good morning, america. breaking right now, winter whiteout. snow and ice emergency. big winter storm slamming the eastern half of the country. 20 states from kansas to new york on alert. more than 90 million americans in the crosshairs. highways turned into ice rinks. water ways frozen solid. and the coldest air yet on the way. happening now, massive fireball. a state of emergency declared after a train carrying more than 100 oil tankers derails, shooting fire 300 feet into the air, homes destroyed, one completely engulfed in flames, hundreds of people forced to evacuate and the blaze still burning this morning. blockbuster confession. interrogation tapes played in the american sniper trial. what chris kyle's killer told police after the murder and how it could derail his insanity defense.

nascar superstar kurt busch ordered to stay away from his ex, accused of assaulting the woman he claims is a trained assassin. he's known as the outlaw. will he be sidelined for the biggest race of the year? and good morning, america. it is another snowy and cold one for so much of the country. whole east coast, much of the southeast getting hit hard and take a look at this right now. live look at the charles river in boston. just about frozen over. >> we also have a look at washington. the capital. the federal government shut down this morning. our "gma" extreme weather team all over this latest blast of winter and ginger starting us off again this morning. good morning, ginger. >> right here in the snow globe that is times square. we have a couple of light and fluffy inches, so 2 to 4 around

new york city but it is slick this morning. the commute a wreck. let's go ahead and look at one of the cameras we have on the road. a road cam in queens and it's just going to be a slow go. we've already heard of several accidents and now you can see why. it's not just here in new york city but it is because of the snow and ice back to our west. look at some of the totals up there on the big screen, west virginia, more than 15 inches. there's an inch and a half of ice in western tennessee. lexington, kentucky, over 10 inches of snow. now this thing is right here at the coast and pulling away so we are almost done with this snowstorm. this afternoon boston could pick up a couple of bands but it shouldn't be too terribly much. either way, inch to 3 inches is not welcome. neither is this. temperature, 9 by friday morning in charlotte, 6 below, these are actual air temperatures and 2 below for philadelphia so even colder air coming behind this. not what folks in nashville want to hear. that's where matt gutman is with all the problems on the roads. matt.

>> good morning, ginger. the music city is silenced this morning. now, i spoke to a transportation official who called this a once in a generation ice event. now, how bad is it? check this out. places that looked glazed over with ice are covering things this morning. overnight roads turning to ice rinks tractor trailers jackknifing. this vehicle flipping over near the tennessee/alabama border. and overnight tennessee officials declaring a state of emergency citing rapidly deteriorating road conditions. in somerset county monday a school bus and a minivan crashing injuring both drivers and five students. in hampton, virginia, a news van by the side of the road camera rolling as this suv careens out of control. in nearby blacksburg, two children falling into this frozen pond. finding refuge on an island until rescuers could bring them back to shore. air travel not much better. extreme weather delaying over

5,000 flights. >> sitting on the tarmac here at reagan for a little over an hour. >> reporter: more than 2,000 others canceled altogether. >> now we are all waiting in line and waiting to rebook. >> reporter: the d.c. area got more than 6 inches of snow. the federal government shuttered today. even the national zoo closed. back in tennessee, we tested the roads ourselves. driving interstate 40 from memphis to nashville what is typically a three-hour drive took us six. this pickup was driving ahead of us when it spun off the road of our team checking in on the driver. are you okay? >> yeah. >> glad everyone is safe and no one got hurt. >> reporter: now, that man was with his wife. she was unhurt. both of them said they're fine and going to call aaa. we're going to see lot more accidents on roads here. transportation officials say that even if you're on the

? black top may look smooth sailing. it may have ice underneath it. >> okay, matt, we'll head up north where we're seeing some of the coldest weather in decades. nowhere hit harder than boston and rob marciano is there. good morning, rob. >> good morning, george. i'm near the charles river which is frozen with the exception of this marina which has bubblers to help protect the boats. parts of the harbor frozen. this unprecedented snow coupled with the cold causing all sorts of problem, not just here but across the northeast. this morning, the northeast waking up to yet another bone-chilling blast. >> it is ridiculously cold. >> reporter: subfreezing temperatures from philly to new england leaving millions frozen. waterways iced over too bringing this ferry to a complete standstill for 30 minutes. in palmer, massachusetts, this suv plunging into an icy river. its sole occupant surviving treated for minor injuries. alongside that cold, more snow. here in boston already nearly 8 feet deep and more snow on the way will likely shatter records.

