it is saturday february 21. good morning to you. i'm i'm chris nguyen. lisa argen, we're seeing both sun and fog throughout parts of the bay area. >> yes, that's our july-like weather pattern continuing through this week of february. so, yeah we've had the fog move in quickly and the visibility reduced. it's been this way all morning from santa rosa to petaluma, but it just moved in in parts of the city four miles napa, five miles in firefield, three miles in concord. and look it at the coast. this is where your temperatures will be impacted today as that fog moves along the san mateo count y coast throughout the afternoon. so low to mid-60s from the coast

in san francisco . it will be cooler. but around the bay and inland we're still above average, upper 60s, low 70s. a cold weather system heads our way tomorrow. we'll talk about sierra snow and breezy winds in a few minutes. chris? lisa, thank you. things are back to normal at the port of oakland as well as ports up and down the west coast. a deal was struck between labor and management ending a dispute that cost a lot of people a lot of money. here is a live look outside at the port of oakland from our emeryville camera. crews there unloading container ships this morning. alan wang has the story. there's some blame to go around but these kinds of conflicts are part of the american democratic process. workers have to have a voice. they have to be able to stand up. >> reporter: port activity is expected to be rae stored to full capacity. a five-year tentative agreement.

california exports like agriculture has been rotting on the docks waiting to get out. the situation was so dire president obama ordered labor secretary tom perez to come to san francisco to intervene. he says he still has confidence in the arbitration system. >> i think the system here is an efficient system that works. sometimes it takes too long. in this case it took too long. >> reporter: perez says the labor dispute caused significant damage to the u.s. economy. kim has $800,000 of garment imports sitting in a ship off the coast waiting to get in to port. >> we've already had orders cancel, some big, high-end department stores cancel their january orders. >> reporter: confidence in the ports has been shaken ladying the ceo to say we must dedicate ourselves to find a new way to maek sure this does not happen

again. alan wang, abc 7 news. governor jerry brown tweeted about the deal writing this costly dispute has hurt many people. i'm glad it's finally over. this morning a baby is safe after a suspected thief drove off with the child in san francisco. it happened last night at the sports basement store. uz u.s. park police say a moon and a woman were suspected of shoplifting from the store at around 7:30 p.m. officers believe that man that stole the woman's car with the 18-month-old child inside. the child of dropped off at a grandparents home at around 9:00 p.m. police have since arrested the man. hayward police release add sketch of a man who tried to pull a 14-year-old girl into his car. the girl said she was walking home from school yesterday shotly after 3:00. the young man wearing a green hoodie with black knee length shorts and black sock ss tried to drag her into his white sedan. the girl fought back and ran to a neighbor's house. police could not find the

suspect. if you know him, you're urged to call hayward police. one person is dead this morning and another hospitalized after a shooting outside a bay point smoke shop. the violence broke out shortly after 9:30 last night. contra costa county sheriff's deputies say a person died at the scene and a woman taken to the hospital with unspecified injuries. police are trying to figure out if street racing caused a fatal hit-and-run crash. 40-year-old maurice sum arer field died yesterday afternoon. sky 7 hd was there when witnesses say a speeding car hit summerfield. the driver ran away. police are still looking for him. investigators are looking into reports the car was racing a pickup truck. witnesses also say the drivers were shooting paint ball guns at each other. 48 year year anthony moore almost got run over. his girlfriend told us he was walking in the area and survived by diving out of the way. >> he tried to get out of the

way, got off the curb. that's what i heard. >> police are asking anyone who saw what happened to give them a call. and in san francisco police believe the driver of an suv ran a red light before hitting a mother and her toddler letter as they rode a bicycle yesterday afternoon. it happened on a busy stretch of geary boulevard at 7th avenue. the mother broke her leg. her daughter suffered bumps and bruises. 8:05 is the time. if you think the dismantling of the old bay bridge is taking a while, you're not alone. caltrans engineers say they have a plan to bring down the structure in one fell swoop. sergio quinn tan a explains what they have in mind. >> reporter: this is pier e-3 of the old western spin, the biggest and the deepest of the whole structure, about 50 feet below the water's surface. >> the idea is to use highly controlled charges to bring down the foundation. >> reporter: an animation

