like 19 below. that air slips to the south and east. louisville to give you an idea, looking for 14 below, these are actual air temperatures. 11 atlanta. 9, richmond. 11 pittsburgh. the numbers here getting even colder by friday. our matt gutman is in nashville with all of that snow. but first, actually, we have to go to abc's matt gutman. he is in nashville. >> reporter: that's right, ginger. one-two punch, first the ice, now the snow. i want to give you an idea of why officials here say that conditions out here are so treacherous. you mentioned the snow. here it is, nice, white and fluffy but beneath it, rock, solid ice. from the air, watch this dramatic rescue. first responders floating this teenage girl through frozen mush just off middleton, new jersey. she had apparently decided to walk out to the icy jetty with her friend tuesday to take in the arctic sea. she was later hospitalized. >> i cried. you just are happy she's alive and she was okay.

i hope nobody ever has to experience this. >> reporter: and in texas, another rescue. the u.s. coast guard swooping in to save this family of four out for a boat ride when an ice storm moved through. the two children showing signs of hypothermia. the rescues extending to animals, two fire crews saving this dog after he fell through a frozen pond in north carolina. in all, 200 million americans affected by the icy blast. highways looked like demolition derbies tuesday. here in tennessee big rigs jackknifed and trucks flipped officials declaring a state of emergency. schools in some districts canceled for the remainder of the week. across the south, trees encased in ice. this one, sagging under the weight before snapping. others brought down power lines, leaving tens of thousands without electricity. that ice so solid, nick attacked it with his buzzsaw. what do your neighbors think of

this method? >> i don't know. i just got the job done. that's all that matters. >> reporter: officials imploring people to stay off the road. you think that snow might give you traction wrong, it's an ice rink out here. now, from one danger to the next, after all this ice is it coming that cold. stay tuned. >> tough week. okay, matt, thanks very much. we're going to get the very latest now on that train derailment in west virginia. dozens of cars carrying oil went off the tracks igniting a massive fireball. the flames are still burning and there are concerns this morning about the safety of the water in those small towns. abc's david kerley has the latest. >> reporter: from the air, this morning, a look at how those tank cars slammed against each other. these explosions shooting hundreds of feet into the air. >> i've never seen anything like this in my life. >> reporter: the latest in a rash of crude oil tank cars igniting during derailments. >> oh, my god. the house is on fire, the train derailed over the hillside. >> reporter: destroying homes and property. even 24 hours after all the

explosions, flames and smoke, csx rail and state officials could only watch and wait for the 20 cars, one-fifth of that train that was rolling through this small town, to burn itself out. one of west virginia's senators say they dodged a bullet. >> there have been too many of these accidents have happened. >> reporter: he's talking about north dakota oil, known as bakken crude, which is more flammable and has contributed to many of the recent explosions. >> these are in many times going near our homes, schools and businesses. >> reporter: so much more oil is being transported through our neighborhoods and the government says those tank cars aren't sturdy enough for the job. puncturing and spewing that dangerous crude in an accident. this morning, here in mt. carbon, even though the water samples have come back negative, residents have been advised to boil it as a precaution. that water warning, just another level of safety.

the environmental cleanup on the other side of the bank as they try to start to remove the tank cars. lara. >> david kerley, thanks so much. now we turn to the war on isis. new questions this morning about the latest terror tape. experts trying to determine if the leader of the group that brutally executed 21 christians is american. abc's brian ross is with us with the very latest and good morning, brian. >> reporter: good morning, lara. as gruesome as that video is it also offers a wealth of clues for u.s. intelligence officials. and this morning, they're analyzing the tape to see among other things if the leader of that mass murder could be american. the most important clues are his facial features and speaking patterns. now being compared to americans known to have joined isis. >> today we are on the south of rome. >> he says south instead of sothe so he's not from canada. >> reporter: eric thomas, a professor of linguistics, at north carolina state, says a number of distinctive pronunciations -- >> all praise is due to allah. >> reporter: he says due instead of doo. >> reporter: point to a possible u.s. background with arabic influence, as well.

