abc 7 news starts right now with live breaking news. sky 7 hd is live over the scene of that breaking news right now. just one of two police shootings that happened in the bay area this afternoon. this one in oakland where police shot and killed a woman. good afternoon, thanks for joining us. i'm ama daetz. that happened this afternoon around emeryville. a police officer killed a woman that they say had a gun. sky 7 hd live over the scene right now. police were responding to a call at a spefttheft of a business there. allen long joins us with more. >> reporter: we are in oakland at the border of emeryville. behind me is the body of the

suspect where you see the detectives working behind that truck. this all started at one of the stores shopping centers around 12:30. employees at a store called police about a shoplifter. they said she was armed with a gun. they chased her under the highway 24 overpass and into the city of oakland where three police officers confronted the woman on the street in the 3400 block of hollis. several reporters asked police if the woman pointed her gun at them and here's what they had to say. >> our sfefrs located the suspect in the 3400 block of hollis street. they were advised that the suspect was armed with a gun. the officers discharged their weapons, striking the suspect. >> reporter: so there was no definitive answer on whether or not the woman pointed the gun at the police or how many shots

were fired or if she fired any shots. however, there is a gun lying next to the woman's body. back live from sky 7 hd investigators from the emeryville and oakland police departments are on the scene along with neighborhood residents who have been expressing their concerns. we'll hear more from them when we come back on abc 7 news at 5:00. i'm allen wong reporting live in oakland. abc 7 news. >> allen thank you. more breaking news in the east bay. sky 7 hd shows us where antioch police shot and killed a person. they have confirmed the deadly encounter took place around 2:30 p.m. investigators from the contra costa county sheriff's department are also looking into the shooting. this map shows you exactly where this afternoon's shooting took place. it's along claudia court that is just north of highway 4 in antioch. firefighters in san jose are trying to figure out what sparked a fire at an assisted

living facility. the flames broke out just before 4:00 this morning. firefighters arrived to find an suv on fire and flames threatening the home. the flames did reach the garage but firefighters put the fire out before it spread to the living area. the facility is home to two clients and two staff members of a supportive living house for the intellectually disabled. a new report finds the city of oakland faces a $30 million budget shortfall. this comes as city leaders prepare a new operating budget expected to top $500 million. our media partners at the oakland tribune report the shortfall threatens to derail efforts to increase police staffing. it also complicates negotiations with five city unions whose contracts are set to expire in june. the same month it has to be finalized. the new economic boom has not turned around the city's finances. federal funding for the

b.a.r.t. extension to san jose. the new budget plan includes $16 a million for the project. according to the l.a. times, the budget earmarks more than $1 billion for transportation and construction projects throughout california. $800 million will be spent on state transit projects, including the bay area, los angeles and san diego. post recession job growth has created what's described as a red hot economy. primarily because of high tech jobs, but it's also left silicon valley with a black eye. >> the issue is a growing pay gap between women and men. abc 7 news reporter, david louie is live with the surprising numbers. >> ama and larry this is not something to brag about. men making up to 60% more than women. this is not the first time the issue has popped up in the valley. we have seen so much emphasis on channeling more young women in science, technology engineering and math, commonly abbreviated s

stem. in silicon volley the gender pay gap is widening. men with a bachelor's degree have $90,000. while women earn $56,000. with a graduate degree $125,000 for men and $83,000 for women. that's a bigger gap than in san francisco or anywhere else in the country according to research for the 2015 silicon valley index. will that gap send the wrong message as more young women are encouraged to get stem degrees. >> they'll see the jobs are happening in social media in internet, in biotechnology, nanotechnology, physics. i mean that's where the high skill, high wage jobs are. >> in the past year, silicon valley created 58,000 new jobs, mostly in technology. with today's high school students still five or more years away from entering the

workforce, there's time to close the pay gap and analysts at glass door which collects data about companies, their jobs and pay, says both men and women are talking about the gap and hoping their employers will do something about it. we spoke with scott via skype. >> it's not women who are particularly upset about this. however, it's -- we're starting to talk about this and recognizing that it is a problem. >> if if more women get into those traditionally male-dominated careers i think it will change the income gap in silicon valley. >> david louie, abc 7 news. it's go time for the super bowl l host committee. they're back from phoenix where they got a look at organizing the mega event. they will use what they learn to fine tune game plans and bring the spectacle to life. it was fantastic to see from a fan experience, where the fans

congregated. what activities were popular. how do people flow through the village. that was great for us to see. >> the host committee is also launching a new venture kuld play maker grants. the 50 fund will donate $10,000 every week for 50 weeks to bay area nonprofits. san francisco police are looking for four women who walked into a shoe store in union square and ran off with thousands of dollars worth of merchandise. >> it happened this morning at the dsw store on powell street. the four women entered the stort and grabbed seven pairs of pricey athletic shoes. >> the giuseppe high tops sell for $600 each. it may be a group called the rainbow girls who committed similar thefts in san francisco stores. there's a $2500 reward for information leading to the arrest of whoever sfra painted swastikas on a jewish fraternity house. they're investigating the weekend vandalism as a hate crime.

