work will stop at an oil refinery in martinez. union workers at the tesoro refinery will take part in a nationwide work stoppage involving a total of nine refine riz. contract talks are underway. major sticking points include heavy overtime, unsafe staffing and dangerous working conditions. starting tomorrow, teachers at a bay area elementary school will not work past school hours. it's called working to rule. the unionized teaching staff at cleveland elementary school? oakland will not stay after school to grade papers or prepare lessons. they're joining other oakland teachers who plan to too this until a new contract is in place guaranteeing smaller class sizes and better pay. the teachers will match on to

campus together before school and leave together tend of the school day. >> we're coming off the driest january on record in san francisco. the city did not see even a single day of rain. there's a live look right now from our hd roof cam. skies are hazy tonight but no signs of precipitation. that though could change next weekend. abc7 news meteorologist drew tuma has more on live doppler 7hd. >> to understand the changes that are headed our way over the next seven drays days we're going to take you to thousands feet in the atmosphere. that's where storms live and die. that jet stream is a highway in the sky that dictates where storms travel. the next couple of days into next week, that jet stream is going to get pushed south thanks to a couple of strong storms that will develop in the gulf of alaska. that will allow that pattern to make storms move right over the bay area. the first one coming on friday, and another one right on the heels of a second one coming on sunday.

tomorrow the president will unveil a 34 trillion busy are budget that would include a highway plan that could see opposition. president obama will propose a $478 billion program to repair and upgrade u.s. roads, highway systems and bridges to pay for half of the program the president will ask for a new one-time 14% corporate tax on foreign profits already earned. the other half would be paid for using current gas taxes. analysts believe the proposal is the president's owning offer to lawmakers in the hopes they will overhaul the corporate tax code. the white house estimates the nation has lost $2 trillion because of foreign profits not being taxed. >> larkspur ferry riders will

sea lions in california. the "los angeles times" reports alarming numbers of sick abandoned pups on beaches. one rehabilitation center has had 67 sick sea lions show up in january. two or three sick animals come in a normal mock. this is the the third straight year for record numbers. experts are trying to figure out if illness or. in the north bay conservationists played tribute to an ancient tree that is dying by planting a new one. this acorn fell off a 400-year-old tree at jack london state park. dozens gathered to celebrate the tree and take partner the planting. >> is in day for it. sounds like the weather will change for the better. we need rain. >> coming off the historic month that was january not a single drop fell and now changes are headed for the second half of the new work and school week. live doppler 7hd right now quiet picture across the bay

area but the eastern half of the country is now dealing with a messy mix of rain and snow. you notice over the past couple of hourses heavy snowshower in the great lakes, rain in the warmer part of the storm. this is moving east so areas like new york city, boston, looking at heavy snow but abc7 viewers loyal. look at this photo sent by laurel. his first snowstorm. take a look at that. from naperville-illinois, just outside chicago. just a great scene right there you see more than a foot of snow fell in parts of illinois. take a live look outside right now. east bay hills camera showing you it's quiet as could be right now across the region. high clouds out there, a light breeze, and temperatures are still above normal in terms of february standards. take a look at the 24-hour change. we're cooler today than yesterday by some seven degrees in concord, five in sfo, and four cooler in oakland than this time yesterday. right now temperature-wise, upper 50s to lower 60s.

60 in oakland, hayward, san francisco, 57, fairfield, san jose 62. satellite and radar shows you a cold front just off to the west. it's responsible for all the high clouds we had today. there's an onshore flow happening right now that is bringing in the moisture off the pacific and that's why we were cooler today. yesterday, didn't have that onshore flow. that wind will relax through the first half of monday. that will help to clear out cloud cover by monday afternoon. the north bay may see some high clouds but the south bay will see lots of sunshine on the way and temperatures in the upper 60s to lower 70s. then the second half of the week where changes come. long-range forecast shows encouraging news. not one but two storms on the horizon. a first one will arrive friday afternoon into the evening as the cold front moves over the region. heavy rainfall looking to move through the bay area, and then on the heels of the first storm, another storm arrives. this one comes saturday night into sunday, and once again there could be heavy rainfall.

the early estimates call for widespread rain in many locations. good to see in the next seven days with the rainfall. overnight lows 48, san rafael, 45 richmond. 47, san francisco, 42, oakland. 43, san jose. highs for your monday we'll see a mixture of sunshine and clouds in the north bay still rather mild. 70 in santa rosa 70, napa. south bay more sunshine. san francisco, up to 67 degrees elm here's the accuweather forecast. tomorrow is to mainly sunny day, sun and clouds mixture on tuesday. little change in the weather forecast by wednesday. it's thursday we'll see the clouds on the increase and then our first front arrives on friday afternoon to the evening. lasting into early saturday morning and then a second one will arrive saturday night, into sunday morning. so it's good to see the pattern change. we'll fine tune the details in the coming days.
