t. denny's. welcome to america's diner. good afternoon, everybody. the port of oakland is back in business today sort of. the pacific maritime association and the long shore men announced they had a deal. >> things are really moving a lot slower than everyone was hoping for. laura anthony joins us live from the port. trucks are lined up, waiting for their cargo and waiting and waiting. >> reporter: actually, larry we did see some of those trucks go in just a short tum ago. there is definitely more activity out here than there was say, a week ago. but the long shore men haven't returned our calls, but it appears they still have some issues with management.

finally, the waiting game is over for thousands of truckers who've seen their work their livelihood sit idle while the labor dispute at the port worked itself out. but in oakland the restart hasn't been without tensions. long shore men were sent home when they began take being breaks 30 workers at a time. today there is a shortage of crane operators. >> there is full operation at the yards and the gate. there is limited unloading and loading of vessels this morning, we're anticipating full operations in all phases on the night shift beginning at 7:00 this evening. >> reporter: still, any movement here is seen as a positive sign after weeks of mostly inaction. >> we can only believe what we can do. >> reporter: this man owns a.b. trucking. he says all the mixed messages are frustrating. >> the e-mails coming to us are saying everything's fine.

but then when we try to pick up our containers, they're not available. >> reporter: the backlog could take weeks or months to fully resolve. in oakland, laura anthony, abc 7 news. this is the reaction from city college of san francisco students when the school introduced its new special trustee this morning. some students and staff shouted down the man. students are upset about the cuts imposed by the previous special trustee. the ccf board of trustees will gain control of the school in july. the search is on for whoever placed a dog and her puppy in a sandbag and threw the bag out of a vehicle the santa cruz animal shelter found the animals on friday and released this picture today, saying the bigger dog chewed her way out of the bag

and pulled her puppy out. the puppy died after being hit in the road. the animal shelter reminds people that it accepts all domestic animals. and police in morgan hill just cleared a major accident involving a freight train and truck. the driver says his truck stalled on the tracks at the railroad crossing the he jumped out only moments before impact. the accident closed several crossings. the streets have since been reopened and nobody was injured. police in campbell are trying to figure out who's behind three car fires in one location. we were on the scene behind the plaza shopping center early this morning. 911 got the call for three cars on fire. all three started in the vehicles' interior not in the engine compartment. there was a brief evacuation at a redwood high school today.

police removed students and faculty from the summit charter prep after a student heard what he thought was a gunshot and called 911. nothing was found during a search. police say the student probably heard a nail gun or balloons popping in a nearby classroom. officials say better to be safe than sorry. >> it's a good emergency drill, if you will in case something happens, what we learned today is both redwood city is ready for that as well as our schools are ready for that. and our kids are all safe. >> one person was treated for anxiety symptoms at the school, unrelated to the police investigation. 57 people took the oath of u.s. citizenship today for the first time. the naturalization ceremony took place at the city college campus in china town. it was held there to commemorate lunar new year's celebrations. a call for immigration reform was made. >> we want more people quite

well this certainly qualifies as a massive sinkhole. check this thing out. 33 feet wide. it's a crater that opened up sudden any a street today near naples, italy. days of rain caused the ground to give way causing a water pipe to burst, creating this gigantic hole. people and buildings had to be evacuated. no word on when they'll be allowed to come home. it could be a while to repair that icy weather hits parts of the deep south today. >> you can see crews plowing dfw international airport. so far, nearly 1,000 arrivals and departures have been

canceled. >> if you're heading there be sure to check the status of your flight. they could get up to an inch of ice. it is causing problems for drivers not used to the cold weather. in amarillo the snow and ice caused a massive pileup. can you hardly make out the highway because of the ice and snow. nearly 40 cars were involved. this is something we don't recommend, but this is how you make the dough nows. drivers taking advantage of an empty, icy parking lot in plano, texas. he's doing the donuts, over and over again. it may be a good time it's probably a good time, but, probably not great for your vehicle, and you don't want to be doing that when anybody else is around, put them in danger. fun for a few seconds but we don't recommend it. a stay-at-home mom is a

sow combine that with clear skies and the expected decrease in winds tonight and we should probably have very cold conditions in some of our inland valleys. lows dropping to 30s in napa. so chilly to cold in our inland locations tonight. let's skip ahead to thursday evening, at which point there will be a low pressure system centered near vancouver island that's going to drop southward, and friday as it pushes into northern california it will produce for us in the bay area a chance for showers. this system does not contain a lot of moisture, so we don't expect significant rainfall. but some wet spots. then it will move out of the bay area on saturday. we may see a couple isolated showers, but there will be less of a chance of showers on saturday than on friday. and on sunday the sis tellystem will be out of here. tomorrow, after a cold overnight

today president obama said the stakes couldn't be higher. >> it will have a direct impact on america's national security. >> reporter: congressional republicans are using the budget to wage a fight against the white house over the president's immigration action which would limit deportation for millions of undocumented immigrants of of the bill that would continue funding homeland security but block the immigration order. if the fight isn't resolved some 200,000 dhs employees would stay on the job but not get paid until congress authorizes funding, another 30,000 would be told to stay home. this would impact border control and tsa agents, port inspectors and fema employees. >> don't tie that fate to the funding of the men and women standing behind me who have multiple missions on behalf of homeland security. >> reporter: given the increasing global threats including a new one by a

