50 and it is everywhere, and 60 in some of our higher elevations and the gusts are up to 15 miles per hour. the day lander is upper 50's to 60's at noon and the rain hits the north bay this afternoon into the evening. drivers behaving? >> so far, so good but now the rain is rolling in we have not had much rain so a lot of oil is. up on the roads so as you travel, redepose the speed. you risk the chance of hydroplaneing and slipping a sliding and at the eastern span of the bay bridge, rolling smooth in san francisco. >> thank you. >> we have a few more hours before the powerful rainstorm that mike was talking about. this is a strange mix of expectation because we do need the rain and anxiety over the

damage the storm could cause. we have storm preparations. people are grateful the rain is coming and people would live if low-lying areas know they need to prepare like here in mill valley we are on miller avenue an area known to see flood. you will see sandbags just in case a spot below sea level so they know they could be dealing with excess water. mill valley firms are telling people to be aware the north bay is expected to get the post rain from the storm and they will watch it carefully especially the timing, hoping the heavy rain will not coincide with the high tide. >> the stars have to be aligned for the flooding to occur with the tides right and when the ties are high the creek backs up. this whole area will then

up because the drains go the opposite away and it is not a good situation. >> the creek will be watched carefully known to spill over banks with heavy rain and high tide happening at the same time. with pill valley below sea level the resolution concerns know they could be dealing with flooding. it is a long time since rain many remember the big storm in december what it >> rain could cause problems, more problems if displaced residents of the fire damaged building of the mission in san francisco. the roof is all but gone exposing many third-floor apartments and crews are doing what they can to put up emergency walls. it could still cave in. some residents were allowed in for 20 minutes to collect belongings. no one else will be allowed until the building department can stabilize the building which could take weeks or months.

better roads? that is the issue facing politicians in sacramento as they deal with $59 billion backlog in infrastructure repairs. a proposal by tony atkins raised $2 billion to fix roads and bridges and highways and he did not say how the money would be collected but the five $52 a year to be charged as part of insurance plans and vehicle registration. people agree that the bay area roads need to be fixed but they say pay enough in taxes and fees. athey are horrible. they do not maintain them. i drive every day with a lot of potholes on 101, uneven roads we pay enough in taxes if they would use the money more wisely they could maintain the roads. >> gasoline tass revenues have fallen as more fuel ever other cars use roads that age and deteriorate. driving on poorly maintained

roads resulted in higher maintenance bills two-thirds vote of the legislature is required to pass the fees and a spokeswoman for the assembly caucus said lawmakers can look beyond the fees because of higher than expected revenues and a bloated state transportation bureaucracy. another option is charging drivers by the mile rather than how much gas they use but that is a land that could be imhealthed -- implemented in five years. van police are investigating a fatal shooting in the bayview district that happened after a call was received at 10:00 p.m. and officers found a man with gun shot wounds pronounced dead at the scene. the identity is not released. police have not no arrest. >> an officer who shot and killed a 38-year-old woman was wearing a body camera but not activated until after the shooting. police followed the woman after home depot security called them

on tuesday saying she tried to steal knives and pointed a gun at employees. she then tried to carjack three drivers. officers say the woman pointed a loaded revolver at them when they tried to stop her and they opened fire. body cameras are not standard issue but are being field tested. >> pressure is mounting in california to make vaccinations mandatory. senators feinstein and boxer are urging state health officials to repeal the law that allows parents to opt out of vaccination. governor brown is open to revising it as the measles outbreak agrees. there are 99 cases this california, 14 of them in the bay area. the state reported 58 cases during the first four months of 2014 the highest number since 1995. >> united states attorney general holder is in the bay area to lead two meeting on community building and will join oakland law enforcement and city

leaders to host a roundtable discussion. the goal is to build trust between police and community members after several police brutality incidents sparked widespread protest last year. he will hold a similar event this afternoon at the willie mays boys and girls club of san francisco. the national prayer breakfast is underway in washington dc and getting more attention because both president obama and the dalai lama are attending the annual event that brings political, religious and community leaders together for spiritual discussion. china, which is unhappy with the dalai lama's efforts seeking autonomy is critical of the events and the president and the dalai lama may interact, no meeting is scheduled between the two. meteorologist mike nicco is keeping a close eye on the storms coming. folks are trying to get an early jump on driving home? >> especially in the north bay. as you step outside this

tamped her inappropriately. deputies will release more information today. health insurance company anthem is the victim of cyber attack and while there is no evidence private medical data was compromised financial data for millions of customers could be another story. nick is in the newsroom. >> in a statement released the health care company said they were aware of the target a sophisticated internal cyber attack and the personal information of 80 million customers and employee could have been exposed among the largest in corporate history the second largest insurer says the breach did not appear to involve medical information but the company says hackers got birth dates, home addresses and social security numbers. there is no evidence that credit card or medical information was stolen. the president and c.e.o. said high was a victim too and

$167,000 a year. >> it is 5:35. an east bay oil refinery could shut down at the end of the day because of a labor dispute. this is video of the refinery in martinez one of nine refineries where members of the steelworkers union are striking. the strike me began on sunday but some workers in martinez stayed on the job to safely shut down the refinery. union leaders say worker safety and staffing are the biggest issues in the contract dispute. shell is leading the negotiations for the oil committees made another offer and the union says it will respond some time today. >> happening today the city of oakland is launching a new program that will give residents money for reporting illegal dumping. silt a crack down on illegal dumpings giving witnesses half of all penalties collected in enforcement operations based on a witness report. the mayor schaaf and other city

francisco, it is calm. right now. a legal -- little breezy but the stock exchange system is to the north but it is headed this way. more on that ahead. >> an aviation official in taiwan says a pilot of the transasia airways jet issued a may day call after take off and before the plane crashed into a river in taipei. the pilot said "may day may day, engine flameout," which refers to flames being extinguished in the chamber of the engine so it can no longer drive the propeller and 32 people were killed captured by dash camera video and 15 survivors were injured. drivers are still searching for the remains of 11 people including the two pilots. officials are now analyzing plane back boxes to determine the cause of the crash. lower speeds on city streets and more traffic enforcement are of the recommendations in a new study interest safety on super bowl roads. the report was released yesterday by the city's budget
