56 in san jose, 55 half moon bay, and upper elevation winds are gusty. so we will work some of this down to the surface. i'll tell you where and how long the winds will last. and i have the extend outlook. it's all coming up in a few minutes. >> lisa, thank you. nearly 20 people in san francisco need a new place to live this morning after fire ripped through their homes in the mission district. it began just after 4:00 yesterday afternoon near church and 15th street. our tower camera caught the flames shooting into the air burning two buildings and damaging a third. abc7 news reporter sergio quintana has the latest. >> this is video of the fire shot by a neighbor. you can see fire crews attacking the flames. >> i received a text from the building manager saying the apartment is on fire and i should come home. which is a little concerning.

>> she showed us her text as she met with the red cross at a nearby coffee shop. 19 residents are displaced because of this fire. >> it's my first time. it's a tenancy fire. i don't know the laws and i don't know how long we will be out or if we have to look for a new place. >> she'll make it. one family without a home is the owner of this cat that survived. recovering in a veterinary hospital. a firefighter was also treated for exhaustion. fire investigators have not determined the cause. witnesses of the three-alarm fire say it moved really fast. >> we started spraying the building on the left and it took a little bit of the attic of the other building on church so three buildings were involved. i would say about six units, two businesses, one church. >> a few hours after the flames were put out, residents went in with flashlights. they were looking for clothes and other necessities since they will not be staying here for now. sergio quintana, abc7 news.

>> this is the third major fire in that area in recent months. one last month on mission and 22nd killed a man and injured six people. 40 residents were forced from their homes. and in september a five-alarm fire just down the street tore through a building packed with merchandise. two businesses were destroyed, five people were injured. investigators are looking into what caused a motel unit in oakland to go up in flames around 7:30 last night. firefighters rescued a man and woman trapped inside by the flames. both suffering second and third-degree burns. the third woman suffered minor burns to her hands. all three were taken to the hospital. investigators say this fire appears to be accidental. >> a man that san jose police say was drunk and facing tell any hit-and-run charges this morning after running over two people, leaving one in critical condition. it happened on south white road

near mount vista drive. police say the suspect drove out of a liquor store parking lot, swerving into oncoming cars, crashing into a silver sedan. he kept right on going and slammed into a fruit stand run by a man and his wife. one witness saw everything, but did not want her face shown. >> the guy continued on out of the driveway, hit the post, and then went around those parked cars. this accident, this really hit me because i've never seen anybody laying like that. >> the victim, fernando hernandez, is hospitalized with life-threatening injuries. the suspect faces charges of felony dui. protesters shut down the emeryville police department and home depot for a time yesterday. ♪ ♪ about 100 people gathered at the police station and marched where 40 demonstrators chained

themselves to home depot entrances. they are demanding police release surveillance video of the officer-involved shooting death of a 38-year-old woman ms. henderson. the oakland woman was suspected of shoplifting from that store back on february 3rd. officers say they opened fire when henderson turned a gun on them. >> what will they be wearing? the questions will be answered in a few hours at the 87th annual academy awards. mary bruce is joining us live at the red carpet at the dolby theater in hollywood with a prehave you of tonight's entertainment. hi mary. >> good morning, carolyn. it is game time in hollywood. as you see they have rolled out the red carpet, wheeled in the oscar statues and now the only thing missing are the stars. >> lights, camera, oscar.

see who will take home hollywood's top prize. >> this isn't just about who will win oscar gold. this is also fashion's biggest night. in a few hours all eyes will be on the red carpet, eager to see what the stars will be wearing. carolyn. >> you mentioned neil patrick harris, it's his first time as host. that's quite a challenge. i liked ellen degeneres last time. >> you know he does have a lot of hosting experience. he's done the emmys and the tone's. he has so much hosting experience he jokes that he has obsessive hosting disorder. he, of course is an accomplished triple threats. he sings, he acts, and dances. i think we will see some big song and dance numbers but, of course carolyn the stakes are high for him and i'm sure he's well aware. but he said he's not nervous. he said it's far more

