vic lee. wayne freedman.>> i'm larry beil. police have scheduled a town hall meeting for monday to talk about last night's officer volved shooting in san francisco. >> the chief says it appears to be justified but some are questioning why police shot a man armed only with a knife. it happened on 24th and fulsome streets in mission district. vic. >> katie, there shooting happened just over there a half block from here. now, there's been a lot of talk in this neighborhood as you can imagine about that shooting. there's been a lot of questions, some skepticism, police found six shell casings, two rounds were lodged in the walls of a house across the street.

>> shouting and running. and then bang bang bang, bang bang, bang. you know, four or five shots. >> david miller's window faces the street where a man with a knife was shot and killed by plain clothes officers. >> i saw a body over here on the street. a person being detained by the police next to the tree. >> the 911 call came around 9:45 last night. here at fulsome between 24th and 25th streets. police say the suspect armed with a long kitchen knife was threatening a man. he later told police the suspect was trying to steal his bicycle. coincidentally, two plane cloiths officers were driving by at the time. police say they shot the suspect after he advanced toward them refusing orders to drop his knife. >> the officers drew their weapons, demanded for the man to drop his knife. he refused. we have several witnesses that heard this. >> the shooting was big news in

this busy mission district neighborhood. >> i don't think they should be killing anybody, and i don't think people should be stealing people's bicycles. >> in general, the cops in this neighborhood are usually pretty on top of their game. >> still, some question the fatal shooting. there was talk that police had stopped and questioned the alleged bike tleef a couple blocks away earlier in the night. >> 15 minutes after being detained plain clothes officers arrived and shot and killed him. he had a knife and again, that is not a reason to shoot to kill someone. >> police say officers can use lethal force against someone armed with any weapon if they believe their lives or anyone else are in imminent danger. >> the thief used a truck for a dramatic smash and grab from a high-end audio visual store in san francisco. around 4:00 this morning the man rammed a silver truck into the audio vision store near polk street. he was only inside a few minutes, but it was long enough

to grab several expensive electrainings. damage to the building is estimated at $100,000. >> it's pretty raw. that's my business. >> he did have some pretty extensive security here, asio can see, he has a gated window. the individual who was driving the truck at the time had to back into it at least twice to try to get in. >> police are looking for a four-door silver pickup with rear end damage. they're also investigating whether this could be related to six similar burglaries in the city in just the past year. >> we're learning disturbing details today about the body found in a sonoma county home yesterday. police say she was 84-year-old olga mary denelly. her home was in disarray and there was blood at the scene, so police say they're investigating the case as a homicide. she lived at the home on rose avenue for several decades with her brother larry who was not at home when she was killed. police say her car is also missing. they're anyone who sees a red 1995 lexus similar to this one

with a license number 6 lga 763 to please give them a call. >> uc santa cruz students have launched a puetition drive urging their school to be more accepting of studentstransgender. >> a student there brought our attention to this story and that's where david louie joins us live on campus. >> well, larry and katie, that social media campaign began two days ago and it's already collecting hundreds and hundreds of signatures. now, what's happening is they're trying to promote change so there will be more understanding for the students who are different on the campus, and as a result they think it could lead to mandatory diversity training. >> i live only meters from where that attack happened. it makes me feel unsafe when i'm there at night. >> the attack happened after midnight three weeks ago. university police are investigating the attack as a

hate crime. two arrests have been made. >> the victim sustained very serious injuries, including a broken hip. a fractured jaw, and the wrist was broken in three places. >> the attack has prompted representatives from over ten student groups to issue demands to the uc santa cruz administration that include workshops, free self defense classes and multistall all gender rest rooms. >> if you don't understand transpeople, you're not going to be able to accept us. if you don't try to understand who we are. >> a petition with the demands has collected over 1300 signatures on change.org. random students we questioned believe uc santa cruz is a tolerant community. the attack happened as a campus party broke up and many people believe alcohol can fuel violence. >> that most likely had to play into the situation. i can't see something like that happening completely sober just walking around campus. >> students are required to take

a class about responsible use of alcohol. this third-year student things the work shop on gender identity and sexual orientation should be mandatory. >> if people were to go, it would help, but the problem is getting them to the work shop. >> the chancellor is expected to take the petition and demands seriously. the campus already has had a town hall meeting to discuss the attack. >> with some of the items they outline, we are making progress. the uc police sent four instructors to uc merced in january to get trained in self-defense courses and we'll be offering free self-defense courses for students beginning next quarter. >> due to uc budget constraints how much they can afford to do is uncertain. david louie, abc 7 news. >> richard cruz made a brief court appearance today to answer accusations he killed a security guard. cruz faces charges along with juan hooez in the shooting death of manny zuneega in san jose.