another critically jarred lyly injured after a homeowner exchanged fire with them. the suspects ended up a few miles away at kaiser permanente. >> reporter: this is what it looked like in the early morning hours at kaiser's hospital. sheriff's deputies firing tear gas rounds through the wind shields of a pickup truck after home invasion suspects refused to come out. it started at 2:00 in the morning at this house. two armed men broke through the front door. inside, the homeowner his wife and two kids. >> the homeowner armed himself with a handgun and engaged the suspects, and shots were fired between the suspects and the homeowner. >> reporter: the homeowner shot the two intrude earns. they ran off and got into a truck. the driver took them to kaiser hospital. sheriff's deputies saw the truck in the parking lot and ordered

the suspects out. all but the driver refused, a long standoff ensued. finally, deputies fired tear gas into the truck and took the suspects out. one had critical wounds and another suspect was located deceased in the back of the vehicle. investigators have roped off the block where the shooting occurred. they took evidence from the home which appears to be a marijuana grow. >> that home was targeted because there was large quantities of marijuana being grown at that residence. >> i heard three bang, bang bang. and i thought somebody was shooting firecrackers. >> reporter: police also detained the driver of the truck who says he had nothing to do with the incident. he says he picked up two strangers and took them to kaiser because they why injured. and police got a lot more than they bargained for when they answered a call at a fresno

house. they found an underground room behind a chicken coop behind the house. illegal gamble being machines firearms and live ammunition was all inside. they also found tv monitors part of a surveillance system. three suspects are now in custody. a rare tornado touched down near the community of taft. a witness captured the tiny twister with his cell phone of the the twister did not do any damage. it was on the ground for about ten minutes. taft is about 30 miles southwest of bakersfield. repairing a broken cell phone can be expensive and team consuming. a tech company in spain is trying to change that. they have a do it yourself workshop to allows you to fix your own phone. they provide the workspace and manual. this is the first laboratory of its kind and the company is already thinking about expanding its business across europe.

time now for ask finney. one e-mail says, is there a law that requires credit card companies to tier their interest rate charges? >> on a single different credit card you could have several different interest rates, 0% for getting the card in the first place. then you could have 10% for a normal charge and then maybe 20% for getting a cash advance. so what she's wondering is where do they apply the money when you make a payment. back in the day the banks would come up with these weird reasons to where they had to put it on the lowest interest rate first so your 20% would keep building. we passed a law called the card act. it says after your initial minimum, it has to be applied to the highest rate first. there are a few minor exceptions to that.

thisle.this this. >> reporter: that cell site gives you an idea how we have shifted away from land lines. a lot of callers can't tell the dispatcher exactly where they're located. dispatchers at 911 call centers are supposed to get a readout with a location where the caller is, but it doesn't always happen. and even when they press a button to get longitude and latitude, a process called a re-bid, the location may not display. >> the network is designed for the legacy, land line system we were all used to 20 years ago. now virtually everyone has ha cell phone. and it is a different technology and a different way of calculating the location of the caller. >> reporter: 71% of 911 calls originate today from cell phones. they use satellites. just as gps doesn't work indoors, the same is true for cell phones. the existing system also can't

pinpoint what floor the caller is on. for a high rise that's a real problem. the federal communications system just issued new rules that requires accurate indoor locations for 911 calls. an 8-year-old company in sunnyvale has technology that has a 911 location system. it uses beacons that penetrate glass, brick and steel structures. >> they have a signal very similar to gps. but it's operating at a different frequency in a band like your fm radio stations at a point where it can penetrate inside buildings, extremely well. >> reporter: they demonstrated the capability by tracking a person inside a bay area mall as part of a national test. when overlaid on an indoor map of the mall, the person's location, even though walking or taking a escalaten escalator is accurate. wireless carriers will be reviewing this and competing systems to choose a solution in

11. >> a community is in mourning for somebody who was beloved by the neighborhood. thanks for joining us. i'm cheryl jennings. >> francisco hernandez was by all accounts a really good guy. killed in an instant police say by a drunk driver. we have been covering this story all day. this video was tweeted of the growing memorial in east san jose. so many nice things being said about this man. >> reporter: so many nice things because of so many nice things he did for the neighborhood. this right here is where people in this neighborhood, even from across the city came to find francisco hernandez, because they knew this is exactly where he would sell his signature refreshment cups. unfortunately, this is now where people are paying their respects. throughout the day people came

by to leave flowers at this growing memorial to francisco hernandez. >> i would always come here and buy fruit from them. >> reporter: nice people? >> yeah. very nice guy. >> reporter: he died yesterday. his family tells us they are trying to manage through the tragedy and make arrangements for a church service. his wife has been released from the hospital. everyone who came by today described hernandez as a well-liked guy who was easy to talk to. >> i used to talk to him a lot. he was like family. he knew you and we knew him. >> reporter: the man accused in this case is facing a number of felonies. he was originally booked on suspicion of driving under the influence. i talked with two men who described the crash saturday night. >> i guess the guy came out by the liquor store, came in crashed into that fence over there. i guess he tried to pull in to here. >> reporter: you can see where the car ran into hernandez and his truck. these guys say people in the neighborhood pounced on him to keep him f