>> this is the snowiest february in the history of boston. >> reporter: snow piles so high it's over the right field wall at fenway park. city officials announcing it will take 30 days until normal service resumes on boston's public transit and more snow prompting fears of more scenes like this. roofs collapsing underneath the weight of the white. how long have you been doing this? >> 20 years. >> reporter: have you ever seen a winter like this. >> never, never. >> reporter: one woman trapped after her garage caved in narrowly escaped unhurt. >> this loud bang an could feel the whole car move and i physically ducked thinking i could be squished here. >> you are looking at the beacon atop the old john hancock tower used as the '50s as a weather forecaster. steady rain, red ahead. flashing red snow instead. i think that thing has been flashing for a good month now. long history of using light towers to alert people of things to come. >> you would know.

you spent a lot of time there. all right, rob, thank you. to that major train derailment. dozens of cars carrying crude oil coming off the track igniting a massive fireball in west virginia. two towns there have been evacuated. and abc's david kerley has the latest. >> reporter: huge explosions sending fireballs hundreds of feet into the air. >> is that coming over here? >> reporter: crude oil burning into the night. >> need you to respond to a train on fire involving cars, train cars and a house east of adena on 61. >> reporter: one resident says it was the house of a local pastor hit and then engulfed in flames. >> i saw a man running from the house. he did get out and immediately the house just engulfed in flames. >> reporter: the csx train traveling from north dakota to the virginia coast was just passing through the small town of mt. carbon 30 miles southeast of charleston in the middle of a snowstorm when two dozen of the more than 100 tank cars jumped

the rails leading to those towering explosions. >> the scene of these fireballs over and over again going up in the sky so quite alarming but the noise was tremendous coming from these crude oil tankers. >> reporter: at least one fell into the river leaking crude. the local water intake shut down and residents of the small neighborhood about 200 of them evacuated to the high school. >> i would rather be here than have my wife exposed to that. >> reporter: with daylight it will be the environmental toll officials will assess cleaning up not only the railcars but the river too. one person was taken to the hospital for smoke inhalation. one of the reasons these accidents are on the rise there has been a more than 400% increase in the amount of oil on our rails and the government says those tank cars are not up to the job of carrying that crude safely. george. >> okay, david, thanks very much. we turn to that breaking setback for president obama's immigration policy. late last night a federal judge halted the executive actions

offering protection and work permits for up to 5 million undocumented immigrants. abc's jon karl at the white house where the president responded overnight. good morning, jon. >> reporter: good morning from a snowy white house, george. the president's executive actions which would give legal status to some 5 million undocumented immigrants were to begin to go into effect tomorrow. this judge's order stops that in its tracks but the white house wasted no time in saying it would appeal in a statement issued at 3:00 a.m., george, white house press secretary josh earnest said "the department of justice, legal scholars, immigration experts and the district court in washington have determined the president's actions are well within his legal authority. the district court's decision wrongly prevents these legal commonsense policies from taking effect and the department of justice will appeal." so, george, i have to say white house officials are confident they will win this appeal and they may be right on that. >> at the same time, jon, the president's actions facing opposition in congress, as well and the opposition to his

executive actions on immigration jeopardize the entire budget for homeland security. >> reporter: and that may be the more serious fight here, republicans are saying they do not want to fund the department of homeland security unless -- this executive order on immigration is undone. this is a major showdown. republicans themselves are divided on this and they come back from recess next week and only have five days to resolve it before the department's funding runs out. >> at the end of the month, thanks, jon, very much. to the war against isis and growing concern about the brutal terror group as it spreads to more countries. the latest evidence that horrific execution of christians in libya. abc's martha raddatz is just back from the region and, martha, you saw firsthand the reaction to their terror tactics. you spoke to people on the ground there. what do they tell you? >> reporter: well, the people on the ground there, really quite frightening. they basically said this is an eye for an eye battle. people in jordan were saying they would go in to fight with isis.

but we also had that wave of egyptian air strikes within hours of the mass beheadings of those civilians targeting isis training camps and compounds in libya. but there are no u.s. plans now to get involved with military action in libya even though just 500 miles from europe, the u.s. is concentrating on iraq and syria militarily but especially in syria, the u.s. plan will take years and years to show any results, if it ever does. i was up by the iraqi border with jordan. i saw tanks lined up trying to keep isis out. but the influence of isis is spreading beyond syria and iraq and the u.s. really, robin, is struggling to find a way to stop it. >> martha, you spoke to the people on the ground there who sympathize with isis? >> reporter: they really do. it is unbelievable. i was in a town in jordan. the men and boys were all telling me we just want to go in. we just want to do this. it was really stunning, robin, and really quite frightening. >> we're glad you're back safe