he confronted one of the men after they store cigarillos from a store. both of them remain in jail. hernandez will return to court next month. >> wind gusts could be to play for this tree toppling on to a car. you can see a little bit of the back of the car, crushed by the tree's weight. the tree completely blocked the sidewalk and half of haight street when it fell just after noon. firefighters arrived on scene and called in an arbrist to help remove the tree. no one was hurt. >> there is no let-up in the drought related problems for farmers in the central valley. today, the u.s. bureau of reclamation announced it would not release any water for farmers. for the second straight year. that will force some farmers to pump scarce ground water or leave the fields bear. the reservoir system is providing local agencies and formers 15% of the water they

requested. that's a slight increase from last year. >> a much needed change in weather on the horizon, but it's not likely to make a change in the drought. >> spencer krishz with our first look at the weather. >> we have showers on the way, not nearly enough to help the situation of those farmers in the central valley. here's a look at live doppler. we have windy conditions skies are mainly clear right now but we have areas of clouds around the bay area. and at sfo we have 40-minute flight delays i would assume because of the gusty winds. oakland and san jose are not reporting any delays at the moment. the gusts up to 37 miles per hour at sfo 39 across the bay at oakland. 29-mile-per-hour gusts at fairfield and conquered. it's pretty windy all around the bay area. a live view of sfo, mainly blue sky above. 56 degrees in san francisco right now. upper 50s at oakland. 61 in san jose 55 at half moon bay. from mt. tam, a few puffs of loudz and blue. 59 in napa 57 petaluma.

fairfield, 62. 61 concord, and as we look at the golden gate bridge mostly blue skies above. here's the first forecast. there's a slight chance of some showers this evening light showers. it will be windy. showers mainly south bay in the morning and tomorrow afternoon, scattered showers. could be a few locally heavy downpours. the bulk of the rain will be in the south bay locations. i'll give you a closer look at that and what lies ahead in the next few minutes. >> thank you. shuttle bus drivers who take apple employees to and from work could be close to unionizing. drivers are voting today on whether they want to join the teamsters. the teamsters have been pitching the drivers that they'll improve wages and working conditions for 120 full and part-time drivers who are contracted by apple and other silicon valley companies. the drivers are employees of compass transportation which contracts with various tech companies. thousands of workers in oakland are getting a huge pay raise starting on monday. that's when the city's minimum

wage jumps from $9 to $12.25 an hour. the increase was approved by a whopping 82% of voters last november. we were there today as backers of the measure held a rally to celebrate. christopher joined in. he worked at mcdonald's and he'll be getting a raise of more than $2 an hour and that's about $300 more a month in his paycheck. >> being able to pay bills more easily and being able to save for my future of where i want to stay at. i want to live in oakland. >> more than 56,000 oakland workers will also get up to nine paid sick days a year. uc researchers found the higher minimum wage will increase restaurant operating costs by 3%. >> live long and prosper. >> well sad news. devoted trekkies and casual star trek viewers are mourning the death of leonard nimoy. he doyed in his home in los angeles after what his wife

money to fund the department of homeland security runs out in less than five hours. >> efforts to approve a short-term stop gap measure have failed so far today. >> karen has more on the stalemate from washington. >> another midnight deadline another standoff in congress. funding to the department of homeland security was set out to run out tonight. the senate passed one measure to approve its budget through the end of september. the house passed a different one. and they couldn't reach an agreement to move forward.

