a lifeboat. 31 people died when the transasia plane went down shortly after takeoff. 12 remain missing. someone in the cockpit made a may day call because of an engine problem. searchers have found the black boxes in the plane's tail. >> reporter: these are the last seconds of the transasia flight clipping a bridge before crashing into the river. this dash cam video captureing the plane during its deadly decent. rescue workers used inflatable boats to pull the survivors to safety. among the 58 passengers were four children. the plane joined airasia's fleet in september. it initially gained altitude but not speed, it crashed less than three minutes after liftoff. the pilot quickly radioing he lost an engine.

direction. let's go to the flash flood watches in effect from late tomorrow night to early saturday morning. we could see rapid rises of creeks and streams, and there's potential for a rock and mudslide. we're talking mainly north right now. that's where the rain will arrive first. and as we continue the storm watch the wind advisory from friday 4:00 to saturday morning at 4:00. higher elevations could see gusts up to 50 miles an hour and a potential for downed trees and power lines. look at the view from the emeryville camera showing skies with clouds thickening. temperatures in the upper 50s to upper 60s. it's mild on the hill. this could be called the calm before the storms if you will. i'll have more on the path to the story later. larry and ama. >> we heard spencer mention the

routine scheduling hear. prosecutors say he was in the u.s. illegally at the time of the murders and was deported back to mexico in the past. new developments in the case of the torso stuffed in a suitcase on a san francisco sidewalk. >> police officially named a missing person who may be the victim. he walked free from jail after prosecutors determined he did not have enough evidence to charge him. >> vic lee is live with more on the connection to the potential victim. vic? >> reporter: that missing person is omar. they asked his parents yesterday to file a missing persons report. they told police last time they saw their son was january 21st. so while the person of interest, mark andrews was released from that jail behind me, this case

is far from over. >> we're hoping to identify the victim. that's going to help us go down the road. we haven't positively identified the victim yet. >> the possible victim omar was a close friend of mark andrews, who was taken into custody friday night at a public housing development in the tenderloin district. they once roomed together. the two often visited mark seen here in this video yesterday. andrews was arrested when he was visiting his apartment on friday. andrews, who came out covered with a sheet wearing the same clothes in the security videos. they showed him lugging a suitcase. reportedly the same one found with a body at 11th and mission. a police source also says andrews had his i.d. card when he was detained. police had to let him go when prosecutors said they didn't have enough evidence to charge him. >> very tough case.

health officials to reconsider state policies on vaccine exemptions. both senators say parents who choose not to vaccinate their children are putting their own families and others at risk. they write together we can ensure the policies are grounded on sound science, which shows vaccines are not only safe, but incredibly safe and necessary. the international bird rescued released 20 healthy seabirds endangered by the mysterious goo back into the wild. the birds released this morning with part of a flock of 330 rescued by the organization since january. the mysterious substance killed more than 150. 132 are still receiving triplet. investigators haven't identified that mystery substance that jeopardized the birds. after a recent spike in residential burglaries, neighbors in san jose are taking

matters into their own hands. during the last three months they've had more than 200 reported burglaries. police say this is more than double the number from the same period last year. there were 20 burglaries in the past week. police want residents to report anything suspicious. they'll share information. a lot of the cases are solved with a clabtive efforts. >> this has ha too until now. and obviously it's not safe anymore. >> they say a lot of people they talked with are just lying about all the particularries. chris has been looking into the story all day and joins us live now. besides locking doors and windows what else can people do to protect their homes and

themselves? >> hey, ama, good afternoon. besides an alarm system use your pets to your advantage. as pet owners we may tell our dogs to shh be quiet. but those pets can be used to try to scare people off the property. also security cameras are becoming more useful. they come into play if police can't get to the scene quickly in time. it's a key piece of evidence they can go back and look at. and see if they can connect them to others in the area. >> are they going to form a neighborhood watch group to help them out? this has exploded in terms of the number of burglaries. >> reporter: yes larry she and her husband just started a neighborhood watch group. they've been in touch with san jose police. they want to make sure neighbors are getting as much information

police are trying to piece the relationship together between two crime scenes. >> one was a hit and run accident. the other a discovery of a woman's body. >> this is a very unusual case. a cadillac wanted in a hit-and-run crash stopped in the middle of coyote street. it was blocking a female body on the ground. police say around 3:30 this morning a garbage truck and vehicle got into an accident here. you can see all the debris left behind. police say the driver was able

to drive on about half a mile away. the driver made it all the way here to redwood avenue and took a right turn. the car was able to make it all the way up to here to coyote street. officers put the fire out, but the female victim died at the scene. they say the cadillac she was driving was turning left onto abel when it was broadsided. the questions why is this woman? why sid she leave the scene of the accident? officers are investigating if drugs or alcohol are involved and looking into the possibility she was disoriented after suffering a head injuries in the crash. thost a possibility. without the kor nor officer's report i couldn't tell you. >> reporter: police ran the cadillac's license plate.

they say it was not reported stolen. they're hoping to use that information to help identify the driver. >> caltran says taxpayers will not foot a bill to fix a broken $4 million elevator the bay bridge. it fell after it was used only a few times. bridge officials say it's under warranty. the contractor will pay for the repairs. sbchs intended to take maintenance workers to the top. sky 7 hd was overhead as cal tran and landscape contractor removed a palm tree from along the bay bridge. officials say with the exception of one tree all other palms appear to be healthy. sky 7 hd was overhead giving us one of the final glimpses of the park while it's still in the

however, the high pressure is holding on steadily. the ridge is edging eastward. that's going to allow the storms to finally arrive. a series of wet storms i might add with mild air coming with them. we'll start the forecast at 5:00 tomorrow. at which point we have spotty light rain. during the day we won't get much more of that in the afternoon. but thursday into friday much more widespread rain across the north bay. windy conditions on friday. a windy and wet day for all of the bay area. and finally on saturday late saturday it tapers off a little bit. between that point and the next storm on monday.

richard pan wants to repeal the personal belief exemption. >> that's a problem for public health. that's why we originally passed the law saying you should be vaccinated before you enter public school. >> reporter: dr. jeffrey silvers supports the legislation. >> measles vaccine is based on science. it's not based on personal belief. the vaccine has been demonstrated. >> and the measles cases continue to grow in california from 92 cases two days ago to 99 today. the state health department says 14 are here in the bay area. this mother says even though her little boy got vaccinated today, parents should have the right to choose. she believes she made the right choice
