declared a state of emergency following last december's storm. people here are hoping that since this storm is supposed to be spread out over a few days, they won't be flooded this time. >> patty dunlap is filling sandbags for her 87-year-old mother faye who moved here just in time to experience the december storm which flooded her new home. >> i came down from palm springs, it's a little different up here. >> december was a bit surreal, with a flooded safeway parking lot turning into a river for rafters, nearly eight inches of rain in a matter of hours caused this creek to overflow. swamping the business district. >> you can see on the bottom here, the shelf, this is where the water came up to. >> we got pretty walloped. we had 18 inches of water that went all the way back. came in like a tide.

wakeup call for businesses throughout the region. some were caught offguard by the amount of rain and how it impacted their day to day operations, are they ready for this next round? abc 7 news reporter chris winn is live in san east san jose tonight with more on that question question. >> the safeway storm behind me has been closed ever since that storm. it's boarded up. because the rain caused a partial roof collapse. store officials tell us the damage will be fixed, but the day for construction is to be determined. other businesses have been checking for their own cracks not wanting a repeat of what happened here. >> it's like hope for the best, but be prepared. >> employees at andy's pet shop and animal rescue in san jose learned their lesson the hard way about. >> we have the buckets and pans and tarps that we use in december. they're ready if we need them. >> this cell phone video shot during the bay area storm in december shows some of the rain causing thousands of dollars in damage. employees scrambled to move

merchandise and protect their adoptable pets. >> we don't want the product to get wet and lose money that way as well. >> this silver creek safeway store didn't fare so well. check out this video from sky 7 hd, showing parts of the roof caved in. the store remains closed. no word on safeway on its future, and nearby businesses are feeling the pinch. >> 15 to 20% off of business. a little bit hidden from the road. >> managers say the roof is completely safe. they hope to see more customers return in the coming weeks. as for the folks at andy's downtown. a crowd funding campaign raised $3,000 to patch up parts of their roof it's only a temporary fix. >> we're waiting to see if it's going to start leaking anywhere. >> a game plan in place as we look forward to the upcoming storm. in san jose chris winn, abc 7

store near heyward. they've arrested 33-year-old car legal villazone in connection with the crime. he's the man who inappropriately touched an 8-year-old girl in the toy aisle of the store sunday afternoon the big break came when an oakland police sergeant ran a gps search on ankle bracelets. >> he had an ankle bracelet, put him in and about the 99 cent store, in about the time the crime occurred. >> he was convicted of a virtually identical crime that happened at a san leandro walmart store in 2010 in which another 8-year-old girl was molested. during that incident he was tackled by good samaritans. san francisco state wants to find whoever is responsible for groping a student on campus. a man grabbed herb, pulled her into the pushes, pointed a sharp

object at her and groped her. as she began to cry, the man told her to be quiet. he's described as being in his late 20s, 5'7". anyone with information is asked to call san francisco police immediately. critical negotiations are underway to prevent a shutdown of the ports. they have been talking for nine months. a group of truckers is caught in the middle. abc 7 news reporter david lily is live with their story. >> the people who are caught in the middle have been taking a big hit in pay because of negotiations with the dock workers. longshoreman make 26 to $36 an

hour to load and unload cargo containers. it's the drivers who haul the containers who are complaining the loudest. the pacific maritime association, representing the shippers claims the union has engaged in a work slowdown. it points at 14 to 16 ships anchored in the bay and outside the golden gate. drivers say they're losing money, because of fewer container movements. >> you make one move. sometimes we make two or three moves. >> they earned from 250 to $1500 per container of trucks depending on distance. >> right now we're digging into our savings, buying things on credit trying to make due to service our customers. and make sure we're not the problem. >> the longshoreman's union denies a slowdown. >> most of 2014 has left all west coast ports suffering from terrible congestion problems, that makes it difficult and very

new information is out on last year's delayed response by berkeley paramedics to reach a man who later decide. the incident happened during the chaotic protests on december 7th over the police involved killings in missouri and new york. according to documents collected by the news website, it took paramedics 27 minutes to reach the man, even though their station was just two minutes away. the response time was delayed because city protocol requires paramedics to wait for police escorts to ensure their safety. the paramedics were unable to revive the man. the incident took 52 minutes

from beginning to end. >> attorney general air eric holder came to oakland today. he led a roundtable discussion. the attorney general calls for police departments to equip officers with body cameras and says everyone involved in this issue wants the exact same thing. >> people want to be safe they want to feel that their children are safe, they want to feel that they're treated in a fairway. >> police officers who we have talked to have said the same thing. they want to feel safe as they're doing their jobs. >> the outgoing attorney general thanked barbara lee for the years of guidance that she gave him. >> 435 members of congress there are a few stars. this is one of those stars. this is a woman who i have relied on for advice, for support, and for guidance during my time as attorney general. >> this was the sixth and final stop in the administration's

proposing another fee to fix california's crumbling roads bridges and drive ways. most would pay $52 a year. no matter how little it costs, drivers we spoke with aren't happy about the possibility of paying more. >> we pay enough in taxes if they would ease the money more wisely, i think they can maintain the roads. >> lawmakers are facing the truth that gas tax revenues are going down. you see the suvs here on the roads, they fill up on the gas pumps and they pay a lot in gas taxes. right in front of us we have a nissan leak. there are a lot of these on the road in the bay area, it's an all electric car they pay no gas taxes. that means there's less money for road repairs. >> drivers may avoid the fuel tanks, if this proposal is passed they'll be paying the same fee as gas guzzlers.