so house republicans proposed a short-term fix. a three-week spending bill to keep dhs up and running, but it doesn't solve the deep divisions over immigration. and it failed. >> on this vote, the ayes are 203. the nays are 224. the joint resolution is not passed. >> house democrats were nearly united in opposition. even though senate democrats in the white house said they would begrudgingly go along with it. >> the president is not going to allow the agency to shut down. >> it's centered around immigration. the house's dhs funding bill also overturned the immigration orders. homeland security secretary jeh johnson urged lawmakers to pass a long term bill to put an end to the uncertainty. >> every mayor, governor police chief, sheriff, and police commissioner, fire chief, and emergency manager should be

concerned about this. >> lawmakers from both parties say they want to avoid these frequent standoffs, but they now seem to be the norm when a deadline is approaching. abc news, washington. >> police in sausalito is looking for a burglar who broke into a car with some sort of electronic device that unlocked the doors. this is an image of the suspect from surveillance video. police believe this man somehow unlocked the doors of a pocked audi and stole a bicycle worth $15,000 in the car. he also took a bag. the theft happened on february 19th. this is the suspect's get away car. a newer model volkswagen gulf. he relocked the victim's car before making his escape. >> an elementary school in oregon is backing away from its controversyt policy on tardiness. the parents of a 6-year-old first grader filed a complaint after seeing this photo of their

son sitting by himself behind a partition in the lunch room. he's serving detention for being late in january. his parents admit they're the ones to blame for their son's tardiness but this discipline is just wrong. >> feel like they're shaming him for something that's not in his control. it is our fault that he is late. that form of punishment is not acceptable to me for my child. i don't want to see anybody's child shamed like that. >> outrage over the policy is growing. in fact, the principal has received threats about it. the school agreed to change the policy follow agameting with the boy's parents. >> google going public today with its planned to expand its corporate campus in mountain view. >> sketches of the new campus provided by the architects behind what will be a massive project. it includes as many as four futuristic looking buildings. this is the interesting part. walls and offices can be moved around with the help of cranes

and robots to create different sized spaces, and they can do all this within hours. at least that's what the claim is. the project would also include retail space walking trails as well as community gardens. >> the oakland unified school district is going solar. you're looking at video of castle mont high school one of 16 oakland schools with a brand new high efficiency solar power system courtesy of bay area based sun power. officials say the panels will provide 63.6 megawatts of power to the schools. sun power will also be offering a solar science academy to oakland students this summer. >> let's get a look at the weekend weather. going to be plenty of sun out there, but spencer, coming across the bay bridge today the wind is blowing, signs are up with warnings. you can see the cars. everybody trying to stay in their lane. >> it's a challenge. the winds are strong especially on the overpass. like bridges, of course, and chp issued a wind advisory for the bay bridge and i'm surprised we

don't have further advisories issued. let's take a look at live doppler 7 hd. only a few clouds but the cold upper level low has begun to descend in our direction. notice the lightning strike and thunderstorm in the edge of the central valley move nothing to the sierra foothills and on we go here. this is moving, so pardon me while i step into my little area here to see if i can get the maps for us. and let's try this again. okay. and it's still not moving. i have no idea why this isn't working, but i can tell you what's happening is the upper level low has dropped into the bay area. he here we go producing snow in the sierra. so far, 50 and 80 are open. chain requirements there are a possibility as we move later into the weekend. we also are coming back to the bay area have a live view looking out over san francisco. mainly blue skies.

notice the clouds in the distance. we can see the storm clouds over the sierra. this is a look at the forecast features. we can expect showers focusing mainly in the south bay. continuing tomorrow. a chance of an isolated thunderstorm tomorrow afternoon with this unstable air, but mostly sunny on sunday. moving along we take a look at what's happening in the atmosphere. we have a satellite image dropping down to the pacific northwest. the cold front has moved through already, bringing up a drop in temperatures and the windy conditions. unstable conditions but very little moisture in the system. what is it going to produce for us? let's take a look at the forecast animation starting at 7:00 this evening. clouds a few spots of precipitation likely down in the south bay. and as we look at the overnight conditions, we'll see there's the rain line. notice most of the activity and the chance of thunder will be in the south bay, south of that line that cuts through across the pins and over to the east pay. as we continue into tomorrow

we'll see, again chance of thunder and showers. mainly in the south bay and the south bay mountains, but later, the line moves northward. even san francisco to oakland and locations along the peninsula can see showers and a chance of thunder. looking farther ahead, by 11:00 saturday evening, it looks like it will be out of here. rainfall totals probably no greater than just a few hundredths of an inch in most locations, but heavier totals in the south bay up to almost .9 inch in san jose. and snow totals in the sierra will be more impressive south of lake tahoe. we expect winter weather advisory in effect. 4 to 8 inches of snow above 5500 feet and up to a foot of snow possible in the higher peaks and delays and chain requirements are likely. again, just a few inches of snow. up to a foot near kirkwood and donner. we'll see low temperatures generally in the low 40s in the inland locations. mid to upper 40s around the bay.

