house. and jon, the most die vicive issue, what kind of limits to put on the use of ground troops in this battle? >> reporter: the president has said over and over again he is not going to start another ground war in the middle east. so, even as he asked for congressional authorization for the air war now being conducted over syria and iraq, he was adamant he is not planning to send u.s. combat troops to fight isis. >> our coalition is on the offensive. isil is on the defensive and isil is going to lose. the resolution we've submitted today does not call for the deployment of u.s. ground combat forces to iraq or syria. it is not the authorization of another ground war. like afghanistan or iraq. >> reporter: but, george, the resolution does leave open the possibility for a limited use of u.s. combat forces and that has some democrats very wary. about supporting it. >> right, the president trying to thread a needle between the

right and the left and that means this is going to be a real fight. could take weeks in congress? >> reporter: george, this could take months, and i've got to tell you there is a real chance it doesn't pass because democrats want more limits on the president's war powers. republicans are saying that he should not have any real limits on his military options. >> okay, jon karl, thanks very much. >> all right, george. now to the arctic air hitting the midwest and northeast. some of the coldest temperatures in more than a decade and you know ginger is tracking it. >> oh, and this is when wind chill advisories in place for 18 states. it's when we stop saying it's just february and we start saying this could be dangerous, especially if you have your skin exposed for a time. so, from north dakota all the way to maine, down to north carolina, we're talking about the core of the cold air the next two days, 18 below is the feels like in minneapolis this morning. 16 below, marquette, chicago, feels like 7 below, and this is just the first shot and it's going to get here to the east coast, 30 boston today, 39 new york. well, you say that's relatively mild, give it 12 hours.

because here's what's happening by tonight into early tomorrow morning you'll feel like this, 9 below for new york city and feel like zero in washington, d.c. boston, 14 below. and you think that's bad, george. this is like the antithesis of winning the lottery. this is just west of worcester, massachusetts. it's a two-lane road. you can see the yellow line right there but there's so much snow the roads aren't even working anymore. >> wow. >> more snow coming this weekend too which i will tell you about. >> okay, okay, ginger, thanks very much. we're going to turn now to the murder of three muslim-american students in north carolina. the neighbor who shot them held without bond. his wife says it was a fight over a parking space. the victims' family calling it a hate crime and tom llamas has the latest from chapel hill. good morning, tom. >> reporter: george, good morning to you. those shootings happened just behind me at these apartments where that memorial has been placed and the victims' families tell me it's not about where they parked but what their children believed. overnight unc, chapel hill, coming together and crying

together, remembering three muslim students shot and killed just off campus tuesday night including unc dental student deah barakat. >> i just heard gunshots. i don't know what building it but i heard kids screaming. >> reporter: police say barakat, his new wife yusor and her 19-year-old sister razan abu salha, were shot inside their apartment by their neighbor, 46-year-old craig stephen hicks. the girls' father telling me the three were killed execution style and that he believes they were targeted because of their faith. >> if this is not a hate crime, what would be? >> reporter: hicks charged with three counts of first degree murder. police say he turned himself in hours after the killing. his wife saying the whole thing may have started because of a dispute over a parking space at the apartment complex. >> this incident had nothing to do with religion or victims' faith, but, in fact, was related to the long-standing parking disputes. >> reporter: but hicks openly posted on facebook his proposed solution to problems in the

middle east, atheism, and barakat's family tells me hicks complained about loud arabic conversations in the parking lot and previously threatened deah. >> he showed him the gun. he kind of warned him of a gun. >> reporter: deah and yusor barakat had just married in december. their family calling them model americans living the american dream. >> islam-phobia is a real problem and it has hit home, unfortunately, too close. >> reporter: now, investigators are calling this an isolated incident but they are looking at any clues that would point to a hate crime. the accused killer, craig stephen hicks, has yet to enter a plea. george. >> okay, tom, thanks very much. now, let's go to amy with today's other top stories. >> good morning, everyone. and we begin with breaking news, a cease-fire in the standoff between russia and ukraine. russian president vladimir putin emerged from 16-hour talks with european leaders to announce a peace deal that is set to take effect sunday. it halts the fighting between ukraine's military and russian-backed rebels and calls

for the withdrawal of weapons, but many questions remain including whether the rebels will keep any territory, more than 5300 people have died in the fighting. well, the cruise ship captain who abandoned his ship and passengers after hitting a reef off the coast of italy has been sentenced to 16 years in prison for manslaughter and other charges. 32 people died when the "costa concordia" sank back in 2012 including a couple from minnesota. the captain fled unrecognized on to a lifeboat. he admits now he had been showing off and steered too close to land but he remains free pending the appeals process. and retailers are asking president obama to intervene in a bitter contract dispute that has now shut down dozens of ports along the west coast until tuesday. the shutdown affecting the delivery of everything from car parts to furniture from asia could cost the economy more than $1 billion per day. well, former airline executive is being sent to prison in what's become known as the "nut rage" case.