. >> a strong 6.2 magnitude earthquake quake has been measured off of the mexico pacific coast. it struck 6:30 our time. so far no reports of injuries or damage. a magnitude 4.5 aftershock shook the same vicinity about 15 minutes later. the pacific tsunami warning center said no risk of a tsunami. utility crews are investigating the cause of a broken water main that caused part of a san francisco street to cave in. pipe burst just before 1:00 yesterday afternoon at franklin and grove streets right next to davie symphony hall. the water was finally shut off after more than an hour. the concert venue itself was not damaged but part of the street was blocked off. the rushing water mixed with dirt and making a muddy mess for symphony fans.

the new dialing system for the area code has some people confused, calling 911. starting yesterday anyone calling 415 this to dial the 415 area code even if you were dialing from a 415 number. and if you are using a landline you are now required to add a 1 in front of it. the change is because we've simply run out of 415 numbers. new customers will be assigned a 628 number starting next month. workers at the san francisco emergency call center said dozens of people were called yesterday not knowing why their call would not go through. >> sometimes are people are confused they call government numbers and 911 is one easy to remember. but remember, 911 is only for emergencies. callers not dialing correctly will receive a recorded message. workers at the port of oakland have resumed full-time normal shifts. 29 west coast ports are fully

staffed again. in oakland regular ships resumed at 7:00 last night. employers had blocked work on the weekend to keep from paying wages during the union contract dispute. but friday night both sides came to a tentative agreement and now dockworkers will have a lot of catching up to do. the work slowdowns have caused a massive backup at the port. >> as you know, it's oscar sunday. one of the films up for best movie is "selma." i sat down with a man portrayed in the movie because he was a key figure during that civil rights struggle. georgia congressman john lewis is now reaching out to the new generation of young activists in a unique way to promote the philosophy of nonviolent protests. >> georgia congressman john lewis had a front-row seat during one of the most turbulent times of american history, the

civil rights movement. s '60s. >> i feel like i have an obligation to do what i can to tell the story because i was a witness. >> what you've only read about he lived as a young college student. organizing nonviolent protests against segregation. >> you sit there. and one will come up and spit on us or put out a cigarette in your hair or in your bag. that happened. >> you saw the movie "selma." he lived the 1965 march. you saw a clip of the march on washington. lewis is the only one of the so-called big six of the organizers still alive. the 75-year-old congressman was just a teenager when he became inspired by dr. king after reading a comic book about the montgomery busboy caught. lewis decided to use the same medium, now called graphic novels, to share his experiences and hoping to show today's protesters the power of nonviolence.

celebrating the 46th anniversary of the original black artist on art book series by dr. lewis. the gallery is showing the work of an entire new line-up of black artists. we have information on our abc7 news bay area instagram feed. this year the film festival in san jose will kick off with a familiar face on the big screen. tuesday night's opening event will be a showing of batkid begins. the wish heard around the world. some 25,000 people packed the streets of san francisco back on november, 2013 to cheer on miles scott, a.k.a. batkid, a five-year-old boy recovering from leukemia. he had been granted a wish to become a superhero for a day. "batkid begins" had its world

premiere last month. >> help is on the way this morning for hundreds of emaciated sea lion pups stranded off the coast. the sea mammal center is stepping up to help them giving them food and antibiotics. there is a tsunami of pups this year. scientists are saying that their mothers have to swim further for food leaving the babies alone longer than usual and they don't know how to catch fish for themselves. the center said they will be back in the ocean after four to six weeks of care. >> this morning east bay water officials are considering issuing fines for meter cheaters and others who steal water. according to our media partner the contra costa times, water theft is on the rise. officials at the east bay municipal water district say it's time to start making thieves pay. some steal from hydrants, others

pry open meters turned off for failure to pay the bill and they turn the meters back on. last year the contra costa water district began finding water thieves. >> well if we had water from the sky we wouldn't have to go through all of that. >> pretty pathetic and sad with the forecasts we've had day after day. going on record as one of the warmest winters. for today we are cooling down. in fact, we are cooling down several degrees. you see the corner of your screen. a little green and that's where the precip is. we are on the back side of the system that will give us plenty of wind. certainly in the upper elevations where there's a wind advisory. it's been snowing in the upper elevations of the sierra nevada. but more snow and rain the further south you get. scattered showers and southern california and they are expected to increase throughout the day and maybe a quarter inch before it's all said and done through tomorrow in southern california. nothing here. it's all south of monterey. i keep showing you this picture

