>> it is saturday, february 21st. good morning. i'm chris nguyen. let's start with a quick first look at the forecast. here's lisa argen tracking live lopler 7hd, hi, lisa. >> hi. we are waking up to patchy fog especially in the north bay and we have a weather system to talk about coming not the second half of the weekend. 52 san francisco, 47 in san jose. that puts us anywhere from 2 to 11 degrees cooler than we were yesterday at this time. so you certainly will feel it as you step outside this morning. and the fog from napa up toward santa rosa just a quarter mile visibility, half-mile toward petaluma. fog in concord, as well, and a little better visibility by the

delta. notice we are looking at the fog banked up along the shoreline today. sunshine inland. that will give us some cool conditions at the coast. but i'll explain all of that coming up. >> lisa, thank you very much. things are back to normal this morning at the port of oakland as well as ports up and down the west coast. late last night a a deal was struck between labor and management ending a dispute that cost a lot of people a lot of money. here's a look from the the emeryville camera. we have the story. >> there's blame to go around but these conflicts are part of the american democratic process. workers have to have a voice. they have to be able to stand up. >> port activity is expected to be restored in full capacity. a five-year tentative agreement will relieve the gridlock at 29 coastal ports, including oakland. it ends a nine-month labor dispute that led to work

slowdowns. california exports like agriculture has been rotting on the docks wait to go get out. the situation was so dire, president obama ordered labor secretary tom perez to come to san francisco to intervene. he says he still has confidence in the arbitration system. >> i think the system here is an efficient system. it works. sometimes it takes too long. in this case it took too long. >> perez said the labor dispute between the longshore man and the pacific maritime association caused significant damage to the u.s. economy. kim has $800,000 of gameet i am pockets sitting in a ship off the coast wait to go get in. >> we've had orders cancelled, big high end department store cancel their orders. >> the ceo of the national retail federation said we must dedicate ourselves to finding a new way to make sure this nightmare scenario is not repeated again. allen wrong, abc7 news.

>> governor jerry brown tweeted about the deal saying the costly port dispute has hurt many people. i'm glad it's finally over. >> 5:03 is the time. a baby is safe after a suspected thief drove off with the child in san francisco. it happened last night at the sports base men store near crissy field. u.s. park police say a man and a woman were suspected of shoplifting from the store at around 7:30 p.m.. officers believe the man then stole that woman's car with the 18-month-old child inside. the child was dropped off at a grandparents' home around 9:00 p.m. police have since arrested the man. hayward police have released a sketch of a man who tried to pull a 14-year-old girl into his car. the girl said she was walking home from school yesterday shortly after 3:00. this young man on your screen, again, this is a sketch wearing a green hoodie with black knee-lent shorts and sox tried to drag her into his white schedule dan.

the girl fought back and ran to a neighbor's house. police could not find the suspect. if you do know him, you are urged to call hayward police. one person is dead this morning and another hospitalized after a shooting outside a bay point smoke shop. violence broke out shortly after 9:30 last night. contra costa sheriffs deputies say a person died at the scene and a woman was taken to the hospital with unspecified jury rid. >> police are trying to figure out if street racing caused a fatal hit-and-run crash in oakland. 40-year-old maurice summerfield died yesterday. we were over the area at around 3:30 when witnesses say a speeding car hit summerfield. the driver of the car ran away and police are still looking for him. investigators are looking into reports the car was racing a pickup truck. witnesses also say the drivers were shooting paintball guns at each other. 48-year-old anthony moore also got run over.

