walnut boulevard in walnut creek. it's a quiet narnd full of families with young children. there's an elementary school eight tenths of a mile away. >> it's way too convenient for someone who has a proven history of preying on kids. >> in the late '80s and early 1990s, cristman was convicted of a series of sexual assaults on children under the age of 14. he was conditionally released in 2013 and placed in this cottage in bay point. but was later ordered to move when a court determined he was too close to a school. within a quarter mile. >> he was placed here by a san francisco county judge. >> deputy d.a. told us she didn't learn cristman had been moved to this street in walnut creek until this morning. >> in terms of the legal requirement of distance from the school, it meets that requirement. but given the concerns articulated by a number of the neighbors. we're going to look to see whether we can have mr. cristman moved. >> my attitude is that you

877-222-7777. >> we have noticed the wind is picking up across the bay area, and the gusts are bringing down some trees. in san francisco, john provided this picture of a tree that fell onto a busy stretch of street between mason and taylor west of union square. public works crews called an arborist to see if anything was wrong with it other than it was down on the ground. >> and another toppled tree on top of a restaurant on the embarcadero around 2:30 this afternoon at the hill stone restaurant. no one was hurt, and the folks at hillstone tell us the restaurant is open for business as usual despite the tree resting on its roof. >> the windy conditions out there are pretty significant at one point. the highway patrol issued an advisory for the bay bridge. let's go to drew tuma for more. >> the wind at times gusting around 50 miles per hour. you can see the flag over my left shoulder still waving in the wind. the winds are with us through the evening. a live look outside from the

east bay hills camera showing you it's shaking, and for good reason. peak wind gusts across the region, san francisco clocked a gust of 49 miles per hour. half moon bay, 37 miles per hour, and oakland just clocked a wind gust of 33 miles per hour. so if you're headed out on the town, the sun goes down at 6:01. the winds are with us through 11:00, between 20 and 40 miles per hour. it's after the midnight hour the wet weather is going to move in. we'll take a closer look at the timing of the rain for your saturday when i give you the full forecast in a few minutes. >> drew thanks very much. california farmers are being cut off again from federal water supplies. and unprecedented move unlikely to lead to less food being grown in the nation's biggest agricultural state. today, the u.s. bureau of reclamation announced it's setting its water allotment for next year at veero just as it did last year. the decision will force some farmers to pump scarce ground water or leave fields bare. the allocation amount could be increased if the state gets

significantly more rain and snow. but that seems unlikely given how late we are now into the rainy season. >> a man went to new heights, literally, today to get away from police in san francisco. we want to show you the man right now on a cell phone video. there he is, from a viewer. he climbed up the wall of a building. police were chasing him after a witness said the man pulled a gun in an argument. the man jumped roof to roof with the officers in pursuit. he eventually went down and was arrested just after noon near baker streak. >> oakland police are investigating a shooting death of a 19-year-old man. officers responded to reports of a shooting about 10:30 this morning. that's where they found the victim with multiple gunshot wounds. emergency crews pronounced him dead at the scene. >> san francisco police chief greg sursaid last night's shooting in the mission appeared to be justified. some others question why police would shoot a man armed with a

knife. vic lee is live near the crime scene with the story. vic? >> well, dan hopefully a lot of these questions will be answered when police chief greg sur sur hosted the town meeting here on monday here in the mission district. the shooting happened about a half block from here today. there was a lot of talk about that shooting, a lot of questions, and some skepticism. >> police found six shell casings, two rounds were lodged in the wall of a house across the street from the shooting. >> shotting and running and then bang, bang, bang, bangs, bang bang, like four or five shots. >> david miller's window faces the street. >> a man with a knife was shot and killed by plain clothe officers. >> i saw a body. over here on the street. a person being detained by the police. next to the tree. >> the 911 call came around 9:45 last night here at fulsome between 24th and 25th streets. police say the suspect armed

with a long kitchen knife was threatening a man. he later told police the suspect was trying to steal his bicycle. coincidentally, two plain clothes officers were driving by at the time. police say they shot the suspect after he advanced toward them, refusing orders to drop his knife. chief greg sur. >> in interviewing the victim the victim told actually the captain of mission station himself that he was coming after me with a knife this big. that is -- the knife was not that big however it is large, and he thanked the captain saying you saved my life. >> still some question the fatal shooting. there was talk that police had stopped and questioned the alleged bike thief a couple blocks away earlier in the night. 15 minutes after being detained plain clothes officers arrived and shot and killed him. he had a knife and again that is not a reason to shoot to kill someone. >> police say officers can use lethal force against someone armed with any weapon if they

believe their lives or anyone else's are in imminent danger. vic lee abc 7 news. three men accused in a brutal rape and kidnapping of a 22-year-old woman in santa rosa had their first court appearance today. jose angel biraw hos, and cisneros and avina are accused of holding the woman captive for weeks. the woman said she uescaped from a combound where she was raped and held captive. twitter is trying to deal with its troll problem. the san francisco company has announced new measures to stop people who repeatedly harass users from starting multiple accounts. twitter is also expanding the initiative that allowed third parties to report abuse. previously only the victim could report the issues. >> facebook is adding new tools

to help people who may be considering suicide. he or she will now get a response from facebook offering to connection them with a help line worker or a friend. facebook recommends a help line to friends who see friends indicating potential self-harm or suicide. >> protesters in atherton say it's time. >> a bay area college forced to drop its football program. but some students are not giving up the fight to restore it. >> plus, a popular restaurant on the embark ucadero may have to shut down. >> and -- >> the bay area mew zishz who defied the odds to do the impossible. >> we continue in 60 seconds. stay with us.

