>> the time is 6:00. saturday, february 21st. good morning i'm chris nguyen. let's start off with a first look at the forecast. here's lisa argen with more. hi lisa. >> chris, good morning to you. live doppler 7hd showing there is a little bit of fog around the bay. but when we go in closer you will notice just up toward petaluma and santa rosa, quarter to half-mile visibilities. but look at concord. a mile and three quarters. ten miles around the east bay and the south bay. the delta just four miles. kind. a cool shot. you see the fog here from the exploratorium camera where san francisco is the mildest condition with 52 degrees. 50 out in fairfield. but low 40s in livermore. petaluma is at 37 degrees. so the fog footprint this morning from the shoreline around the bay but look what happens by 9:00. it really begins to dissipate. and we will see more of it

throughout the afternoon. that will create cooler conditions around half moon bay and san francisco and milder elsewhere. i'll pinpoint the temperatures and talk about a bigger cool down coming for the second half of the weekend chris. things are back to normal this morning at the port of oakland as well as ports up and down the west coast. late last night a deal was struck between labor and management ending a dispute that cost a lot of people a lot of money. here's a look from the the eats dark out there right now. we have the story. >> there's blame to go around but these conflicts are part of the american democratic process. workers have to have a voice. they have to be able to stand up. >> port activity is expected to be restored in full capacity. a five-year tentative agreement will relieve the gridlock at 29 coastal ports, including oakland. it ends a nine-month labor

dispute that led to work slowdowns. california exports like agriculture has been rotting on the docks wait to go get out. the situation was so dire, president obama ordered labor secretary tom perez to come to san francisco to intervene. he says he still has confidence in the arbitration system. >> i think the system here is an efficient system. it works. sometimes it takes too long. in this case it took too long. >> perez said the labor dispute between the longshore man and the pacific maritime association caused significant damage to the u.s. economy. kim has $800,000 of garmet imports sitting in a ship off the coast waiting to get in. >> we've had orders cancelled, big high-end department store cancel their orders. >> confidence in the port has been shaken. leading the ceo of the national

retail federation said we must dedicate ourselves to finding a new way to make sure this nightmare scenario is not repeated again. allen wrong, abc7 news. >> governor jerry brown tweeted about the deal, writing the costly port dispute has hurt many people. i'm glad it's finally over. a baby is safe after a suspected thief drove off with the child in san francisco. it happened last night at the sports base men store near crissy field. u.s. park police say a man and a woman were suspected of shoplifting from the store at around 7:30 p.m.. officers believe the man then stole that woman's car with the 18-month-old child inside. the child was dropped off at a grandparents' home around 9:00 p.m. police have since arrested the man. hayward police have released a sketch of a man who tried to pull a 14-year-old girl into his car. the girl said she was walking home from school yesterday shortly after 3:00. the young man on your screen again, this is a sketch, wearing a green hoodie with black

knee-length shorts and socks tried to drag her into his white sedan. the girl fought back and ran to a neighbor's house. police could not find the suspect. if you do know him, you are urged to call hayward police. one person is dead this morning and another hospitalized after a shooting outside a bay point smoke shop. violence broke out shortly after 9:30 last night. contra costa sheriffs deputies say a person died at the scene and a woman was taken to the hospital with unspecified jury -- injuryies. >> police are trying to figure out if street racing caused a fatal hit-and-run crash in oakland. a neighbor tells us 40-year-old maurice summerfield died yesterday afternoon. sky 7hd was over 32nd street and the avenue around 3:30 when witnesses say a speeding car hit summerfield. the driver of the car ran away and police are still looking for him. investigators are looking into reports the car was racing a pickup truck. witnesses also say the drivers were shooting paintball guns at each other. 48-year-old anthony moore also got run over.

or almost got run over his girlfriend said he was walking in the area and survived by diving out of the way. >> the way he smashed me, went off the curb and that's what i heard. >> police are asking anyone who saw what happens to give them a call. in san francisco police believe the driver of an s.u.v. ran a red light before hitting a mother and her toddler as they rode a bicycle yesterday afternoon. it happened on a busy stretch of geary boulevard at 7th avenue. the mom broke her leg and her daughter suffered bumps and bruises. if you think the dismantling of the old bay bridge is taking a long time, you are not along. caltran has a plan to take it down in one fell swoop. sergio quintana explains what they have in mind. >> this is pier e-3 of the old western span.

