measles. >> reporter: health officials have released the following timeline. the individual was on bart 6 to 8 am and then returned each evening from 7:00 to 9:00. the shoulders of the commute, those trains are distributed elsewhere in the system. so there is a possibility that even if you rode the richmond line you may have been on the same exact train this person was on. the person also spent time at the e and l kitchen and bar between 5:30 and 7:00. the measles patient is recovering at home and will be isolated for 21 days. in lafayette laura anthony, abc 7 news. thanks very much. this case in contra costa county gives us a total now of 15 confirmed cases in the bay area. there are three in san mateo county. two each in marin and santa

clara. and one in solano county. measles is very contagious. it starts with a fever runny nose, cough soar throat, just miserable. you may also feel very very tired. as those symptoms start to go away, people get spots inside their mouth very uncomfortable and a rash all over their body in many cases. it usually takes seven to 18 days to get symptoms after you've been around someone who has measles. we have more information about measles and how it is contracted on our website, abc 7 news.com. and we have developing news in alameda. a fuel spill at the marina. the cleanup under way near coast guard island. we're joined live with the latest. >> reporter: at this point it's unclear where exactly the diesel came from and how much spilled into the area. as we take a look at some video

from sky 7 hd you can see the large sheen. it's about three quarters of a mile long. we spoke to the fish and wildlife earlier today. they believe it's diesel, based on the color of the sheen. the spill happened sometime last night. the harbormaster says he quickly contacted the national response center. the fire department initially responded. they've been out here with contractors this morning. this afternoon we spoke to a marina resident who said that the smell last night was absolutely unbearable. >> you always have a little bit of a smell. there are old boats that tend to leak a little bit. but this one was big. i looked outside. even though it was nighttime, i could see it was blanketing the water. >> reporter: some of the residents opted to sleep in their vehicles. others ended up going to nearby motels as a precaution. as we return live to the marina,

officials with the department of fish and wildlife and the coast guard did collect samples from the water throughout the day. those have been sent to sacramento for testing and they hope to get the tests back in the coming days to determine where exactly that diesel could have come from. we're live at the alameda marina. chris wynne. an investigation about a dismembered body the victim was identified and his friend and former roommate, mark andrews had been arrested. but andrews died last weekend. it happened a few days after authorities released him from jail because they didn't have enough evidence at the time. police have not said how andrews died. they say sha-juan's death is still under investigation. and new details in a shooting at a restaurant.

an innocent bystander was wounded at the center square shopping center. paramedics rushed the unidentified woman to a hospital nearby. she is expected to survive. so far no details are being released about what led up to last night's shooting. police say there are no suspects in custody. a teenager accused of abducting and raping a victim was in custody. he approached the woman made her drive to another location and sexually assaulted him. he is being charged as an adult. >> these are four forcible sex crimes done against a woman who was held against her will and moved a substantial distance in a kidnapping. to me, that's a very serious crime and worthy of adult

prosecution. >> he could spend life in prison if he is convicted. they are still trying to determine if he threatened the victim with a real gun. he's being held on $6.4 million bail. a suspect is in custody danny rodriguez garcia after he went to san francisco general hospital to be treated for a gunshot wound. officers opened fire on rodriguez garcia after he tried to run them down during a traffic stop in sunnyvale. he will be charged with assault with a deadly weapon on an officer in addition to burglary charges. a cancer patient and five doctors filed a lawsuit in san francisco today against the state of california. it's an attempt to overturn the law that makes it a crime for physicians to help terminally ill patients die. >> reporter: as you know a bill was introduced in the state legislature last month that would allow doctors to assist

patients in dying. but similar measures have gone down in defeat. so now a cancer patient, two doctors with the disease and others who treat the dying are using another strategy, a lawsuit. christi white has been battling aggressive cancer for seven years. first, non-hodgkins leukemia. she wants to control how, when and where she dies. >> what i'm working for probably won't help me but it's going to help those who come behind me. >> reporter: the 53-year-old woman is a plaintiff in a lawsuit today challenging california law that her attorneys say dates back to 1874. that makes it a felony to help someone commit suicide. this case is about letting the patient, the individual script the last bit of their journey through life. >> reporter: attorney kathryn tucker says it's a right of privacy, autonomy and liberty.