produced by caltrans of the proposed implosion noticed there's not one large charge, instead a bunch of small ones. >> you never have one peak shock wave. you have hundreds of smallerer shocks that actually break up the concrete and we're done in six seconds. >> reporter: peter says if done correctly the structure should collapse in on itself. >> many buildings come down kuwait carefully and successfully. so there's plenty of expertise to do that and it's a great option. >> reporter: but the idea of explosions under water raises lots of environmental concerns. >> regarding impacts to wildlife. how are the toxic chemicals and concrete within the structure going to be managed? >> reporter: an implosion would be timed with the tides to keep particles from being swept away and this november is low migration season so a target date to have the smallest impact on wildlife.

two nasa astronauts are in the middle of a six and a half hour space walk. here is a live look outside the international space station this morning. they have been running cable for more than three hours. they were wiring the docking port to receive future aircraft or spacecraft. the tuo has completed their work on the port or left side of the shuttle and are now tackling the starboard side. nasa considers this will take

three he space walks to complete the job and 764 feet of cable will have been run. yesterday's fire burned through one of the tallest residential buildings in the world, known as the torch tower in dubai. the fire is out and investigators are trying to figure out how it started. high winds spread the flames quickly through several of the 79 floors. thousands of people had to be evacuated in the middle of the night. halting the president's plan to protect millions of illegal immigrants, last november president obama uses -- on monday a texas judge ordered a halt to two of the president's programs. white house officials say they'll seek a stay as to that ruling on monday. they plan to appeal the decision in court. bill cosby won't be appearing in the bay area anytime soon. a promoter for the june 6 show in santa rosa says the performance has been

indefinitely postponed by mauutual agreement. the 77-year-old comedian has canceled dozens of shows nationwide following allegations of sexual assault made by nearly two dozen women. cosby denies the claims and has not been charged with any crimes. neighbors keep discovering dead animals in bags and boxes dumped in a local park. it started when bags of headless chick eps were found on sacramento's south side. so far this month there's been a dead tortoise a goat and a sheep found. animal control officers believe they might have been killed in religious ceremonies. 100 years ago all eyes were on san francisco. a world's fair unlike any other that was about to open. the city had been reborn from the ashes of the 1906 earthquake and fire. abc 7 news traffic and entertain

entertainment reporter leyla gulen looks back. >> reporter: it was the most wonderful thing that happened in francoeur. >> reporter: san francisco. >> reporter: this old film shows a world with's fair to celebrate the opening of the panama canal in 1914. >> and it was beautiful. >> reporter: it was a coming out party for a city that less than a decade earlier was nearly destroyed by an earthquake and fire. >> for san francisco what it meant was a chance it to put a very young city and a very young state on the world map. >> reporter: planning actually began before the 1906 quake and continued amid the quake's destruction. business and civic leaders thought san francisco was recovering. built on what we now call the

mariena district, the 635-acre fair had everything. the centerpiece a tower covered in jewels that glimmered in the sun light and lit up the night. now 100 years later the his tor historical society is piecing together an exhibit to give people a glimpse of the spectacular and quirky past. on display photos, trinkets, and a scale model of the fair. there was something for everyone. fans played daily. horse and camel races as popular as the auto races. on display new technology, a telephone linked san francisco to new york cars rolled off of ford's model-t assembly lane as airplanes flew overhead had. just about every marvel of the day on display for the world to see. >> the baby incubator. >> 19 million people had in 1915

and especially in the santa cruz mountains as a cold core low heads into southern california. right now it's all about the low clouds and the reduced visibility from the coast to the valley. so once again in february we're looking at a summertime pattern with the low clouds and the fog. in fact, it will get banked up along the san mateo coast today. that will bring slightly cooler weather. from the beaches, san francisco, palo alto cool there. visibility has been reduced to about a quarter of a mile or less at the coast. it's been in the low 50s in san francisco. here's a look at the airport where it is partly sunny he so you can see the fog there. but not yet causing any travel delays. 50 in concord. you've had fog there as well out to the delta. so four-mile visibility in concord but the worst is still up in the north bay and along the coast with sunniers conditions down through mountain view and san jose. this is atop our east bay hills camera where you can see a bit