here are the head pplines. san francisco police investigating the fatal shooting of a man with a knife in the mission district. plain clothes officers saw the man trying to rob a bicyclist just before 10:00 last night at 24th and fulsome streets. the officers shot and killed the man when he refused to drop the weapon. alyssa harrington tweeted this photo of the damage that was done at the audio vision sf store in lower knob hill after a man crashed a silver pickup into the store around 4:00 this morning. he stole several high-end electronics and police are looking for him. damage estimated at $100,000. live long and prosper. trekkies mourning the death of leonard nimoy best known as star trek's mr. spock. the 83-year-old actor died at his los angeles home. he was suffering from lung disease. >> and a live look at traffic along the golden gate bridge. there's been a recent increase

in crashes at the toll plaza there. wayne freedman joins us live now with a story that you'll see only on abc 7 news. wayne? >> good afternoon larry. the key is it's five times the number of reported crashes. the key word is report. because the crashes the incidents, leave more severe damage on the cars. take a look. you're looking at number 29, john wilson from portland oregon, would describe it as the ruined end of his recreational vehicle and now a bad day on the golden gate bridge. >> surprised. >> not by the number but the barrier he hit while going through the toll plaza. he's the 29th driver to report such a collision in 46 days since january 12th. during the same period last year, the district reported only five impacts. >> the theory is that we're not having any more collisions than we had before. it's just that the impact to the vehicles is a little more severe. >> bridge captain lisa notes the

new barriers compline with federal regulations. the old ones did not. the new barriers are no wider but they're tougher on cars and tougher to repair. the district has spent $187,000 on parks and labor since january 12th. money it plans to get back from drivers who hit the barriers. the district expects this stack of spare parts in the back to last through the year. >> you can say honestly looking at this that this is a better system than the old system? >> it's a legal system. where the other ones were no longer complinant. >> the district and the california highway patrol cite speed, but when john hit the barrier this morning he tsdz he was going 4 miles an hour, though in a narrower, inside lane. >> was it clear to you the way it was marked? >> i thought it was. >> as a remedy the bridge says it has added the white signs directing wider loads. john wilson said he missed the signs while consulting his gp srk. >> who do you blame?

shooting spree. >> u.s. and cuban officials are meeting in washington today for the second round of negotiations to reestablish full diplomatic ties between the two nations. one of the biggest benefactors of the thawed relationship will likely be cuba's cigar industry. new regulations allow u.s. citizens visiting cuba to bring back up to $100 in cuban tobacco. the big change will come with cuba is allowed to sell its famous product in the u.s. tobacco farmers say the loosening of restrictions provides a opportunity. >> the first thing we have to do with the americans is create an appetite for our product because they have lost that. but since what we make is excellent, as soon as they try it, they will see the difference. >> cubans say the tobacco industry needs to prepare for the eventual lifting of all u.s. economic sanctions on cuba. executives believe cuba could control 70% of the u.s. market for cigars if the embargo is lifted without compromising the

walnut boulevard in walnut creek. it's a quiet narnd full of families with young children. there's an elementary school eight tenths of a mile away. >> it's way too convenient for someone who has a proven history of preying on kids. >> in the late '80s and early 1990s, cristman was convicted of a series of sexual assaults on children under the age of 14. he was conditionally released in 2013 and placed in this cottage in bay point. but was later ordered to move when a court determined he was too close to a school. within a quarter mile. >> he was placed here by a san francisco county judge. >> deputy d.a. told us she didn't learn cristman had been moved to this street in walnut creek until this morning. >> in terms of the legal requirement of distance from the school, it meets that requirement. but given the concerns articulated by a number of the neighbors. we're going to look to see whether we can have mr. cristman moved. >> my attitude is