his girlfriend said he was walking in the area and survived by diving out of the way. >> the way he smashed me went off the curb and that's what i heard. >> police are asking anyone who saw what happens to give them a call. in san francisco police believe the driver of an s.u.v. ran a red light before hitting a mother and her toddler as they rode a bicycle yesterday afternoon. it happened on a busy stretch of gearry boulevard at 7th avenue. the mom broke her leg and her daughter suffered bumps and bruises. if you think the dismantling forecast old bay bridge is taking a long time, you are not along. caltran has a plan to take it down in one fell swoop. sergio quintana explains what they have in mind. >> this is piere-3 of the old western span. it's the biggest and the deep of the base of the whole structure about 50 feet below the water

particles from being swept away and it's low migration season so it's set to have the lowest impact on wildlife. starting today anyone dialing from a 415 phone number to another 415 number has to do it differently. you now have to dial 1 plus 415 as if you are calling another area code. say you want to call here. you dial 1 415-ed 54-7777. if you don't remember the 1415 you will hear a recording telling you to hang up and dial again. call will not go through. the change is happening so they can introduce a new area code. the 628 code will be an overlay meaning it will be assigned to new numbers in the 415 region. 628 phone numbers will start being assigned next month but the dialing change starts today. the countdown to the oscars is just about over. we are just one day away from the academy awards.

the ceremony happening down in hollywood. crews spent yesterday installing a giant tent over the red carpet. it will stay in place. wet celebrities are not in the academy's plan. >> the chance of rain on oscar sunday is enough to get the protective canopies up before any potential precipitation comes down. when it comes to hollywood's biggest night. dazzling and drizzling just don't mix. >> i don't know that we are being overcautious. i don't think 40 to 60% chance of rain is overcautious. i think it's a reality that it's coming. you know what, if we don't put the structures up, we are going to have about 3,500 to 4,000 people not happy on show day and it would be embarrassing. we don't want to be that guy. >> the oscar inner circle has been circling around this

>> welcome back. time is 5:13. a live look at our east bay hills camera. cooler temperatures for the start of the weekend. lisa will bring us the accuweather forecast in just a little bit. police are looking for a car thief who drove right into the owner. it happened last night in the parking lot of the walmart near john meera parkway. is this woman came out of the store and saw a woman in the car. she ran behind the car and the woman hit the grass. >> she rammed it. i was right behind her. >> and she kept going? >> she went fast. they said i flew. that's what the other lady said. >> the force of the impact sent her to the ground. she went to the hospital with a swollen leg and bruises. an odd mystery in sacramento. neighbors keep discovering dead animals in bags and boxes dumped

in a local park t started last month whenlation of head less chickens were found in sacramento's south side. so far this month there's been a dead tortoise, a goat and a sheep. animal control believes the animals might have been killed in religious ceremonies. >> an update yesterday on a fire that tore through one of the tallest buildings in dubai. the fire is out and investigators are trying to figure out how it started. high winds spread the flames quickly through the 79 floors. thousands of people were evacuated in the middle of the night. the white house is seeking to lift a drear injunction haltth president's plan to protect millions from deportation of illegal aliens. he spared 5 million illegal ailiance. on monday a texas judge ordered a halt to two of his programs. the white house said they will seek a stay to the ruling on monday and they plan to appeal the decision in court.

bill cosby won'ting appearing in the bay area anytime soon. the performance has indefinitely been postponed by mutual agreement. his next performance in cupertino is cancelled as well. he has cancelled dozen of show nationwide following allegations of sexual assault made by nearly two dozen women. cosby denies the claims and hasn't been charged with any crimes linked to the allegations. 100 years ago all eyes were on san francisco, a world's fair unlike any other had been reopened. the city had been reborn from the ashes of the 1906 earthquake is fire. we take a look back. >> it was the most wonderful thing that ever happened to san francisco. >> this old film from the california historical society shows the panama pacific international exposition. a world's fair to celebrate the opening of the panama canal in