and sound, martha. thank you. now to amy who has the other top developing stories right now. good morning. >> good morning, everyone. we begin with new revelations about a u.s. spy program abroad. a russian cybersecurity firm is suggesting it's found evidence that the nsa has planted sophisticated spying software in computer hard drives in dozens of countries. it is said to be similar to the one that used a computer worm to disable part of iran's nuclear program and is reportedly allowing officials to eavesdrop on computers from russia to china to africa possibly targeting government institutions and even banks. the fragile cease-fire between russia and ukraine may be in further jeopardy. both sides have now missed a deadline to withdraw heavy weapons from the front line. each side apparently waiting for the other to make a move. ukrainian soldiers are reportedly trapped near a contested city. back here at home we are learning more about the apparent case of road rage that led to the killing of a mother of four in nevada.

the gunman still on the run and abc's kendis gibson spoke to the victim's son who described what happened just moments before his mother was shot in front of their home. >> reporter: this morning new details into the apparent case of road rage leading to the shooting death of 44-year-old tammy meyers. >> we're not used to waking up and not seeing our mom. >> reporter: matthew, one of tammy's four children, describing to me the moments before his mom was gunned down outside their home. your sister told him what. >> that someone is following my mom. come out fast now. let's go, hurry up. >> reporter: tammy meyers was driving home after giving her 15-year-old daughter a driving lesson in this school parking lot late at night. a one-minute drive from their home. her son says she was driving the speed limit, 25 miles an hour and that's when she got into an altercation with another vehicle. >> he didn't like how slow she was going and so he decided to just go right past her.

he hit her on the side. >> reporter: police now on a massive manhunt looking for a silver or gray sedan and the three men inside it. >> my mom, she was just an innocent lady. >> reporter: the family now offering up their mother's most prized possession, her 1965 el camino hoping that someone comes forward with more information. >> and the person gets arrested, we'll give you the keys. you come pick the car up. >> reporter: for "good morning america," kendis gibson, abc news, las vegas. >> our thanks to kendis for that. a bizarre scene in fresno when this kidnapping suspect tried to outrun police by jumping from roof to roof. police say it started when he broke into a house and threatened a homeowner. when he heard police sirens he escaped through the attic. he was finally tased by an officer and arrested. in hawaii a large wave slammed into a whale watching boat. you can see the boat in the heavy surf there. seconds later the impact threw five people including a pregnant woman overboard. you see them staying together in the water.

rescuers on jet skis were able to bring everyone back to shore safely. wow. finally many of us in the east are ready to surrender to winter. we can't take it anymore. neither can the folks who work for the ithaca, new york, visitors' bureau. look at their website. they've given up trying to convince people to vacation in ithaca striking out the name of their city and suggesting people should visit the florida keys instead. temperature in the keys, 70. temperatures in ithaca, zero. smart choice. >> funny. >> good idea. >> i give up. >> yeah. >> we can't convince you. >> come back to us this summer. >> yeah. >> thank you, amy. hey, robin. this sunday is nascar's super bowl, the daytona 500 but the big question will kurt busch behind the wheel after a judge issued a restraining order against him? abc's tom llamas has the story. >> the outlaw wins the battle at the martinsville.

>> reporter: this morning abc news learning that nascar superstar kurt busch is still eligible as of now to compete in the daytona 500 sunday despite a controversial setback off the track. a family court judge issuing a restraining order monday requiring him to stay away from his ex-girlfriend, patricia driscoll who is accused him of assault. >> this case is about domestic violence and, yes, the judge found evidence about it. >> reporter: busch who stands to pocket $1.5 million if he wins at daytona spoke with espn before the court's ruling seeming both confident and agitated. >> so you're completely confident you're going to be in a race car? >> yes. >> good. how has this -- >> tmz or espn. where are you going with this? >> reporter: the court order obtained by abc news states busch shall be evaluated for mental health problems related to anger control. and that he must stay 100 yards from driscoll except at nascar events where she often appears because of her work with a veterans group.

this high drama in the american sniper murder trial. as the jury heard the confession of eddie routh, videotaped just hours after he gunned down chris kyle and chad littlefield it could undermine his insanity defense and abc's ryan owens has the latest. >> reporter: head down and hands cuffed, eddie routh appears to be napping at the start of this police interrogation video. later, the jury watches him look around the room. at one point trying to put on his glasses. not easy with his hands behind his back. of course, it's what he says to the texas ranger hours after shooting chris kyle and chad littlefield at this gun range that may matter most. you know what you did today is wrong, right? you understand that, asked the ranger. yes, sir, replies routh. the judge will not allow audio to be broadcast until after the verdict but on the tape, routh further acknowledges his guilt by apologizing to the victims' families. i'd tell them i'm so sorry for what i done. if i could have done it differently, i'd done it a whole lot differently.