it's the biggest and the deepest base of the whole structure about 50 feet below the water surface. >> the idea is to use highly controlled charges to bring down the foundation. >> an animation proposed by caltran noticed there's not one large charge, instead a bunch of small ones. >> so you never have one peak shock wave. you have hundreds of smaller shocks that actually break up the concrete and we're done in about six seconds. >> peter is an independent structural engineer. he said if done correctly, the structure should fall in on itself. >> many buildings are taken down quite carefully and very successfully. there's plenty of expertise to do that and it's a great option. >> the idea of explosions under water raises lots of environmental concerns. >> regarding impacts to wildlife. how are the toxic chemicals and concrete within the structure, how are they going to be managed? >> an implosion would be timed with the tide to keep concrete particles from being swept away

let's take a live look from across the street dolby theater the site of the ceremony. crews spent yesterday installing a giant tent over the red carpet. it will stay in place. that's in case of rain. wet celebrities are not in the academy's plan. >> the chance of rain on oscar sunday is enough to get the protective canopies up before any potential precipitation comes down. when it comes to hollywood's biggest night, dazzling and drizzling just don't mix. >> i don't know that we are being overcautious. i don't think 40 to 60% chance of rain is overcautious. i think it's a reality that it's coming. you know what, if we don't put the structures up, we are going to have about 3,500 to 4,000 people not happy on show day and it would be embarrassing. we don't want to be that guy. >> the oscar inner circle has been circling around this weather obstacle for days and at some point a decision had to be

100 years ago all eyes were on san francisco, a world's fair unlike any other had been reopened. the city had been reborn from the ashes of the 1906 earthquake is fire. we take a look back. >> it was the most wonderful thing that ever happened to san francisco. >> this old film from the california historical society shows the panama pacific international exposition. a world's fair to celebrate the opening of the panama canal in 1914. >> and it was beautiful. >> it was more than a world's fair. it was a coming-out party for a city that less than a decade earlier was nearly destroyed by an earthquake and fire. >> for san franciscans, i think what it meant was really a chance to put a very young city in a very young state on the world's map. >> planning actually began before the 1906 quake and continued during the destruction. the city quickly raised millions to fund the fair. they saw it as a chance to show the world that san francisco was recovering. >> the site selected was this mudhole out at harbor view. >> built on what we now call the marina district.

the 635-acre fair had everything. the centerpiece, a tower covered in jewels that glimmered in the sunlight and lit up the night. now 100 years later the california historical society is piecing together an exhibit to give people a glimpse of the spectacular and quirky past on display. photos, trinkets and a scaled model of part of the fair. there was something for everyone. bands played daily, horse and camel races were just as popular as the auto races. on display in the new buildings, new technology. a telephone linked san francisco to new york. cars rolled off the model t assembly line as airplanes flew overhead. just about every marvel of the day was there to see. >> a new life-saving device, the baby incubator. >> when the fair closed, nearly everything was torn down.

showers in the sierra and breezier numbers here. can we get any rain out of the cold system that will arrive tomorrow? maybe a couple hundredth in san jose like .02 but other than we are looking for central coast in central california. not a lot of moisture there. this morning we have fog. itit will be with us throughout the afternoon along parts of the shoreline. from our roof camera you see it has moved in in the past hour. so we are looking at san francisco still in the low 50s, but with the patchy fog. 46 in san jose. low 40s forfort gilroy. half moon bay 41 degrees and another vantage point this is emeryville. you see the cloudiness and the predawn light. the sun coming up after 7:00. it's chilly in petaluma and that's where some of the fog is sitting. the colder air draining into the valleys and looking at the fog to the east and west of us. some of it patchy in the bay. 11 degrees cooler half moon bay. 8 degrees colder this morning than we were yesterday at this

time in napa. look at mountain view and san jose. waking up to chillier conditions. five mile visibility at the coast but only a mile and three quarters concord quarter mile napa and santa rosa and less than that with the 37 degrees this petaluma. so you may need another layer if you are headed out for a bike ride or a jog. but look at the view from mt. tam. looks pretty nice out there with the glassy bay. areas of dense fog and mild and sunny today. today is the warmer day out of the weekend. tomorrow it will be cooler breezy north winds, allowing for perhaps the sprinkles in san jose. more likely central coast, southern california. and then unfortunately our nemesis, high pressure builds back in for another quiet week the last week of february. so it looks like with the system to the west of us we could see this bust through the high. nope, that's not going to happen. a weaker system is going to pull down from the north and that's going to bring the colder air. just sort of graze central and

southern california, bringing the winds, the cooler conditions some scattered, light showers maybe in san jose. more likely it's the snow. we will be talking about it in the sierra nevada, 1 to 2 inches sunday into monday with some very gusty winds. then we will take the outlook even further into march 1st next sunday. once again looks like no rain for the bay area. so a fun night tonight in san jose with numbers in the upper 50s kind of cool. clear conditions. the fog comes in after midnight here dropping into the mid-50s. and highs will be milder out in the east bay and the south bay today with 70 san jose. although 70 up in napa. cooler coast with the fog. 64 half moon bay, 65 san francisco and the accuweather seven-day forecast. so perhaps a south bay sprinkles. breezy for everyone and cooler for everyone tomorrow with clouds and sun on monday. still about average for temperatures. that's a first tomorrow into monday and then we will see temperatures kind.

