>> we'll have complete coverage of the president visit all day tomorrow on air and on line. our reporter our reporting continues on twitter at 7 news bay area. >> residents of kensington vented anger tonight after learning an officer had lost his gun and badge to a prostitute. they demand to know why the incident involving sergeant keith barrow didn't come to light until the cocoa times uncovered it. alan has the story. >> we gave them a full report today in the close setting. >> angry resident why to know why police sergeant keith barrow had the gun stolen last may during the alleged involvement with a prostitute in reno nevada. barrow claims he was drugged by 26-year-old christina taylor who also took his ban, handcuffs and ammo. the next day the county sheriff's department says the pimp grant shot himself in the leg with barrow gun during an argument at a pawn shop.

>> 7 on your side investigation revealed serious problems with the fast track tolling city. bay area transit authority hit the operator with a 300,000 dollar penalty but the drivers pay the price. >> michael is here with the investigation in this. >>reporter: i uncovered some staggering numbers. tens of thousands of drivers are paying penalty most for crossing the golden gate bridge where you can no longer pay a toll tear. if you cross without fast track you may be in for a fight. derek reid of sonoma headed out for day trip across the bridge nearly two years ago. he never imagine he would stibl fighting over the toll today. >> there's no toll tear at the time so we crossed through ready forth ticket in the mail. he was to 7 an invoice for the 6 dollar toll instead this. a

notice of toll evasion. 25 dollar penalty. he contacted the toll agency fast track. >> admitting they were wrong. >>reporter: fast track later september him the toll invoice he paid the 6 dollars and everything was fine. or so he thought. >> register our car they said there's a hold on the registration. >>reporter: fast track didn't dismiss the violation. instead the fine went up to 79 dollars. derek couldn't register his car until he paid it. >> kept admitting it was their error we did pay the ticket that we shouldn't have to pay the fee but they are real sorry the fee but they are real sorry. >>reporter: he came to us and he wasn't the only one. dozens of other drivers told me they received a bill for violation before they had a chance to pay the toll. >> we have seen a spike since we went to all electronic tolling. >>reporter: bay area toll authority acknowledges violation shot up after the golden gate bridge eliminated toll tears in 2013. 7 on your

side investigation revealed a staggering increase. in 2014 nearly a quarter million delivers to pay penalty for toll he vision on the bridge. that's 5 times more violations than in 2012 when drivers could still pay a toll tear. >> we know it's in incredibly frustrating for our customers. >>reporter: bridge officials admit the system has flaws. >> we are not happy with how it has been run. >>reporter: so who is operating fast track? l it's the xerox corporation. >> the fact that private corporation xerox can put a hold on the dmv on my registration seems wrong. >>reporter: bay area taxpayers are forking over 117 and half million dollars to xerox to operate the fast track customer service center for 5 years. that includes collecting a fee every time xerox puts a first violation notice in the mail. >> xerox manages that profit

fast track program. >> attorney filed class action lawsuit in san francisco against xerox. the bridge district. and toll authority. suit sets xerox wield the power of government agency without giving drivers due process rights. >> they are holding registration hostage of people who are trying to pay their toll. >>reporter: he says invoices often go to the wrong address. drivers have no way to pay the toll without it. can't get answer from his fast track customer service. xerox said it couldn't comment on the lawsuit but release add statement saying xerox take seriously any issues which affect motorist. consumer appeals happen for many reasons and each appeal address based on the individual circumstances. >> they are a private company. and obviously they are a business model to make a profit. and i think that should be expected for doing the work. >>reporter: premier says toll authority is still responsible

for toll and penalty and working with xerox to improve customer service. which brings us back to derek reid. he rerecorded 3 hours on the phone with fast track. >> i have been dealing with this for one year 4 months and 6 days. >>reporter: remember the toll violation. fast track dismissed it only to put it back on his dmv record the following year. >> i'm begging you let me talk to a supervisor. begging you. >>reporter: the agent still could not remove the dmv hold. big reason for that 330,000 dollar penalty xerox accidentally mailed violation notices to 16,000 drivers late last year. now it has to refund penalty fee the drivers paid. transit agency are now hiring a consultant to help xerox fix problems at fast track. we keep track and see how that goes. what a mess. >> thanks michael. >> all right for the first time a local kim is sharing the story about what happened on the san mateo bridge more than a year ago. husband serve the