because i love to look at the snow, even though there's just a little bit of it in the forecast, an inch or two in the sierra nevada. 54, and oakland san francisco and san jose. that's due to the wind. the upper elevations have the gusty winds working that warmer air down to the surface and clearing out the atmosphere so looking very sparkling out there. better air quality. santa rosa at 56 with very gusty winds. and as well as livermore getting winds near 17, 18 miles per hour out of the north. and delta wind gusts of 37 miles. with the well-mixed atmosphere we are looking at testimonies now compared to yesterday much warmer. san jose just a couple degrees warmer up by the delta and the coast as well. the rest of the day the winds will pick up and you will feel how brisk it will get in some spots. not everyone. here are the wind gusts, 22 miles per hour in novato. calm in san carlos and hayward.

a nice beach shot here of santa cruz in the 60s today. this is almost where we should be for late february. still a little bit above normal. gusting north and east bay winds today through 6:00. staying cool tomorrow and we will look for the forecast to pan out in terms of the winds along the coast, right on through the afternoon. this is the forecast where you look for the winds gusting to near 20 miles per hour. point reyes 27 half moon bay about 20. so as we go through the afternoon, most of it actually pushing south throughout the day so the southern sierra getting wet and then southern california even through palm springs maybe a quarter inch of rain. highs only about 60. today warmer in southern california and sunnier. 66 in san jose. looking at low 60s for half moon bay and 64 in santa cruz. the accuweather seven-day forecast. we will be seeing the cooler weather stick around tomorrow.

>> welcome back, everyone. we are starting this half-hour with a look at the weather. here's meteorologist lisa argen. >> hi, carolyn, good morning. here's a look at live doppler 7hd. there's some green, some snow in the sierra nevada. that's impacting us on the back side, bringing us wind and cooler temperatures today. wind advisory with wind gusts in the upper elevations, upwards of 30 miles per hour from the north to east bay hills. we will be looking at 10 to 20 miles per hour winds and it will be dry with sunny conditions. here's sutro with numbers in response. mid-and upper 50s from the coast and looking at 54 in oakland. the fog is down and the wind continues to increase in the upper elevation winds. we will be looking at a cooler day today. and it will be with us throughout the even hours. we will talk about the last week in february coming up. >> thank you lisa. cool here, but a winter storm watch in effect for the

northeast this morning, as wild weather continues to cover the state with snow and ice from maine to the midwest. in tennessee two dozen employees of a printing company managed to escape before their building's roof collapsed. much of the south is in a state of emergency. tens of thousands are still without power. the winter weather is also causing accidents, and snarling traffic. >> i've been here twelve hours with my car in park. this is a solid half-inch or three-quarter inch. >> and behind this storm an arctic blast striking denver is is set to reach all the way across the country. homeland security secretary jay johnson was on "this week" this morning saying to fight mod everyone day terrorism you need a modern day reaction. we face a different kind of terrorist than those of 911.

the afghan president visits the white house next month. abc7 news anchor cheryl jennings had the opportunity to travel to afghanistan with a san rafael-based nonprofit "roots of peace" she met the president and has an exclusive interview. she sat in his private office where he shared his country's dreams. restoring his country's economy through agriculture. he was eager to help the roots of peace founders. they asked him to become the face of a campaign to promote afghanistan's fruits. >> i thought fruits were original. we want people to get to know us and i don't think they will forget. >> roots of peace has been working with farmers in afghanistan for more than a decade. cheryl's exclusive interview with the president is tonight right after the oscars on abc7 news at 11:00. you can also follow cheryl on facebook and twitter where she's posting and tweeting about her trip to afghanistan.

happening today, hundreds of latino immigrants are attending a legal education forum in menlo park. last november president obama used his executive authority to spare as many as 5 million illegal immigrants from deportation. last monday a texas judge ordered a halt to two of the president's programs. this morning's forum begins at 9:15 at saint anthony's church in menlo park. organizers will encourage people to apply for the president's deferred action programs and hopes the injunction will be overturned. >> it's not going to be just awards and fashions at tonight's oscar ceremony. let's take a live look right now at the dolby theater. again," you see those big statues there at the top of the stairs and a whole beehive of workers getting ready for tonight. there will be a big emphasis on social media and the show's host