officials say someone spray painted two large swastikas on the house early saturday morning. police haven't yet identified any suspects. the recreation area will remain closed until further notice, maybe the rest of this year. water levels at the reservoir, located in the santa cruz mountains west of highway sp in felton are too low to safely allow boating or fishing. the recreation area will be open for ranger-led tours. the water department may reopen the lake. the reservoir is currently at 74% capacity. the potential for wet weather this weekend is causing at least one cancellation, the san francisco is rescheduling a friday fundraiser, an outdoor be mine cocktail party. the spca will waive adoption fees february 6th to the 8th. they need a home. >> yes they do.

that the susan trust should be funded with the tiburon residence as well as its contents. a napa home was left to his children. but part of the comedian's trust also reads memorabilia, jewelry and photos from before his marriage to susan should go to his kids upon his death. this is where things get messy. the kids took this to mean all of those items even the ones inside the tiburon house. but his widow says his trust intends to distribute belongings from the napa home only. what's at stake is everything from williams' toys, bikes, even his academy award for best supporting actor in goodwill hunting. his kids filed an objection in january. it reads, the williams children are heartbroken that petitioner mr. williams wife of less than three years, has acted against his wishes by challenging the plans he so carefully made for his estate. several pages detailing the items and their value have been redacted. but the kids argue, they're being blocked from going through

nearly 80% of the -- found the store brand supplements did not contain what is listed on the label. >> in a good number of cases there was no organic material in the product. in some cases there was sand. >> new york's attorney general, eric schneiderman is sending these cease and desist letters to the four retailers demanding the supplements are pulled from their chefs and provide additional information about the products tested. >> is that dangerous? >> it is dangerous if there's something you didn't expect and you're allergic to. >> the new york attorney general's report says the store brands of gingko biloba and st. john's worth did not test positive. walmart, walgreens ginseng and echinacea failed the ingredient test. this morning gnc stands by its products and that the kinds of tests used may not be appropriate for these herbal products. walmart is reaching out to the suppliers and will take appropriate action. target is telling us it's

a slowing down the arrival of the next storm. there it is. there's another one to follow. in fact, there are several more to follow. very active storm track moving in our direction. high moisture content in this stream of moisture heading our way right now. you can see its arrival by the end of the week. first, directly or just to the north of the bay area then by saturday we'll see that trail of moisture aiming more towards southern california. but in between it's arrival here thursday friday, and its shift southward, we'll see more. starting 5:00 thursday morning, we'll see rain arriving first in the north bay on thursday and continuing to stall basically over the north bay until midnight thursday night into friday morning. then friday morning same pattern. rain it stalling over the north bay. it will be quite wet up there. later in the day by midday, rain will be beginning to shift southward and eastward in the early afternoon friday it will pull back up to the north bay again. so by friday afternoon at 1:00

we're looking at the potential for maybe 6 to 8 inches of rain in the mountains of the north bay up in the high mountains of northern sonoma county. golden gate, .1 to .25 inches. and mostly dry in the south bay and east bay. certainly the inner east bay by 9:00. those areas will get rain as we continue our animation. rainfall over the weekend that will extend to all parts of the bay area. still, additional rain into sunday looks like mainly 2.5 to 5 inches more rain in the north bay. only half an inch to inch in the south bay. this is still mainly a north bay event. overnight, partly cloudy skies. low temperatures mainly in the upper 40s tomorrow. a mild day. highs generally in the mid to upper 60s and the accuweather seven-day forecast shows the rain period from thursday through sunday. once again, the highest concentration of rainfall, the greater rainfall totals will be in the north bay. all right. larry and ama? >> spencer thank you. reminder, you can stay ahead of

outbreak. the cdc is now saying 102 people are infected across 14 states. the american academy of pediatrics is urging families to vaccinate their children against the disease. abc news reporter karen travers has the latest from washington, d.c. >> as the measles outbreak grows, so does the debate over vaccines. in oregon some parents say they're going to start asking other parents if their kids have had their shots. if not, no more play groups. >> that's their choice in being mad because i did not get all of my kids shots. if my kid got sick guess what? he would be home. >> the cdc says there have been more than 100 measles cases in 14 states this year. now the american academy of pediatrics is urging parents to vaccinate their children. if only for the sake of babies too young to get the shots. that's what the daycare center at this santa monica high school is dealing with. the doors closed monday after a 1-year-old tested positive for