live doppler 7hd. hi, lisa. >> good morning. we have seen the fog push in the last hour. we aren't picking up any rain clouds but five mile visibility at the coast. take a look at napa petaluma and santa rosa. anywhere from quarter mile to less and the fog in concord as well with 2.5-mile visibility. from the sutro tower camera you see how it's laying right over san francisco. still in the 50s here. you head toward gilroy and half moon bay and the coast, it's in the low 40s. from mt. tam you see the marine layer. it's february and we have had a marine layer for the past week. a little mixed up. 37 in petaluma. 43 livermore. and we will look for the fog to pull back by midmorning, but then guess what? it comes back. that's going to bring a cooler coast today and a much cooler day for the second half of the weekend. i'll explain coming up. chris. >> lisa, thank you. contra costa authorities are on the hunt for a landscaper accused of defrauding more than a dozen families.

moss beach, as well as two hospitals in southern california. the $843 million package deal from prime healthcare would keep the hospitals open for at least five years >> the measles outbreak continues to grow. this morning the number of cases has risen to at least 149 patients across 8 states, canada and mexico. california is dealing with 123 of those cases, spanning 12 counties. 39 of those cases are directly linked to visitors or employees at disneyland during the year-end holiday season. the outbreak has contributed to an urgency to make sure everyone is vaccinated against the measles. on thursday a bill was introduced in the state senate to eliminate most exemptions that allow parents to avoid requirements to vaccinate their kids. raiders fans are stunned by the unexpected announcement that the silver and black may move to southern california again. while the new mayor and other officials are playing it cool at least publicly, raider nation is a little tense.

here's reporter laura anthony with the story. >> we've made significant progress over the last month in putting together a privately-financed deal. >> oakland mayor said she'll not support the public money for a new coliseum deal with the raiders. but the team on yet another shopping trip to another city, she's being more specific. >> i said i will not use city of oakland money to build stadiums. now there is public available for infrastructure that could support a new stadium and development and i always said i support that. >> oakland officials don't seem worried about the latest foray. >> welcome, raiders, welcome chargers! >> this time it's not san antonio, but carson that has caught the eye of the team owner

mark davis. the lure, $1.7 billion stadium with oakland's traditional nemesis, the san diego chargers. >> if i were fans, i don't think i would be overly concerned. >> that's a big "if" according to the coliseum authorities new executive director scott mccibbon, who said there's more than one definition of public money. >> there are things like game day services, there is land. there are ways that you can financially aid the deal without actually putting cash or public taxpayer dollars into the deal. >> we have the land, the property and the investment, but i still believe that it will take a regional effort to build a class one facility. >> in their joint announcement both the chargers and the raiders say they remain committed to finding stadium solutioning in their current home cities through 2015. in oakland, laura anthony, abc7 news. >> still ahead on the abc7 saturday morning news. the oscars are just one day away, but people are already getting into the oscar spirit in hollywood. we will take you there.

is february. and the pattern keeps changing but not the way we want it to. so we've been in the summertime pattern with the on shore flow for the past week. here's you're east bay hills camera from vollmer peak. san francisco in the fog still sits at 52. 41 half moon bay. and the fog will be here throughout the day just managing low 60s for the afternoon. so it will be warmer in san jose but chilly right now with clear sky and 46. here's a look from mt. tam. and from this elevation about 2,000 feet, you can see it looks pretty guys out there with 37 in petaluma. it's been foggy from santa rosa, napa petaluma, even the delta and concord all reporting low visibility. and with the fog the cooler temperatures settling in and in some parts especially along the coast. 11 degrees cooler than this time yesterday. but we will still manage above normal highs. the visibility, santa rosa and petaluma a quarter mile. better on the coast but it will change to three miles napa and

concord. another vantage point here where you can see all the low cloudiness. the deck of clouds will clear and we will be left with sunny and warmer than average conditions. cooler tomorrow with northerly winds. possibility of sprinkles maybe in san jose amounting to a couple hundredth it you are lucky. more likely central coast and southern california getting scattered showers. and unfortunately high pressure reestablishes itself for a quiet pattern into the last week of february. so with high pressure still in command carving out a dry western third of the nation, this front is nudging that high. not budging, though. this area of low pressure, it's a cold one obviously from the gulf of alaska. it will slide down in the spine of the sierra, bringing a couple of inches of snow gusty winds and much cooler temperatures. highs in the northern sierra. low 50s to mid-50s today and only in the 30s tomorrow and into monday. so further shower activity from

the central coast maybe down through los angeles by 7:00 tomorrow. and we are on the back edge of that system. not likely we will see any rain. maybe some sprinkles. 60s today at the coast. you will notice it will be a little cooler there. but elsewhere the warmer day will be today around the bay with 69 in oakland. 71 palo alto. 70 in san jose with some 60s, low 60s coastside and 65 san francisco. the accuweather seven-day forecast so with that incoming system we are cooler and breezier. cloudier tomorrow and maybe some sprinkles from the santa clara valley. otherwise we will stay cool by monday in the 60s. this is all relative right? average high in san jose should be 65. so we are above that. tuesday, wednesday and even warmer by the end of the week. it's kind of like same old, same old. >> and it will be nice for all the people heading out to santa clara for the highs hockey game outdoors. >> yeah upper 50s tonight. >> thanks so much. turning to sports, the warriors
