>> reporter: todd walker is a long-time community activist in oakland at the forefront in the fight to stop the violence among the city's youth and he is the uncle of the 14-year-old high school freshman shot and killed saturday as he walked down a fruitville street with two friends. >> just a great kid. a great kid. wonderful mother. wonderful father. just a nice, humble kid, loved to play sports. >> reporter: sunday night the spot where ellis was killed friends and family members gathered for a candlelight vigil. just tragic. know you're not gonna see him no more. >> reporter: devon har san is a classmate of ellis and teammate where he was a star football player and excellent student. >> no reason. i was just shocked. why him? >> reporter: the mood at oakland tech is somber as students returned for the first time since ellis was gun downed just before 8 saturday night.

at tech and ellis' prior school mop terra middle school the district made sure there were grief counselors available for students and staff. give them tips on coping with the tragedy like this and equally or more important, giving them advice on how to help their students grieve and come to terms with this incident. >> reporter: police and crimestoppers are offering a $20,000 reward for information leading to an arrest in ellis' murder. laura anthony, abc7 news. the chp is trying to sort out a fatal crash on freedom boulevard that killed four young people from santa cruz county between the ages of 16 and 22. seven were actually inside the mercedes sedan that collided head-on with a bored f 150 pickup truck last night. three people in the mercedes died at the scene. another died at the hospital. the other three were taken to the hospital with critical injuries. none was wearing a seat belt and alcohol does appear to be a

factor. >> with add couple of witnesses reporting reckless driving, things like excessive speed things like passing over double yellow lines, had a witness say that there were actually females out of the windows like dancing and out of the moon roof dancing prior to the collision. >> the driver of the pickup truck, a 56-year-old man is in the hospital with major injuries. he is expected to recover. authorities haven't released the names of any of the victims. in san jose, investigators looking into what caused two garages to catch fire, destroying as many as five vehicles. it started around 10:30 on 9th and st. james streets. officials called for extra help because the fire was close to home but didn't spread to any structures and no one was injured. the weather, a wellcomed willa welcomed sight we haven't seen enough of, rain. people in san jose caught off-guard when the sudden downpour occurred east santa clara street, only a few people have um presently las with them.

charge at this time. sewn nome ma county authorities don't know why an 84-year-old woman was targeted and killed last night. she was found dead inside a chair in her home on thursday. deputies in riverside county spotted two of the suspects in a car seat. they led deputies on a high-speed chase all the way into arizona. police put out spike strips and the car crashed. 27-year-old victor silva from marin county surrendered. deputies shot and killed the other suspect after she pulled a gun on them. a third suspect 27-year-old john brown know martinez was arrested in richmond on saturday and expected in court tomorrow. two investigations are already under way into yesterday's fatal police shooting of a homeless man on skid row in los angeles. >> the lieutenant county district attorney and the independent inspector general are now looking into the shooting which was caught on videotape.jf abc news reporter ted rowlands has the story. >> oh my god!

communities are to be safe. >> the task force recommendations include independent investigations and special prosecutors on cases involving fatal interactions with police as well as more police training on how to deescalate confrontations and increase diversity within police departments. the wife of facebook founder mark zucker persian gulf was honored today at san francisco city hall. >> mayor ed lee recognizing pricilla chan and three others as part of women's history month. chan did not attend the event. she and zucker persian gulf recently made a $75 million donation to san francisco general hospital. the other women honored include sherrilyn adams from larkin youth services gail gillman from community housing partnership and debra peralta, an advocate for special needs education. a gamer's paradise this week in san francisco. 24,000 people expected to attend the game developer's conference at moscone center. abc7 news was there as coders show off the games they created on their way to the convention.

silicon valley could come to an end this afternoon. a u.s. district judge is widely expected to approve a $415 million deal to settle alleged no poaching agreements among the area's leading tech companies. some 64,000 tech workers filed a class action lawsuit in 2013 claiming companies refusing to recruit and hire each other's workers stifled their wages and their mobility. industry experts say the settlement could end a lot of back room deals between top executives in the area. a banner day on wall street as the nasdaq closed above 5,000 the first time since the dotcom dub bubble. here is a look at the closing numbers, nasdaq which includes dozens of silicon valley companies, closed at 5,008, up nearly 45 points. this is only the third time the nasdaq closed above 5,000, the last time being xdi15 years ago. a day gains for the dow, up 156 points while the s & p 500 picked up 13.