one lucky driver this afternoon, the driver of his car flipped onto its roof and had just minor injuries after the crash. sky 7 was over interstate 80 in richmond shortly after the car collided with a semi truck. the chp is investigating what happened. the truck driver wasn't hurt. well, it was the decision that stunned a small college. the cancellation of a football program that went back decades. chris nguyen was in atherton as students rallied to voice their disappointment. >> on the quad at menlo college a last ditch effort to save a campus tradition. >> it's something we looked forward to every saturday. >> on super bowl sunday, they announced the elimination of the football program. players and coaches say they were blindsided. >> as we found out, the entire student body found out which i thought was really

unprofessional. if you're going to do something as far as cut off the football program, the least you could do is tell us to our face, this is what the situation is before you release it out to the entire school. >> i didn't have an inkling that it was coming. i was definitely shocked by the phone call i got. >> the college officials declined to go on camera but said scheduling issues as well as finances led to their decision. as california's only football program in the national associate of collegiate athletics, expensives have nearly triples in five years, but students believe it was money well spent. >> that's is huge, a seventh of the school population that they're diminishing and the admissions numbers are going to go down. from a business perspective, that's a poor decision. >> this senior helped organize the rally. >> we can't just let that go without a fight. >> some athletes have already transferred out. others are waiting until the end o-school year. students say saving the program may be an up-hill battle but one they're willing to take on.

an online petition has collected more than 1700 signatures. reporting at menlo college chris nguyen. >> the new 18,000 seat home of the san jose earthquakes was christened today in a ribbon cutting ceremony. avaya stadium cost $100,000 and was the first cloud-enabled stadium. it boosts having the largest outdoor bar in north america and the second widest l.e.d. screen in california. >> we're here to commemorate a permanent home for soccer in silicon valley. we're here to commemorate the day that san jose officially became cool. >> the first exhibition game takes place tomorrow. when the quakes host the l.a. galaxy. oakland's workers are celebrating a new law that will add hundreds of dollars a month to their paychecks. a law raising the minimum wage takes effect on monday. it will go from $9 an hour to

$12.25 an hour. 82% of voters backed the measure. among them, the owner of actual cafe on san pablo avenue. the owner's pay roll will jump by 15% and he'll have to raise prices. >> the costs are going up because it's necessary they go up because it's necessary we treat our workers fairly. >> 82% of voters voted for this measure. hopefully, 82% of the voters will come and spend more on their meals. >> the minimum wage law also gives oakland workers up to nine paid sick days a year. >> a long time fixture will soon serve its last round of drinks and meals on the san francisco water front. generations of locals and tour rss have aenjoyed sinbad's. they want the restaurant gone by march 21st. officials say sinbads has been late paying rent and has bounced some checks. health inspectors have also issued warnings about food safety issues. >> a change starting sunday no longer be able to catch amtrak shuttle buses on the

embarcadero. that's when amtrak will move the san francisco office to the terminal at fulsome and main street. they provide buses to connect passengers with train stations in the east bay. >> the high street bridge will be closed week days starting monday for an earthquake retrofit project. it will be closed monday to friday between 9:30 a.m. and 6:30 p.m. and it could last as long as seven weeks. more than 30,000 cars pass the bridge every day. >> president obama announced he will meet with the afghan president at the white house march 24th. the two will talk about security, economic development, and support for the afghan-led reconciliation process. this is the president's first u.s. visit since last year's presidential election, which was afghanistan's first democratic transfer of power, and i had the amazing opportunity to speak with the president in my trip with the san rafael based

temperatures rr right now, a lot of 50s across the region. 54 at half moon bay. 58 in san jose. 57 in livermore, and oakland currently checking in with a cool temperature of 57 degrees. now, in terms of the winds as we head into saturday midday around noon, the winds will finally calm down. relaxing to generally less than 10 miles per hour but as the winds move out, the rain will move in. so future weather will show you early tomorrow morning 3:00 around san jose, showers popping up. some locally heavy downpours possible, even not out of the question to hear a clap of thunder, but notice even into the midmorning hours on saturday, the rain is really confined to the south bay. it's not until the afternoon that the rain will try and push north. and by 7:00 in the evening, around san francisco, around oakland, even along the peninsula, that's when you run the risk of showers and a chance of thunder. the nort bay really going to miss out on much of the wet weather. the rainfall forecast will show you around the bay generally less than a quarter of an inch

of rain. the north bay count yourself lucky if you see a tenth of an inch of rain. where we see the heavier downpours set up probably around the south bay, half an inch to as much as an inch of rain could be possible. there's even snow in the forecast. this is great news. weather where you live, this picture sent in on my twitter page. snow falling right now in truckee. a winter weather advisory is in effect for the sierra until tomorrow afternoon at 1:00. 4 to 8 inches of snow possible above 5500 feet. even a foot of snow possible in the higher elevations. good news there for the resorts. overnight lows in the bay area showers moving in after midnight. cool and dry in the north bay. 50 for san francisco. 39 napa 45 san jose, and then tomorrow for the first half of our saturday rain really confined to the south bay, and then afternoon, anyone is fair game for a shower with temperatures in the upper 50s to lower 60s. seven-day forecast calls for scattered showers tomorrow.