1914. >> and it was beautiful. >> it was more than a world's fair. it was a coming-out party for a city that less than a decade earlier was nearly destroyed by an earthquake and fire. >> for san franciscans, i think what it meant was really a chance to put a very young city in a very young state on the world's map. >> planning began before the 1906 quake and continued during the destruction. the city quickly raised millions to fund the fair. they saw it as a chance to show the world that san francisco was recovering. >> the site selected was this mudhole out at harbor view. >> built on what we now call the marina district. the 35-acre fair had everything. the centerpiece a tower covered in jewels that glimmered in the sunlight and lit up the night. any 100 years later the california historical society is piecing together an exhibit to give people a glimpse of the spectacular and quirky past on

display. photos, trinkets and a scaled model of part of the fair. there was something for everyone. bands played daily, horse and camel races were just as popular as the auto rays. on display in the new buildings, new technology. a telephone linked san francisco to new york. cars rolled off the model t assembly line as airplanes flew overhead. just about ever marvel of the day was there to see. >> a new life saving device, the baby incubator. >> when the fair closed, nearly everything was torn down. san franciscans ultimately kept just one building, the palace of fine arts. >> we are opening the front doors for the first time in a very long time. >> now the palace will be the centerpiece of a city-wide celebration. >> there was in rerailty an

5:19. weather-wise what can we expect? >> we are looking at changes. not right away but as we get into the weekend. hopefully it's feeling more like february. in fact we do have some sierra snow on the way. not much, but feeling more like february in the next day. so right any live doppler 7hd you see some of the fog banked up along the shoreline and we also have fog to the east of us. there's a weather system coming tomorrow. that should mix things up a bit. from our sutro tower camera temperatures are ranging it from the low 50s in san francisco, 41 half moon bay. it is much cooler at the coast. 49 palo alto, 47 in san jose. and here's a look from our exploratorium camera where it is clear, but then you will run into some dense fog from petaluma to napa with numbers dropping into the upper 30s. we haven't seen 30s in a while. that's what it should feel lake in february. we are looking at the cooler start everywhere. even if it's just a couple of degrees. out by the delta and you throw

in fog there it feels cool and damp. and all around the bay a good five degrees colder this morning from hayward, san carlos and mountain view. the fog perhaps creating a problem from santa rosa to petaluma. we are looking at all of this fog to stay with us until the midmorning hours. and then it lifts. today will the milder and sunnier part of the weekend. you have that to look forward to. and then by tomorrow we are looking at a system coming in from the east that will provide some sprinkles some gusty winds." temperatures much cooler and it will take a couple days for us to recover and get back into the unusually warm conditions that, once again are on tap for the week ahead. so first things first. the ridge is still with us, but it's beginning to yield from this system here. it's not going to get anywhere, but that system is going to come on in and provide the changes for the sierra nevada. the possibility of southern california rain showers breezy winds for the bay area, and the closest the rain should get to us is say, santa cruz, san

louis. and maybe sprinkles around the santa clara valley. but otherwise it's just a cold system that will allow for maybe one to two inches of snow in the sierra sunday and monday. so fun tonight at levi's stadium with the kings, the l.a. kings and the sharks. numbers in the upper 50s. dropping through the 50s. it will start out clear and then the fog will be back overnight tonight. more fog tomorrow. today it's banked up along the coast with 66 half moon bay. 70 in san jose. notice fair amount of 70s still around the bay today. mainly in the east bay. 71 livermore. as well as concord. 67 san francisco. it's 70 up in santa rosa. the accuweather seven-day forecast cooler maybe sprinkles. breezy tomorrow mainly in the 60s and we will keep the temperature profile for monday, and then slowly unfortunately we warm back up to unusually warm afternoon highs and sunny and dry conditions.