the woman who is also the daughter of the airline's chairman was in first class on a korean air flight from new york when she was served macadamia nuts in a bag instead of on a dish. that triggered a full-blown tantrum and she forced the plane to return back to the gate. she's been sentenced to one year behind bars for interfering with the flight crew. and now, we want to take a moment to remember a broadcast colleague and a friend, cbs news and "60 minutes" correspondent bob simon has died. he was killed when a black cab he was riding in crashed on manhattan's west side highway. abc's david wright looks back at simon's award-winning career. >> i'm bob simon. >> reporter: a mainstay on "60 minutes." >> are you saying that you weren't the slightest bit intimidated? >> you know, i was not. >> precious few people have ever seen a jaguar in the wild. >> reporter: bob simon joined cbs news during the vietnam war. >> when the north vietnamese came to the area -- >> reporter: for five decades a

this story that you bring us, michael. >> oh, yeah. we had one carjacker behind bars this morning after his run-in with the wrong mom. we show you that high-speed chase ending with a big crash and the victims jumping out of the minivan to take the suspect down and abc's brandi hitt has more. >> reporter: watch this dramatic police chase through the streets of dallas. the whole thing caught on camera. police say 43-year-old artrai alexander robbed a store and then carjacked this white dodge challenger wednesday before leading cops on a high-speed eight-mile pursuit. >> coming up to a red light now. >> reporter: the chase ending at this intersection. >> just wrecked at the intersection. >> reporter: but it's what happens next that needs to be seen to be believed. the woman behind the wheel of the minivan jessica liesman gets out and confronts alexander. followed by her boyfriend, charles cook, in the passenger seat. >> i would use to stop whoever, whether it was him or somebody else, it's no thinking, just a reaction. >> reporter: when alexander tries to make a run a scuffle

stand when she talked about the day he was killed along with his friend. >> reporter: two years of grief seemed to pour out of taya kyle the moment she sat on the witness stand. who were you married to asked the prosecutor. she broke down whispering chris kyle. >> i need you here. >> reporter: millions have watched the kyles' love story in the blockbuster "american sniper" but wednesday kyle told her story to the 12 people who matter the most the jurors who will decide whether eddie routh is guilty of murdering chris kyle and his friend chad littlefield at this gun range two years ago. the judge will not allow audio from witnesses to be broadcast but you don't need to hear her to see her pain. she clutched dog tags as she walked jurors through family pictures. she also talked about the last day she saw him. we said we loved each other and gave each other a kiss and a hug like we always did. as kyle left the stand she hugged chad littlefield's mother who told the jury it would have been her son's 38th birthday.

>> he did not know what he was doing was wrong. >> reporter: ralph sat with his head down as he told jurors he was insane when he turned the gun on two men he never met before who were trying to help him with ptsd. chris kyle may have thought he was crazy together as they were riding together to that gun range. >> chris kyle was sitting in the driver's seat on his telephone and he texts chad littlefield sitting right next to him. he texts him that this dude is straight up nuts. and chad littlefield texts chris kyle back right behind you, watch my six. >> reporter: that's military slang for watch my back. prosecutors say ralph was drunk and high and may have had mental problems but nothing that excuses cold-blooded murder. for "good morning america," ryan owens, abc news stephenville

texas. >> more from our legal team abc news legal analyst dan abrams and nancy grace on hln in atlanta. nancy, the prosecution beginning with the most powerful punch possible. >> absolutely by bringing on the wife taya the jury gets to know the victim in this case and that's very rare. you can search the constitution. it mentions nothing about the crime victim. this is the only way the jury gets to know to see, to feel the victim and in this case that's extremely important and what they're going to learn about the defendant in this case routh, is that he used the claim of ptsd so many times to get out of trouble, even to get out of a dui. he would use this claim of ptsd. >> and, dan, ptsd not the same as insanity. >> that's right. ptsd is not enough to say i shouldn't be held responsible for my actions. it has to be my ptsd was so bad that i didn't understand right

from wrong. but, look in this case this is a comparatively good insanity claim and what i mean by that is the insanity defense is always tough -- >> emphasis on comparatively. >> hang on one sec. it's really tough in a state like texas, it's really hard to win an insanity defense but they have evidence here of not just mental illness, but of comments he made afterwards that may suggest that he didn't understand what he did was so terrible. that's the important thing in this case and to have the victim himself having said this dude is straight up nuts shall that's not a legal or medical assessment but is sure helpful to the defense. >> you're not buying it nancy. >> this is what i think about that. what they're going to do is bring in surveillance video from the local taco bell that shows that right after gunning these two men down in cold blood, shooting them in the back in the back of the head he takes

their car, their black pickup truck, drives it through taco bell and enjoys a burrito. he's not in the middle of some -- he's not having a flashback and also ptsd from what? he never even saw battle when he was in iraq and he never even got off the ship in kuwait. >> but i don't think eating at taco bell -- >> no ptsd. >> eating at taco bell doesn't necessarily mean you're not insane. i'm not going to make a judgment about eating at taco bell but the bottom line is that doesn't change the reality that he may -- >> dan, he told his sister what happened dan. he got to his sister's house after he enjoyed his taco -- his burrito at taco bell and says i just killed two people. i just sold my soul for a truck and, again, ptsd from what? he never got off the ship in haiti. he was in a green area when he was in iraq so trauma from what?