it comes after brittany menard moved from the bay area to oregon where she received the drugs that peacefully ended her life. but opponents believe there's too much room for abuse. >> where assisted suicide is legal, an heir can steer them toward assisted suicide? >> i say wait until you've been diagnosed, and you'll strongly change your mind. >> reporter: but critics say christi white and others should rely on sedation to ease their pain. some states allow physicians to step in, including oregon washington and montana. a partial west coast port shutdown is looming. 29 west coast ports which handle billions of dollars of goods

president obama is asking congress to authorize military action against the islamic terrorist group isis. the president's plan would authorize three years of military operations and does not call for the deployment of ground forces but allows for flexibility in certain circumstances. >> it's going to take time to dislodge these terrorists, especially from urban areas, but our coalition is on the offensive. isil is on the defensive. and isil is going to lose. >> i'm not sure that the strategy that's been outlined will accomplish the mission the president says he wants to

accomplish. and his point the president's point is that he wants to dismantle and destroy isis. i haven't seen the strategy yet that i think will accomplish that. >> the final vote on the authorization may not come until the spring. president obama is set to arrive tomorrow eke at sfo for a two-day trip. he's scheduled to attend a summit on cyber security. he will hold a round-table talk with business leaders and attend a democratic national committee fundraiser in san francisco. he's scheduled to leave the bay area on saturday morning. stanford students or their parents can be expected to pay more tuition. a 2.5% increase is set to go into effect this fall bringing the total for undergrad students to around $60,400 per year. stanford will still provide free tuition for families who earn under $100,000 annually.

a chicago little league team lost its title today over allegations of cheating. they say the jackie robinson west team violated rules by using players who didn't qualify because they lived outside the town's boundaries. the chicago team insists they did everything by the book. the trophy and title will go to the runner-up las vegas team. >> me and my teammates we work hard all yearlong. and we wednesday down there to play baseball. and we weren't involved in anything that could have caused us to be stripped of our championship. >> the president of little league international says it's a sad day for a bunch of kids who did nothing wrong but he said the action of some adults can't be tolerated. the league suspended the team's manager. happening now, people throughout the bay area are lining up for last-minute powerball tickets. it now stands at an even $500

the anthem data breach. hackers have millions of social security numbers and names and that gives them all they need to file a fraudulent tax return and steal tax reeves. the irs blocked $63 billion worth of fraudulent refunds over the past year but also paid $5 billion to the crooks. you can file right away to beat the bad guys to the punch. you should avoid giving away your social security number even at the doctor's office. never carry your social security card with you and put a credit freeze on your credit report if you feel your identity has been compromised. many of those who worry about their protection have a new tool. you can convert your g-wagon into a military vehicle.

the weekend and hazardous conditions are expected at our coastline. let me show you what's going on in the atmosphere. high pressure. it's a strong ridge. it's going to set us up for warm and dry conditions. there is a stormy pattern over the pacific. unfortunately, the storms are not going to make it to the bay area what they are doing is kicking up the waves. they've been coming up 15, 20 foot waves are heading in our direction, and here's why we do have that beach hazard. thursday 6:00 until saturday 6:00. there is a greater likelihood. sneaker waves and large breakers as a long period of westerly flow is building. and you will see it continuing. so watch out if you're a beachgoer over the next couple of days. that's all. tomorrow morning chilly in the morning. we'll start out in the 30s to mostly 40s. and then for the afternoon, it is warm in the south bay. 77 gilroy 75 los gatos.

if this sea lion could talk, it would certainly have a story to tell. the sea lion was found crossing highway 35 in san francisco. two motorists spotted it and stopped their cars. they shielded it from the traffic. it had to cross the beach, a hill full of vegetation and the lanes of the highway. it was taken to the marine mammal center. the it has treated more than 100 baby sea lions this month. >> all these baby pups should be on the channel islands with