whoa. that powerful sudden explosion happened yesterday in brooklyn. emergency personnel were already on the scene investigating a smoking manhole when a different manhole cover blew off a block away. actually hit an elderly man when it came down but he's expected to be okay. the explosion shattered windows up and down that street. officials say the fire probably started when melting snow combined with street salt and got into the electrical system. help is on the way for a michigan man who has been walking 21 miles each way to work for ten years.

a go fund me page raised more than $230,000 for james robertson. 19-year-old evan leady started the effort after reading about this ritual in a detroit paper. >> it's amazing to see all these 1500 donors come together to raise money for this guy. it's turned into something that's more than just a car. it could really change his life. >> i do feel a great deal of gratitude. somebody shows you love you know you accept it. this has been a labor of love. >> that's detroit. look at the weather conditions. robertson's car broke down in 200 5. the 56-year-old has been commuting to detroit to his manufacturing job in rochester hills. that's 21 miles. because buses don't cover the full distance he walks about 8 miles and 15 miles home five days a week. he won't be doing that much longer. incredible. >> what a story there. >> let's move on to the weather. the next few days spencer

believe it or not selfies may have played a role in a plane crash. a go pro video camera was found near the wreckage. the camera had footage of the pilot and his passengers taking selfies with their cell phones on previous flights. the national transportation report says cell phone use during that flight may have distracted the pilot causing him to lose control. two people died when the single engine plane went down near

when it first came out. we reported on it. the way people bank is changing rapidly. fewer go to branches and millions embrace internet banking. walmart is getting into the business. teaming up with go bank to offer online banking. walmart also offers credit cards and pre-paid cards. consumer reports wanted to check out whether walmart banking is smart banking. >> should this be where you do banking? >> walmart offers a go bank checking account costing $2.95 to open with a minimum $20 deposit. you can then pay bills make purchases and get cash with the card. there are no fees if you direct deposit at least $500 a month. but consumer reports money editor margo gill man says there are limitations. >> you won't be able to open a savings account or take out a loan and checks aren't included. the only physical thing you get when you open an account is a debit card.

>> unlike regular banks, there are no branches or bank officers to consult. you use your computer or mobile device for making deposits and paying bills. direct deposit is encouraged and is free. >> you can make deposit with the walmart cashier. if you're paid by paper check, you'll need the mobile app. >> you snap the picture of both sides of the check and click to deposit. keep the paper check until the deposit shows up in your account. >> there is a large national network of free atms. but they are used mostly for getting cash and don't accept deposits. in spite of limitations we think walmart checking is worth considering. it's relatively easy to open and costs little or nothing for basic services. >> however, consumer reports doesn't recommend walmart's master card while there's no annual fee, it has steep variable interest rates of almost 23%. but if you're in the market for a prepaid card consumer reports

oakland. good evening, thank you for joining us. i'm ama daetz in for cheryl jennings. >> i'm dan ashley. the police say the woman had a gun. they were responding to a call about a theft at a business and chased her across the city border into oakland when the confrontation ended up in a shooting and she was shot and killed by police. abc news reporter jonathan bloom is live with the story tonight. jonathan? >> we're learning more as we talk to witnesses that happened at 12:35 p.m. that happened across the city line in emeryville. if you look behind me, you can see the police cars that have gathered here. officers from two departments involved in this investigation. it is going to be a big one. if we look at video from sky 7 hd, you can see dozens of officers from oakland and emeryville surrounding the spot where the woman was shot and killed. witnesses say she was at a home depot store where she brandished a gun possibly after stealing somethingment police say she was shot in the head after a lengthy chase. police tell us the fatal bullet

came from an emeryville officer. there's cell phone video that was taken moments after the shooting happened. you can see the chaos. this is one of the videos that will become part of the investigation along with surveillance tape from the home depot and other stores. there was lots of cameras pointed at the area where the chase began. you can see the scene a few minutes later in this video from the ground swarming with police officers. we spoke with a witness who was there when it happened. he told reporters it's quite possible the police saved his life. he was parked at the self-storage facility with his friend when that woman came running up to them. >> they approached his car or she approached his car first. came right up on the car. pointed the gun at him that's what he told me. and then he shut his window, started to move. she ran over to my car. that's when everything exploded. >> we cannot share with you at this time if the suspect fired any shots. we additionally