the accused double murderer is incoherent through much of the hour plus long tape. but he does detail parts of the crime like who he shot first. chris kyle, the hero of the blockbuster "american sniper." >> i just want to get the bad guys. >> reporter: i knew if i didn't take out his soul he was coming to take mine, routh says. i'm tired of playing chess with my life. his attorney previewing that paranoia in his opening statement. >> what he said was that he had killed them before they could kill him. >> reporter: prosecutors also played a series of voice mails routh left on chris kyle's phone the week before the shootings. one included a bizarre rant about the weather. the defense argues the man in the voice mail and on this tape is sick and doesn't know what he's talking about. especially when he says, he knows what he did is wrong. for "good morning america," ryan owens, abc news, stephenville, texas. >> thanks for that.

dan abrams here right now. the standard for insanity is knowing the difference between right and wrong. he says he did. >> it sounds like they're asking the ultimate question but, remember, while this is not helpful to his defense at all, this idea of him coming forward repeatedly by the way asked that three or four times in the interview not helpful. with that said, if he is legally insane, he's not the guy to ask. right? i mean, as a legal and practical matter, if he doesn't understand right from wrong asking that guy isn't the right person to be asking about that. you have to look at the tape in its totality about 50 something minutes long. there are a number of periods in there where he seems sort of incoherent talking about head hunters and saving his soul. he's talking about needing to do it. insanity always really, really tough to win. but the defense hoping they focus on sort of the totality. >> when you look at the whole 56 whatever minutes anything else damaging in the tape. >> the more damaging part is not

the part about right or wrong but expressing remorse. by saying he's sorry about what he did, there is an appreciation that what he did was wrong and i think that's the more damaging part for the defense here than asking him to make a legal assessment about his mental state. >> insanity defenses are very tough to win, you've said but this a relatively close call. >> compared to most insanity defenses this one is a close call because there's clearly evidence that he's mentally ill. but there are also sort of indication after indication that are coming out with just inklings of understanding what he did was wrong. this is a tough legal standard to demonstrate you didn't understand what you did was wrong is tough for the defendant. he is in a tough legal spot but there is evidence here that no question he was mentally ill. the question is how mentally ill? >> dan abrams, thanks very much. >> all right, there, george. now to the slenderman case, those two young wisconsin girls charged with stabbing their best

friend to please the fictional character. the shocking interrogation tape played in court. the girls are revealing they feared for their life as the judge decides if that's enough evidence for a trial. abc's alex perez has that story. >> reporter: this morning, for the first time we hear directly from the two young girls accused of stabbing their friend, 19 times. >> she was my best friend since 4th grade. >> reporter: prosecutors playing a police interrogation tape filmed hours after the incident. in a court room monday. 13-year-old anissa weir saying morgan geyser said if they didn't kill their friend payton, slenderman would kill them. >> he targets children most, so i was really scared knowing that slenderman could easily kill my whole family in three seconds. >> reporter: but in another police interrogation, geyser points the finger at weir. >> anissa told me we had to.

mardi gras for so many of those celebrating in new orleans and we're going to talk about all of the snow and ice out there. it's impacting states from the south to the northeast this morning. tennessee, north carolina and virginia are the hardest hit. people stuck on the roads, some calling this the worst ice storm in a generation. thousands are without power and the snow has shut down federal offices in washington, d.c. today. at the airports, hundreds of flights are canceled or delayed. ginger has the forecast coming up shortly. also breaking overnight, the white house says it will appeal a federal judge's ruling that temporarily blocks the president's executive action on immigration. the president's order would protect millions of undocumented immigrants from being deported. the federal judge's ruling gives a coalition of 26 states time to pursue a lawsuit to permanently stop the president's order. and in west virginia about 200 people remain evacuated after a train carrying oil derailed. look at those images. it exploded into a massive

impact durability so these $44 black tights reach new heights first. ooh. then this gray pair, my $12 tights. ooh. that's kind of scratchy. that's not good for your tights. whoo-hoo! no run, no snags. next extreme hosiery event, the playground with the real torture testers, my kids. expensive. a couple little snags, one, two, three, four. my gosh. the inexpensive tights? we have two snags here. but no snags here. finally pushing every seam to its limit, the rock and jump trampoline arena. first expensive. i inspected all the seams, but they're in good shape. and inexpensive. we have a toe poke through right here. but considering the hosiery hazing, i think both pairs of tights performed pretty well. but which one was the big winner?