>> i think he sounds pretty american. >> reporter: today at the white house, day two of a terror summit to stop the pipeline of american recruits to isis. >> we need answers that go beyond a military answer. >> reporter: the u.s. state department is running its own social media campaign to counter isis, including twitter messages calling isis adult fighters cowards who use women recruits only for sex. some analysts say the u.s. campaign of insults misses the mark. >> it's not impacting the people who may be inspired by the isis ideology and willing to carry out attacks on its behalf. >> reporter: overseas the anti-isis campaign includes mocking humor. ♪ >> reporter: like this skit on kurdish tv that portrays isis fighters as complete idiots. ♪ >> reporter: and major movies are also taking up the anti-terror theme. one of the academy award nominees for best foreign film called "timbuktu" portrays the

horror of life. perhaps an oscar could go its way to be as powerful a fight against isis. >> it would, indeed, brian, thank you so much. we have new developments in that deadly road rage incident in las vegas where a mother of four was gunned down in her front yard. her family spoke out during an emotional candlelight vigil overnight as a dramatically different account of the incident emerged. abc's kendis gibson is in las vegas with the latest. good morning, kendis. >> reporter: george, good morning. so much of this story has changed just within the last 24 hours. come over here, take a look at this missing strip on tammy meyers' car. one of her sons told me that was the result of the road rage accident that led to her death. but police are now saying there was no accident. what's not in dispute this mother of four was loved. >> she didn't deserve this. >> reporter: this morning we're hearing for the first time from the son and daughter of tammy meyers, the las vegas mom gunned down after an alleged road rage incident, speaking out at an emotional vigil overnight. >> she was protecting me that

night and she did everything, you know, she was teaching me how to drive. >> reporter: but now, we're hearing a drastically different account of the night she was shot in the head after giving her daughter a driving lesson in this parking lot late thursday. >> now, here's what happens when she gets home. >> reporter: homicide detectives now saying she allegedly encountered a sedan with one person inside, not three. as originally believed. her daughter reaching over honking the horn and the other driver gets angry pulling in front of the pair's vehicle and stopping, exiting his car to confront meyers who allegedly doesn't say anything back. las vegas police also saying the 44-year-old was likely not followed home immediately after the incident as previously thought. but instead went home, got one of her sons who grabbed his handgun and went looking for the suspect together. >> her 22-year-old son came out of the house, got into the car, he was armed with a firearm. they left the house in search of that person, that mrs. meyers

was involved in an incident with. >> reporter: police say the pair spots the suspect's vehicle nearby but then returns home. that's when the suspect vehicle allegedly follows them back into their cul-de-sac exchanging gunfire with meyers' son brandon speaking about the incident for the first time at that vigil. >> i did what i had to do to protect my family. and i'd do it for anyone i love. >> reporter: her husband calling his son brave overnight. >> my son is a hero in my book. >> reporter: i asked the lead homicide detective who gave them this new account of what happened he told me it was the witnesses to all of this the son and daughter who were right here that night. >> okay, kendis, thanks very much. let's talk to dan abrams. so much to wrap your head around. this first incident on the road. the mother and son go back to the house, get a gun. does that change things? >> well, look, it changes things in terms of how we view the case but why this happened, et cetera. but as a legal matter, if it happened as the police are

saying now, which is they go after him, they don't have a confrontation. they come back and the person follows them to the house and then shoots her at the house, that doesn't change it as a legal matter. that's right. that becomes murder. right? you follow someone to their house, no matter if they chased you or didn't chase you, still a case of murder. what i'm little puzzled by is why the authorities are already so certain about what happened. meaning you heard right there at the end of kendis' piece he's talking about the two key witnesses being the daughter and the son involved in this case. they definitely want to catch this person. they want to find this person. they want to talk to this person. because it seems there are still some unanswered questions about exactly how this happened. >> does it hurt this person's potential defense if it should come to that, the fact that the person has not shown up, is a fugitive basically. >> yeah, it doesn't help. look, they don't know exactly who the person is. the fact that the person is not

