well good friday morning to you. we begin with the newest outbreak of measles at a day-care center affecting infants too young for the vaccine vaccine. >> here now bazi kanani. >> reporter: the measles at another day care five babies diagnosed with the disease at this center outside chicago. other children possibly exposed. >> many of them are under the age necessary to receive their first vaccination. >> reporter: another 14 kids quarantined in santa monica k5i68, after a case of the measles at their day care. these new cases on top of the 102 confirmed cases of measles across the country this year. the rising number prompting a push to get more kids vaccinated. >> we should not wait for more children to sicken or die before we act. >> reporter: california lawmakers proposing to eliminate the personal beliefs exemption for parents who refuse to vaccinate their kids. it's one of 19 states that allow

parents to opt out. a new study finds in most of those states fewer than 90% of preschoolers get the measles vaccine. >> whether our kids or vaccinated but if they're going to be around other children they should keep them all safe. >> reporter: one of the nation's largest autism advocacy groups is weighing in. autism speaks saying vaccines do not cause autism. we urge that all children be fully vaccinated. >> for them to say the question is over vaccines don't cause autism get vaccinated is a big step very helpful. >> reporter: most of the measles cases in the u.s. this year are linked to that outbreak at disneyland. others are linked to international travel. health officials don't yet know the source of the latest outbreak near chicago. bazi kanani, abc news, washington. turn overseas to the escalation of attacks on isis. the king dodge of jordan is saying this is just the beginning. >> launched new air strikes against isis after the mill

taventss burned to death one of its pilots. the sites in syria and iraq and included training enters and weapons storage. u.s. aircraft were involved in the missions but only in a support role. some breaking news this morning in the investigation of this week's plane crash in taiwan. investigators say the black boxes reveal the pilot reported a problem just five seconds after takeoff. >> and less than a minute later the plane's fateful mayday call was made. four more victims were found raising the death toll to 35. >> hamish macdonald had an up-close look at the taxi that was clipped by the plane's wing. >> this cartels the incredible story of survival for two people that were involved in this crash. these people weren't on the plane, obviously they were in a taxi traveling on the highway. we saw those incredible images of the plane as it clipped the highway on the way down and also happened to clip this car and

you can see where the wing smashed into it. the forensic investigator told us if the car was any further forward, if it was any lower to the ground it would probably have been destroyed or potentially flipped right over. as it was, though the air bag popped the driver was okay. he's in hospital. the passenger who was sitting in the back also survived. there are so many phenomenal stories that have emerged from this particular crash but for the people that were inside this taxi it was a very lucky escape indeed. hamish macdonald abc news taipei. >> we turn back to weather now in this country. the eastern part of the u.s. locked in a deep freeze this morning with windchills plunging well below zero. winter weather advisories posted from the ohio valley to new england. lows of just 9 in new york and a bone-chilling minus 4 in boston. another round of snow moves in over the weekend. meanwhile the west is getting swamped by a soaking storm. that's rain on the camera if you can make this out overnight in

seattle after weeks of no rain scrambling to get sandbags in the san francisco bay area. over a foot of rain could fall but not enough for drought-stricken california. it will be felt across the wide region. stephanie olmo has the latest. >> well another storm is approaching this area bringing in some heavy rain across the northwest region. 1 to 2 inches is expected. seattle, down to portland towards the coastal areas could receive 2 to 4 inches. also with the storm system some strong winds behind this. do expect delays on i-5. could see delays and cancellations. now it is expanding as far south into northern central parts of california. good news for them. much of the state in extreme to exceptional drought. under the gun is yreka, california. meanwhile, across the northeast can't break away from the coal. another cold one across the area. factor in the winds and it'll feel much colder. look at the actual temperatures.

new york 25. so below freezing. reena and t.j. back to you. a quiet florida neighborhood is cleaning up after a wild storm. a twister touched down in boca raton taking residents by surprise. winds hit 90 miles an hour,age daed homes and cars and the national weather service confirmed it was an ef-1 tornado. latest on that deadly commuter train near new york city. federal investigators say the warning systems all appeared to be functioning properly before the train hit an suv on the tracks. funeral services are being held for the driver of that suv. investigators say ellen brody was on the track for about half a minute before the truck struck. >> 39 seconds before the train occupied the crossing the flashing lights illuminated and the crossing arms activated. >> they'll look at her cell records to see if she might have been distracted at the time. china may be to blame for

the big cyberattack on anthem the nation's second largest health insurer. the data breach is similar to other operations by chinese hackers. up to 80 million people may have been affected. they gained access to social security numbers, employments in, addresses, no evidence medical information was compromised, however. well another event has been added to the pope's fall trip to america. he'll address congress. john boehner announced francis will become the first pope ever to speak before a joint meeting of congress. the speech will take place on thursday september 24th. francis will also be making stops at the white house, philadelphia, and here in new york. how do we convince him to come on set. >> shouldn't be too hard. give him our names and we should be good. you're going to be seeing a lot of red today, a lot of clothing in red today. >> it's wear red day, a reminder from the american heart association about heart disease in women. heart attacks and strokes kill

it's the first friday of the month. that means the government will be out with its monthly jobs report this morning. estimates are that employers added about 230,000 jobs in january. a positive sign for job growth the labor department said the number of people applying for unemployment benefits remained near historic lows. well after nearly 100 years in business radio shack has filed for bankruptcy. the electronics retailer plans to close half of its 4,000 stores. the rest sold to its largest shareholder, a hedge fund that struck a deal with sprint to take over those locations. if approved it would double the number of sprint stores. the state of minnesota has stopped accepting tax returns from one of the most popular online preparation services. officials fear that the security of turbotax might have been compromised. the state heard from two taxpayers who logged on to turbotax only to find a return had already been filed in their

two similar incidents in drought-stricken southern california last night. a driver running over a fire hydrant creating a geyser of water near los angeles. power lines also brought down delaying crews from trying to turn it off. less than 0 miles away the same thing happened. a college student who pulled an all-nighter created that geyser by falling asleep behind the wheel and crashing into a fire hydrant. >> a turn to look at your morning road conditions flash freezing from the pacific northwest to the san francisco bay area. snow covered mountain passes in the sierra nevada. still slick across parts of the upper midwest and northern new england. flying weather-related airport delays only expected in san francisco thanks to all that rain. u.s. coast guardsman is in custody after a deadly attack in massachusetts. >> police say adrian loya shot two colleagues on cape cod

killing one of the women and wounding the other. he is also accused of setting a car on fire to hamper police planting fake bombs and wounding a police officer. he's been ordered to undergo a mental health evaluation. well two philadelphia police officers are under arrest after a case of brutality caught on camera. surveillance video shows the two officers attacking rogge ji riviera with fists and batons. this is what he looked like afterwards. prosecutors say the two officers beat riviera without prove kag and then falsely arrested him. the surveillance tape was discovered by his girlfriend after she doubted the police version of effects. conflicting reports about bobbi kristina. some say her family has been told there's no hope and it's time to take her off life support. her family though denies that excuse me but won't give any details about her condition. brown was found face down in her bathtub last week. you remember her mother, whitney houston, was found dead in a