>> half past the hour on this saturday morning. thanks nor joining us. i'm chris nguyen. we are tracking mild temperatures throughout the region this morning. here's meteorologist lisa argen with a first look at the forecast. hi lisa. >> good morning chris. that's except if you are in the valleys. it's cooler in the valleys where there is fog. san francisco is mild, as well

as can carlos. low to mid-50s. 51 hayward. you go toward livermore and concord certainly has the fog. visibility reduced up in the north bay, and that's going to be the key throughout the day today, keeping the coast a little built cooler. there's fog in the valleys. so some of this will allow for cooler numbers to start out and then we will rebound through the afternoon. notice 24 hours ago we were milder and as we go through the morning hours, the fog an issue from santa rosa, petaluma, and napa not too bad. then we look for a storm system to bring in much colder air for the second half of your weekend. even with the fog and cooler temperatures this morning, we are going to have another mild afternoon. i'll pinpoint those numbers for you coming up. chris. >> lisa, thank you. new this morning, president obama spoke about continuing to grow our economy by opening up new markets for american goods and services. in his weekly address the president pointed out that 95% of the world's potential customers live outside our

borders. he said america needs to right the rules for trade in the 21st century by passing the trade promotion authority. >> this is bipartisan legislation that would protect american workers and promote american business was strong new trade deals from asia to europe that aren't just free, but are fair. it would level the playing field for american workers. it would hold all countries to the same high labor and environmental standards to which we hold ourselves. >> the president added we need to make sure the future is written by us to make sure that this century is another all-american century. contra costa authorities are on the hunt for a landscaper accused of defrauding nearly a dozen families. 34 charges have been filed witness a man. he took payment for work and never showed up again. >> say it was a $10,000 job, he will ask for $4,000. the law said it can only be 10%. so he's a couple of thousand

over. in all the jobs, what he seemed to do, he will start the job and do a couple hours worth of work. he says he's coming back the next day and he never comes back. >> the d. a. said he has started people from walnut grove to concord and they believe there are additional victims. happening today a morality clause in a high school teacher's handbook is the subject of the lbgt community. the target is archbishop. he has inserted his own language in the teacher's handbook, including a clause that condemns homosexuality. he said it's his right to hire employees who uphold the church's teaching. better medicine on the battlefield means more of america's wounded warriors are making it home.

and they will use a short wave radio to connect it to the artificial hand. it's the thing of science fiction. >> luke skywalker is able to get the prosthetic back on and can't tell the difference. >> the technology of jedi warriors brought to life for america's warriors. abc7 news. state attorney general camilla hairston has approved the sale of six catholic hospitals in california including four in the bay area. if she turndown the deal, daughters of charity more than likely would have to shut the hospital down. daughters owns o'connor's hospital in san jose saint regions hospital in gilroy see ton medical center in daily center and one in two in southern california. the package from prime healthcare would keep the hospitals hope for at least five years. this morning the number of cases of measles has risen to 149 patients across 8 states

canada and mexico. california is dealing with 123 of those cases, spanning 12 counties. 39 of those cases are directly linked to visitors or employees at disneyland during the year-end holiday season. outbreak has contributed to an urgency to make sure everyone is vaccinated against the measles. on thursday a bill was introduced in the state senate 20 eliminate most exemptionings to require parents to avoid requirements to vaccinate their kids. raiders fans are stunned by the unexpected announcement that the silver and black may move to southern california again. while the new mayor and other officials are playing it cool at least publicly, raider nation is a little tense. here's reporter laura anthony with the story. >> we've made significant progress over the last month in putting together a privately-financeed deal. >> oakland mayor said she'll not support the public money for a new coliseum deal with the raiders. but the team on yet another

shopping trip to another city, she's being more specific. >> i said i will not use city of oakland money to build stadiums. there is public available for infrastructure that could support a new stadium and development and i alleges said i support that. >> oakland officials don't seem worried about the latest foray. >> welcome, raiders welcome chargeers! >> this time it's not san antonio but carson that has caught the eye of team owner mark davis. the lure, $1.7 billion stadium with oakland's traditional nemesis, the san diego chargers. >> if i were fans, i don't think i would be overly concerned. >> that's a big "if" according to the coliseum authorities new executive director scott mccibbon who said there's more than one definition of public money. >> there are things like game day services, there is land.