turning themselves in now is not helpful to this person's case but i think if and when this goes to trial you can expect to see some sort of claim of self-defense. even here, exchanging of fire. who fired first. these are going to be the kind of questions that come up later, but regardless you are not allowed to go follow someone to their house and shoot them. >> okay, dan abrams, thanks very much. let's go to amy with the other top stories. >> good morning. and we begin with the u.s. condemning russia for violating the cease-fire in ukraine. a tv crew caught this dramatic video of a mortar round hitting a gas pipeline in eastern ukraine, forcing them to flee the cross-fire. today ukrainian troops were seen retreating while others were captured as russian-backed rebels tried to seize control of a key city that serves as a railroad crossing. back here at home the measles outbreak is spreading. the cdc now confirming 141 cases in these 17 states and washington, d.c. that's 20 more in the last week. the outbreak is slowing but it is still far from under control. at least in california. lab tests show the current virus

is identical to the one that is spreading in the philippines. well, police in kansas city have released new video hoping to find the man who opened fire on a city bus. you can see him there firing several shots from the sidewalk shattering the windows, passengers scrambling for cover. one teenager was injured. she's okay. police say her boyfriend may have been the target. nasa says a fireball that lit up the sky over four states tuesday, look at that, was actually a meteor. the space rock weighed about 500 pounds and it was traveling 45,000 miles an hour and it was seen across parts of pennsylvania, ohio, michigan and new york. well, an unfortunate mistake at carnegie mellon. the university sent 800 people letters congratulating them on getting accepted. even though they were not. here's the irony. they had hoped to study computer science. the mistake blamed on computers. >> ooh. >> back to school.

against eddie routh after playing the bizarre video of him in the back of the police cruiser. in custody after killing chris kyle and chad littlefield. the defense now trying to convince the jury that routh was insane at the time. abc's ryan owens has the very latest. >> reporter: it might be the last way you'd expect the defense to start. eddie routh's attorney showing the jury victim chris kyle's navy s.e.a.l. rifle. american sniper emblazoned on the side. the gun and man who shot it, now famous thanks to the oscar nominated blockbuster of the same name. >> he has a green light. your call. >> reporter: routh's attorneys are arguing their client was temporarily insane and felt threatened by the five assault rifles kyle and his friend chad littlefield brought to this gun range two years ago. to bolster their case the defense called the killer's mother. jodi routh testifying her only son was suicidal after he got out of the marines. she says she begged the v.a. not to release him from the hospital the month before the murder. she also told the jury she asked chris kyle to help her son with his ptsd.

he said he would love to do anything and everything he could to help my son. with kyle's widow taya looking on, the prosecution rested tuesday after five days, 26 witnesses and so many videos of routh. from the interrogation tape where he admits he knows what he did is wrong to the high-speed chase where he finally gives up to the latest one, routh in the back of a police cruiser telling the officer, i've been so paranoid schizophrenic all day. i don't know what to even make of the world right now. i don't know if i'm insane. prosecutors say this is all an act and they say routh only says things like that or does things like lie down in the police cruiser when people are nearby. watch. they say when officers walk away from the car, he sits up normally and appears relaxed. for "good morning america," ryan owens, abc news, stephenville, texas. >> all right, our thanks to ryan.