of the haze. so just a little bit of fog this morning. other otherwise mild and sunny once again around the bay and inland but cool erer at the coast. we'll look for a cooler day for everyone tomorrow, as much as ten degrees cool erer. strong northerly winds, maybe some sprinkles, some drizzle and mist. and that s is ierra snow all goes away and brings still a more quiet weather through. looks like the end of february. so this was a chance with the high weakening. the front off to the west. another weak system there. the high really isn't going anywhere. this is what we call a back door slider where it's going to move in and bring the snow. the cold air and the precip just grazing parts of the bay airrea. so maybe .02 but mainly a snow event, breezy winds in the sierra nevada and you can see the precip about a tenth of an inch through the santa cruz mountains into tomorrow . so this could bring a wet weather and drizzly conditions here along the coast and certainly you'll in the the fog

a 6-year-old boy with autism was devastated after no one showed up to his birthday party in floorrida. len's mother posted about it on facebook and the kindness came pouring in. complete strangers brought over gifts, and the county sheriff's office arranged for their helicopter to fly over his home. >> amazing nessness of everybody coming together for somebody they didn't even know. a kid that didn't have is

glad to have you with us. i'm chris nguyen. we're starting with a quick look at the forecast. here is meteorologist lisa argen. >> this is down in santa cruz where the fog is along the central coast, monterey even up towards sfo. and we're tracking the changes with the low clouds. a bit of a wind shift, not usually what we see in february. that onshore push. 49 in san jose. san francisco 52 degrees with some sunshine and view from mt. tamm was in view but right now we are looking at some clouds and cooler numbers from san francisco to half moon bay with low to mid-60s. otherwise we're still above average, in the upper 60s to near 70. bigger changes tomorrow with the cold area of low pressure headed just to the east of the bay area. i'll explain coming up. >> we'll see you soon, thank you. contra costa authorities are on the hunt for a landscaper accused of defrauding nearly a dozen families.

34 charges filed against a don rivas. the district attorney's office says he took large down payments for work and then never showed up again. >> say it's a $10,000 job, he'll ask for $4,000. now the law says it can can only be 10% so he's a couple,000 over. all his jobs what he's seen to do is he'll start the job, he'll do a couple hours worth of work. he says he's coming back the next day and he never comes back. >> the d.a. says rivas targeted people from san ramone to walnut creek and is believe edd to live in the city of concord. it's also believed there are additional victims. happening today a morality clause in a high school teacher's handbook is the subject of a rally by members of the bay area lbgt community. the target of the rally is san francisco archbishop salvatore cordileone. he has insert eded new language in the archdiocese teachers handbook including a clause that condemns homosexuality. he says it's his right to hire

employees who uphold catholic teachings. a rally will happen at the same time the arch bish on will hold a wedding mass. 8:32 is the time. better medicine on the battlefield means more of america's wounded warriors are making it home. but for those who have been severely hurt, life can be drastically different. abc 7 news reporter jonathan bloom has a look now at what bay area researchers are doing to help amputees feel whole again. it's a story only on abc 7 news. it would be really nice to scoop something up on a spoon and feed myself again. are. >> reporter: a man who is totally paralyzed controls a life like robotic arm using only his brain. >> reaching out and touching my girlfriend for the first time and holding her hand. >> reporter: it's research funded by the federal agency credited with the birth of the internet and the stealth fighter. there's something missing from that robotic arm. >> unfortunately, you

can't feel what you're touching. it really feels more like an instrument than part of the human body. >> reporter: and that's where are this project comes in. professor dustin tyler, a man with a prosthetic hand, is asked to pluck the stem from cherries and files 9 out of 15 times. >> very difficult. >> reporter: then they repeated the experiment enabling this tiny circuit implanted in his arm. >> and this is actually what touches the nefb itself. >> reporter: it tends tiny signals to experience a sense of touch from the artificial hand. >> describe your strategy. >> make sure i feel it in the two fingers before i pluck. >> reporter: out of 15 cherries only damaged one. it was such a success, they are asking the lab to bring this to wounded veterans. >> really restoring natural sensation and the sense of actually having your hand back. >> reporter: making parts to go inside the human body requires an unthinkable degree of cleanliness. this is where computer chips are

