live from the kgo-tv broadcast center this is abc7 news. the north bay starts to get ready filling sandbags and making other preparations while the first big rainstorm of 2015 caused a bead on the bay area. people who live along the rivers and streams are facing the possibility of flooding. good morning i am eric thomas. i am kristen sze. >> crews are here right new getting ready for the rain. we spotted them clearing out a sewer line at 16th an area prone to flooding. businesses are rolling out the sandbags just in case. >> flood watches are issued in some areas. this is from the golden gate bridge camera showing the clouds

from the north bay that will get the brunt of it initially. meteorologist mike nicco joins us with more on that. thank you. i look north toward where the tower camera is showing us, i see anybodier clouds moving in but the heaviest of the rain is still a ways. now what will happen we will look at green that is taking over all of the north bay, the flash flood watch. since we talked 24 hours ago it has been moved up to 10:00 tonight through 6:00 on saturday morning. that is a long window for flooding with a 24-hour window for 4:00 friday morning to 4:00 saturday morning when we could have gusty southern winds at thrive-miles-per-hour gusting to 50 to 60 miles per hour. that could cause downed trees and power outages. here is what is happening right new, not much. all to the north. this is where it will stay for the better part of the day. north bay steady rain arrives during the evening commute, scattered light showers for the rest of us and the north bay gets the said difficult rain

my customers got the sandbags which was is nice. and he got 50-pounders which i could not move. i usually get 20-pounders. that was so nice. >> there is an art to sandbagging. firefighters have it to a science. there is a a youtube video on how to pack and stack your sandbag. fill it only halfway and walk on them to flatten them. you place your second layer you want to make sure when you place the sandbag you place it over the seem of the first layer and walk on it again and it will give you a much more effective bay area. >> firefighters and a representative from the emergency management team met to map out their plan for the storm. one concern is communicating with residents. >> we have a telephone emergency notification system and encourage people to sign up for that in case we have to send out emergency messages. >> they are not expecting major flooding but thing they will see

drivers we spoke with are not happy abut the possibility of paying more. >> we pay enough in taxes. if they would use the money more wisely, they could maintain the roads. >> law militias are facing the truth that gas tax revenues are going down. you can see the suvs on the roads and they fill up at the pump and they use a lot of gas and they pay a lot in gas taxes. right in front of us we have a nissan and there are a lot of these on the roads and it is. >> electric car so they pay no gas taxes and there is less money for road repairs. >> the new fee is not connected to the gas pump, and it could be charged as part of insurance plans and vehicle registration. the state also is look at charging by miles rather than how much gas you buy but it could take several careers to implement. hybrid and electric cars could avoid the fuel tax but they will pay the same fee as the gas guzzlers. >> if i use less gas i pay less.

then at 12:00 it starts to be moderate-to-heavy in the north bay and moving across most neighbors by 3:00, and by action it is in the south bay is the evening commute is messy and it becomes scattered with showers with brief heavy rain at times and as we head to saturday for fanfest at at&t park, there are scattered light showers possible and it could be dry and as we head to sunday you can see the we wet weather coming in. rainfall amount through sunday morning 2-4" and 1-2" in the south bay and 6-10 inches along the coast and the snow level is high 8000 to 10,000' over the weekend dropping to 7,000' on monday when the system leaves us. you can see money 60's for us and that is how warm the storm is through the rain and upper 60's to 70 when the sun is shining with dry weather back tuesday and wednesday. we are not. not quite there. >> with black history month