he was doing this kind of behavior drugs and alcohol before he was ever even in the military. >> but ptsd isn't the point here. the point is did he have a level of mental illness from whatever cause, it could be ptsd, it could be not ptsd the legal question here is did he understand right from wrong when this happened and there are, you know look i'm not saying he's going to win this because it's a long shot but there are real arguments here to suggest that this is a guy who had between mental illness and possible criminal insanity. >> he has a tattoo that says the high life. it was drugs and alcohol. >> this trial not over yet, nancy grace and dan abrams thanks very much. to ginger with the weather. let's go ahead to montana. western montana, big sky resort. we've got video from there. you know they had 20 inches of snow just in the last week. so they say high elevations they're doing well even though so many other resorts out west are not. a quiet start to the day

on instagram was driving this prius when authorities say she abruptly slowed down causing howe to crash into her and jenner to crash into howe possibly propelling her into the path of an oncoming hummer but in a statement to abc news, steindorf said she did not suddenly stop but jenner not only hit howe but rear ended her at a high rate of speed too. >> traffic is blocked in both lanes and there are cars across three lanes. >> reporter: dmv records show steindorf and howe were driving with suspended licenses. >> bruce, are you okay? >> reporter: as for jenner, he passed a field sobriety test. for "good morning america," aditi roy, abc news, san francisco. and we are hearing for the first time from the sony executive fired after that hacking scandal that exposed company e-mails. amy pascal spoke to a conference in san francisco about those e-mail exchanges including messages about movies she thought president obama would like and insults aimed at angelina jolie. she called the situation horrible saying, quote, there is nothing you can do. you can't say anything, you

can't explain anything. but she said angelina jolie, quote, didn't care. pascal said most people understand hollywood is a weird place, and if everyone was nice all the time, she says it wouldn't work. there's word from seattle that amanda knox is engaged. her fiance is a musician she's known since middle school. knox was convicted of murdering her roommate while studying abroad in italy. that conviction was reversed on appeal but knox was reconvicted. the high court is expected to decide whether she'll be tried again. well, finally many of us love seeing nature up close. while this may be up close, i might say it's too personal. yeah, look at that. a zoo in australia offering visitors the chance to stay in hotel rooms. apparent lyly you can bathe while a bear stares at you just a few feet away. who wouldn't want that? right? yeah, you pay for that because that's fun, but if that's too much, you also can have a peekaboo game with a

look and here's what lindsay looked like before. can we take a look and see? all right. beautiful and, mickey, what have you done here? >> well, it is skin care, everybody was saying that. you need to -- there's such technology with skin care. if you use blur creams now and they sit on top of the skin and they have consistency to them and erase fine lines and saying the taut forehead and will smooth out the pores which gives it that appearance and find a super, super light foundation. now, foundation has grown up a lot too. you have cushion foundations now. you want to find one that comes in a really, really kind of wide range of color and then what you do with that, it's so, so thin i can even show you on your hand. it just melts into the skin. >> it does. >> so you're going to leave as much skin exposed as possible, natural skin so then you're just really going to color correct with what's left. >> how does that feel lindsay? >> really light. it's great. >> and then highlighter and contouring is not kardashian anymore. >> not as dramatic with the eyes, popping the lips. >> and you're using

valley, viesalia, and, you know, to see the workers when you go down the road to the left and to the right and those days start early and go long and to realize that while this may look like it's a sports story, you know, a cross country thing, it's actually about as american of a story as you can possibly get. it's about men and women who will work the hardest jobs in all conditions just to make their life better for their children, and what happens is this coach comes into this town and he gives these young men an idea that they can be something that they never thought possible because the only thing growing in that community is the prison and what happens, they succeed beyond their wildest expectations. >> they sure did and there's one scene where you, your character, jim white, gets out in the field under that hot sun and is picking cabbages. what was that -- number one, i'm assuming it was very important to show that. >> yeah. >> and to actually get in there and to live it. >> it was important at -- he

to -- that he was a fish out of water and somehow he had to immerse himself in the culture and the only way you can begin to even understand because these -- it wasn't just their parents picking, it was these kids pick before they go to school and they pick when it's over. and a lot of us don't really know how the food is getting on our plate, but it's these people that do this, and so he did. at one point his team was falling apart and he decided i will go pick with you. i will be with you and to this day that man is still in that community, jim white. >> yeah. it is a real feel-good story. it's a wonderful story and there's a wonderful scene at the end. i don't want to give it away where you get a glimpse of the real characters. >> yeah, and i think that's nice. i mean, we -- there's all kind of stories we can tell out there and sometimes we tell, you know, the romantic comedy whatever you want to say, these big movies, but sometimes we get to see a person's life in america in a place you're not often privy to go into. >> yep, and you're a busy giechlt we don't have a lot of time but i know you're also very proud of another film.