primary way terrorist groups like isis have spread their message, you the social media giant has recently been shutting down those handles associated with isis over violations of twitter's terms of use rules against violent contempt and that's why isis is retaliating. at twitter headquarters, security officers were on alert throughout the day but no one talked to us on camera about the threat. a spokesman replied to my questions with a short email. our security team is investigating the veracity of these threats with relevant law enforcement officials. for security professionals, this is a possible threat that has to be carefully balanced. >> i think the fbi has to determine whether the veracity of the threat and whether it comes from isis itself or just a message to followers to do something. that's the key. >> reporter: rick smith is a retired fbi agent and private investigator. he doubts that isis has sent or can send anyone to san francisco immediately to carry out these threats. but there is a possibility of a

lone wolf trying to mount an attack. so twitter will have to tighten security at their downtown sfwraeps offices. the threats against twitter ceo jack dorsey were posted online sunday on a website called just paste it. the problem with online threats of any kind is their authenticity. threat seems legitimate, posted to a site anyone could have posted to the reality is that it could have been a 12-year-old in wisconsin. we don't know if it's a real terrorist or someone making a joke. >> reporter: what is clear, twitter and other social media giants cracked down on violent posts and videos from groups like isis. removed twitter handles and profiles. social media has become their primary tour for recruiting followers and encouraging attacks. other security breach at the white house, this time two men in separate incidents. secret service says the first incident occurred last night when a man hopped a pike rack

french authorities are investigating the theft of some priceless works of art stolen from a museum near paris. thieves stole 15 items from the chinese museum at the fontainebleau castle before dawn on sunday. authorities say the raid lasted less than seven minutes so they knew what they were doing. the stolen objects were assembled by empress eugene think about, the wife of emperor nap polian iii for her chinese museum in 1863. among the items stolen, a replica crown of the king of siam given to france's emperor in the mid-19th century. >> wow. time for a check on our weather. and we finally got a little bit of a change. a little bit, some sprinkles, right spencer? >> a few isolated sprinkles, a couple of brief downpours, didn't last very long. right now the showers are tapering off, the skies are clearing. live doppler 7 hd we have some lingering clouds and lingering spots of moisture, but that should all be gone pie tomorrow. meanwhile, our climb what the toelogical winter has ended and this was the warmest winter on record for much of the bay area.

the district says they are hitting the barriers as much as they ever did. the difference is there's more damage to cars and there's more damage to the barriers. look over my shoulder, stood here friday, the bridge district told us the lane sizes never changed and technically they haven't. you see that piece of metal sticking out there in front of that volvo? there's now less room outside of the lanes. and that could be a cause of the issue. this has become a common sight in the dpg bridge toll plaza, work crews repairing barriers between the old toll booths they did it again today after three more reported impacts since friday. who do you blame? >> myself. i wasn't paying attention. >> reporter: last friday john wilson became the 29th of what are now 32 impacts since january 12th. he hit this barrier which forms an opening 10 1/2 inches narrower than previous versions which used to be flush with the concrete. those smaller openings may have contributed to a five-fold

increase in incidents compared with the same period last year. >> we did not anticipate that we would have more people hitting the par years than we did in the past. in fact, not sure that's actually the case. >> reporter: bridge manager carrie witt blames drivers going excess of 25 miles an hour through openings designed in a day when people stopped to pay tolls. despite these barrier overlaps the district insists lane widths remain the same at their narrowest points. >> it is narrower right in the middle where you used to stop and pay your toll. still. >> still? >> doesn't look that way though. >> it is that way. >> reporter: the district describes the new par years as not complying with the federal highway guidelines. they have also cost the bridge $187,000 for repairs in less than three months. no price on safety the district told us. >> it comes to the potential for loss of life or serious injury in a head-on collision with a