weather-wise lisa returns soon with the accuweather seven-day forecast. the monterey bay aquarium will use a $10 million grant to help make the world's seafood industry more sustainable. the aquarium already has a seafood watch program that works with industry leaders to find efficient ways to farm seafood. they will trace the productivity of the seafood through the production process. they believe it will allow seafood buyers such as restaurants and distribution companies to enter ensure where their food was coming from. grant was a gift from google executive chairman eric schmidt and his wife. weather-wise a range of temperatures throughout the bay area this morning. >> that's right. we're still going to be above average this afternoon but not for the entire weekend. here's a look from our exploratorium camera. nice shot here with 52 in san francisco, and fog to the north and east. we are looking at sierra snow into the second half of the weekend. i'll explain and have the numbers for you today, the

sierra snow will be a problem, and actually welcome for sure with one to two inches tomorrow into monday. so live doppler 7hd showing that there is fog some parts of the bay, and that will bring the temperatures a little bit cooler down today a few degrees at the coast. but more significantly tomorrow. sutro tower camera looking at temperatures from the low 40s half moon bay. 52 in san francisco. upper 40s in between. and our exploratorium camera where it's mild around the bay, but just 47 in petaluma. napa has fog. santa rosa in the 40s but we've got fog out toward concord and the delta sitting right now at 50 degrees. so temperatures are colder. you probably feel it if you are stepping out early this morning. but really the change is coming for the daytime temperatures not until tomorrow. so starting out with a little bit of fog and we will look for the visibility to decrease from time to time along the coast. less than a quarter mile there. santa rosa quarter mile and one

mile in concord and half-mile toward petaluma. around the bay, even with the fog here we are doing fine. good visibility mountain view and san jose. the golden gate bridge no problems. not a lot of traffic. some patchy dense valley fog. otherwise mild and the sunnier day today. it will kick in the winds tomorrow and look for the possibility of south bay sprinkles more toward the central coast and quiet pattern resumes by next week. not what you want to hear. high pressure still in command of our weather. it just won't budge and it's keeping those frigid temperatures locked in the eastern two-thirds of the nation. so it's beginning to move a little bit and that will allow for this cold low to slide down the sierra nevada and that will bring the sierra snow tomorrow, the breezy northerly winds in the bay area, and some moisture. but you can see how far south it is. it looks like the moisture will continue to sink in the

san joaquin valley. and perhaps los angeles with scattered showers and there's your snow for the southern sierra. it could mix things up a little bit, but keeping your saturday milder with 51 in the northern sierra. 65 in monterey. the temperatures cooler at the coast with some of that fog. and then the fog moves back in tonight, allowing for more gray conditions and the cooler numbers for the second half of your weekend. today, though, we are above average again. 69 oakland, 67 in richmond. 71 morgan hill. out toward brentwood, con card, fairfield today and 70 santa rosa and napa. 69 oakland. perhaps some sprinkles around sanpo nieto county and monterey tomorrow. look for clouds to sun with temperatures in the low 067s coast, upper 60s inland little change come tuesday wednesday looks to be even milder and by the end of the week. and this is just crazy how we are looking at another dry month

>> the time is 6:00. saturday, february 21st. good morning i'm chris nguyen. let's start off with a first look at the forecast. here's lisa argen with more. hi lisa. >> chris, good morning to you. live doppler 7hd showing there is a little bit of fog around the bay. but when we go in closer you will notice just up toward petaluma and santa rosa, quarter to half-mile visibilities. but look at concord. a mile and three quarters. ten miles around the east bay and the south bay. the delta just four miles. kind. a cool shot. you see the fog here from the exploratorium camera where san francisco is the mildest condition with 52 degrees. 50 out in fairfield. but low 40s in livermore. petaluma is at 37 degrees. so the fog footprint this morning from the shoreline around the bay but look what happens by 9:00. it really begins to dissipate. and we will see