made. the parts are fabricated using some of the same methods. >> if you have one hair on there, you've destroyed the entire thing. >> reporter: a hair is ten times thicker than these tiny electrodes made so thin for the body to accept. they attach one to the nerves controlling the hand and use a short range radio to connect those to the artificial hand. it is the stuff of sighcience fiction. >> luke skywalker is able to get that prosthetic back on and he couldn't tell the difference. >> reporter: the technology of j he edi warriors brought to life for america's warriors. jonathan bloom abc 7 news. state attorney general harris has approved the sale of six catholic hospitals in california including now in the bay area. if she had turned down the deal the daughters of charity warned they likely would have to shut the hospital down. the daughters owns o'connor hospital in san jose. st. louis regional hospital in gilroy, daly city and in moss beach as well as two hospitals in southern california.

$843 million package deal from prime health care would keep the hospitals open for at least five years. the measles outbreak continues to grow. this morning the number of cases has risen to at least 149 patients across eight states canada, and mexico. california is dealing with 123 of those cases spanning 12 counties. 39 of those cases are directly linked to visitors or employees at disneyland during the year end holiday season. the outbreak has contributed to an urgency to make sure everyone is vaccinated against the measles. on thursday a bill was introduced in the state senate to eliminate most exemptions that allow parents to avoid requirements to vaccinate their kids. raiders fans are stunned by the unexpected announcement that the silver and black may move to southern california again. while the new mayor and other officials are playing it cool, at least publicly raider nation is a little tense as you can imagine. here is abc 7 news reporter laura anthony with the story.

>> we have made significant progress over the last month in putting together a privately financed deal. >> reporter: oakland mayor maintains she will not support the use of public money for any new kolcoliseum deal are for the raiders. but with a team on yet another shopping trip to another city, shaft is being more specific. >> so i've said that i will not use city of oakland money to build stadiums. now there is public money available for infrastructure improvements that could support a new stadium development, and i have always said that i support that. >> reporter: while concerned, they don't seem worried about the raiders' latest foray. >> welcome raiders. welcome chargers. >> reporter: this time it's not san antonio but carson in los angeles county that has caught the eye of team owner mark davis. the allure on the $1.7 billion stadium with oakland's traditional nemesis, the san diego chargers. >> if i were fans i don't think

i'd be overly concerned. >> reporter: that's a big if. according to the oakland alameda county coliseum authority's new executive director who says there's more than one definition of public money. >> there are things like game day services, there is land, there are ways in which you can financially aid the deal without actual ly actually putting cash or public taxpayer dollars into the deal. >> we have the land, the property, and the investment. i still believe that it will take a regional effort to build a class one facility. >> reporter: in their joint announcement the chargers and raiders say they remain committed to finding stadium solutions in their current home cities through 2015. in oakland laura anthony abc 7 news. still ahead on the abc 7 saturday morning news the oscars are just a day away but people are already getting into the os car spirit in hollywood. we'll take you there. but first the time right now is

except if you're here. this is where it will be cooler from the central coast, monterey, santa cruz, upper 60s today. half moon bay right now with fog. 48 degrees. it's 52 in san francisco. some fog at sfo. palo alto in the upper 40s. san jose sunny skies. a look at the sierra nevada where we are slipping under 20% of normal for the snowpack. this makes it worse than last year, but there is a couple inches of snow in the forecast for tahoe through monday. so that's some good news. 44 santa rosa. 46 in petaluma. you've been foggy all morning long. concord is at 50 right now and here is the fog footprint, a quarter mile visibility from santa rosa. less than that half moon bay and petaluma better for you concord and napa and then there's more sunshine in the south bay. take a look at the golden gate bridge, nice and sunny here. you'll feel that onshore push. those breezy west winds will allow for slightly cooler conditions if you're going to be in mill valley or at our beaches around half moon bay.