and we want to get to dan abrams who's here for more on this and the defendant's mother as we just heard told the jury that her son was not only suicidal but she did not think he should be released from the hospital. how does that play into this? >> first of all, he humanizes him. i think that may be the most important thing and then she's talking about his mental illness, he's on nine medications, in and out of mental institutions but on the other hand you have the prosecutors coming back on cross-examination saying wait a sec, he also had a history of violence and drug and alcohol use, didn't he? and that's a little microcosm of the case right there which the defense is saying focus on the mental illness, the prosecution is saying focus on the violence and alcohol and drugs. >> and the prosecution giving another possible motive saying that routh was very frustrated with the victims at the shooting range. >> right. and if that were the motive, that were the only motive we've heard i think he could be in big trouble trying to overcome that. the problem for the prosecution is this is at least the fourth possible motive we've heard in

faux glow but experts say a chemical in spray tans may pose a potential health hazard if inhaled or ingested. dha is the chemical in spray tans that makes skin turn brown. the fda approved it 35 years ago for external use as in lotions but not for all over spray because the industry has not provided the data for that purpose. still, the fda said dha should not be inhaled or ingested or exposed to the lips, nose or in and around the eye. >> i'm ryan. >> reporter: in 2012 we went undercover to many salons in the new york area. few had eye covers or nose plugs available and when we asked, every salon discouraged us from wearing them. >> you don't need it. you really don't need it. >> you don't need to wear anything on your face. >> reporter: joe levy heads up the international smart tan network which provides education and training to salons. in response to our first story he said his company would immediately develop a unit to improve compliance with the fda recommendations. so, has anything changed?

24-hour makeup actually holds up. we had twin sisters help us put high-end department store 24-hour makeup and the less expensive drugstore version through a series of round-the-clock challenges, and abc's rachel smith has a look at how they held up after a busy day. ♪ >> reporter: with women on the go searching for the longest lasting makeup looks, companies are eager to provide 24-hour products like mascara, eyeliner, eye shadow, foundation and lipstick. i like the color. but just how well do these hold up after 24 hours, no touch-ups and a series of "gma" challenges, we ask professional makeup artist lisa kapler to help us assess how the products did. >> this is going really well. >> reporter: in one corner, drugstore products totalling $45. in the other, department store products coming in at $114. how does it feel right now? >> it feels good. >> reporter: identical twins, sam and emma, trying them out. time for the finishing touch. because we couldn't find a 24-hour department store

lipstick, both girls are wearing the same $12, 24-hour drugstore lipstick. we'll see who can wear theirs longest. first up, the workout challenge at new york city's ymca. after 30 minutes how did the makeup fare? >> i have a tiny bit of a crease mark. foundation looks like it's pretty much in place. there's no crease on this eye at all. eyeliner is good, mascara is great, the foundation looks really good too. >> reporter: the verdict, a tie. both sets of products holding up well. next up, an evening out, dinner, and beauty sleep. both girls getting eight hours of shut-eye with their makeup on. the following morning, a quick breakfast and another check-in. >> i see a pretty heavy crease. the makeup has completely come off in that area. the lipstick left a stain. the foundation is worn a little better. the eye shadow has not moved at all. the mascara is doing extremely well. the drugstore measured up the best. >> reporter: finally, the twins head back to the ymca. now for the ultimate challenge,

department store makeup would have held better, but, you know, after swimming and sleeping and exercising, i mean, yeah, i was definitely very surprised that -- i mean, she said it didn't even move so that was crazy. >> is that a good thing? i'm not even sure about that. emma, how did you feel about the department store brand? >> you know, it felt pretty good when it went on. you know, i didn't really feel like i was wearing that much makeup. i felt good, and then it was kind of surprising to see after the exercise, after a few hours, mine started to get a crease in the eye shadow. hers didn't really move, so it was kind of interesting. >> the eye makeup holding up was pretty remarkable but the foundation too they said looked really good throughout the whole -- do you all wear this much makeup normally? >> not usually. i'll usually throw on a little bit of eyeliner, mascara. >> i mean i was kind of shocked when i looked in the mirror, i almost didn't recognize myself. >> wow. >> i normally don't wear that much makeup. >> and you definitely don't wear it to bed. 24 hours a day, but just in case you needed to, we know where to turn.
